Description
Tax Increment Reinvestment Zone 1 Advisory Committee Meeting 041222
A
We're
going
to
get
this
meeting
started
good
afternoon
everybody.
This
is
the
texas
increment
reinvestment
zone
number
one.
We
are
in
city
hall,
council
chambers,
it
is
approximately
5
34.
B
Of
course
we
have
mr
mia,
mr
castillo.
A
A
You
very
much
item
three
minutes:
approval
of
minutes
of
march,
8th
2022
for
the
board.
You
have
those
in
your
packets,
you
you've
all
been
providing
them
a
little
folder
with
all
the
information
that
we're
going
to
talk
about
today.
So
you
can
take
a
look
at
that
as
soon
as
you're
ready
I'll
entertain
a
motion
to
accept
the
minutes.
D
A
Seconds
any
comments,
if
not
all
those
in
favor
say
aye
aye
any
against
non-motion
passes.
Thank
you
very
much
item
four.
Is
citizens
comments?
Citizens
are
required
to
fill
out
and
not
fill
out
an
online
participation
formula
later
that
545
or
can
carry
and
can
be
found
at
the
listed
website
to
assure
all
professional
measures
are
taken
to
prevent
the
spread
of
cover.
19.
A
comments
are
limited
to
three
minutes
per
speaker
and
more
than
three
persons
will
be
allowed
to
speak
on
any
side
of
an
issue.
Speakers
may
not
pass
through
minutes
to
any
other
speaker.
Comments
should
be
relevant
to
city
business
and
delivered
in
a
professional
manner.
No
derogatory
remarks
will
be
permitted.
We
do
have
one
person
that
has
signed
up
a
good
friend
to
everybody
here
in
the
board
and
to
downtown
former
city
staffer
arturo
garcia,
welcome.
F
Good
good
afternoon,
everybody
and
mr
honorable
chairman
and
church
committee
members
staff
and
able
city
staff
great
to
be
back
back
here
a
little
bit
on
the.
F
Podium
as
they
say,
I
just
wanted
to
just
talk
about
something.
Real
quick
won't
take
up
too
much
time
just
want
to
remind
everybody,
especially
the
able
city
staff
that
are
doing
the
design
for
you
all
one
of
the
critical
components
of
that
that,
especially
at
800
block
in
the
900
block,
which
was
one
of
the
design
projects
that
was
going
to
be
underway
for
reconstructing
the
street
and
the
improvements
is
parking.
F
F
It's
very
critical
right
now,
I'll
just
give
you
what's
going
on
right
now
and
I'm
gonna
kind
of
mention
it
we're
having
trouble
on
the
eight
hundred
block
of
italy
as
an
example,
all
the
customs
officials
or
the
customs
agents
that
are
working
on
the
southbound
lane
come
and
park
and
take
up
all
the
parking
spaces
on
the
800
block.
F
I'm
not
sure
why
they
do
that,
since
they
have
their
own
parking
lot
and
we've
already
asked
customs
representatives
to
try
to
use
their
own
parking
facilities,
and
you
know
the
other
thing
that
we
don't
understand.
As
far
as
the
other
two
owners
of
the
property
there
and
the
business
owners
on
the
800
block
is
why
they
are
using
up
all
these
viable
parking
spaces
when
they
have
their
own
parking
lot,
and
I'm
not
sure
why
it's
being
done.
F
I
would
like
to
request
if
the
tours
or
since
you
have
city
officials
here
on
this,
that
they
contact
the
customs
port
and
ask
them:
why
are
they
utilizing
vital
parking
spaces
for
customers,
especially
right
now,
when
that
800
block
is
developing,
you
already
have
one
bar.
You
have
myself,
you
know
trying
to
finish
off
the
second
house
there
and
then
and
miss
one,
mr
bernal
and
his
family.
There
are
doing
a
great
thing,
opening
up
that
corner
facility.
F
A
B
A
Right.
Thank
you
item
five.
This
is
and
very
a
very
important
item
for
me,
in
particular,
recognition
of
henry
savani
immediate
past
chairman
for
his
exemplary
dedication
and
efforts
on
the
board
and
for
the
community,
I'm
sure
that
the
entire
board
would
agree
and
to
staff
anybody.
That's
worked
with
henry
aside
from
his
economic
development
expertise,
particularly
his
just
being
steadfast
about
how
he
carried
out
business.
He
he
took
the
efforts
of
the
tours
and
tina.
A
I'm
gonna
don't
get
too
far,
because
you're
gonna
help
us
with
with
this
as
well,
particularly
at
a
time
where,
where
I'm
two
year,
two
years
into
this
board,
we
thought
we
only
had
so
much
money
to
work
with
and
for
him
to
lead
the
effort
to
and
with
city
staff,
some
some
of
the
city
staff.
That's
here,
including
mia,
mr
mia.
Let
the
effort
to
bond
to
to
increase
that
bonding
capacity
or
to
utilize
the
bonding
capacity.
A
I
think
some
of
us
had
kind
of
already
given
up
on
that
effort
and
it's
because
of
his
his
dedication
and
and
the
fact
that
he
saw
he
saw
that
through
that
we're
able
to
see
these
projects
that
are
going
to
be
realized
over
the
next
year
and
a
half
so
henry.
I
applaud
you,
I
I
know
it's.
It
was
a
lot
of
work
for
you.
You
were
in
every
subcommittee,
pretty
much
you
know.
Hopefully
I
can
fulfill
those
those
same
that
same
dedication.
A
I
hope
that
I
can
do
that,
but
you
were
a
great
great
leader
and
still
are
in
the
community.
We
just
want
to
take
some
time
to
recognize
you
this
afternoon
this
evening,
because
you
deserve
it
and
you've
left
the
way
for
this
first
to
get
actually
to
start
breaking
ground
soon.
So
thank
you
very
much
for
all
you've
done
for
for
the
turf
sport
for
the
city
and
for
the
downtown
stakeholders.
A
D
Well
I'll
speak
henry.
I
really
do
appreciate
all
the
time
and
the
the
efforts
that
you
put
in
behind
the
scenes.
Besides
all
the
meetings
to
get
us
to
where
we
are
today
and
a
lot
of
our
accomplishments
are
going
to
be,
I
think,
finally
put
in
in
in
place
because
of
your
leadership.
I
Thank
you
very
much,
certainly
I
I
appreciate
those
kind
words
and
cert.
This
is
a
very
strong
board.
You
know
it
has
been.
It
knows
what
it's
doing.
It
has
depth
because
of
the
number
of
individuals
in
the
time
you've
been
on
the
board,
and
I
think
that
always
helps
you
know.
Sometimes
what
doesn't
help
an
organization
move
forward
is
when
there
is
month
to
month
or
maybe
not
month
to
month,
but
that's
a
quarter
and
a
quarter
turnover.
I
You
know
in
particular
patty
goldberg,
because
I
think
we're
the
two
original
people
that
are
still
here
from
when
the
board
was
first
established
way
back
when
I
sounds
like
a
million
years
ago,
but
I
mean
it's
about
almost
five
years
ago,
more
or
less,
I
think,
but
thank
you
very
much
for
those
kind
words
I'd
be
remiss
if
you
know
I
I
didn't
say
that
my
departure
has
a
silver
lining
to
it
and
that's
what
you're
getting
with
fredo
martinez
or
willie
martinez
from
ibc
bank
on
the
board.
I
As
well
I
mean
ibc
is,
as
you
know,
a
strong
contributor
to
the
community.
We
believe
in
the
community,
in
particular
our
focus
on
downtown
we're
dedicated
to
the
downtown
area.
Certainly
the
the
river
international
business
alfredo
brings
that
experience,
and
that
background
you
name
the
organization
here
in
town,
be
it
educational
or
economic
development
related
and
he's
either
been
on
the
board
or
served
as
president
of
that
board.
I
So,
certainly
you
know
you're
we're
leaving
you
ibc
is
leaving
you
with
someone
that
that
has
as
much,
if
not
more
knowledge
on
the
subject.
So
good
luck.
A
A
G
Good
afternoon
everybody
for
those
of
you
that
do
not
know
me,
I'm
dr
marcelo
rivet.
I
am
the
new
executive
director
of
laredo
main
street,
and
I'm
just
here
to
introduce
myself.
G
I
just
wanted
to
introduce
myself
and
say
hello
to
everybody,
and
I
really
appreciate
your
time.
Your
effort,
I
know
the
truth-
is
also
very
important
for
the
development
of
the
downtown
area.
So
if
you
have
any
comments,
questions
considerations
you
can
reach
out
to
me
at
executive
director
at
laredomainstreet.org
and
please
feel
free
to
contact
me
anytime,
so
we
can
have
some
projects
together.
So
thank
you
very
much.
G
I
don't
know
if
you
have
any
questions
about
laredo
main
street.
Maybe
this
is
an
opportunity
to
actually
answer
what
some
of
the
things
that
we
do.
We
have
a
coming
up
festival
for
mother's
day
in
farragut
street.
It's
going
to
be
on
may
7th
and
our
goal
is
to
actually
highlight
that
downtown
laredo
is
open
and
ready
for
business,
so
we're
inviting
everybody
to
come.
It's
a
festival
right
like
we're,
going
to
have
mariachis
and
we're
going
to
have.
G
I
don't
know
street
vendors
and
food,
but
the
idea
is
that
people
know
that
the
stores
downtown
laredo
are
open
and
ready
for
business.
So
that's
a
one
of
our
programs
that
we
have
like
it's
happening
right
now.
Under
our
jambusi
present
series,
we
also
working
with
our
community
development
office
we're
going
to
have
a
session
with
the
consultant.
It's
a
public
session
for
everybody
to
know
about
the
data
that
has
been
collected
about
the
homeless
issue.
G
It's
going
to
happen
next
week
on
the
20th
at
a
center
for
the
arts
630
and
our
consultant
will
come
and
share
the
information
that
he
has
collected
about
the
homeless
issue.
So
those
are
two
of
the
activities
that
we
have
been
preparing
and,
of
course
we
want
to
to
engage
with
more
people
and
for
everybody
to
know
that
we
are
clarito
main
street.
A
A
Moving
on
to
action
items
item
seven:
oh
actually,
presentation
item
item
six
presentation
by
able
cd
I
added
this
item
on
the
agenda.
I
know
we
covered
this
before
I'll.
Read
it
completely
presentation
by
able
city
on
latest
improvement
timeline,
including
any
updates
relating
to
wayfinding,
murals,
signage
and
monuments,
so
that
this
item
relates
to
item
8,
which
we'll
discuss
in
a
few
minutes
in
terms
of
getting
our
civil
engineering
team
on
board,
but
franco
riviera.
K
Well,
yes,
I
would
like
to
just
briefly
review
the
downtown
tours
project
that
you're
about
to
bring
the
civil
engineer
on
if
you're
voting
that
tonight,
what
we'll
do
is
we'll
modify
our
original
schedule
to
reflect
that
getting
started
so
there'll
be
a
design
period,
there'll
be
a
procurement
period
as
well,
and
then,
of
course,
we'll
work
with
the
civil
on
establishing
a
construction
time
and
then
we'll
have
that
back,
hopefully,
at
the
next
meeting.
Regarding
that
particular
project
in
that
timeline,
yeah.
A
So
so
for
the
board,
you
have
this
in
your
packet.
This
is
the
last
the
the
most
updated
schedule
in
terms
of
it's
taken
us
a
little
while
to
get
the
civil
engineering
team
on
so
we're
a
little
bit
behind
on
that
on
that
front.
But
what
I
would
like
to
do
on
the
item.
A
Work
for
appointments
is
to
speed
up
our
create
a
project
management
subcommittee
that
will
allow
us
to
work
with
able
city
and
kci
and
encapsulate
projects
and
bring
them
back
so
that
we
can
act
on
them
next
next
meeting
and
then
really
understand
each
project
as
we'll
give
a
project
number.
So
everybody
knows
what
those
projects
are
and
for
mr
martinez,
you
know
we'll
share
with
you.
The
I
think
we
have.
We
have
copies
of
the
presentation
on
my
pin
drive.
A
We
can
circulate
those
to
you,
so
you
know
what
those
projects
are
and
get
updated,
but
obviously
we're
not
going
to
update
the
the
timeline
until
we
actually
have
a
subcommittee
meeting,
but
I
at
least
wanted
for
everybody
to
get
a
sense
of
where
we
are
and
we'll
talk
some
more
about
where
we
are
with
kci.
On
that
item.
Are
there
any
questions
for
the
consulting
team
on
the
timeline.
A
Okay,
if
not,
we
will
move
to
the
action
to
action,
items,
presentation
of
tourism
or
one
financial
status,
with
discussion
of
possible
action
related
to
budget
allocations
for
border
proof
projects
and
any
matters
incident
there
too.
I
I
asked
mr
castillo
to
prepare
an
updated
status
and
we
can
get
that
on
the
on
the
screen.
That
would
be
great,
so
everybody's
looking
at
that
and
he
was
very
graciously
dead.
I
know
he's
given
us
these
updates
verbally,
but
I
wanted
everybody
to
have
that
in
writing.
So
it
is
also
in
your
pocket.
A
C
You,
yes,
I
guess
a
little
bit
of
background
on
on
the
sell
of
the
bonds
back
on
march
29
2021,
mr
herring
souvenir
addressed
city
council
with
different
projects
that
were
being
considered
by
the
board
and
at
that
point
he
also
asked
for
supporting
and
selling
bonds
on.
Behalf
of
the
tourists
on
there
on
on
council
approved
that
on
june
21st
2021,
the
approval
of
the
seller's
bonds
was
again
was
approved
by
my
council
and
the
bond
proceeds
were
received
by
by
the
tourists
back
on
july,
20
2021.
C
As
part
of
the
presentation.
We
have
a
balance
sheet
as
of
march
31st
2022,
and
I
divided
into
the
different
the
two
sections,
the
chairs
reinvestments
on
monies
that
are
being
generated
by
the
property
taxes
and
then
also
the
bond
proceeds
that
we
received
last
year.
On
the
first
page,
we
have
an
investment
of
931
7731.9
cents.
We
also
have
taxes,
receivables
of
8000
to
4130,
and
we
have
a
deferred
revenue
for
the
same
amount.
We
don't
recognize
revenues
from
the
taxes
until
they
actually
collected.
C
That's
why
we
have
an
offset
or
a
contra
asset
account
that
cancels
that
so
we'll
recognize
revenues
as
they're
being
collected
as
part
of
the
the
those
bump.
I
mean
part
of
that
bond.
It's
not
not
bond,
but
part
of
the
revenues
that
are
generated
by
the
by
the
tax
increments
owned
part
of
it
is
restricted
for
debt
service,
which
is
the
average
debt
service
payment
on
an
annual
basis,
which
amounts
to
one
hundred.
Fifty
seven
thousand
three
hundred.
A
C
C
That's
a
20-year
bond
okay.
So
what
leaves
right
now
as
of
right
now,
the
available
balance
for
turs
will
be
774
43109.
C
In
addition
to
that,
that's
that's
just
the
revenue
generated
by
the
by
the
tourists.
In
addition
to
that,
we
have
the
the
bonds
that
were
sold
last
year.
We
have
2
million
502,
159
69
and
that's
all
invested.
C
Can
we
go
to
the
next?
The
next
page?
We
have
a
a
breakdown
of
the
income
statement
and
again
I
I
did
it
for
both
of
the
revenue
generated
by
the
church
and
the
bond
proceeds
on
the
revenue
side
for
the
terrorists.
We
have
current
taxes,
collected
of
73,
000,
15
and
69
cents.
C
We
have
prior
taxes
that
were
collected
this
year
of
1414,
an
interest
earnings
of
834,
834
dollars
and
92
cents
on
the
expense
side.
We
have
a
contractual
services
of
eighteen
thousand,
seven,
eighty
one
twenty
two
and
a
debt
service
payment
of
a
hundred
and
eighteen
thousand,
four
thirty
one.
Twenty
four
leaving
us
with
a
decrease
in
the
fund
balance
of
sixty
one
thousand
as
of
march
31st.
C
Our
beginning
balance
was
nine
hundred.
Ninety
three
thousand,
therefore
leaving
us
with
an
ending
fund,
balance
of
nine
hundred
and
thirty
one
thousand,
seven
thirty
one
dollars
and
nine
cents
and
then,
on
the
other
side,
on
on
the
other
side
of
the
slide.
We
have
what
are
the
next
one
piece
that
one
no
previous
one.
C
And
this
the
last
the
last
slide
here
is
a
debt
service,
payment
schedule
and
I'm
all
included
in
the
next
couple
of
years,
but
we
also
have
another
debt
service
payment
on
august
15
for
40
775,
and
that
will
be
for
the
current
fiscal
year
and
then
I'm
giving
you
for
the
next
fiscal
year
for
figure
23.
We
have
a
total
of
154
thousand
six.
C
Seventy
five
in
that
in
principle
and
interest
payment
that
needs
to
be
paid
next
year,
then
fiscal
year,
twenty
four
one
hundred
fifty
five
thousand
eight
hundred
and
fiscal
year,
twenty
five
one
hundred
and
fifty
six
thousand
six.
Seventy
five
okay!
Well!
That
includes
my
presentation.
I
don't
know
if
you
all
have
any
questions
any
questions.
I
have
a
question.
Yes,.
J
So
that's
really
good.
I
mean
a
comment
that
we're
going
to
make
and
we
got
the
funds
we
got
them
back
in
july
last
year
july
yeah
we're
already
making
payments
payments.
We
already
made
the
first
payment,
the
first
payment
so
guys.
We
need
to
move
very
quickly
on
this
because,
as
you
can
see
we're
in
the
rent,
I
mean
what
we're
collecting,
what
we're
collecting
on
tax
revenues
we're
in
the
red.
So
we're
going
to
move
with
these
improvements,
so
the
property
values
go
up,
but
we
start
collecting
more
more
taxes.
A
There
is
not
going
to
be
any
action
on
that
item
unless
the
board
decides
to,
but
I
think
we
we
ought
to
wait
until
we
get
these
projects
budgets
hammered
out
and
and
coming
back
to
the
board
next
week.
I
do
agree
with
mr
martinez.
We
we
and
we've
talked
about
handling
the
look
addressing
the
low-hanging
fruit
and
get
that
underway,
because
there
are,
there
is
some
low-hanging
fruit
projects,
so
I
think
we're
in
a
place
where
we
can
get
that
mobilized
very
quickly.
A
Very
soon,
item
eight
discussion
of
possible
action
to
approve
scope
and
terms
for
contract
with
kci
technologies
and
authorizing
the
city
of
writer
to
finalize
and
execute
contract
and
initiate
work
this
amongst
most
things-
and
I
I
know
we
have
ramon
javis-
we
can
come
up
to
the
podium
who's,
who
is
his
department
and
he's
the
lead
for
interfacing
with
with
the
civil
engineering
team.
So
I
know
you
and
I
visited
about
getting
to
a
place
where
we
can
get
them
mobilized,
contracted
and
mobilized
ramon.
L
L
I
can
take
you
through
it
real
briefly,
just
to
some
of
the
main
points
which
are
included
on
the
first.
L
Probably
six
pages
includes
most
of
the
important
information,
so,
first
of
all,
the
scope
of
services,
scope
of
services
on
these
street
improvements
include
from
south
augusta
street,
from
flores
avenue
to
salinas,
and
that's
two
blocks:
italy,
the
street
from
santa
ursula
avenue
to
salinas
avenue,
that's
five
blocks,
and
then
san
agustin
avenue
between
lincoln
street
to
grant
street
and
that's
an
additional
two
blocks
for
a
total
of
nine
blocks.
L
I
did
not
see
any,
for
example,
street
street
signage
I'd
also
be
looking
for
some
audible
pedestrian
signals.
L
Some
bus
stops
pedestrian
improvements
and-
and
I
don't
know
if
the
turn
boards
also
included-
are
interested
in
bike
lanes
and
all
that
kind
of
stuff,
but
again
that
you
will
get
into
that
as
the
project
develops.
These
are
just
some
of
the
things
that
that
I
saw
that
weren't
included,
we'll
make
sure
we
haven't
met
with
the
consultant.
L
That
will
make
sure
that
we're
there
included
is
a
timeline
and
a
design
schedule,
and
that
goes
to
what
frank
mentioned
earlier,
to
be
able
to
incorporate
that
into
into
the
ultimate
scope
of
the
entire
project,
with
some
milestones
on
there.
So
he's
broken
it
down
into
six
different
tasks
as
far
as
his
proposal.
So,
in
my
opinion,
each
task
should
have
a
a
timeline
or
a
milestone
in
there,
so
that
we
know
and
understand
exactly
where
we're
at
as
we
move
forward
with
this.
L
The
first
task
is
the
boundary
and
improvement
survey
of
the
nine
blocks
in
the
intersections,
and
all
this
is
pretty
typical
on
a
project
how
it's
broken
down,
then
the
second
task
it
talks
about
the
utility
coordination
aspect
of
it,
it's
very
important
to
understand
and
know,
what's
underground,
for
these
projects
and
I'll
go
later
on
in
my
presentation
on
some
of
the
things
that
are
not
included
to
make
sure
that
we
get
a
sufficient
direction
from
the
board
as
to
where
we
should
be
and
how
we
should
be
looking
at
some
of
these
things.
L
The
third
task
on
page
number
three
includes
public
public
improvements,
and
this
is
where
the
consultant
actually
gets
into
the
design
aspects.
How
is
this
going
to
look,
and
at
this
point
once
we
get
to
this
task
number
three?
L
This
is
when
probably
the
the
turf
board
will
get
more
involved
as
to
whoever
is
going
to
be
part
of
the
subcommittee
and
the
consultant,
of
course,
to
make
sure
that
we
are
following
the
direction
that
this
this
turf
board
requires
in,
including
as
part
of
the
task
three
under
number
six
he'll
be
providing
preliminary
estimates
of
his
opinion
of
probable
cause,
which
is,
I
think,
one
of
the
most
important
things
when
we
get
into
these
projects.
L
So
we'll
be
seeing
some
of
that
under
the
task
3
when
we
get
there
task
4
talks
about
the
design
development
which
is
you're,
getting
close
to
your
60,
the
design
plans
and
all
the
the
tasks
that
are
included
with
that
the
subtask.
Rather
then,
as
you
get
into
task
number
five
you're
getting
into
the
actual
construction
documents
and
100
plan
completion
of
the
improvements,
and
finally,
he
is
also
included
as
part
of
his
proposal
to
do
administration
and
oversight
of
the
of
the
project.
L
Some
of
the
things
that
he
did
not
include
on
here
are
subsurface
utility
locations,
geotechnical
testing,
then,
and
that's
typically
handled
separately.
L
The
city
does
have
a
rotation
list
that,
depending
on
how
we
look
at
this,
we
may
use
that
or
we
could
also
rfq
for
those
services
for
the
testing
and
material
testing
that
comes
later
down
the
road
once
you're
in
the
construction.
So
we
still
have
plenty
of
time
then
to
to
work
on
that
the
material
can,
you
repeat,
the
first
exclusion
you
mentioned
subsurface
utility
location,
it's
analyzing,
the
underground
engineering
and
exactly
what's
there.
L
The
consultant
will
provide
and
will
do
his
due
diligence
to
to
based
on
as
bill
plans
based
on
on
field
inspections,
identify
into
the
utility
coordination
process,
identify
the
utilities,
just
whatever
you
can
see
from
from
asbill
plants
on
paper
and
from
you
can
see
on
the
ground.
The
subsurface
utility
location
that
he's
referring
to
goes
into
a
more
extensive
process
to
where
you
actually
excavate
and
identify
the
the
depth
of
each
utility
each
one
prior
to
design.
So
that's
something
that
it's
not
included
as
part
of
this.
L
N
That
mr
mia
had
said
that
there
was
some
plans
for
utility
work
downtown
that
could
have
been
or
can
be
coordinated
with
this.
L
Yeah
I
could
get
into
that.
I
have
that
as
part
of
it
and.
N
L
Ask,
mr
perhaps
so
those
first
two
are
not
included
the
third
one.
That's
not
included
is
offside,
utilities
extension
which,
in
my
opinion,
won't
apply
to
this
and
then
number
four
any
electrical
designs
for
rerouting
electrical.
So
what
we'll
do
and
we'll
get
with
the
consultant
we'll
get
ap
involved
early
on
as
part
of
the
tele
coordination
to
make
sure
that
we
look
at
all
that
and-
and
I
know
most
of
that
infrastructure
existing
there-
it
belongs
to
aep.
L
I
know
they've
done
some
underground
work
here
recently
downtown,
but
we'll
get
them
on
involved
early
on
in
the
process,
so
that
we
avoid
any
any
electrical
rerouting
or
services,
and
that
also,
of
course,
may
have
to
do
with
existing
customers
and
business
owners.
So
we'll
do
our
due
diligence
to
make
sure
that
we
cover
that
and
then
the
last
one,
that's
not
included
is
a
traffic
impact
analysis.
L
That's
an
additional
service.
We,
he
does
have
two
sub-consultants
as
part
of
his
team.
Rather
three
sub-consultants.
The
first
consultant
he
asks
is
for
the
surveying.
He
has
blue
top
a
land
serving
and
who's
gonna
do
his
surveying.
Then
he
also
has
mp
studios
who's,
an
architecture
and
landscape
design
that
that
will
architect
and
then
the
third
subconsultant
that
he
has
an
ac
group
of
san
antonio
for
any
traffic
impact
analysis
that
may
be
necessary
if
needed,
but
it's
not
included
as
part
of
this
proposal.
L
The
other
thing
that
I
didn't
see,
of
course,
was
the
water
in
the
sewer.
I
know
that
utility's
department
has
done
some
improvements
downtown.
I
can
certainly
meet
with
the
utilities
director
and
I'm
sure
that
mr
riazulmia
knows
perhaps
which
streets
or
if,
if
there's
been
any
water
sewer
improvements
on
these
streets.
But
what
I
will
do
is,
as
part
of
our
due
diligence
also
is
do
that
research
and
make
sure
that
we
inform
this
board
if
there's
any
improvements
that
have
already
been
done
as
far
as
water
and
sewer
is
concerned.
E
Yep,
yes,
mr
chairman,
if
I
may
be
mr
chavez,
yes,
I
don't
think
there
is
only
probably
two
or
three
blocks
the
utility
was
done.
Okay,
but
since
we
want
to
invest
money
on
the
street
escape
improvement,
we
rather
do
all
the
subsurface
utilities,
and
so
I
would
recommend
you
sit
down
with
arturo
and
also
ask
them
for
a
proposal,
because
so
we
can
kci
the
proposal.
So
we
can
add
it
to
this
one,
but
the
utilities
part.
E
A
A
All
right,
so
it
you
know,
it
was
my
goal
to
to
mobilize
the
surveying
aspect
of
this
and
to
authorize
as
a
board
to
request
that
you
all
have
agree
with
me,
hopefully
that
we,
you
know,
authorize
ramon
chavez
to
finalize
negotiations
but
as
well
mobilize
the
the
serving
so
that
we
don't
lose
an
entire
30
days
and
then
start
serving,
and
then
we
can.
A
For
that
I
don't
think
we've
been
at
that
level.
We've
been
concept,
we
have
con
conceptual
buckets
of
cost,
but
this
is
pretty
real.
Now,
where
we're
gonna
we're
gonna
have
to
allocate
money
for
it.
Okay,
so
I
don't
know
if
there's
discussion
relating
to
what
I
mentioned
and
mobilizing
the
surveying
aspect,
which
is
enumerated
at
twenty
four
thousand
eight
hundred
dollars.
Do
you
are
you
in
a
place
where
you
feel
that's
a
comfortable
number
to
begin,
or
you
do
sure.
L
Almost
definitely
chairman,
that's
definitely
a
number
that
we're
comfortable
with.
I
would
probably
also
recommend
that
we
include
the
utility
coordination
committee
process,
because
that's
those
first
two
steps
are
basically
what
you
need
as
part
of
your
recipe
in
order
to
start
your
design,
so
those
those
first
two
tasks
are
very
important.
So
then
we
wouldn't
get
into
into
the
design
until
later
on,
we'll
come
back
to
the
to
the
committee
with
that.
A
D
L
Utility
coordination
committee:
that's
pretty
much
understanding
and
researching
what
utilities
exist.
That's
very
important
before
you
start
a
project,
so
you
know
what's
on
the
ground,
what's
going
to
need
to
be
repaired
or
replaced
what
can
stay
in
place
and,
and
you
start
getting
into
how
deep
they
are.
How
is
this
going
to
affect
my
design
and
all
that.
D
Is
there
an
opportunity
for
people,
because
I
know
on
certain
streets
downtown
that
they're
working
on
utilities?
I
know
it's
complicated
right,
but
they
fix
the
street
and
then
and
then
they
tear
the
street
up
and
they
fix
the
street
again
and
then
they
tear
the
street
up.
So
is
there
an
opportunity
for
stakeholders
or
store
owners
to
attend
any
of
those
meetings
so
that
they
can
at
least
listen
to
the
coordination
efforts
on
the
utilities?
D
L
More
more
most
definitely
I
mean
that's
something
that
we
can
definitely
incorporate,
where
we're
a
long
way
from
that.
That
would
come
in
once,
perhaps
when
you
get
into
your
60
design
or
your
100
design,
which
is
later
on
down
the
road
prior
to
construction,
but
you're
just
wanting
to
let
those
stakeholders
know
and
understand
to
where
this
project
is,
is
coming
up
and
and
we'll
we'll
do
our
best
as
well.
L
Every
time
we
have
a
project
in
any
area,
we
advise
the
the
surrounding
business
owners
prior
to
construction,
so
they
know,
but
I
guess
going
back
to
your
question.
We
can
get
them
on
early
on,
I'm
sure,
there's
there's
as
part
of
the
consultant,
maybe
some
reach
out
to
the
business
owners
and
stakeholders.
D
I
ask
because
I
know
that
the
businesses
you
know
you
all
do
a
good
job
to.
Let
them
know
that
the
work
is
going
to
be
happening
right,
but
sometimes
they
have
some
insight
to
offer
on
what's
happening
with
their
stores
or
especially
like
with
the
plumbing
and
and
whatnot.
So
maybe,
if
there's
an
opportunity
for
them
to
attend-
and
I
know
everyone's
busy
sure.
D
You're,
probably
not
going
to
have
one
you're,
probably
going
to
have
a
crowd
yeah.
No,
but
at
least
some
you
know,
some
people
have
something
informative.
D
Did
have
one
more
go
ahead?
I
see
that
this
kci
says
that
they're
that
they
that
they
created
this
with
the
understanding
to
provide
the
public
improvements
in
accordance
with
the
viva
la
reno
comprehensive
plan
utilization
grant.
D
That
as
a
tourist
board,
we're
gonna
spend
whatever
apparently
we're
in
the
red,
but
ultimately
two
point:
five.
D
Where
is
it
our
responsibility
to
recognize
what
department
or
resource
it
will
be
used
to
ensure
the
sustainability
I'm
just
picked
out?
Just
cherry
picked
out
of
these
new
trees
need
water
and
tending
they
need
to
be
cut.
They
need
to
be
trimmed,
they
need
to
be
worked
on
irrigation.
Also,
somebody
needs
to
check
on
it,
because
if
something
goes
out,
that
needs
to
be
a
regular
thing,
landscaping
also
string
lighting
goes
out
the
planters
that
kind
of
stuff,
so
is
there
a
recognize?
A
I
mean
kind
of
steers
away
from
your
presentation,
but
I
mean
it's
a
it's
a
relevant
question
or
valid
question,
so
we've
been
advocating
to
having
a
one
person
coordinator
designee
by
the
city,
and
I
think
it's
very
appropriate
to
continue
to
ask
that.
Hopefully
you
know
mr
mia,
you
could,
you
know,
bring
that
up
with
with
management
to
see
if
that
can
happen,
and
and
so
that
we
have
a
one.
D
Oh,
I
did
I
didn't
mean
to
I
didn't
mean
to
take
away
from
your
presentation.
It
was.
It
was
because
I
saw
that
the
president
did
this.
I
guess
kci
is
the
engineer
that
they
that
they're
creating
these
improvements
in
accordance
up
to
the
the
vehicle
comprehensive
plan
and
I'm
hoping
that
they'll
look
in
there
to
see
how
to
connect
to
not
just
the
creation
of
these,
but
what's
how
how
old
they
are,
how
will
they
be
maintained?
All
of
these
improvements?
D
L
I
see
that
outside
their
scope,
because
their
scope
is
more
of
the
design.
I
understand
your
question
and-
and
that's
probably
more
like
a
question
for
our
city
manager
just
to
see
if
we
can
come
back
with
any
type
of
recommendation,
but
we
will
definitely
I'll
take
note
of
that
and
we'll
definitely
try
to
get.
A
Back
to
this
board,
the
other
piece
of
it
is,
you
know
I
mentioned
to
to
eagle
city
the
team
that
we
should
come
back
with
some
standard,
like
we've
all
talked
about
the
standard
so
that
we
actually,
what
we
put
in
is
make
well
maintainable
and
sustainable
and
everything
else.
I
think
that
that
standard
needs
to
be
presented
at
the
next
meeting
without
delay.
So
the
way
everybody
knows
what
that
means
right.
What
brick?
A
What
kind
of
tree-
and
I
understand-
oh
well-
miss
alexander
she's-
mentioned
this
before
you
know
there
needs
to
be
a
plan.
I
know
the
mmd
has
taken
off
and-
and
you
know,
there's
going
to
be
only
so
much
that
they
can
do
too,
but
you
know
so.
I
know
it
goes
beyond.
Quite
you
know
what
the
kci
scope
might
be.
Looking.
L
At
we'll
make
sure
I
mean
we'll
look
at
those
components
and
try
to
see
whatever,
if
there's
any
low
maintenance
landscape
and
I'm
sure
that
the
landscape
market
is
gonna.
Look
at
that
he's
not
gonna.
Give
us
a
high
maintenance
tree
when
we
can
have
this
low
maintenance
tree.
But
those
are
things
that
you
as
you
get
into
design.
Perhaps
we're
going
to
look
into
so.
A
The
other
thing
that
we're
going
to
have
to
work
through
is
the
scope
between
naval
city
and
kci
and
make
sure
we're
not
duplicating
anything
with
double
paying.
You
know
paying
two
parties
for
the
same
work
and
then
deciding
who
is
the
best
or
who
is
the
best
fit
or
the
right
team
to
handle
that
particular
design,
because
there's
a
lot
of
concept,
that's
already
been
done,
we're
not
intending
to
to
redo
that.
But
at
the
same
time
you
know
there
are.
A
There
may
be
some
things
that
kci
can
do
on
its
own,
maybe
not
the
ones
that
involve
architecture
necessarily,
but
so
that's
going
to
be
important
for
for
us
to
be
for
the
board
to
be
clear
so
that
we're
not
paying
two
parties
for
the
same
week.
L
A
So,
let's
go
so.
I
would
like
to
make
a
motion
that
we
authorize
the
city
and
and
mr
mr
chavez
to
proceed
with
finalizing
a
contract
pending
contingent
on
a
meeting
with
with
our
consultants
in
a
project
management
subcommittee,
but
to
in
to
initiate
two
items
presented
under
within
the
scope
of
kci
and
those
being
boundary
improvement,
topographical
surveys,
which
is
task
number
one
and
task
number
two
utility
coordination
committee
process
and
those
two
two
numbers
are
enumerated
there,
four
thousand
eight
hundred
plus
sixty
seven
hundred
for
the
second
task.
A
Before
the
meeting
I
checked,
it
was
legal
and
because
I
knew
it
was
going
to
come
up
because
I
knew
I
was
going
to
make
a
motion
to
speed
this
thing
up.
So
yes,
the
answer
is
yes.
I
just
want
to
go
around
the
rest
of
the
board.
A
L
I
mean
the
other
thing.
The
other
thing
I'm
thinking
of
is
I
mean,
depending
on
how
the
board
feels,
but
maybe
doing
we.
L
To
negotiate
the
test
three
to
six,
but
maybe
do
an
amount
not
to
exceed.
Perhaps
that
will
give
us
a
little
bit
more
leverage
to
continue
discussing
the
other
tasks
with
with
the.
E
E
C
A
So
I'll
amend
the
motion
to
reflect
that
there
will
be
a
phase
one
that
will
only
include
the
items
that
I
read
aloud
earlier
task
number
one
task
number
two
boundary
improvement,
topographical
surveys
and
utility
coordination
committee
and,
and
the
second
part
or
the
the
separate
contract
for
the
rest
of
the
items,
will
come
back
to
the
board
by
the
next
board.
L
H
So,
do
you
think
that
how
long
will
it
take
to
negotiate
the
rest
to
finalize
the
contract.
L
I
don't
think
how
much
I
mean,
I
think,
probably
by
the
next
meeting.
We
should.
C
L
That
I,
that
I,
that
I
heard
earlier
these,
you
see
how
it's
broken
down
test
three
to
five,
which
is
the
design
right
and
typically,
this
is
how
it's
broken
down.
But
I
heard
earlier
that
you
wanted
to
break
it
down
by
right,
not
by
by
by
block
you
said,
or
why
should
we
go
into
construction.
A
We
have
designs
by
block
right,
so
we
can
do
that
in
face.
It
doesn't
have
to
be
that
way,
but
I'm
just
I'm
trying
to
speed
things
up
so
that
we
can
actually
activate
projects
and
get
to
design
because
we're
four
months
behind
with
design.
So
that's
I'm
trying
to
encapsulate
so
800
block
of
whatever
it
could
be
there
or
zaragoza.
L
Could
be
faces,
I
guess
yeah
like
I
mean
the
interview.
D
What
were
we
going
to
do
all
the
projects
at
the
same
time,
because
it's
it
seems
like
the
projects
are
just
two
blocks
down
two
blocks
down:
satellite
and
five
blocks
down
eighth
street.
It's,
and
so
the
the
two
one
and
the
two
on
steam
are
the
same
project.
You
know,
that's
it's!
It's
not
really
like
one
block,
it's
two
blocks,
but
it's
the
same
project.
L
L
A
A
You
know
calling
us
on
doing
that.
That
motion
correctly
item
nine
discussion
possible
action
to
approve
appointment
and
or
reappointment
of
turks
one
non-coin
subcommittees.
So
the
committees
here,
at
least
from
from
what
we
we
have
recorded
our
wayfinding
listed-
was
departure
henry
carol
and
aileen.
A
Think,
yes
and
then
open
it
up
to
anybody
else
that
wants
to
join
that
committee.
I
don't
have
to
be
on
that
committee.
So
if
somebody
else
wants
to
join
the
wayfinding
committee,
there's
a
spot
there,
everybody
you
can
think
about
it.
If
you
change
your
mind,
we
can
bring
it
back
and
at
you
if
you're,
not
orlando,
we'll
we'll
replace
henry
and
then
we
have
an
rfq
subcommittee
which
to
me
becomes
kind
of
the
project
management
committee.
A
A
So
ria
will
replace
henry
thank
you
for
accepting
committee
of
her
public
engagement
was
henry
jose
and
carol
any
interest
in
someone
replacing
henry
on
the.
This
was
a
public
engagement
committee,
which
was
we
did
a
lot
of
intensive
work
there.
Anybody
interested.
A
Okay,
so
so
so,
then
I'm
going
to
read
aloud
and
actually
make
this
motion
as
well
to
to
continue
with
the
committees.
That's
going
to
be
stated.
Committee
for
wayfinding
is
mr
navarro,
miss
alexander
and
elim
ramos,
and
the
committee
for
rfq
project
management
will
be
mr
mia,
mr
cevallos
and
miss
goldberg,
and
then
the
committee
for
public
engagement.
A
Will
be
for
now,
mr
cevas
and
miss
alexander
with
one
way
did
I
miss
someone?
Okay,
that's
my
motion.
Is
there
a
second?
A
Actually,
it's
official,
it's
been
seconded
by
mr
mia,
any
additional
discussion
there
being
none
all
those
in
favor
say
aye
any
against
non-emotion.
Thank
you.
So
much
next
item
is
item
10
discussion
with
possible
action
to
approve
the
development
of
a
website
for
purposes
of
public
engagement
and
information
related
to
a
to
the
first
number
one
associated
related
business
and
project.
So
I
know
we.
I
know
we
have
a
landing
in
the
planning
department's
website.
A
I
don't
know
if
we
can
build,
it
doesn't
have
to
be
an
independent
website,
but
I
think
we
ought
to
add
to
it.
There's
a
lot
of
literature
that
I
think
the
public
would
want
would
be
well
served
to
have-
and
I
I
haven't
asked
this
question,
but
if
the
city
has
the
skill
set
and
and
the
availability
to
help
us
with
the
website,
maybe
we
don't
have
to
solicit
a
private
group
or.
O
So
chairman,
the
church
had
requested
the
previous
city
manager
that
type
of
assistance.
So
what
was
given
to
the
church
was
the
landing
page
on
the
planet.
So
you
could
there
isn't
a
new
interim
city
manager
and
you
could
make
the
request
and
see
what
what
if
any
services
can
be
provided
by
the
city,
but.
A
I
mean
those
of
you
that
are
I
there's
a
lot
of
city
people
on
the
board
here,
so
I'm
again,
post
on
you
all
I
mean.
Does
the
city
have
the
time
to
do
this
right
if
we're
going
to
load
presentations
in
minutes
and
renderings,
or
should
we
just
give
you
some
feedback
on
that,
so
most
departments
do
hire
a
third
parties
to
assist
with
that,
because.
O
A
H
As
far
as
the
office
is
concerned,
we
do
have
people
that
that
maintain
you
know
and
they
let's
say
you
have
a
document
that
you
hey
get
this
up
or
or
you
want
to
put
the
meetings
in
the
minutes,
and
you
want
to
do
stuff
like
that.
We
do
have
somebody
that
can
do
that,
but
she
said
that
the
bigger
picture
of
how
it
looks
and
everything
that
would
be
if.
A
I
think
for
me,
if
I'm
a
downtown
stakeholder,
I
want
to
know
okay.
What
are
you
conceiving
for
my
block
like
what
is
the
rendering
look
like
so
that
they
can
actually
go?
We
can
tell
them
hey,
go
look
here
that
it
shows
you,
because
I
know
we.
We
did
a
good
job
henry
led
through
a
good
effort
of
engaging
the
public
and
helping
really
well.
But
I
think
now
that,
like
ms
alexander
is
mentioning-
I
mean
we're
going
to
break
ground
right
folks
are
going
to
have
more
questions.
A
M
H
K
K
A
N
M
K
O
A
N
Well,
we
don't
have
a
subcommittee
meeting
to
like
review.
That's.
A
N
N
A
O
And
just
to
let
you
know
when
you
mentioned
the
wayfinding
monument
mural,
there's
actually
only
two
board
members
carol
and
orley.
Eileen
is
a
city
employee
which
was
helping,
but
you
you
still
have
the
potential
to
have
another
board.
Member
just
wanted
to
clear
that
up.
E
A
E
Motion
to
appoint
interim
traffic
director
to
the
subcommittee
of
the
wave
wayfinding
committee.
N
A
It's
been
moved
as
their
second
second,
second
by
mr
castillo
any
discussion.
Viviana,
you
want
to
make
a
comment.
N
A
Second,
the
amendment
any
additional
discussion,
they're
being
done,
all
those
in
favor
say
aye
aye
any
against
non-motion
passes.
Thank
you
all
right.
Last
item
discussion
with
possible
action
regarding
invoices
submitted
by
able
city
one
of
the
invoices
the
invoice
came
in
today.
It's
in
your
packets.
A
It's
been
moved
to
approve
the
invoice.
Is
there
a
second
second,
it's
been
seconded
by
mr
navarro,
any
discussion
there,
being
none
of
those
in
favor,
say
aye
aye
any
against
non-motion
passes.
Thank
you
very
much,
not
having
any
other
business.
We're
going
to
adjourn
this
meeting.
Is
there
a
motion
to
adjourn
then?
Mr
navarro,
is
there
a
second
exactly
again,
second
by
mr
castillo,
in
the
comments
being
done,
all
those
in
favor
say:
aye
aye
any
against
none.
It
is
6
40..
Thank.
