Max A Mandel Golf Course Advisory Committee Meeting 053123
A
Okay,
welcome
to
the
welcome
to
the
city
of
Burrito
Max
Mandel,
Golf
Course
advisory
committee
notice
committee
meeting
today
is
March
I
mean
May
29.
May.
B
C
A
A
C
Roll
call
please
all
right,
Mr
Bernal
slate
here.
D
Mr
Gary
Jacobs
Hein
for
him.
E
F
C
A
For
discussion
for
possible
action,
just
approval
of
the
minutes,
Mr,
chair,
okay,
are
there
any
questions
on
the
minutes
from
May
23rd,
March,
23rd,
2023.
C
Where
our
yeah
I'll
go
ahead
and
let
Dennis
take
it
from
here,
okay,.
C
G
F
G
Or
something
like
that,
he
got
here.
May
1st
he's
been
at
it.
As
far
as
you
know,
the
short
time
that
I've
known
him
always
at
work,
which
is
good.
That's
we
needed
somebody
on
property
all
the
time
in
the
maintenance
side
of
the
you
know
as
an
agronomist,
but
he
wrote
us
a
report.
You
know
he's
got
some
I
guess
he's
been
working
on
some
things:
I'll,
let
you
take
it
from
here
John.
If
you
want
to
just
go
through
it
and
if
you
need
any
help
from
me.
H
Right,
the
first
couple
of
things
are
just
the
golf
courses
is
beautiful,
I
mean
piece
of
property
and
everything
is
is
great.
We
have
problems
with
four
greens
really
about
six
grains
that
are
just
starting
to
to
lose
grass
I
took
the
the
four
main
ones
closed
them
put
temporary
grains
out
front,
so
we're
letting
them
grow
and
we're
doing
maintenance
on
them.
H
We're
going
to
start
replacing
sod
on
two
of
them.
Next
week
we
have
a
nursery
green
that
we
have
probably
about
3
000
square
feet
of
grass.
We
can,
we
can
take
from
and
that'll
open,
ten
green
and
most
of
one
green,
12
and
18
are
the
probably
the
worst
and
we're
going
to
try
to
bring
sod
in
or
sprigs
in
to
fix
those
and
we
plan
our
Nursery
Grain
and
probably
build
a.
H
Bigger
Nursery
in
case
we
have
the
problems.
Next
year
we
can
pull
from
the
house,
but
what
I've
found
the
main
issue
is
I
still,
don't
think
we
have
a
a
real
issue
with
the
silt
because
it
would
to
me
it
would
be
a
more
widespread
issue
in
other
areas,
not
only
greens,
but
Fairways
Fairways,
teas
I
think
the
the
biggest
problem
is
that
it's
native
soil
that
the
greens
were
made
out
of
push-ups,
which
lead
to
heavy
compaction
clay
problems
like
a
clay
base
with
Native
soils.
C
H
Insect
issues,
disease
issues
and
it-
and
it
kind
of
looks
after
being
here
just
a
couple
weeks
that
those
grains
were
probably
hit
with
like
a
pythium,
you
know,
I,
don't
know
exactly
when
they
started
checking
out
I'm
going
to
guess,
probably
after
a
real
heavy
rain-
and
you
know,
pythians
were
just
a
disease,
a
disease,
it's
a
soil-borne
disease,
so
the
greens
were
probably
weak
from
native
soil,
wheat
from
nematode
issues
and
then
stresses
from
nature
just
pushed
them
over
the
edge.
That's
what
I'm
guessing.
H
I
mean
it
can't
if
you're
not
doing
proper
maintenance
say
you
know
when
you
built
a
golf
course.
You
had
push-up
greens,
so
your
your
first
step
would
be
heavy
core
drilling
more
than
two
or
three
inches,
which
is
regular
verification,
going
down
8
to
12
inches,
putting
coarse
sand
in
there,
which
would
improve
drainage,
improve
soil
structure,
and
you
know
slowly
over
time
changed
the
makeup
of.
D
The
brain,
yeah
and
well
then
it
was
asking
me
about
if
back
in
2010,
if
there
were
budget
problems
in
terms
that
surfaced
and
would
have
forced
us
to
building
building
the
the
greens
with
native
soil
I,
don't
recall.
E
D
And
I
don't
know
if
I
was
on
board
with
a
Mandela
family
at
that
time.
Can
I
ask
you
another
question:
yeah.
You
know
when
you
get
to
a
group
with
economists
and
we
ask
them
what
the
situation
would
become
you're
going
to
get.
If
you
have
five
economies,
you're
going
to
get
five
different
versions
right.
So
here
goes
mine
in
terms
of
the
greens.
D
I
have
a
given
that
I
come
from
that
fine
institution
on
the
Brazos
River
by
the
a
m.
I
have
some
contacts.
You
know
great
from
Agriculture
and
agronomers.
So
I
talked
to
this
buddy
of
mine
and
first
question.
He
asked
me
when,
when
I
showed
him
because
I
took
a
picture
of
this
yeah
first
thing
he
asked
me,
he
says:
did
you
all
have
some
real
cold
weather
sometime
early
in
the
year
and
we
did
back
in
January
right?
So
no,
we
had
those
two
weeks.
D
Minus
20
says
how
were
the
greens
protected,
the
ones
that
are
exposed
and
he
talked
about
putting
sand
or
putting
straw
or
even
put
in
a
lot
of
water,
where
you
build
like
a
nice
rig
to
protect
the
green,
because
if
you
don't
what
it
does,
it
kills
the
root
right.
So
when
it
kills
the
root
just
start
Brown
it
starts
Browning
and
the
natural
tendency
is
to
over
water,
which
results
in
this
kind
of
deal.
Yeah.
Is
that
what.
H
Happened,
you
think
it
could
I
mean,
but
if
you
have
a
healthy
vigorously
growing
stand
the
grass
it's
like
anything
else.
It
can
withstand
the
stresses
right.
You
know
when
a
person
is
has
issues
and
then
there's
other
stresses.
You
know
speaking
of
humans
when
you
have
other
stresses
like
pneumonia
or
something
else
it
adds
it
can,
it
could
send
it
over
the
edge
and
that's
what
I
I
believe
that
happened.
H
You
know
the
group
The
Grass
Is
already
stressed
out
whether
it
be
nematodes
compaction,
whatever
it
got,
hit
with
cold
or
or
with
disease,
and
it
just
they
checked
out.
It
turn
turn
South.
F
G
You
like
Tom,
had
it
pretty
good
I
would
say
right
after
covet,
kicked
in
so
I
think
because
we
left
remember,
we
didn't
touch
it
for
what
was
six
weeks.
March
20th
through
like
June
1st
and
everything
looked
really
good
and
that's
probably
ever
since
then
I
think
in
February
of
2019
was
when
we
got
the
POA,
the
bad
pole
and
he
sprayed
it
out
and
it
took
a
while
and
then
by
the
time
it
came
2020.
We
didn't
get
poor
that
bad
that
year
and
then
you
know
it
really
looked
good
I,
remember
I.
A
A
A
If,
for
a
little
bit
of
background
on
this,
the
last
time
we
were
here,
Mr
Jacobs
radio
questioned
the
ability
of
what
we
were
doing
and
why
why,
where
it
took
us
too
long
to
to
identify
it
well
to
identify
enough
to
say
something
or
to
do
something
about
it,
and
so
that's
where
we're
at
now.
That's
why
you're.
A
So
no
disrespect
on
on
at
any
level
the
the
idea
of
what
we
were
getting
before
was
a
lot
of
the
I
I
think
this
is
what
we're
gonna
do.
I
think
this
is
what
the
game
plan
is
going
to
be,
to
repair
it
and
to
get
it
done
and
I
think
the
committee
pretty
much
the
last
time
we
we
met.
We
were.
A
We
wanted
a
a
complete
game
plan
as
to
how
we're
going
to
change
it
so
that
we
can
all
be
on
board,
and
then
we
started
getting
emails
from
what's
his
name
on
Brandon
as
to
you
know
what
we
were
going
to
be
or
some
what
we
were
going
to
do,
there's
a
lot
of
ifs
in
the
action
plan.
There's
a
lot
of
you
know
unforeseen
stuff,
that's
going
to
go
on
and
I'm,
not
sure,
that's
part
of
the
process,
but
we
need
to
call
it
out.
A
A
The
one
thing
personally
that
that
kind
of
mystifies
me
a
little
bit
because
they've
identified
before
you
got
here
that
the
the
river
salt
was
the
issue
that
covered
up
the
sand
and
we
couldn't
get
proper
drainage
and
I
thought
we
were
going
to
really
build
those
temporary
holes
or
temporary
greens
so
that
we
can
either
scrape
it
off
and
and
redo
it
again
or
we're
going
to
do
partial
or
what
the
idea
is.
But
I.
A
Think
as
part
of
this
committee
is
what
we
decided
last
time
was
that
we
were
going
to
get
an
actual
game
plan
going.
That
says
what
are
we
going
to
do
so
we
can
call
it
and-
and
we
can,
we
can
go
ahead
and
move
on
with
it.
The
second
part
of
that
was
the
obviously
there's
going
to
be
time
issues
and
there
was
going
to
be
cost
restraints.
What
are
we
going
to
do
about
all
those
type
of
things?
So
we
were
going
to
go
and
then
that's
not
part
of
your
yeah.
A
We
talked
about
is
that
during
the
design
phase
and
the
construction
phase,
that
I'm
not
sure
did
you
guys
move
forward
on?
Is
there
supposed
to
be
a
filtration
system
before
the
pumps?
That's
what
we
were
gonna.
F
H
I
kind
of
came
up
with
the
two
remedies
again,
and
one
of
them
is
two
or
three
times
a
year.
Deep
tiny
make
sure
you
fill
the
holes
up
with
good,
coarse
sand,
keep
time
going
down
12
inches
and
make
sure
we
fill
it
up.
That
way.
We
get
proper
perk,
proper
drainage,
hopefully
bust
up
some
of
that
clay
bottom
and
by
filling
it
up,
you're
you're
slowly
over
two
or
three
years,
just
changing
the
soil
structure.
E
H
H
H
E
F
H
H
So
I
got
a
piece
of
plywood:
we
drilled
a
bunch
of
holes
in
it
about
an
inch
apart
and
we're
just
hand
drilling
the
holes
pulling
out
the
soil
filling
them
up
with
sand
to
see.
You
know
we
did
probably
two
or
three
hundred
square
foot
yeah
right,
yeah
right
here,
yeah
and
seeing
how
how
that
reacts.
G
G
E
G
Gonna
take
the
sauce
from
the
nursery
and
hopefully
get
10
or
get
ten
and
one
they're
doing
this
open
up
again
and
then
this.
What
he's
doing
right
here,
which
takes
a
drill,
goes
how
much?
How
deep
is
it?
It's
12.,
12,
14,
inches,
14
inches,
it
pulls
out,
pretty
neat
takes
out
all
the
dirt
and
then
that
same
that's
where
they
keep
all
the
dirt.
Then
he
takes
that
clay
and
dumps
it
in
back
of
a
gator.
They
go
dump
it
so.
A
G
A
G
A
H
G
E
H
Can
start
with
that?
Yeah?
Okay,
we'll
have
to
excuse
me
and
those
seven
thousand
are
for
just
the
whole
four
holes
or
the
whole
course.
No,
the
whole
golf
course,
but
then
we're
gonna
have
to
put
the
sand
down
ourselves
and.
G
H
I
H
G
D
H
So
I'm
bringing
the
colors
back
in
to
normal
motor
width,
but
I'm
gonna
move
the
approaches
at
an
inch
where
our
rough
is
normally
at
two
inches
and
then
I'm
going
to
put
a
collar
on
The
Fairway
at
an
inch.
A
They
brought
up
an
interesting
point
on
that.
You
know
what
it
would
take
for
for
well
does
all
of
this
have
to
be
reported
to
to
Robert
train
shows,
obviously
you
don't
want
to,
but
you
know
it's
one
of
those
things
that
we
don't
want.
We
don't
want
to
lose
the
and
we
discussed
this
the
last
time.
We
don't
want
to
lose
the
the
name
on
that,
but
you
know
one.
A
D
In
one
of
those
holes
they
had
a
they
had
a
similar
type
of
design
trap,
but
I
mean
that
thing
was
probably
twice
as
long.
So
you
can't
do
that
and
it's
you
know
it's
always
it's
always
a
problem
either
when
it
rains
or
even
though
yeah.
G
A
Yeah
yeah,
no
doubt
the
other
interesting
question
that
came
up
is
that
after
this,
so
you
you
think
that
the
quality,
the
the
silt
aspect
of
the
of
the
sample
water
that
you
got
is
not
gonna
I
mean
we're
digging
holes
and
we're
going
to
add
sand
on
it
and
then
we're
going
to
throw
the
same
water
in
there
and
I'm
just
wondering.
If
there's
that's
going
to
be
an
issue
later
on,
I
mean
so
you're
pretty
much
setting
it
up
for
more.
You
know:
yeah.
E
H
D
So
if
you
start
considering
alternative
water
being
the
water
sword,
you're
going
to
have
a
hellation
cost
added
to
your
operating
budget
number
one,
the
the
thing
about
the
silt:
it's
it's
always
been
there
and
but
more.
The
problem
was
what
was
being
built
up
in
problem
number
17
and
when
Tomar
Rodriguez
was
here,
he
had
a
project
which
never
hit
their
Capital
Improvement
project
budget
of
draining
it
out.
D
Now
one
of
the
things
that,
in
terms
of
you
all
been
talking
and
I've,
heard
the
thing
about
filterness,
you
could
add
another
pump
which,
to
the
you
know,
adjacent
to
that
other
font,
which
would
serve
that
purpose.
For
you
later
because
of
silt,
it
fits
in
the
water
and
if
it
sits
there,
the
silt's
going
to
go
down
I.
D
Other
deal
there
is
because,
when
when
there
was
a
prospective
developer
for
about
80
acres
on
on
whole
16
and
17.
D
the
water,
the
water
that
that
drains
of
that
development,
you
know
the
the
city
wanted
this
retention,
Pond
type
of
deal
and,
of
course,
the
development
agreement
that
was
sex
that
was
negotiated
by
the
Mandel
family
in
the
city
back
in
2010
says.
No.
If
you
develop
you,
let
the
natural
drainage
go,
so
it
would
drain
and
they
would
create
another
pot,
okay,
which
would
serve
that
purpose.
D
G
D
D
H
I
D
D
A
A
E
D
E
A
A
Have
to
go
through
the
city,
they
can
jump
on
it
tomorrow
and
then
the
second
part
is:
we
need
to
start
talking
again,
I
guess,
for
the
sake
of
of
committees.
The
way
I've
seen
them
work
is
that
they,
you
know
it's
sort
of
like
having
a
bunch
of
fourth
graders
in
here
and
having
us
go
along
with
a
game
plan.
Okay,
we're
done
with
number
four,
let's
check
it
off,
and
then
we
do
it
like
that
and
then
we're
just
calling
balls
and
Strikes.
A
E
E
A
B
A
Well,
because
we're
only
talking
about
Fairways
and
greens
down,
we
still
have
we
the
the
issues
of
the
carts,
the
issues
of
the
the
overall
game
plan
of
the
clubhouse
and
the
barn
and
everything
that's
needed
in
there.
We
need
those-
those
are
other
subject
matter
we
need
to.
We
need
to
report
because,
if
not
we're
going
to
get
hit
or
you're
going
to
get
hit
with
hey,
we
need
a
new
ice
machine
here
and
we
need
this
and
we
need
that
and
we
we
don't
have
any
plan
in
in
place
in
writing.
I
I
just
had
one
other
like
I
wanted
to
talk
about
is,
it
seems,
like
some
of
the
fairways
are
getting
very
tight,
yeah
and
and
I.
Don't
know
how
you,
how
you
see
that
there's
some
Fairways
that
are
real
good
but,
like
you,
go
to
number
two.
H
E
H
E
G
I
G
G
D
Where
they
they,
they
took
out
the
topsoil,
so
they
could
get
to
the
college.
Yeah.
D
D
That's
quite
a
little
different.
That's
that's
Loma
there
that
when
you
go
up
to
the
bathroom
number
one.
E
G
G
Yeah,
so
when
we
got
that
fertigation
system
Richard
would
have
hoped
and
we
actually
used
it
for
like
a
year
and
that
was
to
help
change
the
I
guess
what
we're
trying
to
do.
It
change
the
soil
a
little
bit
by
adding
the
chemicals
and
soften
it
up
and
stuff
like
that,
then
Tom
came
and
Tom
kind
of
never
really
bought
into
it
and.
D
The
good
thing
about
it
is
Litas,
it's
very,
very
forgiving.
You
know
you
get
it's
good
soil
good.
It
was
farming
yeah,
that's
where
they
used
to
farm
it
and
that's
where
John
Deere
used
to
have
there
they
do
their
tests
for
the
tractors
and
stuff
back.
Then
I,
don't
know
how
many
years
ago,
so
it's
good
soil
and
you
get
a
little
a
little
water.
D
You
give
it
a
little
help
man
and
it
really
comes
out,
but
I
and
I'm,
not
being
it's
not
a
matter
of
being
throwing
rocks
here
at
anybody,
but
some
years
back,
the
the
problem
was
that
there
was
the
funding
for
the
Furler
saver.
They
use
them
for
life,
on
the
fairways
for
somewhat
Limited,
but
I
mean
again
that's
something
that
the
city
has
to
yeah
and.
D
D
Understand-
and
let
me
tell
you
one
time:
I
was
out
there
and
the
big
concert
from
Landscapes
the
agronomists.
In
fact
he
was
a
good
Aggie
and
I
was
a
number
four
and,
and
you
brought
them
or
somebody
brought,
and
my
question
is
hey
how
what
does
it
take
to
maintain
this
golf
course
and
his
response
was
well.
What
kind
of
golf
course
do
you
want?
Yeah
has
some
Muni,
he
says
as
a
munichord.
This
is
fine
I
said,
but
there
has
never
been
the
Assumption
here.
We
don't
want
a
mini
course.
E
D
We
have
you
know
and
not
to
be
critical
of
our
folks,
but
our
folks
will
go
to
San
Antonio
and
go
pay
120
to
play.
Golf
they'll
stay
in
rooms,
two
three
hundred
dollars
and
then
they'll
spend
five
six
hundred
bucks
on
food
and
booze,
and
yet
they
will
not
they're
they're,
really
adverse
to
paying
50,
60
bucks
or
90
bucks
for
a
rhino
golf
in
a
week
and
I've
had
those
discussions
with
some
of
my
buddies
from
the
Velasquez.
F
D
G
D
C
Are
going
on
for
our
cues
we're
going
off
barbecues
in
the
end
of
June.
D
D
E
B
D
D
G
D
I've
told
them
I've
told
some
of
these
guys.
You
know,
you
know
you
to
me.
Public
official
goes
into
a
barn,
he's
a
he's
open
game.
You
know
yeah,
he
comes
in
I,
said
hey.
Why
don't
you
divert
that
kind
of
development
money
to
the
golf
course,
because
there's
certain
I
mean
when
I
used
to
talk
to
certain
council
members,
we're
at
about
800
to
900
000
deficit
and
that's
going
to
raise
some
eyebrows
somewhere
down.
The
road
I
guess
is.
B
It
it's
in
the
golf
course
an
improvement
of
living
in
Laredo
like.
D
I'm
gonna
tell
you
something
and
not
not
that
I'm
blowing
smoke
up
my
own
butt
here,
but
I'm
gonna
tell
you.
I
was
Director
of
Finance
for
a
city
for
six
years
and
the
if
you
see
the
budgets
and
you
see
the
recreational
centers
look
at
look
at
the
metrics
that
they
use
their
budgets
are
over
close
to
a
million
plus
per
rec
center,
but
they
run
the
metrics
there.
So
it
says:
well,
you
know
what
it's
costing
costing
is
costing
every
for
us
to
operate.
D
It
costs
us
20
bucks
per
year
for
everybody
that
goes
in.
They
use
metrics
to
justify
that
deal.
What
happens
with
golf
here
is
because
we
have
a
limit
of
golf
in
Laredo,
and
this
goes
back
to
the
anal,
the
economic
visibility
that
was
done
by
the
golf
course,
and
it
was
done
by
Ray
palacio's
son
and
he
was
was
working
foresight
and
basically,
they
were
looking
at
the
Country
Club
Casablanca.
Another
golf
course
and
the
amount
of
play
that
it
would
take.
D
D
Right,
there's
people
that
come
in
from
out
of
town
and
they
go
stand
like
in
the
embassy.
Hey.
Can
you
get
me
reservations
at
the
max
for
playing
golf?
You
know
what
the
response
to
discuss.
We
don't
do
that.
B
F
A
Everywhere
exactly
so
so
the.
E
A
A
These
are
viable
questions
that
we
we
need
to
continuously
again
get
him
up
for
this,
because
then
right
now
we're
at
the
section
right
now,
where
what
do
you
want
to
talk
about
the
next
meeting?
So
obviously,
this
kind
of
has
to
be
a
continuing
subject
until
we
get
him
100
right
every
single
time,
but,
like
I,
said
the
next
time
around
has
to
be
the
clubhouse,
the
barn,
the
carts
all
that
kind
of
stuff,
because
it.
H
A
Remember
we
didn't
talk
about
the
courts
or
The
Clubhouse
or
anything
like
that.
It's
not
part
of
the
agenda.
Obviously
we're
not
we're
not
going
to
be
able
to
discuss
it,
but
we
need
to
have
those
so
that
we
can.
We
can
have
all
those
answers
done,
including
including
because
we
don't
have
that
Mr
Ryan
brought
one
of
the
things
that
stuck
in
my
mind
that
Capital
Improvement
budget
that
you
had
on
the
side.
Those
are
the
extra
two
dollars
we're
charging
over.
H
E
G
G
B
G
H
B
D
G
D
Been
there
from
day
one
yep
and
you
know
we
used
to
fight
about
you-
got
to
pay
those
people
well,
and
you
got
to
make
it.
You
know
and
I
know
those
is
going
to
increase
the
cost
and
and
I
know
you
guys
got
to
keep
the
costs
down
because
does
that
contract
of
yours
still
have
the
stipulation,
then
you
got
to
maintain
a
certain
negative
threshold
for
you
to
get
renewed.
G
Which
I
mean
Landscapes
is
good
about
it.
They
don't
care
as
long
as
they
get
their
monthly
if
they
get
a
bonus
or
whatever,
but
they're
not
like
pushing
us
on
it.
They
really
want
us
to
communicate
with
the
city,
but
then
you
know
you
get
into
those
situations
where
you
know
keep
it
to
a
certain
level.
You
know.
A
G
F
G
And
their
Initiation
fee
went
up
to
20,
000
and
so.
C
Exactly
I'm
very
quick
Greg
before
we
before
we
adjourned,
we
need
to
adjourn
here.
What
day
do
we
want
to
take
to.
E
G
C
B
A
Continuously,
do
I
hear
a
motion,
emotion.
B
C
E
F
A
C
A
The
other
item
would
be
any
from
that
point
on
we
get
an
answer
on
on
those
two
dollars.
