Description
Third Party Funding Advisory Committee 080320
B
Yes,
I
will
read
the
miss
maria
olivares.
C
B
A
D
A
F
G
G
B
Number
five:
yes,
the
agenda
item
is
discussion
and
possible
action
to
accept
and
review
third
party
funding
fiscal
year,
2020
2021
applications.
B
Mr
chairman,
I
would
like
to
give
you
all
a
brief.
You
know
discussion
and
presentation
on
the
applications.
I
know
we.
I
did
submit
an
email
to
each
board
member
with
on
instructions
and
how
to
start
looking
at
those
applications
and
after
you
know
the
the
presentation
that
I
give
you
and
the
information
I
give
you.
I
would
like
to
entertain
a
motion
for
the
board
to
possibly
give
a
deadline
for
our
committee
members
made
all
the
scoring
and
so
that
we
could
possibly
get
the
next
meeting
to
discuss,
scores
and
discuss
amounts.
B
That
would
that
would
then
let
me
make
the
presentation
at
council,
which
would
be
august
11th.
The
council
meeting
would
be
august
11..
So
I,
after
we
speak
on
the
presentation
that
I
had
just
some
some
information
for
the
committee.
I
would
like
for
to
entertain
that
motion
of
possibly
meeting
on
friday
at
12
or
monday
at
12
or
six
okay,
but
well
I'll
start
I'm
going
to
share
my
screen,
so
you
all
can
see
how
many
applications
we've
received.
D
B
D
Are
there
any
provisions
that
the
city
provides
for
late
applications.
B
The
the
issue
would
be
that
it
probably
sometimes
these
requests
come
straight
to
the
city
council
meetings,
but
at
this
point
I
think
it
would
already
be
late
for
this
committee
to
evaluate.
D
Not
wanting
to
make
an
excuse
on
behalf
of
the
regional
food
bank,
but
during
this
pandemic,
the
food
banks,
both
on
the
south,
texas
and
the
loreto
regional
food
bank,
have
been
flooded
with
requests
for
systems.
So
that
may
be
a
reason,
I'm
not
sure-
and
I
don't
really
know,
but
that
might
be
a
reason
why
they
didn't
submit-
and
I
just
wanted
to
know
about
any
exceptions
that
you
might
make
for
that.
B
So
we're
not
the
committee's
not
here
to
make
an
exception.
The
committee's
here
we're
tasked
with
reviewing
the
applications
that
came
in,
but
I
do
remind
the
public
and
if
you
know
anybody
is
listening,
you
know
there
are
times
that
special
requests
from
families
or
from
organizations
come
straight
to
city
council,
and
that's
always
you
know
something
that
can
be
done
during
the
budget
process.
D
B
G
B
B
B
So
what
I
wanted
to
share
with
the
committee
was,
as
as
you
all
might
have
seen
or
started,
get
a
chance
to
see
from
the
email
that
we
send
you.
We
got
12
hotel,
motel
applications
and
we
got
23
general
fund
applications
in
total,
so
that
the
long
being
requested
by
hotel,
motel
among
being
requested,
is
615
000
and
the
total
amount
being
requested
by
general
fund
is
778.
B
962
000.,
the
available
funds
of
the
city
will
be
putting
aside
for
these
two
rounds
of
application
are
as
follows:
for
hotel
motel,
the
city
will
only
have
552
000
available
and
for
general
fund
we
will
only
have
404
thousand
eight
hundred
and
fourteen
thousand
dollars.
So
what
this
means
is
that
you
know
your
evaluation
and
scoring
of
the
of
the
applications
will
be
critical
to
the
to
basically
determine
the
amounts
that
should
be
requested.
B
Just
to
give
you
a
snapshot
also
based
on
last
year's
allocations-
and
this
is
just
so
that
sorry,
it's
just
small.
B
I
hope
that's
a
good
site,
so
y'all
can,
but
just
based
on
this
is
just
a
summary,
so
you
all
can
look
at
order
like
an
example
border
olympics
request.
It
currently
got
funded
this
year,
125
000,
but
they've
requested
130.,
I'm
just
gonna
skip
through
them,
but,
as
you
see,
most
of
them
are
requesting
additional
money
from
what
their
current
allocation
is.
Some
of
them
did
request
the
same
amount
and
and
for
general
fund
the
same
thing
their
current.
Let's
just
go
with
the
first
application.
B
Our
area
health
education
center
is
requested,
received
actually
this
year
5000,
but
they're
actually
requesting
50
000..
So
just
as
an
example,
this
is
what
they
and
we
have
a
few
new
applications,
and
we
have
a
few
applicants
that
received
funding
this
year.
That
did
not
resubmit,
so
these
are
a
bit
of
the
applications
that
that
we
a
little
bit
of
summary
of
the
applications
that
we
did
receive.
We
went
through
them.
B
We
believe
that
they
all
are
complete
in
the
sense
of
they
have
the
information
needed
to
to
score
and
evaluate,
but
we
did
notice
some.
The
applications
had
a
few
deficiencies
or
were
a
little
bit
different,
and
I
just
wanted
the
board
to
to
take
note
of
that
as
an
example
border
olympics.
B
Didn't
we
didn't
really
see
the
marketing
proposal
the
way
attached,
the
way
that
we
had
requested
so
when
you're
scoring
that
you
might
want
to
take
that
into
consideration,
that
is
a
requirement
for
hotel
motel
other
than
that,
the
real
heat
software.
This
is
a
new
applicant,
so
they
did
not
submit
the
irs
form
correctly.
We
will
be
asking
them
just
to
resubmit
that,
but
that
just
didn't
stop
you
from
being
able
to
evaluate
the
application.
Mr
chairman,
I
do
notice
that
miss
mr
vallios
has
joined
the
meeting.
A
B
So
so
these
are
just-
and
I
shared
this
spreadsheet
with
everyone.
So
if
you
all
have
any
questions,
feel
free
to
call
us
and-
and
we
can
further
explain
any
anything.
If
I
go
too
fast
again
with
the
literal
heat,
we
did
see
that
their
proposed
marketing.
B
Was
not
really
included
correctly.
We
also
saw
the
mexican
culture
institute.
The
this
one
was
just
the
documents
missing
a
signature
and
that
might
have
been
a
confusion
on
the
yes,
mr,
mr
deyes.
We
do
see
her
right
erase
time
I'll,
be
right
with
you
all.
C
B
I
do
see
that
this
aid
to
agency
body
resolution
we
we
feel
that
this
one
might
have
just
been
a
little
confused
on
whether
it
was
their
signatory
or
our
signatory
person
that
had
to
sign
and
of
course
it
should
have
been
someone
from
their
office.
So
I
did
see
that
a
few
of
the
agencies
might
have
not
understood
that
part
of
the
application,
but
I
don't
think
that
stopped
them
from
applying.
If
there
is,
I
do
see
that
you
had
a
question.
C
Yes,
absolutely
I
just
wanted
to
know.
I
know.
Last
last
year
we
had
an
issue
with
some
of
the
organizations
not
providing
their
irs
form
990..
Is
that
still
something
that
we
have
a
lot
of.
B
B
B
And
so
so,
and
again
I
I
did
do
you
know
this?
Did
anybody
not
receive
this
spreadsheet,
but
you
know
you're
more
than
welcome
to
ask
us
any
questions
on
the
general
fund
side.
We
did
have
again.
You
know
when
bethany
house
was
missing
a
signature
which
this
is
the
one
I
I
believe
that
it
just
it.
It
sounded
even
a
little
confusing
to
us
when
we
saw
it.
B
B
The
partnership
page
was
not
filled
out,
so
we'll
get
clarification
on
why
they
didn't
submit
to
us
what
other
partners
they
have
in
the
agency
I
mean
in
the
community
I
did
their
annual
report
was
pending.
You
know
they.
Usually
these
every
organization
gives
me
like
a
little
update
on
what
they've
done
in
the
past,
with
our
funding
and
how
they
they've
they
used
our
funding.
So
this
one
had
a
little
bit
more
items
that
were
spending
you
all
can
take
all
this
into
consideration.
B
When
you
all
score
your
app
your
applications.
Do
you
all
have
any
other
and
any
other
questions
at
this
point.
B
Yes,
but
in
the
past,
in
in
regards
to
these
items
pending,
the
board
has
approved
to
still
consider
it
for
funding
and
would
just
direct
the
staff
to
request
these
additional
funds.
These
additional
items
from
from
the
agency
that
has
been
the
the
recommendation
in
the
past,
but
you
all
are
more
than
welcome
to
either
accept
them
all
or
exclude
the
ones
that
are
handing
any
items.
B
Again,
yeah
and
again,
that's
that's
where
you
all
can
vote
right
now
to
accept
them
all
or
or
motion,
or
you
can
motion
to
exclude
the
ones
that
have
any
items
or
certain
items.
You
all
can
definitely
motion
that,
and
that
would
be
the
directive,
the
direction
that
the
that
the
the
committee
would
take.
D
Thank
you,
ms
martinez.
Earlier
you
showed
us
a
a
comparison
between
what
they
submitted
last
year
and
what
they
were
submitting
this
year.
Are
we
going
to
have
that
information
available
to
us.
B
Yes,
usually
that
that
information-
and
I
just
showed
you
all
right
now-
the
summary
that
will
be
come
into
play
when
you,
when
we
start
discussing
in
our
next
meeting
when
we
discuss
the
funding
amount,
so
usually
the
way
that
that
it
works
is
this
meeting
you
all
get
to
look
at
the
applications
in
in
a
sense
right
and
you
all
will
vote
on
which
ones
if,
if
you're
going
to
exclude
any
or
you're
gonna
include
any
and
then
give
yourselves
a
deadline
of
when
to
submit
the
scoring.
B
The
next
meeting
will
definitely
be
looking
more
into
the
amount
and
the
scores.
So
once
we
have
all
the
scores
we'll
again
compare
how
much
money
was
requested
this
year,
how
much
money
is
requested
next
year
and
based
on
their
scores,
you
all
can
evaluate
or
make
a
recommendation
of
how
much
to
to
fund
their
application.
For
yes,
but
I
mean
I
can
definitely
share
all
these
I'll
submit
this
complete
summaries
back
to
you
all,
so
you
all
can
start
looking
at
it.
Yes,
definitely
thank
you.
D
The
second
question
is
that,
in
any
other
circumstance
an
application
is
not
complete
unless
all
the
items
are
in
that
were
originally
requested
by
the
by
the
person
giving
out
the
grants.
So
if
you
have
applicants
that
did
not
submit
all
the
documents
that
you
require,
they
should
not
be
considered
complete
and
you
can
only
you
should
only
score
those
that
are
complete.
B
Yes
and
again-
and
this
is
where
we
ask
the
committee
to
you-
all-
can
submit
a
motion
right
now
to
accept
only
100,
completed
applications
or
to
review
all
that.
That
is
up
to
the
committee.
E
I'll
make
a
motion
that
we
can
table
all
the
incomplete
applications
and
we'll
only
go
score,
the
ones
that
are
completed
and
at
that
time,
when
we
come
back
to
our
next
meeting
to
see
if,
in
that
time
period,
they
get
them
complete.
That
doesn't
sound.
That's
not
a
very
good
motion
so
basically
to
take
all
the
applications.
A
Okay,
okay,
close
the
second
by
miss
olivares.
Is
there
any
discussion
on
this
motion
any
discussion?
If
there's
no
discussion
I'll
go
ahead
and
move
forward
to
the
voting,
all
those
in
favor
saying
practicing.
D
A
Hi
all
those
opposed
signify
by
saying
name
believe
the
motion
passes.
I
think
now
we
can
discuss
possibly
when
we
will
have
the
deadline
and
when
we
will
move
forward
and
have
our
next
meeting,
I
think
we
had
a
proposed
friday.
I
believe
you
said
miss
martinez.
B
A
I
think
we're
gonna
need
a
little
bit
more.
I
I
don't
know
how
y'all's
schedules
are
on
friday,
but
I
think
we're
going
to
need
a
little
more
than
an
hour
to
discuss
this.
If
we're
going
to
be
scoring
actually
going
into
the
how
much
we're
going
to
allow
is,
I
can
make
my
afternoon
available,
how
are
how?
How
are
they?
My
other
members,
I
know.
A
Okay,
either
we
can
meet
after
work
hours
at
five
and
we
can
have
the
entire
evening
or
we
could
take
the
day
at
noon
and
start
and
as
long
as
everybody
has
enough
time.
But
I
do
believe
we
will
be
going
over
the.
C
A
If
possibly,
yes,
we
would
take
from
today,
monday
until
friday
and
we'll
hopefully
score
both
or
if
you
know
the
committee
members
feel
that
they
need
a
little
more
time.
Then
we
could
score
the
the
hotel
motto,
fun
first
and
then
the
general
fund
on
monday
or
possibly
do
both
on
friday.
B
And
we
need
a
vote
right
now
to
set
both
of
those
meetings
on
friday.
I
wouldn't
have
enough
time
to
well.
I
mean
no
yeah,
I
wouldn't.
If
it's
an
afternoon
meeting,
I
would
not
have
time
to
so.
The
best
thing
would
be.
I
would
suggest
that
you
schedule
two
meetings.
If
you
like,
you
know
that
way.
We
get
it
on
the
on
the
record
and
we,
you
know
post
it
correctly
and
if,
if
the
first
meeting
doesn't
we
finish
everything
on
the
first
meeting,
then
you
can
just
motion
to
cancel
the
other
meeting.
C
Yes,
can
we
possibly
have,
within
the
context
of
the
agenda,
for
both
meetings,
a
status
update
on
those
incomplete
applications
and
perhaps,
instead
of
having
to
wait
for
another
meeting,
we
can
discuss
and
take
action
right
then,
and
there
for
friday
and
our
monday.
B
Yes,
you're
you're,
basically
just
to
clarify
you're
like
I
could
you're
asking
us
to
reach
out
to
them
and
get
clarification
on
what
are
the
items
to
resubmit
or
and
then
come
back
to
you
all
and
advise
you
of
the
items
that
were
pending
or.
C
Yes,
because
remember
that
there
is
a
motion
that
was
passed
pretty
much,
stating
that
we
table
all
of
the
incomplete
applications
and
in
order
for
us
as
a
committee,
to
consider
them
and
consider
any
type
of
funding
allocation,
I
would
assume
that
we
would
need
to
take
action
to
get
those
from
incomplete
to
complete
and
designate
some
type
of
funding
for
them.
B
And-
and
I
don't
know
if
you
recall
but
and
the
actual-
and
I
guess
maybe
I
should
have
before
you
all
voted-
maybe
I
should
have
gotten
a
little
clarification
on
the
summary
I
sent
you
all.
We
stated
that
we
considered
them.
We
considered
some
of
them
complete
and
some
of
them
incomplete.
So
are
you
all
just
voting
for
the
ones
that
that's
considered,
incomplete
right.
B
This
online
the
first
year
that
we
did
the
ebit
system.
If
you
all
recall
last
year
we
did
a
similar
process.
It
was
google
forms.
So
yes,
this
or
no
not
the
first
time
it
was
done
online.
But,
yes,
it
was
the
first
time
with
this
system.
So,
yes,
it
could
have
cost
different.
Different
uploading,
criterias
different
uploading
requirements
were.
I
Okay,
yes,
because
some
of
the
organizations
that
I
applied
last
year,
I
mean
they
they
they
should
know.
I
mean,
for
example,
regions.
I
was
missing
a
lot
of
well
more
some
of
the
forums.
I
I
think
they
they
should
have
been
aware
of
what
they
were
submitting.
So
maybe
it
was
the
system,
I'm
not
sure,.
F
Yeah
tina,
if
I
can
add,
for
example,
I
know
y'all,
see
sacred
heart
children's
home,
saying
that
we
weren't
able
to
see
the
documents,
so
they
were
one
of
the
ones
that
submitted
on
time
uploaded
documents
to
the
ebit
system,
but
the
way
they
were
uploaded
we
couldn't
see
them
purchasing,
couldn't
see
them
tina
and
I
couldn't
open
them
either,
but
they
turned
in
also
a
paper
application
to
city
secretary's
office
on
time.
So
what
we
did
is
we
uploaded
that
application
ourselves?
F
That
way,
you
know
the
application
is
able
to
be
viewed
by
you
all
right,
so
you
might
even
see
sacred
heart
children's
home
twice
on
your
scoring,
I
guess
list
of
agencies,
but
that
is
a
reason
why
we
couldn't
delete
the
first
one.
We
didn't
want
to
to
show
that
they
submitted
online
on
time,
but
we
had
to
do
that
upload
ourselves
with
the
paper
application.
Now,
not
everybody
submitted
a
paper
application
and
online.
You
know
only
a
few
of
them
which
wasn't
encouraged
right.
F
H
H
B
And
we'll
verify
those
yeah
and
we
can
verify
with
our
purchasing
department,
see
if
they
received
anything
and-
and
this
is
why
we
bro
we
bring
that
this
up
to
the
committee.
Some
of
these
items
are
are
small,
that
we
just
feel
that
might
have
been
an
issue
when
maybe
uploading
or
something
and
that's
why
we're
considering
them
complete
the
ones
that
we
have
a
question
mark
are
the
ones
that
were
had
more
items
pending,
where
we
feel
that
it
was
just
an
incomplete
application.
B
Correct
this
is
the
first
time
the
applications
are
being
discussed
with
the
committee,
so
we
don't
not
send
anything
other
than
after
we
get
direction
from
the
committee
we'll
send
those
letters
and-
and
just
as
mr
leia's
requested
in
our
next
meeting-
will
bring
up
those.
You
know
those
responses.
D
A
I
think
we
had
a
proposed
motion.
I
don't
think
we
actually
had
a
motion,
though
do
we
no?
No.
No,
our
next
meeting
day
will
I'll
entertain
a
motion
for
a
friday
meeting
for
the
hotel,
motel
applicants.
A
A
Only
entertaining
a
motion,
but
if
someone
would
like
to
include
that,
like
you
like
you
had
instructed,
I
would
entertain
that
motion
as
well.
C
Okay,
yeah,
I
would
recommend
that
that
well,
I
would
motion
right
that
we
would
have
in
essence,
two
meetings
set
for
friday
and
monday
and
that
we
get
an
update
on
those
incomplete
applications
within
our
agenda
as
well.
A
Do
I
have
a
cons
or
there's
been
a
motion,
mr
olivines
other
devices?
Would
you
like
to
second
that
motion
again.
H
A
Hi
I'll
propose
signify
by
saying
where
motion
passes
so
we'll
have
our
meeting
and
an
update
on
friday
and
those
organizations
that
have
deficiencies
and
we'll
look
forward
to
seeing
everybody
on
monday.
B
I
did
I
do
want
to.
I
believe
dr
gaskin
had
asked
a
question
that
I
think
would
be
important
for
the
group
to
to
hear
to
your
response.
I
know
he
requested
some
information
on
you
know
when
you're
reviewing
these
applications.
B
B
Assuming
that
you
know
these
events
occur
next
year.
You
know,
and
due
to
the
current
climate,
the
health
climate
that
we
are
in
well,
that's
kind
of
hard
to
tell
right
now.
Some
of
these
events
are
going
to
happen,
but
I
was
going
to
give
you
all
is
just
an
update.
I
know.
Currently
our
hotel
motel
applicants
have
been
affected
by
our
current
situations
of
of
covet
and
some
cancellation
of
events.
So
when
that
happens
as
an
example
this
year,
if
they
weren't
able
to
do
their
event,
we
basically
don't
reimburse
them.
B
I
mean
there
is
no
expense,
so
there
is
no
event.
So
we
do.
We
do
remind
each
agency,
you
know
to
be
fiscally
responsible
and
that
if
their
event
cannot
happen-
or
you
know
their
promise,
because
if
they're
getting
hotel
motor
their
promise
is
to
bring
heads
to
beds
right.
So
if
that
is
not
going
to
be
the
case,
then
they
should
consider.
B
You
know
you
know
owning
their
event
and
at
this
point
a
lot
of
them
have
postponed
it
to
the
point
that
they
wouldn't
be
getting
this
year's
funding,
so
that
that
has
happened
and
that
money
just
basically
stays
with
the
city's
hotel,
multiple
budget-
and
I
know
in
some
other
cases,
depending
on
what
the
event
was
and
what
was
promised.
They've
considered
virtual
events,
but
again
we
remind
them
they
have
to
show
beds
to
head.
B
B
B
They
have
to
be
able
and
that's
why
their
financials
is
important
and
that's
why
we
ask
them
to
submit
financials,
because
they
we
need
to
show
that
they
have
the
money
in
the
bank
to
do
the
events
or
to
do
the
services
to
the
public,
and
then
we
reimburse
them
it's
on
a
reimbursement
basis.
Gotcha.
