From YouTube: Third Party Funding Advisory Committee Meeting 011922
Description
Third Party Funding Advisory Committee Meeting 011922
A
Oh,
can
you
can
we
do
a
roll
call
edgar?
Can
you
do
the
roll
call
for
us.
B
No,
so
we
do
not
have
quorum
to
to
do
any
action
on
any
of
the
approved
minutes
or,
if
there's
any
new
action
that
you
guys
want
to
do
a
new
business,
but
like
mentioned
before
this
is
just
to
get
to
know
the
organizations
for
them
to
present
to
you
guys,
I
mean
if
you
do
have
questions.
We
will
have
time
for
that.
B
After
each
presentation,
organizations
most
of
you
guys
are
hotel
motor
recipients
and
we
do
have
two
general
fund
recipients
just
to
let
you
know
we
do
like
to
keep
the
presentations
at
a
maximum
of
seven
minutes.
So
we
can
go
ahead
and
obviously
have
time
for
all
four
presentations
to
have
time
for
q
a.
B
Unfortunately,
we
will
have
to
mute
you
once
the
the
time
is
over
to
give
apple
time
for
everybody
else
to
go
ahead
and
present,
and
we
will
be
starting
with
miss
telissa
milado
and
she
is
from
the
laredo
cultural
district.
D
I
just
have
a
quick
announcement.
Robert
diaz
did
email
me
right
now
he's
asking
if
you
can
send
him
the
link
once
again,
because
he
cannot
join.
B
B
A
A
If
it's
okay
with
the
committee,
I
would
like
to
wait
for
about
five
more
minutes
to
see
if
mr
task
can
join
so
he
doesn't
miss
part
of
the
presentation.
Is
there
any
objections
to
that.
A
A
Thank
you
estotes.
Would
you
like
to,
would
you
like
to
chair
the
meeting
or
would
you
want
me
to
continue.
A
A
So,
mr
campos,
do
we
need
to
do
the
presentation
or
do
we
need
to
go
through
the
roll
call?
First,
I
mean
the
gravity.
Did
the
roll
call
to
go
through
the
minutes,
correct.
B
E
Yes,
I
was
able
to
review
the
minutes
and
I
have
no
additions
or
questions
I'll.
Make
a
motion
to
approve
the
minutes
as
presented.
A
So
the
minutes
pass.
We
need
to
leave
it
open
for
6
15
for
citizen
comments,
correct.
C
Correct
and
now
I
would
also
just
a
point
of
order
just
to
for
the
record
to
show
that
mr
deus
did
join
us,
so
we
have
met
quorum.
So
the
meeting
can
begin
just
okay
stays
on
the
record.
A
Okay,
do
we
need
to
so
do
we
need
to
start
comments
now,
or
do
we
start
comments,
or
do
we
need
to
do
that?
No,
no.
C
Citizen
comments
can
stay.
What
it
is
is
this
is
the
way
it
was
advertised,
so
we
did
give
the
community
ample
time
to
submit
comments
and
they
still
have
until
6
15,
to
submit
any
comments
via
the
website
that
was
provided
in
the
so
I
believe,
edgar
have.
We
received
any
comments
so
far.
C
So
you
can
leave
it
open
for
a
few
more
minutes,
but
we
can
proceed
with
the
next
agenda
item
all
right.
A
A
Okay,
well
hearing
none.
We
will
start
the
presentations
in
at
6
16,
so
about
two
minutes.
To
give
that
there's
any
more
comment,
there's
open
for,
says
and
comments,
and
then
we
can
go
ahead
and
start
the
presentations
and
then
I'll
I'll
turn
it
over
to
mr
compost
to
for
the
order
of
the
presentations.
B
Okay,
so
we're
gonna
go
into
agenda
item
number
six:
it's
going
to
be
pre
presentation,
discussion
from
non-profit
organizations
on
the
last
fiscal
year;
2020
2021
performance
measures
and
outcomes
with
possible
questions
by
committee
members
and,
like
I
mentioned
before,
we're
going
to
start
with
ms
telis
milano
and
she's
representing
lorito
cultural
district
she's,
going
to
be
sharing
her
screen.
E
B
He
wanted
to
wait
to
to
make
sure
mr
robert
deyes
was
in
the
meeting,
so
we
can
go
ahead
and
meet
forum.
C
And
to
ensure
that
there's
no
more
no
comments
come
in,
but
no
comments
have
come
in
it's
already.
I
already
show
6
15
and
on
my
clock.
So
technically
we
could
close
comments
and
we
can
begin
our
presentations.
G
F
F
I
F
F
G
So
I'm
just
going
to
recap,
for
you
really
quick,
but
arts
and
culture
is
a
huge
industry.
It's
grown
30
in
the
last
decade
and
then
what's
included
in
our
cultural
district
is
obviously
all
of
our
music
are
musicians.
The
laredo
philharmonic,
that's
not
laredo
college,
our
musicians
and
band
all
the
theater.
G
There
are
museums
in
our
historic
places:
environmental
assets
like
tricia,
talked
about
being
the
river
and
our
parks
and
plazas
all
of
our
public
art
that
we
make
available
to
everyone.
These
are
organizations,
musicians,
laredo
center
for
the
arts,
our
individual
artists
themselves,
and
then
these
businesses
all
support
that,
including
our
restaurants,
hotels,
etc.
G
Also,
fun
fact
is
that
the
arts
generate
6.1
billion
dollars
for
texas
economy.
So
that's
what
these
cultural
districts
do
is
they
want
to
help
pump
money
into
our
communities,
they're,
going
to
provide
jobs,
they're
going
to
increase
tax
revenue,
boost
tourism,
attract
business
revitalize
and
improve
our
overall
quality
of
life,
and,
right
now
our
home
is
at
915
zadagoza,
which
is
the
historical
casa
ortiz.
G
This
is
recent,
also
fun
fact:
three
over
900
000
people
are
employed
in
these
creative
careers.
That's
one
in
15
people
and
just
again
to
show
you
how
big
these
events
are.
Obviously,
for
us,
the
number
one
is
the
george
washington
birthday
celebration
coming
up:
jamboozy
and
the
risk
birding
festival.
So
these
are
three
big
things
that
we
push.
Our
current
events
that
we've
got
for
the
cultural
district
itself
is
we've
got
some
community
projects
going
on.
One
was
netfeti.
G
We
have
other
exhibitions,
live
music.
We
hosted
a
private
collection
from
a
patreon
that
was
john
lennon,
one
in
four
visitors
that
come
to
texas
participate
in
cultural
tourism.
So
that's
how
important
it
is,
and
just
the
texas
commission,
the
arts
with
542
thousand
dollars.
They
basically
create
52
million
dollars
of
economic
activity.
G
A
I
have
a
couple
questions.
First,
thank
you
for
the
presentation
and
yes,
it
was.
It
was
very
nice.
I
like
the
video,
is
this
presentation
available
on
the
web
or
the
video
at
least.
G
It
is,
I
think
it
is
through
youtube
and
also
if
you
visit
us
on
social
media
laredo
cultural
district.
I
think
it's
been
posted
several
times
there,
but
I
can
send
a
link
after
the
after
the
presentation,
so
you
can
see
it
again.
Sorry,
I
was
kind
of
tearing
up
over
here.
So
it
gets
me
emotional.
A
Yes,
it's
it's
very
nice.
Actually,
it's
a
very
nice
video!
You!
You
quoted
some
statistics
of
the
amounts
of
money
that
is
brought
over
in
texas
overall,
and
I
know
that
some
of
the
other
larger
cities
have
some
fairly
more
fairly
well-developed
cultural
districts.
So
those
statistics
that
you
brought
to
us.
What
share
of
that,
like
you
brought
like,
I
think,
was
six
million.
I
know
six
well
six
billion
dollars
in
revenue,
but
that's
texas
overall,
so
how
much?
A
G
You
know
we
don't
have
those
statistics
yet
because
we're
so
newly
formed,
obviously
we
just
district
september
so
we're
just
now
starting
to
report
those
numbers.
So
just
as
we
report
to
you
annually
on
the
events
that
we
plan
based
on
this
third
party
or
hot
funding,
we
hope
to
generate
those
statistics
so
that
we
can
watch
our
district
grow
and
really
see
it
in
action.
But
that
is
that
is
interesting.
G
We
could
probably
look
to
similar
cities,
maybe
and
help
compare
ourselves
to
that,
to
see
how
how
we're
growing
and
how
we're
comparing.
A
Okay,
one
last
question
did
at
getting
into
your
video:
did
you
have
a
concho
with
a
as
a
hamburger.
G
Wow
found
it
we
better
figure
out
where
it
is,
but
no
the
best
thing
I
love
about
that
is
our
video
was
done
pro
bono
by
art.
Everybody
did
everything
at
that
time
we
had
six
dollars
at
our
bank
account,
so
we're
very
grateful
to
have
been
granted
the
cultural
district
with
about
six
dollars.
Our
bank
account
and
obviously
we're
very
grateful
to
you
all
for
helping
move
us
forward
and
helping
with
this
funding.
A
Yeah
the
video
was
beautiful,
so
thank
you.
I
don't
have
any
other
questions.
Does
anyone
else
have
questions.
A
Well,
ma'am,
thank
you
so
much
for
your
presentation
and
we
look
forward
to
the
link
that
was
it's
very
interesting.
I'd
like
to
actually
share
that
with
some
people.
So
thank
you.
B
So
now
we're
gonna
have
the
presentation
from
lulac
council
number
seven.
J
Hello
good
evening,
everyone
we
don't
have
a
slight
presentation,
but
we
do
have
a
description
of
our
council.
It's
a
brief
description,
though,
and
let
me
so
you
can
see
my
my
face
here.
Okay,
no
check
about
it.
It
was
established
in
1996
by
lula,
council
number
seven
and
it's
an
affiliate
organization
of
wbca.
J
As
an
educational
council,
our
mission
is
to
enhance
the
quality
of
life
in
our
community
through
education
and
be
able
to
have
a
better
educated
and
prepared
workforce
over
the
years.
Noche
cabaret
has
been
a
very
successful
and
enjoyable
event,
with
great
music
for
dancing
and
great
entertainment.
J
J
J
A
Thank
you
for
your
presentation
and
we
support.
We
appreciate
the
work
that
you
do,
especially
for
the
students
and
the
scholarships
that
you
make
possible
for
those
students.
That's
actually
it
really
changes
lives
to
be
able
to
get.
You
know
to
get
education,
so
committee
members,
do
you
have
any
questions
or
comments.
B
Okay,
thank
you
so
much
valero
and
mr
gonzalez,
for
your
time
at
this
time,
we're
going
to
have
the
presentation
from
media
rodriguez
she's
the
executive
director
for
border
area
nutrition
council
of
here
in
naredo,
and
let
me
just
go
ahead
and
share
her
presentation.
H
Can
you
hear
me
yes,
okay,
so
border
area,
nutrition
council
is
a
non-profit
agency,
a
501c3.
H
H
As
I
told
you
before,
it
was
founded,
or
it
was
incorporated
on
january
23
as
a
non-profit
agency.
H
H
Its
primitive
source
of
funding
is
the
texas
department
of
aging,
with
additional
financial
in-kind
support
from
the
city
of
laredo
and
west
towns.
Next,
the
organization's
purpose
is
to
provide
essential
meal
transportation
and
recreational
services
to
eligible
elderly
clients
over
60
years
of
age
who
reside
in
the
geographically
incorporated
area
of
city,
alaredo
and
webcon.
H
H
Next,
we
do
have
a
copy
of
the
nutrition
sites,
the
location
and
the
phone
numbers
for
each
of
our
nutrition
centers
right
now,
mostly
or
many
of
them
are
close
to
to
covet,
but
we
do
have
three
open
right
now,
where
the
elderly
go
and
socialize
for
a
little
bit
and
have
their
meal
their
hot
meal
ahead
of
11..
H
Next,
the
program
requirements,
the
requirements
for
the
elderly
are
for
the
elderly
to
be
six
years
and
above
or
congregate
meals.
It's
only
that
they'd
be
six
years
and
above
and
then
we
have
home,
delivered
meals
for
clients,
but
that's
a
little
bit
more.
We
do
a
2060
and
right
now
we're
doing
it
via
telephone,
because,
of
course,
we
cannot
go
to
the
home
or
the
visit
right
now.
H
The
procedure
it's
a
very
basic
application,
very
general
information.
H
H
Social
activities,
we
take
the
clients
shopping
to
chopping
excursions,
we
also
take
them
to
pay
their
bills,
groceries
doctors,
visits
and
out
of
town,
sometimes
when,
when
it
permits
it
right
now,
we're
not
taking
them
because
of
covenant
service
delivery,
we
have
congregate
meals,
we
have
home,
delivered
meals
and
we
have
transportation
that
we
service
the
clients
with.
H
This
was
an
estimated
111
584
that
we
were
supposed
to
serve
last
year,
but
in
actuality
we
just
served
35
934
because
of
closure,
but
if
you're
going
home
delivered
meals,
we
were
supposed
to
serve
54
500
and
we
served
141
552.
H
on
transportation
trips.
We
are
supposed
to
serve
and
26
two,
but
in
actuality
we
served
forty,
eight
or
four
thousand
eight
hundred
and
twenty
two
only
we.
H
Ordinary
nutrition
council
since
kobet
started
has
not
stopped
working.
We
have
worked
through
the
pandemic
and
we
have
serviced
the
clients
on
their
home,
delivered
meals,
the
city
of
laredo,
provide
for
last
year.
It
provided
25
000,
and
for
that
fiscal
year,
every
quarter
we
did
expend
the
62
or
the
six
thousand
two
hundred
and
fifty
dollars
every
quarter.
H
H
E
H
Well,
the
25
000
last
year
they
were
given
to
us,
but
this
year
they
actually
decreased
it
to
10
000.
So
on
the
congregate
meals.
I
know
it
says
that
we
didn't
serve
all
the
meals,
but
we
were
able
to
ship
the
money
to
the
home,
delivered
meals
and
we
were
able
to
service
more
clients
for
independent
atmosphere.
A
Ma'am,
thank
you
very
much
for
the
presentation
and
all
the
work
that
you
guys
do.
I
do
have
a
question.
Did
you
go
back
to
the
slide
with
the
meals
like
where
you
did
the
home
meals
and.
A
H
H
A
B
H
And
I
also
wanted
to
let
you
all
know
this
service
is
free.
We
do
ask
for
a
donation
of
six
dollars
a
month,
but
if
they
don't
have
it,
we
don't
deny
services
to
any
client.
H
A
E
Okay,
I
I
just
have
one
one
more
question.
So
in
terms
of
the
funding
that
is
received,
how
much
of
the
I
think
this
this
last
year,
it
was
like
10
000..
Does
that
money
go
go
towards
the
the
food
that's
being
purchased
to
prepare.
H
E
H
Yes,
because
we
are
an
agency
that
right
now,
it's
running
on
12
employees.
H
A
Any
miss
campos,
any
other
presentations
for
tonight.
H
D
B
D
Okay,
I
think
that
was
made
itself
anyway.
Thank
you
all
for
taking
the
time
tonight
to
listen
to
our
presentations.
So,
as
edgar
mentioned,
I'm
not
a
mccoy
from
border
region.
Behavioral
health
center,
I'm
the
chief
financial
officer
and
I'm
going
to
my
presentation-
is
very
small,
but
I
will
give
you
some
detail
on
our
center,
so
we
are
a
501c3.
D
We
are
the
local
mental
health
authority
for
the
community.
We
are
formerly
the
texas
administrator
so
about
20
years
ago.
B
D
D
Million
last
year
was
26
million.
It
seems
like
a
lot.
We
have
a
lot
of
staff
and
we
do
have
a
great
need.
We
service
mental
health
services
to
our
clients,
we
also
to
the
community,
so
we
provide
mental
health.
We
also
have
an
outpatient
clinic
where
we
have
psychiatrists
that
provide
services
to
our
adults
and
children.
D
Foreign
developmental
disabled
clients
and
we
service
with
jim
hogan's
star,
so
the
money
we
receive
from
the
city
is
used
to
support
our
mental
health,
first
aid
training
and
our
crisis
intervention
training.
So
this
trip
the
first
training
and
the
mental
health
stuff
to
the
school
or
anyone
else
who's
dealing
with
adults
or
children.
I
would
partner
a
lot
with
tammy
to
do
this
training.
D
We
do
have
on
site
a
privacy
service
unit
which
is
new.
It
was
formerly
called
kasami
style.
It
was
a
state
center,
so
we
do
have
a
kind
of
a
respite
center.
So
we
have
it
up
to
a
14-day
stay
for
clients,
so
we
provide
a
larger
way
of
services
to
our
our
community.
J
D
Have
service
you
know,
still
have
any
benefits:
we
have
to
pay
those
services
for
product
for
free
or
they
can
pay
whatever
they
can
pay.
You
will
not
deny
anyone,
so
this
money
that
we
receive
from
you
all
are
the
kind
of
support
for
training,
since
our
other
funding
is
kind
of
tied
up
and
provide
client
needs.
We
also
support
clients
that
need
utility
deposits
help
help
so
budget.
D
It's
trying
to
spread
just
so
much
for
our
clients
that
your
your
funding
helps
us
provide
that
necessary
money
to
do
trainings
that
are
also
needed
in
that
community.
So
any.
D
Truly
helps
all
this
training
is
very
essential.
As
you
know,
our
mental
health
beats
part
have
different
increased,
so
we're
appreciative,
and
you
know
the
recommendation.
We
want
to
make
sure
that
our
clients,
you
know
receiving
the
services
that
they
need.
A
Ms
mccoy,
thank
you
so
much
for
your
for
the
services
that
you
provide
for
the
community.
Can
you
give
so
tell
us
a
little
bit
about
how
your
services
have
your,
how
your
services
demands
increased
over
covet
and
also
how
you
got
adapted
to
that
change?
D
G
D
Kind
of
secluded
has
been
difficult,
so
we
do
have
a
whole
other
new
program
that
targets
individuals
that
are
not
currently
in
our
program
receiving
mental
health
services.
They
just
see
they're
kind
of
like
more
of
crisis
services.
I
mean
quality
crisis
services
that
are
needed
and
how
are
we
adapting
well,
you
know
it
has
really
impacted
us
in
the
sense
that,
because
our
needs
are
so
high,
our
staffing
levels
are
high
to
meet
those
needs.
D
Social
distance,
so
we
did
when
everything
you
know
came
about
with
this.
You
know
six
feet
and
shields
and
everything
first,
so
you
know
make
sure
that
our
client,
all
our
staff,
are
safe.
Our
plans
were
saved
and
we
did
get.
We
acted
properly
and
purchasing
equipment
on
this
in
the
in
the
line
of
laptops
computers,
so
that
we
could
send
as
much
staff
at
home.
D
D
We
do
get
funded
by
the
state
for
the
telemedicine,
but
as
far
as
our
case
managers
and
social
workers
that
has
to
be
face-to-face
interaction
first,
to
get
funded
with
the
state
relax
those
rules
to
the
probit,
so
staff
can
either
do
zero
call
for
clients
or
do
telephone
conferences,
so
we
have
to
purchase
computers
and
phones
so
that
we
could
send
certain
staff
home.
So
we
implemented
a
three
day
at
home
if
possible.
D
If
your
position
allows
you
can
work
from
home
three
days
and
two
days
in
the
office
so
that
it's
not
so
crowded
in
the
facility
and
we
still
provide
the
services
to
our
clients.
We
also
saw
that
some
of
our
clients
were.
D
State
relapses
requirements
of
that
face-to-face
interaction
and
they
you
know,
we
kind
of
we
want
to
train
every
month
or
whenever
we
get
the
letter
from
the
state
saying
we're
extending
you
know
the
face-to-face
requirement,
we're
like
okay,
this
is
not
getting
bigger,
and
now
you
know
we're
back.
A
B
So
that
concludes
our
presentations.
We
truly
appreciate
the
organization's
time
for
answering
questions
and
presenting
to
to
our
committee.
B
B
Community
members
just
wanted
to
let
you
know
before
we
do
before
you
guys
motion
to
adjourn
or
if.
B
February,
9th
at
6
p.m.
We
already
sent
out
an
email
for
that
one.
We
still
don't
know
if
it's
going
to
be.
B
Or
due
to.
E
A
B
