Description
Transportation and Traffic Safety Advisory Committee Meeting 031319 (No Quorum)
A
So
anyway,
we'll
call
them
into
order
and
begin
with
roll
call.
So
Selena
goes
away.
Yeah
absence
other
day
on
the
wing
is
present
present
or
low
Cobra
handle
present
present
Armando
Garza,
absent
Jobar
on
absent,
Jeffrey,
quick,
absent
makers.
Present
techniques
cannot
is
absent
and
by
a
medical
career
absent.
A
So
for
the
committee
we
do
not
have
corn
for
this
we
need,
but
no
boats
can
be
taken.
However,
we
will
proceed
with
any.
Does
that
question
point
of
order?
Does
approval
of
minutes
require
quorum?
Also?
Yes,
ok,
the
rest.
We
can
obviou
approve
minutes
this
time
around
correct.
We
can
hear
staff
reports
and
communications.
We
will
have
two
table
discussion
and
possible
action
of
the
idealistic
core
okay.
So
with
that,
thank
you
everyone
for
being
here
and
we'll
just
jump
straight
to
staff
reports
who
is
presenting
on
staff
reports
Alec.
B
C
Technically
they
were
we're,
but
we're
just
going
to
communicate
that
we
did
the
spiking
on
Bartlett.
We
made
a
presentation
to
the
committee
earlier
prior,
maybe
a
couple
months
before
about
the
proposed
lane
change
reconfiguration
and
we
were
waiting
on
some
a
little
bit
of
construction
work
on
the
north
side
of
the
intersection
of
part
of
the
jacket
so
to
accommodate.
The
two
through
lanes.
Northbound
lanes,
is
what
we
did
so
so
on.
C
B
C
We
got
it
to
the
standard
with
the
four
lanes
matching
up
to
the
south
side,
so
now
we're
able
to
take
two
lanes
of
traffic
so
far
bit
more
time
with
the
pen-name
as
well,
and
if
we
were
able
to
extend
that
for
the
right
turn
length
500
plus
week.
So
so
it's
it's
really
moving
traffic
very
well.
We
don't
see
that
that
back
up
there
is
like
you
used
to.
C
If
so,
all
that
extra
time
that
we
have
to
the
traffic
signal
now
gets
to
be
used
for
the
other
other
approaches,
so
it
helps
the
whole
intersection
in
a
whole.
The
other
improvement
we
did
on
bargain
was
the
traffic
signal
around
Bartlett
in
the
hillside.
If
you
no,
it's
it's
everyone
seems
to
be
an
agreement
and
be
very
appreciative,
and
it's
it's
working
very
well.
Then
we
have
the
latest
race
technology.
There
we're
monitoring.
You
will
do
with
a
camera.
We
have.
C
B
Thank
you,
work
very
well.
I
think
we've
received
any
complaints
either
on
the
widening
of
the
intersection
or
the
traffic
signal
and
just
for
information
purposes.
Both
of
these
projects
were
funded
through
the
mr.
party
funding,
which
comes
through
the
councilmember
comes
along
in
viedma,
so
she
out
of
her
priority
funding
funded
piece
both
of
these
projects.
C
A
B
Jump
on
basically
like
what
I
mentioned
we
go
through
that
every
budget
in
a
year
and
every
budget
workshop
we
have
enemy,
we
go
through
the
CIP
projects
and
not
all
of
them
get
approved.
So
for
those
reasons
they
maybe
they're
on
the
list
by
council
districts
at
that
point
meant
that
the
council
members
decision
just
jump
on
them.
You.
A
C
B
Dean
yeah
the
south
and
then
the
block
yeah.
C
A
D
C
B
C
Unreal
and
council
overall
guilt
and
they're
there,
as
well
as
councilmember
bodied,
all
proponents
of
the
new
visions
euro
ordinance
and
we
have
to
adopt
a
reason
which
is
no
fatality
and
I
think
he
had
a
presentation
on
that
as
well.
That's
what
at
the
same
time
we're
recommending
adopting
the
vision,
zero
plan,
we're
bringing
the
speed
limit
and
they
thought
the
discus
losing
a
gratitude.
B
C
D
A
different
program,
yeah
he's
about
nine,
really
knows
for
all
no
vehicular
investments
in
transportation
for
talking,
but
on
sidewalks
by
planning
and
shared
use
paths
safer
intersections
that
kind
of
thing
and
it's
completely
federally
funded.
So
no
matching
you
know,
but
that
as
I'm
sure
Pena
was
saying
before
what
them
it's
a
very
involved
process
and
council
started
with
with
one
site
and
then
with
two
three
four
and
we
just
don't.
We
don't
have
the
other
were
working
on
skeleton
crew.
Right
now
we
just
lost
our
traffic
engineer.
We
lost
today.
D
C
D
D
D
We're
looking
at
something
new
area
we
see
is
we're.
Looking
at
the
Mayans
area
with
George,
Washington
middle
is
looking
at
Del
Mar,
where
the
truck
minute
and
we're
looking
at
Park
and
some
money
yeah
sort
of
we're
partners
as
it's
looking
the
two
ones
that
would
make
them
essential
ones
in
minds
and
I
wanna
at
something
you
know
pizza
for,
for
each
of
those.
Four
we're
gonna
have
to
take
the
engineering
for
cost
estimates.
No
wait.
Are
there
water
lines
or
electrical
lines
allowed
to
be
relocated?
You
know.
Are
there
any
running
point
issues?
B
A
D
I'm
sure
and
I
never
probably
said
this
to
you
guys
before
previous
presentation,
but
looking
at
the
first
generation
in
two
hundred
years,
that
of
children
that
are
having
shorter,
expected
lifespans
than
the
parents,
so
so
I'm
kids,
your
kids
are
expected
to
live,
shorter
or
less
healthy
ones
in
you
are
because
of
the
a
lot
of
things:
the
rates
of
childhood
diabetes
in
childhood
or
easily.
They
error
quality.
You
know
all
these
things
that
are
very
related
to
our
dependence
on
cars
or
in
our
documents.
So
this
is
sort
of
the
mentality
of
well.
D
How
can
you
take
kids
out
of
the
cars,
reduce
congestion,
all
that
good
stuff?
And
you
know
the
school
side?
You
know
they're
talking
about
also
it's
really
cool
programs
to
its
complement.
It
like
getting
some
of
the
the
bike
PD
from
downtown
to
do
like
a
sort
of
the
caravan
after
the
neighborhood
one
like
picking
up
kids
and
showing
them
how
to
use
the
route
talking
about
out
sort
of
like
a
point
system
where
you
can.
D
You
know
log
how
many
times
is
good
to
me:
did
you
walk
or
bike
to
school
and
you'll
get
points?
And
you
know
whichever
class
gets
the
most
points
as
a
paint
apart
you
you
know
things
like
that,
so
it's
it's
creative
it'll
bring
the
community
together
and
hopefully
what
we
get
some
of
those
points
away.
A
D
For
I
think
those
kids
born
like
98
and
after
you
know
so
we're
looking
at
really
elementary
middle
school
aged
kids,
that
for
a
lot
of
different
reasons,
not
the
least
of
which,
being
that
we
have
designed
out
of
our
lives,
they
useful
walk.
You
know
you
don't
have
to
walk
anywhere,
and
so
we
tend
to
think
of
exercise,
it's
going
in
the
gym
and
doing
deathless
for
an
hour
and
a
half,
but
really
there's
a
wealth
of
study.
D
A
D
The
next
topic,
so
as
a
Monday,
the
fourth
we
published
in
the
paper.
That
means
it's
work.
It's
in
the
books
so
to
to
folks
already
picked
up
the
applications,
that's
line
and
which
is
multinational
and
look
up
a
second
coming.
We're
expecting
to
get
that
those
applications
back
either
the
end
of
this
week
or
next
week,
and
you
know
we'll
probably
see
scooters
on
the
ground.
D
A
D
Six-Month
yeah
private
yeah,
with
things
like
strikes,
you
know
we
revoke
your
property
if
you're,
not
picking
them
up
and
take
care
of
them
and
stuff
like
that,
every
company
has
to
have
a
full-time
employee
in
Laredo
that
you
know
can
constantly
respond
to
these
things.
To
have
like
and
I
want
to
happen,
we
go
to
address
any
problem.
We
hope
you
put
a
lot
of
sort
of
fail-safes
in
the
policy,
but
I
mean
god
only
knows
what
yeah.
B
D
Well,
we
don't
really
have
a
lot
of
that
data
to
back
it
up
if
we're
finding
that
a
lot
of
these
people
are
writing
at
lunchtime
from
you
know,
downtown
to
make
fierson
and
cult
in
and
in
fact
well,
then
this
is
a
perfect
place
to
put
bike
lanes
or
otherwise,
construction,
yes,
and
so
so
we're
really
really
excited.
We.
A
D
B
So
that's
already
coming
up,
and
so
you
yield
13
a
lot
of
this
in
that
way.
Yeah
you
know
where
it
all
came
from
and
the
other
thing
that
goes
before
we
finished
if
there
was
something
or
that
the
committee
wanted
to
see
or
I
mean,
will
pretty
much
present.
This
formally
I
guess
at
the
next
meeting,
but
there's
something
that
you
all
know.
If
you
want
to
see
or
I
mean
we'll
discuss
it
here,
but
just
let
a
common
whoa.
What
something.
A
That
I
noticed
you
know
sometimes
communities,
work
and
sometimes
I
really
don't
we
have
really
gotten
into
a
good
rhythm.
Yes,
this
committee
been
working
into
regular
attendance
and
regular
or
holding
the
meetings
with
regularity
so
as
we're
able
to
convince
the
other
members
so
amongst
ourselves
to
stay
consistent
and
yes
attend
and
I
like
that,
can
be
it's
great
to
keep
this
committee
as
an
exemplary
functioning
this
body
and
just
encourage
folks
to
do
that.
Yeah.
D
Absolutely
it
is
we're
looking
at
doing
some
other
work,
some
some
of
the
policy
or
you
can
stuff
into
glass.
Some.
We
talked
about
Complete
Streets,
which
you
know,
will
sort
of
change,
minimum
design
standards
for
how
we
build
on
our
streets
and
what
they'll
contain
and
what's
it
for
I
think
we'll
definitely
need
a
lot
of
your
input
to
create
something
that
obviously
the
community
will
want
more
responsive
positively.
So
I'm
going
to
be
coming
good.
