TRANSPORTATION AND TRAFFIC SAFETY ADVISORY COMMITTEE MEETING 050819
A
B
C
Right
being
that
our
current
chairman
and
vice
chair
and
secretary,
not
here
they've,
asked
if
I
could
go
ahead
and
start
the
meeting,
so
I'd
like
to
go
ahead
and
call
the
meeting
to
order.
My
name
is
Jeff.
Cui
I
representing
two
councilmen
come
up
their
penis
District
six
call
the
Minotaur.
We
have
a
roll
call.
B
D
C
E

C
C
C
F
C
Item
on
communications
that
we
need
to
all
right,
then
we'll
jump
down
to
item
number
six
discussion
of
possible
action
of
the
following.
We
have
the
election
of
the
following
committee,
chairperson
for
vice-chair
we
have
Dave
Akers
is
graciously
said
that
you'd
accept
that
position.
If
we
can
have
a
motion
to
accept
them
as.
D
G
C
G
F
The
student
is
a
student
parking
parking
lots
lethally,
no
down
down
this
roadway,
Everton
and
Metro
specifically,
is
having
trouble
with
this
having
issues
negotiating
terms
and
maneuvering
through
this
road,
they
even
have
a
a
bus,
shelter,
pickup
area
that
they've
identified
I'm,
not
an
out
of
this
image,
but
they
do
have
a
a
bus
stop
here
and
all
this
parking
student
park
is
interfering
with
with
the
bus
operations
and
their
their
larger
bus.
So
that
asks
us
to
take
a
look
at
it
see.
Cielito
lindo
is
not
built
out
to
its
full
section.
Here.
F
You
can
see
that
it's,
it's
a
narrows
down
from
its
typical
five
lane,
65
foot
back
to
back
and
I.
Imagine
that
this
won't
get
built
out
until
the
development
occurs
on
the
north
side
of
this
roadway,
so
we're
proposing
no
parking
on
on
both
sides
of
the
roadway
just
south
of
the
residential
properties.
F
H
D
G
E
F
Gonna
go
back
from
the
same
same
thing:
I
mentioned
that
we
were
fortunate
with
the
lightest
T.
The
board
members
realized
this
position,
this
issue
in
a
situation
rather
Nixon
high
school
campuses,
so
mayor
an
exception
to
allow
also
gets
in
on
to
the
campus
to
tear
out
the
neighborhood
of
that
cell
is
d.
Usd
is
likely
the
same
you.
F
D
A
F
So
these
are
students
and
they'll
park
along
this.
This
roadway
here
this
is
the
back
the
back
end
of
those
Lots,
so
they're
not
really
interfering
with
a
lot
of
these
other
residents.
Here
it's
when
they
start
parking
in
front
of
the
residents
and
their
driveways,
where
we
start
we
hear
about
it.
So
there
we
receive
the
complaint
as
far
as
over
here
at
this
area,
so
students
have
got
all
the
way
up
this
far
north
on
McClure
creating
radiation
blocking
driveways.
What
have
you
mailbox?
Is
we
burn
it
off?
H
C
F
C
F
They'll
Park
over
here,
United
Avenue,
all
the
way
to
did
it
and
police
are
actively
patrolling
the
whole
area.
We've
noticed
the
more
we
get
into
Sam
as
well
the
park
up
there,
but
we
just
we've
done
a
lot
of
work
out
here
until
many
schools
own
speed,
limit
signs
even
always
stops
and
trying
to
assist
with
the
with
the
right
of
Police,
Department
and
patrolling
and
calmly
traffic.
We
have
an
elementary
school
here,
so
it's
been,
it's
been
very
busy
out
there,
but
it's
it's
all.
It's
always
the
same
with
their
really
high
school.
C
C
F
As
well,
there's
a
little
more
intensive,
we
receive
the
request
to
look
at
the
park,
the
riverbed
between
new
20
frontage,
road,
all
the
way
to
guess
the
Mescalero
where
the
residential
property
line
begins.
So
this
industrial
area
to
the
residential
in
and
through
20,
has
always
experienced
a
lot
of
high-volume
truck
and
parking
on
the
on
the
roadway,
and
so
we
have
police
out
there
patrolling
and
making
sure
it's
everything
is
safe.
It's
there's
a
perception
or
a
cost
of
safety
concern.
F
We
we
have
trucks
parked
on
both
sides
of
the
road,
and
we
have
this.
This
narrow
weekend
between
this
is
a
44
48
foot
back
to
back
roadway
industrial
street
and
so
first
typically
queue
up
on
this
road
to
get
into
the
warehouse
district.
All
along
here
and
they've
been
doing
it
for
quite
a
while.
If
we
go
down
the
street,
you
will
see
WC
some
trucks
parked
on
the
on
the
roadway
and
we've
been
visiting
this
site
frequently.
F
We've
been
back
and
forth
with
here,
we
even
have
some
some
existing,
no
parking
signs
that
were
creating
immediate
safety
concerns
with
scientists
that
we've
addressed,
but
because
of
I
guess,
increase
and
development
and
warehousing
in
this
area.
The
truck
traffic
has
increased
and
we've
it's.
It's
just
been
very
busy
and
we're
getting
a
lot
of
a
lot
of
feedback
from
Police
Department
and
the
City
Council
member.
To
look
at
this.
F
E
H
F
F
Outside
lanes,
which
would
be
illegal
for
any
people,
we
would
not
provide
parking
for
any
vehicle
for
the
department
that
ruling.
But
what
would
happen
is
that,
when
we've
seen
in
our
experiences
that
the
latter
cooing
and
eternally,
and
so
the
one
way
or
another,
they
could
end
up
back
on
the
roadway.
So
what
we're
proposing
is
just
some
parking
along
the
entire
3,000.
What
is
it
about
3,000
feet
of
roadway,
both
sides,
and
so
we,
it's
gonna,
be
a
lot
of
signs.
We
Spacey
signs
out
80
feet
apart.
F
F
And
what's
going
to
happen,
is
that
they're
just
going
to
move
off
somewhere
else
in
this
area?
They
can't
get
into
the
residential
there's
construction
actually
shouldn't
either,
but
they
can't
be
parking
in
them
in
the
travel
lanes
anywhere
on
this
five
lane
road,
the
residential
area,
but
they
will
end
up
somewhere
else.
B
C
B
But
the
the
challenge
that
that
exist,
from
which
from
the
truck
drivers
perspective
or
from
the
trucking
company's
perspective,
is
that
when
a
truck
goes
in
to
either
deliver
or
pick
up,
there
is
a
there's,
an
appointment
for
that
and
many
times
what
will
happen
is
the
driver
will
check
in
at
the
location,
but
the
facilities
are
not
made
for
they.
Don't
these
facilities
don't
have
tractor
parking
areas
available,
so
the
driver
is
instructed.
B
Please
wait
outside
will
call
you
in
when
it's
time
for
you
to
be
either
received
or
to
be
to
be
loaded
and
the
reason
that
waiting
happens
is
generally
in
the
case
of
larger
companies
like
the
company
that
I
work
for
our
our
trailers.
Will
we
call
it
direct
trailer
service,
the
trailer
our
trailer
will
cross
into
Mexico,
but
for
smaller
profile
carriers?
Their
trailer
is
either
being
loaded
right
then
they
come
in
empty
and
a
trailer
is
loaded
or
they
come
in
to
get
unloaded
at
that
time.
And
what?
What?
B
What
created
the
weight
is
that
there's
a
Mexican
trailer,
that's
the
counterpart
to
the
US
side
service.
So
if
the
inbound
truck
that's
coming
into
Lorado
to
deliver,
it's
not
intended
for
that
load
to
unload
into
a
warehouse,
but
rather
direct
directly
travel
into
the
Mexican
carriers.
Trailer
that
US
truck
is
waiting
for
that
trailer
to
arrive
before
they
can
finish
that
service.
These
businesses
instruct
the
drivers
please
wait
outside
I,
don't
have
ruin
inside
my
facility
for
you
to
park.
B
I
only
have
space
for
my
operation
for
the
movement
of
the
trailers
that
are
being
currently
being
translated,
and
so
it's
you
know,
you're
shifting
the
way
outside,
so
the
the
trucking
company
will
go
check
in
I'm.
Here,
okay
acknowledged,
give
me
your
cell
number
I'll
call
you
when
it's
time
for
you
to
come
in
just
wait
outside
and
that's
very
political
see
that
be
the
case
in
industry
in
the
NAFTA
proposal
and
then
the
other
proposal.
All
three
basically
have
the
same
aspects
and
characteristics
so.
B
B
The
problem
is
that
you're
talking
about
on
a
daily
basis
under
its
tractor-trailer
combinations,
and
it's
only
that
the
point
was
made
very
well
that
it's
only
going
to
push
the
congestion
into
the
streets
surrounding
this
is
a
parking
area,
so
we
would
want
to
know
continues
on,
but
no
parking
or
no
on
these
streets.
I
would
encourage
the
committee
to
consider
it's
just
going
to
take
that
same
traffic,
put
it
into
somewhere
else
that
the
dryer
will
look
the
park
in
the
meantime.
B
D
Have
to
agree
with
you
David,
you
said
it
right,
I
see
a
lot
of
companies
there
that
have
a
lot
of
movement,
and
you
know
we
can
see
him
from
right
here.
I
mean
it's
just
a
lot
of
traffic
and
you're.
Absolutely
right.
There's
two
scenarios,
one
the
window
that
we
mentioned
at
the
beginning,
which
are
trucks
that
are
not
able
to
go
back,
and
sometimes
it
either
trucks,
just
a
truck
appalling
self,
parked
there.
But
then
there's
a
second
scenario.
You
just
write
to
the
mentioned,
which
is
just
a
day-to-day
operation.
D
C
G
C
G
C
E
It
to
see
how
working
for
that,
you
would
probably
need
to
if
you
wanted
to
do
that,
you
would
probably
need
to
restrict
certain
parts,
or
at
least
do
not
restrict
the
parks
right
next
to
to
those
businesses
to
where
those
truck
drivers
can
still
wait
outside
and
and
maybe
restrict
parks
where
there
are
no
warehouses.
And
just
you
know,
there's.
E
A
good
solution,
but
if
you
have
a
trunk
going
into
one
business
on
the
other
side
of
the
street,
he's
gonna
have
a
problem
pulling
in
because
he's
gonna
have
to
round
part
and
then
maybe
see
if
you
can
go
into
that
business.
What
what
I
see
you
know
and
I
have
the
same
problem
and
I
think
you
know
we'll
have
the
same
problem
I'm
on
Jefferson
and
you
know
at
least
two
three
days
a
week.
It
gets
a
little
bit
crazy
and
then
we
just
don't
get
the
trucks.
E
C
G
E
Then
here's
the
thing
Jeff
before
whether
it
was
bridge
4
or
whatever
bridge
2
or
1
before
they
were
leaving
those
trucks
on
the
parking
lot
where
the
new
outlet
mall
is.
But
then,
a
few
years
ago
the
city
decided
to
charge
a
bunch
of
money
and
they
have
no
place
to
lose
those
funds
and
by
9:30
10
o'clock
at
night.
Most
businesses
are
closed.
E
So
the
guys
don't
have
a
place
to
leave
their
tractor
so
that
in
the
next
day
they
can
walk
across
the
bridge,
pick
up
their
tractor
and
go
to
wherever
it's
their
first
trip.
Whether
well
in
this
case
going
south
and-
and
this
has
been
happening
in
certain
parts
of
the
radome.
But
the
problem
is
that
they
have
no
place.
C
So
the
best
option
would
be
to
try
to
sprinkle
them
throughout
the
industrial
areas,
as
opposed
to
try
to
focus
them
just
because
right
now,
they're
they're
double
parking
on
riverbanks
and
that's
creating
that
narrow,
narrow
margin.
So
we
could
move.
You
know
one
side
and
the
other
I
mean
I,
don't
I
don't
like
to
take
things
out
any
longer
than
they
need
to
be
done.
But
maybe
this
is
an
agenda
that
maybe
you
guys
can
come
back
with
an
option
for
one.
E
We
have
the
same
problem
as
everybody
else
in
the
rail
there's,
no
parking,
that's
phase
for
basically
nothing.
So
that's
you
know,
that's
the
problem
and
with
the
volume
of
cargo
that
we
move
through
the
Rado
is,
you
know
it's
just
basically
impossible
to
do
to
come
up
with
a
solution
to
where
everybody's
going
to
be
happy.
That's
true,
and
you
know
so.
C
But
I
mean
I'm,
not
in
favor
of
putting
both
side
signs
personally.
Did
it
because
they're
just
gonna
throw
everything
to
logistics,
drive
and
then
that's
gonna
become
the
problem,
and
you
know,
but
coming
up
with
a
one
side
of
the
street
and
giving
them
the
opportunity
to
still
park
on
another
and
alternating
some
kind
of
award
functions.
I'd
like.
G
C
D
F
F
F
F
B
C
C
C
F
Situation,
don't
whistle
right
industrial
park
of
International,
Trade
Center,
and
so
this
is
often
my
Trade
Center
Boulevard
and
investments
Avenue
all
the
way
towards
the
end
of
the
roadway.
The
dead
end
backs
up
to
to
mother
elementary
school,
who
does
not
have
access
or
activity,
but
so
here
the
in
the
area
to
see
very
good
together,
good
idea
what's
happening
there.
We
have
trucks
parking
at
the
dead
end
and
all
on
this
roadway,
so
the
business
owner
on
the
on
the
west
side
contacted
says
this
is
a
constant,
recurring
situation.
F
F
So
we're
gonna
do
the
barricade
at
the
end
of
the
roadway,
which
we
should
have
already
can't
tell
that
it's
there
with
the
trucks
parked
there.
But
we're
going
to
put
the
barricade
in
attack
three
typical
required
by
subdivision
or
loops,
and
then
we're
going
to
put
in
the
no-parking
of
250
feet
down
the
down
the
road
to
prove
the
area.
C
G
E
C
H
New
entrance
of
inmate
does
not
have
a
shoulder
so
when
they're
gonna
turn
in,
you
have
to
almost
come
to
a
complete
stop
to
turn
to
the
right
and
the
traffic
is
coming
for
you.
So
that
is
a
safety
issue.
I
want
to
see
what
you
guys
think,
but
I
know
this
act
the
other
day
that
somebody
there
were
turning.
It
was
not
just
one
person
there
was
four
or
five
people,
so
everybody
has
to
stop
there
and
they're
trying
to
come
around
to
the
left
and
it's
gonna
cost
some
accident.
D
H
C
A
F
H
H
Information
on
that
and
how
a
second
thing,
if
I
count
on
Park
Street
Park
to
park
close
to
35,
there's
like
four
or
five
lights
there
there
some
are
knotted,
sometimes
that
synchronize
on
tumblr
or
not,
but
I,
don't
know
we.
We
need
all
four
nights:
I,
don't
you've
checked
it
before.
Maybe
we
can
eliminate
two
of
them
instead
of
all
in
every
area,
straight
from
they're,
really
not
main
streets
coming
up
the.
