They were chair, so I just wanted to let everyone know that recently, within the last month, this project has been on the books for a while, but recently about a month ago, councilmember Guillermo authorized the use of her discretionary dollars for this project cost about sixty to seventy thousand dollars. It was programmed at the capital, improvement program or plan.

I continues to be, but she deemed it worthy to go ahead and spend from our own dollars to go ahead and get this project looked at or completed so just to orientate everybody we're obviously north and south. This is Jack Madison, partly so current configuration that were, as you all probably I know, is that we have on this side of the road we have one northbound lane.

We have a turn lane and one one through or return lane coming coming south, and so what happens is that we have this bottleneck and essentially what you have is there's a little bulb out and here and here as well, so it narrows down and and it and it doesn't align well with with this. As you know, Margaret Extension is growing, so we need to align.

We need to open that up, essentially at the intersection, especially so based on traffic recommendations, our staff, everybody has looked at it and especially with the way traffic flows and where the need is, is that we be turning and opening both sides on the north end, which will allow us to bring two northbound lanes. Of course, the right turn and extending that out right. So you'll have this pocket to take people around to northbound to get you out and then your turn lane.

So this is what the configuration would look like because, as you come down, this lane will match up with this link here and continue and as you come through and and it goes pasture, you get back to the normal configuration that you would see. This is where we need to open up the bottleneck by doing this simple, widening here and then lining and restriping. This roadway we'd allow all of that northbound traffic that we have higher numbers for.

Then then our South I meant I'll tell you sounds on this is significant as well, but this is where we see the truck and so we're widening.

We want to breed to us because it's it's somewhat for us significant, because it's got high volumes a lot of eyeballs on this, and we continue to want to open up, especially that that part that extension to align with what's north of here, because past here you've got where you align those two legs to the to receiving lanes, and you continue so because we're limited in an area at this point.

This is this is where we're to make this adjustment quite simple: it's not a difficult project, but one that we should see a lot of the levy alleviation of some traffic and because you have some reconfiguration, you actually make better allowances for timing for the other movements as well. So if you get people through here that in turn for more time in other places to move so once you better, this you're bettering all this on this side, and so we probably see this coming at the end of this year, beginning next year.

Public Works will be doing the project for us and and again it's not very difficult, but it is a little bit significant and how just the markings will change, but for the better we.

There's gonna be the sidewalks, have to be redone aligned, there's a DA ramps that are reconstructed, there's actually loops that are inside or all that. Well, they were on the ground reason, camera systems right now, so there's gonna be a little bit more or reworking, and your house la caridad, some ramps redone. So it's.

You can see the numbers there's two different options, but this is something we can see that ok loose. You know short term. We can do that to help. So these seven approach you I like with.

Same thing, when we see all the traffic coming out of the east or as well, and so if you are familiar with with Bartlett in the afternoons, you'll see how far back that that cube backs up, and so this is going to alleviate it significantly so much so that we shouldn't see any any queuing or it'd be very minimal. That's where mr.

eats says that, because of the minimal demand, because of these improvements will be able to place for a lot more time to the east-west roadways, especially that that eastbound traffic that backs up all the way points towards a freeze, yeah.

So again, as we mentioned there, so since you're going through there, you can, you can reduce the time, that's needed, because you don't have all that backup and you give that more time to Jackman so to get more people through there in more time for that develop. So.

This, as you can see, it's a 2017.

Presentation, because we may show a larger grandeur idea, is much more do set about even even the Jackman side, but we're gonna take what we get at this point. If we can do this Bartlett and match it up with with the market extension, we're going to take that the Jackman is we're. Gonna have we're working with property owners and have to to be able to open.

We're gonna be working on with again skating, back and matching up with Bartlett. So knowing that that that is the road if-if-if it when it comes, we get there, but this adds its its it's a compound right. So this we don't see this as us coming back. You know in a couple months, six months, a couple years to return this back. What actually happened says you.

You work in aggregate, so a little it'll add to this project. You'll you'll increase this project, but you won't be taking taken away remember to outside of that reconstruction. On the north side that the flare up, the rest is paint right. So that's.

And so, but we just again, we just wanted to bring them up, because this is this was just recently funded. We had it on hold until there was no funding for it, and she's decided that she was able, because it's per district to be able to fund it, and so we're gonna move.

Should be, they should be exiting jackman and treating moderately right. I talked to the general manager just yesterday about this and and they're still working on the finance portion of this, because.

Know they're they they should be working at a faster clip, but there's a match that that they're putting together to be able to start burning the bird which is gonna, be able good for us, because then we can be able were able to take pretty much as much property that we would need on on both sides. So when that does come out, you know our plans are to say you didn't me, give us give us some way. I guess, there's no way to match.

That project with the property owners and tried to do this both things at the same time the gentleman and the Bartlett so.

At this point, good good question, so at this point right now we we don't have we met a lot with those property owners and they've told us that they have no interest at this point in doing it. So we'd have to take different steps to go about with that item, but we we had work with them when we thought were at our place where we're gonna be there and it just they talk about the gym right.

But you know, as we work again in aggregate, so we'll do this improvement and why don't? If we have the next portion that we can work out where add to it and keep on with with that the river.

Text I hadn't been actively working on approving, making major improvements on our systems and text, not systems but which affect us in a lot of different ways, and they they they are getting to the point where they're gonna be moving at a faster clip and some things are getting nearer, and so we weren't too sure we had seen and discussed with the text out and, let's forget about it and others.

This presentation before it's been presented to management a lot of stakeholders at this point- and this is very positive, serious informations to these brand improvements and the surviving he's gonna be showing some target dates: construction timelines, funding, what's what's funded, what's not, and so as a Transportation Committee, you can see what's coming and then know how we're working with tax thought in what they're doing- and there were special Warner bring a tooth and it.

Really gives us talking about the that stretch of highway. There's that stretch on I-35 well,.

I think you're welcome yeah, chairman and members of advice, advisory team. Thank you for inviting text on to give an overview this presentation. This has been something that has been shared since last year before the MPO, and so since then, we've been in development. As you know, burritos growing commerce is very strong and you know how we all know how vital I expect by this not only to the city community but to the country as well being the number one inland port. So we have a series of projects that are lining up from our marker.

Six all the way to market theory, and so I might think this first give you a location overview before we get into the slideshow, and so we start here in North Oregon, and we have a team of consultants that are currently helping us. So we have projects that are currently being developed for PS any plans that is for construction, and we also have someone to find the station.

So, starting here in north of Scheible, we had one consultant: that's going to be working in this area, so you can see Schuyler here so north of that we have a railroad bridge existing. So currently we have an existing highway underpass. So the plan is mounting traffic over this Yukie railroad moving further along. We have another consultant that is working this area.

As you can see here we have existing indirect connector number, seven that will taking northbound 35 the world trade, and then we also have direct connect, their number one and two which are taking a north and south san antonio, all the way to world trade as well.

C

Moving along for the north. That's the cities, that's so we have improvements all along here, which would consist of expanding by 35 throughout from a four-lane section to a six lengths of equal sections. So we get to this area. So we see the rail yard taking us through carrier, so improvements will be done to carrier as well try to accommodate right turning traffic as well as traffic coming out.

We have also know the consultant working on this area newer. One apparently have existing Twin Bridges, and this is really tapers to two lanes. Northbound two lanes southbound and we have Uniroyal under the bridge and on the left on the west side, we have doubling and I'll. Let you know what we're considering at this time, slideshow so moving along for the north. We know we have a charm road that is a county project, and so that's.

Up on the west side, intersecting more on us by mile marker 15, so we're doing improvements all in this area when I say improvements of the main concept is a six-lane section, also evaluating current on an off-ramp configurations.

There will be an off-ramp going to.

The truck, eventually that's what we're developing so we're looking at that possibility having an off ramp that would lead you to a chart, so what we call a a Marlys, a diamond interchange that will allow you access prior to testing that intersection to be able to go on that crossing. So at this point, I'm maanna marker 16.

We have another consultant and this consultants primary focus, will be similar to that north of shiloh, where we have an existing, how we underpass so now we're going to be realigning 35 to have a larger or curve, and we plan to go over the railroad as well on this one touching down around our marker 20 or a little bit further north, depending on how the final alignment ends up.

So here you see another shade, which is our last consultant working from mile marker 20, all the way to market 30, which takes is right past the inspection station.

C

Our inspection station here and our project terminates so I just wanted to give us a location, overview, orientation and lecture. Now we have 35 slide, but they don't find entertainment.

So, as you know, we have this quarter project and it's really a great opportunity for Marais guys it's growing, so we wanted to be able to accommodate all this commercial development. Now. One thing to be said is that, although there's a lot of planning that needs to be incorporated and integrated beyond the state right away, we're trying our best to meet the needs, as the traffic conditions are at this point in time,.

It's a park project I-405 of South Texas is so the city county in the country for many years, I'm very important that obviously two important export project background is vital to you know the economy needs of the country. Recent impacts bullet number, two they're increasing traffic volumes. There is population of days of commercial development, including connecting city county work projects. That's one thing that we're considering is what we have such projects. As you know my a senior project, it's a local government project.

We also have a charter road, perhaps amongst others that may be in the future. The purpose once again is going from a four-lane section to a six-lane section and also to include highway overpasses and the existing railroad bridges, and also to construct last bullet construct, the arrest of the direct connectors. So I president, we have three dead right, connectors and I'm talking about do twenty and thirty five that intersection the rear constructed, but the master plan is for eight connectors so and I'll show you a summary of what is funded today.

We also want to widen existing bridges crossing over thirty. Five. Six is that at the psyches carrier also replace the existing bridges and incorporate new standards to accommodate 16 sections such as so now we'll go ahead and take a quick pause from the presentation that can show you. Those projects which.

So we have a you know the different shades that I've shown you with Google Earth those correspond to different segments that are being developed. So in general we have five segments so, for example, the Charlotte project. That would be second, one that is funded and you can see the monitor age six to seven point five miles and that one is fun. Okay, so the very first one. So a most project is finding or 2019. We want to limit by December 2019 current construction estimates, 54 million. We have this series of direct.

Dc three four five, six and eight which are pending so we have there 30 million on average per direct connector I. Do want to make note that the right connector number five do by connector number five is is funded and I'll show you which one that is and that will be merged with the idle project. So the first row see how they didn't deal those two, because it made more sense from a constructability traffic control and construction management standpoint.

So you can see, put it for the most part, 30 million, for the direct connectors for any improvements along the way to carrier about 10 million for the different segments. Then we have Simon 3, which is Bayou noir that one is funded for fiscal year 2021 and so that one right now has a construction estimate of 65 minute.

We also have north of that, which is bridge farmer, so that's by mile marker 18, similar to what we're doing north of shiloh we're great separating and going over the Union Pacific program that was funded as well, and that's for 2022 to Squier constructionist event, 75 million dollars. So combined we're looking at you know close to 400 million, but that's just construction. Ladies we're still talking about utility adjustments, acquisitions and things like that. Most of the right-of-way acquisition that would take place will be by mile marker 18, where we have our Travel Center.

Okay, so here we have which shaded. So this is the cycle project so we're going over and that's what it what it looks like at present. So traffic goes under so now over, and this poses a bit of a challenge because and for information, we've been coordinating with property owners affected property owners, not only privately private land owners, but also on the city with the county with freight companies, trade associations. So we've tried to reach out to the public as much as possible, and this is yet being here with you yeah another effort. Why?

Most recently, you he's been looking at the possibility of a second rail second rolling, and these bridges are I'm not really sure how old they are. They're in good condition, however, were always looking at ways to improve and and and had safety. So that's one of the primary reasons. So really the railroad is not too crazy, but because, whenever they have to do their improvements or at some point replace this bridge, they obviously are on system roaming.

So the find here is to go over and we're pretty much going to fill up, and you will probably move this British and so.

So here you just see they have the existing configuration so once again, North is up toward the screen, and so we have existing existing existing. This is what's funded right here, so you'll be able to go westbound and come back you're.

Those are in progress and you'll see that light shade of green. So that's what that depicts right there. So in essence, you're gonna have the frontage road, then, above that you're gonna have these bridges and then your top right. It's going to be stacked, yeah, just similar to what you see in San Antonio, the energy.

So we're trying to do our best at your coordinator there's a lot of work.

Done with the needs of the railroad transportation route and which reports to the MPO so a lot of these at times to be expedited when.

State funding, the federal and also local participation. So that's one of the things that's been speeding up. Some of the funding when you have local participation. Just look at current configuration, so we plan to do some improvements to white.

So here we get close to run so we have carrier. So we know how congested carrier is. What we're finding to do here is dual writes: dual writes into carrier: do all this out pop carrier, we're kind of limited. We can do there, the good things we have a great separation.

Currently at Uniroyal we had an ad during separation, I mean actually crossing. So there have been a lot of safety concerns here.

C

Our initial pursuit was just to replace these bridges, so we can have three names and three lanes, but due to the concern with safety with a railroad, there's now a an option, that's being pursued by tech stuff that is being evaluated to go over over 35. Instead, it's similar to carry so be a resemblance to what you have and carry it'll be on. You know, we know, that's gonna have impacts on either side.

So what we're doing is our consultants? Is it that our our consultants evaluate the.

Ride away impacts once we have that ironed out we're going to continue our efforts and working with with the landowners. So we know this.

Going to be a challenging.

For everyone- and this is where we look to the city to to give us some support and we did have a meeting with the city back in October 24, and we showed some of this information and even obvious prior to that. And one of the what.

Ready to approach we're about living in the options we don't want to get too far ahead. We want to make sure we have the answers so before we do so shortly, we'll be and advising them of this pursuit and also continue working with with the city. But what we're going to do here is not the whole picture. Really.

What we mean is not only to great separate here for safety and circulation, but also we're looking at a relief route that would take you east of this area and tie you back into a future, a charter expansion. So that's what we really believe, this area carry or mineral, and you can see it every day using this challenge, this congestion. So that's one of the one of the goals of the Department of Transportation Commission, is to relieve congestion right a lot of for conductivity safety mitigation.

So this is one of the things that we're trying to accomplish. It sounds current. Look, okay! We get to mile marker 18, so the same thing here.

You can see the travel center in the midst there, so we're essentially going to introduce a larger horizontal curve by this area. So that's what leads you to the travel center. You take this underpass and that takes you to 83 going toward Eagle Pass.

Existing conditions and that's the existing highway underpass a lot of just also to answering the question, also sir, but why not meet that I'm going to pass a lot of? It is also engaged by the number of accidents. So the department has been looking at this for some time now and it's not with the the opportunity funding that were able to to introduce some safety mitigation. One of those is spanking over.

So this is the last segment but to 2021. So here we have coming from okay, so we'll be having a six-link this and station we're also working with that they're. Looking at also improvements to have more lanes, so we're working with them, they seems like they might get additional funding. So hopefully you know we'll preparing for that and try to see so coordination. What kind of juice involvement so we've been working the city planning to get us all the master plans for that are adjacent to the I-35 corridor to projects that are ongoing.

We're trying to get amass all this information, that's been a challenge, so you know.

Rubbernecking previously about, if there's any information, that's available from private development, we want to be able to incorporate that why it's very important, so we can as we're evaluating the on and off ramps. We want to be sure we're serving everyone everyone's seen as much as possible. So one thing to keep in mind is that we're regulated by ethics I'm doing as far as a spacing and the frequency of these on and off ramps, so we're keeping them and we play ball so that way.

Of the projects that you showed us- and you know, money wise, how do how do you guys work on programming or you know or budgeting those projects? Do we need to dump some ones of it? We can get the money where you guys can hit the money and get.

Them all going basically do a lot of times a feasibility study. We come up with the neat being that it's a freight quarter, it's easier now to compete.

It's about 3/4 being number one in that port. That's what kind of pushes it in another! Another vote so were able to have any more money. So as we're developing, this I know that recently, there's rats up there trying to compete and there's others that are similar to those so I guess: legislation.

Thing as private public partnerships that are that we're seeing now we see these a lot in the metropolitan areas, Houston in San Antonio, so we're trying to also promote that idea as an option fund some of this infrastructure.

So this is just a view of what we have by north of Shiloh, so to show that we have here so we're going to improve the mailings, so the typical is going to be 600, AC 8, but that's really for the accommodation of on and off ramps.

We have this turnaround here is I'm out there, so that would be a connection, and that was something that the city of the way was interested in. There was a question about why not do that here, and it was just. We were not meeting the safety requirements were for reading and it was the evaluation in the department that there may be more potential for or person accidents. So we wanted to make sure in setting compliance with check this words.

There's a lot of economic benefits from these businesses for Laredo, but we do believe by the same token, that if we don't address some of these issues, what's developing east of of this area, so there's a development called it's a company's majestic important or item, which is massive, two thousand acre commercial. If I think this mr. chair just give a quick background, very simple council member hilde temple couple town halls and the one that happened with lakeside, so there's Chevron for Del Mar, and it was very well attended. One day they come out of the lakeside one was at the entrance, which is its Jackman right, which turns into Bayside. As you go east into the lakeside, you have kind of well, it's like a blind curve.

Design is really bad for the default provision, and so, as you're coming out of that exit, which is fish in the right. As you turn coming out, trying to go west make a left. You have that oncoming traffic, and so they asked us to take a look at that with the recommendation. There's a lot of comments we made to speed humps on on the entrance and a stop sign on Bayside to stop the traffic like a three-way. Stop like a t-intersection is.

You give the abilities for the main road, not the side street, so the one who gets preference here is Bayside, not this little side street, and so what what we would say to this is that, if there's going to be any recommendation that we would make it is, if anything we would recommend to shut this off.

We would then, because they and I'm, including so in here, you have a second entrance that you could use. So these are the members that liquor can actually go through Cook Inlet. It's people need to slow down and coming in, but we do not recommend speed, humps coming in here down on this roadway system. We do not recommend putting stop signs either.
