Description
Transportation and Traffic Safety Advisory Committee Meeting 04/10/19
A
So
vice
chair
right
now
right
very
much
present,
no
okay,
I
guess
we
can
open
up
the
meeting.
We
could
call
the
meeting
to
order
today
is
April
descent
of
2019
and
it's
approximately
six
10:00
p.m.
and
this
is
for
the
regular
meeting
of
the
Transportation
Traffic
Safety
Advisory
Committee.
The
meeting
is
being
held
here
at
5512
Thomas
Avenue
here
in
Laredo
Texas.
So
we
can
please
get
broke
off.
C
D
A
A
Poor.
Thank
you
next
item
on
the
agenda
under
Roman
numeral
number,
two
general
citizens
communication
each
beaker,
signed
up
prior
to
the
meeting,
will
be
allowed
three
minute.
A
lot
men
coming
should
not
be
there
with
their
oratory
and
should
be
delivered
a
professional
manner.
Don't
think
anybody
send
up
you.
A
A
Paper
boats
non
motion
carries
moving
on
number
four
staff
reports.
I
know
we
had
well
I
guess
before
that
I'd
like
to
first
of
all
now
that
we
started
the
meeting,
welcome,
there's
some
new
committee
members
I
believe
as
part
of
this
and
I
guess.
I'll
give
him
a
couple
of
minutes
right
now,
maybe
just
introduce
themselves
and
I'll.
Do
the
same
on
my
own
in
case
that
some
of
you
that
may
not
know
me,
my
name
is
Ramon
Chavez
I'm,
the
not
only
the
city
engineer,
but
the
acting
Traffic
Safety
Department.
A
A
A
E
A
G
First
of
all,
like
to
thank
dr.
Javier
Martinez
for
allowing
me
to
serve
in
district
6
for
the
traffic
committee,
and
my
name
is
Jeff
wig
on
a
local
civil
engineer,
I
work
with
civil
engineer
consultants.
We
have
offices
in
Laredo,
San,
Antonio
and
College
Station,
so
familiar
with
quite
a
bit
of
other
reasons.
Other
than
arrayed.
Oh
I'll
live
here
all
my
life
and
it's
love
the
city.
Look
what
we
do
so
thank.
E
H
I've
been
just
made
sick
me
like
this
custom
broker
and
for
30
years
and
for
six
years,
I
also
Mexican
customs
broker
and
it's
an
honor
to
be
here
and
then
right
to
work.
Thanks.
Thank.
D
F
C
K
K
A
You
well
thank
everybody
again.
We're
really
looking
forward
to
this
I
know,
there's
a
lot
of
things
that
can
be
discussed
at
this
visit,
the
level
of
this
committee.
That
would
definitely
help
our
community
traffic
is
one
of
the
things
that
just
mobility
itself
and
making
sure
that
everybody
that
also
descends
get
to
their
destinations
from
the
citizens.
A
Standpoint
from
the
transportation
industry
that
we
have
some
members
here
that
represent
I
think
that's
very
important,
and
those
are
things
that
we
can
definitely
discuss
here
at
this
level
as
it
comes
forward,
there's
there's
a
lot
of
new
ideas
coming
also
through
the
new
comprehensive
plan.
We
have
our
bicycle
pressing
coordinator
on
on
board
now,
so
so
a
lot
of
good
things
happening.
It's
a
good
time
to
be
part
of
this
committee,
because
there's
a
lot
of
moving
parts
as
it
relates
to
not
only
active
transportation
but
mobile
transportation
as
well.
A
So
looking
forward
to
working
wherever
and
as
we
move
forward
once
we
select
the
chairman
and
as
a
committee,
we
can
bring
up
any
items
that
you
feel
need
to
be
discussed
at
this
level
after
that
maybe
provide
some
recommendations.
Okay,
welcome
everybody
and
well
with
that
being
said
next
item.
Are
we
gonna
do
anything
on
there
stop
reports?
Besides
I
know,
you
have
some
staff
reports
last
night.
What
does
I
don't
see
him
here
on
the
agenda?
So
I
don't
know
if
you
want
o
go
through
them
really.
K
Quickly,
at
the
end
of
May,
May
22nd
cute
we're
gonna
be
having
a
vision,
zero
summit,
we're
having
folks
from
awesome,
come
down
the
textile
folks
and
the
Federal
Highway
Administration
folks
come
down
and
we're
getting
some
of
the
assistant
Chiefs
over
a
PD
and
fire
as
well
as
traffic
planning
and
all
the
other
departments
of
the
city,
as
well
as
some
some
citizen
groups
involved
as
well.
So
it'll
be
a
big
kickoff
I'm
talking.
K
A
K
Last
year
we
topped
out
at
9099
crashes,
I,
think
the
highest
point
was
48
deaths
in
2016,
so
we're
seeing
this
increase
and
we
you
know
we
have
to
face
this
epidemic,
and
so
this
is
getting
everybody
together
at
the
table
to
think
about
how
we
might
would
do
that,
and
so
one
of
the
one
of
the
things
that
will
come
out
of
that
is
a
group
that
will
go
through
that
data.
What
roads
are
the
most
dangerous
from
the
preliminary
searches?
We
found
that
75%
crashes
happen
on
like
4%
of
roads.
A
A
K
K
K
Super
ball
stream
of
cars.
Everybody
has
to
use
no,
no,
we
we,
we
are
almost
done
with
getting
the
first
application,
we're
dealing
with
some
Parliament
issues,
but
what
we're
getting
through
it
as
best
we
can
so
I
would
expect
that
we'll
have
the
application
in
by
this
week
and
then
we
just
got
to
turn
it
around,
get
it
to
a
league.
Look
at
the
risk
management.
So
you
know,
but
by
May
we
should
be
having
scooters
on
the
ground.
K
You
want
to
ride
your
scooter
is
where
you're
welcome,
to
grant
it
again,
but
we'll
be
depicting
summer
goes.
One
wouldn't
be
no
no,
but
this
is
a
six-month
pilot
program
with
a
lot
of
flexibility.
So
the
moment
we
see
something
isn't
going
right,
we
can,
we
can
go
in
accent,
language
and
the
scooters,
also
the
technology
where
we
can
weaken
geofence
what
they
call
where,
if
you
get
to
a
certain
point
of
the
city,
we're
gonna
want
you
in
it'll,
slow
to
a
stop,
and
you
have
to
turn
around
you.
K
A
K
We
were
applying
for
about
1.5
million
dollars
through
tax
context
of
its
program
called
safe
routes
to
school.
It's
for
specifically
non-motorized
transportation,
so
district,
one
in
fact,
is
in
the
place
that
we're
looking
at
st.
Luke's,
Boulevard
and
another
place
up
them
up
by
mines
who
represents
the.
E
K
K
L
A
So
right,
mr.
Eagers,
we
went
through
some
of
the
points.
Already
we
get
some
introduction.
We
have
some
new
members
and
I
just
want
to
welcome
everybody
and
everybody
pretty
much
introduced
themselves.
So
I
don't
know
if
you
can
do
the
same
for
some
of
new
members
and
maybe
that
new
members
can
just
reintroduce
themselves
to
mr.
E
L
My
name
is
David
Akers
I
am
an
18
year.
Resident
of
Laredo.
Texas
are
originally
from
Indiana,
moved
here
by
way
of
Mexico
City
Island
New
Mexico
City
for
several
years
before
come
to
Laredo
I
met
my
wife
there
so
and
we
go
with
our
word
in
the
transportation
sector
at
trucking
I'm
in
trucking
she's
in
logistics,
and
so
we
we
try
not
to
talk
about
work
at
home.
E
L
An
epicenter
for
transportation
logistics.
So
that's
why
we're
here
and
I
was
appointed
by
Councilman
I'll
guilt,
George,
all
guilt
district
said
and
that's
where
our
terminal
are
talking.
Generals
in
district
7,
so
I
came
into
the
contact
in
this
truck
a
bit
secretary
of
the
committee
for
a
kiss
a
little
over
a
year
and
we
woke
up
Thank
You
Ellen
expert.
That's
another
one!
Yes,.
K
Mr.
Atkins,
we
just
talked
about
you
should
be
where
we're
looking
at
the
mines
area
for
about
a
1.4
million
dollar
grant,
1.5
million
dollar
grant
called
state
helps
to
school
through
tech,
stop
even
working
with
the
councilman,
but
just
so
you
were
aware
as
well.
Okay,
thank
you.
I
can,
after
the.
A
A
So
that's
a
discussion
possible
action
of
the
following
number
one
election
of
the
following
committee
position
under
letter,
a
chairman,
so
I
did
prior
to
starting
the
meeting
or
doing
the
meeting
just
to
make
all
the
committee
members
aware
we
met
the
juicer
occurs
or
the
secretary
for
the
committee
and
the
mr.
Baran
currently
is
named
vice
chair
and
now
we
have
this
item
for
discussion
possible
action.
So
I'll
leave
it
open
up
to
the
committee.
A
E
L
A
E
E
L
A
G
L
E
L
G
L
E
E
G
D
L
If
there's
no
discussion
on
the
point,
we'll
go
ahead
and
go
to
a
vote,
so
the
vote
on
the
table
is
to
confirm
the
nomination
pending
his
acceptance
for
mr.
Varon
as
chairman,
all
those
in
favor
signify
with
I
write.
All
this
opposed
motion
carries
and
we
will
take
no
further
elections
or
nominations
until
next
week.
L
J
J
So
we
can
make
that
recommendation
for
them
with
no
parking
on
me
on
the
south
side
to
leave
8:00
this
and
then
shortly
after
presenting
this
to
the
councilmember,
the
district.
Who
is
you
that,
when
he
is
counsel
in
history
to
eat,
he
would
stay
that
he
like
to
go
ahead
and
have
no
parking
on
both
sides
of
the
roadway
and
and
limited
to
an
hour,
an
hourly
timeframe
between
8
a.m.
and
6
p.m.
so
that's
what
we're
recommending
now
it
isn't
going
to
be
a
totally
area,
so
there
will
be
a
no-parking
20
a.m.
J
E
E
J
C
A
A
D
J
A
When,
before
a
business
is
established,
they
have
to
go
through
a
process
through
the
building
department,
where
at
that
point,
the
parking
requirements
that
are
established
by
ordinance
as
well.
Those
are
implemented
and
based
off
of
that
thing,
the
bill
Department
without
each
business,
that's
open
enough
how
many
parties
are
required
and
unless
the
the
business
has
been
grandfathered
in
which
would
mean
that
they
were
status
prior
to
the
parking
ordinance.
G
Well,
I'll
just
be
concerned
that
we're
gonna
I
think
it's
a
good
idea
to
put
the
on
both
sides.
Just
a
movement,
but
are
we
gonna,
be
forcing
them
to
now
go
back
into
the
neighborhood
and
park
and
then
we're
gonna
get
promised
to
call
from
the
neighborhood.
So
the
councilman
just
be
aware
that
I
mean,
although
I
support,
I
support
what
they,
what
you
all
are
doing
here
and
but
I
think
we
need
to
have
something
down
the
neighborhood.
It
says
no
parking
in
the
neighborhood
or
something
you
know.
A
Only
neighborhood
yeah
there
was
some
conversation
off
of
that
with
the
councilmen.
The
only
other
thing
I'll
mention
that
there's
an
ordinance
that
you
can't
park
in
front
of
the
driveway,
so
that's
that's
an
ordinance
Oh
that'll
be
automatic
citation.
If
that
were
to
happen,
there's
another
ordinance
that
has
to
deal
too
with
fire
hydrants,
where
you
have
to
be
final.
Recon
fix
20
feet
away
from
a
fire
hydrant,
so
all
those
would
apply
within
the
neighborhood.
Those
are
enforceable
ordinances
in
case
that
we
see
that
spillover
going
on
to
me
being
neighborhood.
A
D
A
A
L
So
what
other
it's
a
public
street
and
I
mean
partner
public
street
honey.
Look
when
I
Drive!
Yes,
when
I
go
to
my
house,
there's
cars
on
both
sides
of
3:9.
You
know
you
gotta,
pull
over
the
other
one
gotta
go
by
that
happens
all
over
the
place.
Right!
I!
Don't
know
that!
That's
you
know
the
chart
of
this
committees
about
traffic
safety.
I,
don't
know
that
that
poses
a
safety
issue.
It's
certainly
an
inconvenience
for
the
residents,
but
well.
G
G
I
mean
traffic
problem
that
could
initially
they
were
saying,
will
cut
one
side
of
the
road,
so
at
least
have
that
then
the
numerable
ateam
under
you
know
that
flow
through
there
right
right.
So
you
know
I
thought
you
did.
The
intersection
is
not
in
that's,
especially
in
fact
impacting
the
neighborhood.
That's.
L
L
G
G
L
L
F
J
A
L
E
E
A
D
I
I
moved
earlier
this
morning
on
on
Luke,
20
and
I
noticed,
there's
always
a
line
going
towards
her.
It's
trying
to
cross
a
435
into
the
giant
industrial
plant.
The
only
thing
I,
noticed
and
and
I
would
like
to
for
you
guys-
could
help
us
with
asking
text
out
or
having
text
that
come
in.
Is
that
what
I?
What
I
didn't
notice?
I
noticed
that
the
lights
moving
traffic
north
and
south
they
last
a
little
bit
longer
than
the
one
going
east
to
west
and
and
I?
D
L
D
F
Wanted
to
bring
up
something
also
on
new
20
points
south
when
turning
two
words
ill
bar,
for
example,
going
towards
a
new
Alexander
high
school
I
know
it's
that
what's
happening
is,
though,
though,
the
left
thing
to
turn
it's
backing
up,
but
it's
actually
backing
up
on
to
the
new,
so
people
are
going
60
and
they
need
to
you
know
they
need
to
maneuver
I'm
feeding
that
word
we're
gonna
have
an
accident
pretty
soon
I'm,
not
sure.
There's
anything
that
can
do
I
mean
the
way
that
we
can
look
at.
But
it's
it's
pretty
scary.
F
J
J
E
J
The
consultants
actually
coming
in
this
Monday
to
evaluate
and
adjust
by
to
the
moment
so
I
noticed
that
they
just
it's
doing
different
things
and
we're
getting
calls
from
different
people
from
the
University
as
well,
and
so
you
know
we're
logging
all
the
same
and
reports
back
to
the
consultant.
We
also
reach
time
it
for
some
time
Michael.

Trying
to
move
to
the
left
hand,
side,
honey
and
that
one
glows
a
little
bit
fast
right
now,
right
and
but
on
the
left
hand,
side.
There's
a
lot
of
people,
not
a
lot
of
people,
but
sometimes
agents.
Should
you
see
cars
or
support
bills
are
far
apart
and
one
with
their
victors.
You
have
right
there
on
the
RIT.
