we've
worked
with
the
engineers.
We've
worked
with
the
contractors
to
try
and
come
up
with
what
I
think
is
a
good
temporary
plan,
temporary
meaning.
You
know
two
three
years,
and
so
I
wanted
to
present
that
to
you
today.
Road
work
will
begin.
This
project
will
begin
next
week,
the
week
of
july
12th.
I
think
that's
next
week
and
I
wanted
to
give
you
an
overview
of
the
way
it
will
work.

So
it's
a
combination
of
things
that
will
happen
some
of
those
that
that
hump
up
will
be
scraped
off
so
they'll
be
level.
Some
of
the
worst
patching
will
be
cut
out,
milled
out
and
filled,
so
it
will
be
a
much
larger.
It's
still
a
patch,
but
it's
much
larger.
It
would
be
much
smoother
and
be
done
correctly.

There's
crack
sealing
that
needs
to
happen
in
other
places
where
we
don't
do
patching
and
then
over
all
of
it
we'll
have
liquid
road.
As
you
might
remember,
we
tested
a
couple
of
different
projects,
are
up
in
it's
in
baddest
condition
as
ours,
so
we
went
back
to
liquid
road
that
will
work
it's
a
type
of
sealer,
a
little.

Thicker
than
regular
sealer,
but
will
still
do
the
job,
so
it
will
look
nice,
but
it's
not
going
to
be
a
perfect
road
in
terms
of
timeline
and
structure
of
this
starting
next
week
there,
the
contractors
will
start
with
the
section
between
jefferson
street
and
go
to
the
clifty
creek
bridge
at
the
west
end
of
town,
so
everything
that
they
do
they're
going
to
start
on
the
north
side
of
main
street
and
working
in
four
block
sections
they're
going
to
make
their
way
down
to
the
bridge
and
then
turn
and
come
back
to
jefferson
on
the
south
side.

initial
phase
will
include
the
patchwork,
so
they'll
be
milling,
they'll
be
scraping
and
they'll
be
paving
once
that
is
done,
they'll
come
back
through
and
start
at
the
clifty
creek
bridge
and
do
hanover
hill
they'll
take
out
all
of
the
will
get
done
and
then
that's
the
end
of
phase
one.
So
the
heavy
patchwork
will
happen
first,
once
that's
complete
they
are
going
to
and
by
the
way
that
will
be
done
whether
everything
says
weather
permitting,
whether
we
have
rain
or
other
weather
issues
that
might
delay
it.

they'll
come
through
and
put
the
liquid
road
product
on
working
in
four
block
sections
at
a
time
trying
not
to
disrupt
any
more
traffic
than
necessary
and
then
they'll
go
up
and
do
hanover
hill
the
same
way.
So
that's
the
pattern.
This
is
the
timing.
It
will
be
done
again
weather
permitting
by
about
the
third
week
in
august,
and
that
gives
them
several
weeks
as
a
window
as
a
buffer
before
chautauqua,
which
is
the
next
major
event
and
should
be
done
before
riverfest
so
trying
to
avoid
all
the
festivals.

will
be
out
at
least
24
hours
in
advance
of
the
work
they'll
have
flaggers,
they'll
have
signage,
there
may
be
locations
where
we
will
request
the
assistance
of
mpd
officers
in
heavy
traffic
areas,
so
down
around
jefferson
places
like
that.
We
may
ask
for
some
assistance
with
from
officers
the
like,
I
said,
the
the
signs
will
be
out.

will
work
from
the
curb
to
the
center
lane
on
each
tour
as
they
make
it
so
that
will
leave
two
lanes
of
traffic
open
one
lane
in
each
direction
on
the
opposite
side,
so
from
the
center
line
to
the
curb
that'll
be
open
while
they
work
in
the
other.

think
that
is
it
once
they're
done,
all
the
striping
will
go
back
the
crosswalks
any
crosswalks
and
striping
that
is
elevated
on
the
road
they'll
scrape
off
and
put
new
down
as
well.
So
there
won't
be
any.

bleed
through
that
you
can
see
old
markings
that
would
be
all
new
markings.

hill.

noticed
this
weekend
that
these
shoulders
are
really
in
bad
shape

I'm
sure,

that's

of
the
traffic's,

diverted
up
that
hill,
the
heavy
trucks

those
are
really
broken.

mean
in
the
last
month
quite
a
deterioration
going
on.

the

that
in
meeting

contractors
we
all
decided
that
they
would
have
an
extended
workday,
so
they
could
try
to
get

work
done

quickly

intend

work
between
seven
and
seven
seven
a.m
and
seven
pm,
so
they'll
have
a
longer
day,
but
hopefully
get
done
with
her.

know
it's
probably

practical

it
door-to-door
because

the
number

businesses

residents

live

that
we've
got

a
couple
weeks
before
we
start
anything
we
can
do
in
the
paper
on
social
media
in
other
channels
that
we
have
too,
with

madison,
mainstream
organization.

main

one
of
our
discoveries
and
why
we
applied
for
the
federal
highway
grant
was
the
the
long-term
deterioration
of
we
call
it
main
street,
but
former
highway
56
all

way
to
the
top
of
hanover
hill.
Big
stretch
of
road
has
not
been
adequately
maintained
for
a
very,
very
long
time,
I'd,
say
probably
a
decade
or
longer.

So
when
you
look
at
payser
a
one,
two
or
three
are
considered
needing
to
be
milled
and
repaved.

one
is
a
complete
failure.
Our
main
street
sections
are
rated
at
a
three
ten
is
perfect,
ten's
a
brand
new
road,
so
they
are
definitely
due
so.

bodies,
clarification
represents
moderate
deterioration
and
then,
if
you
go
from
three
to
two
three
two
and
one
for
example,
it
goes
it
gets
worse
from
there
and
that's
just
an
example
of
the
fact
that
this
this
particular
structure-
road
high
traffic,
had
a
high
volume
of
truck
traffic.
Until
about
a
year
ago,
when
we
modified
our
ordinance
to
you
know,
move
truck
traffic
around
the
bypass
but
has
experienced
significant
deterioration
and
this
project
we're
undergoing
now.
This
is
really
a
band-aid.

This
is
to
get
us
to
a
more
major
reconstruction
of
of
this
stretch
of
road,
with
federal
highway
grant
money
in
2025
that
we
can't
access
right
now.
So
we're
talking
about
a
band-aid
to
get
us
to
a
multi-million
dollar
project
three
years
three
years,
that's
three
years
away,
and
it's
not
going
to
look
like
a
new
road.
I
mean
for
a
while.
It
might
look,
you
know
shiny,
because
we
have
a
fresh
application
of
sealer,
this
liquid
road
sealer
on
it
or
liquid
asphalt.

Concrete,
but
there
was
some
work
that
we
were
originally
intending
to
do
around
the
bridge,
the
aprons
of
the
bridge
that
is
concrete.
Now
some
of
that
has
started
to
chip
away.
We
intended
to
do
a
crack
and
seat
there
and
remove
that
and
replace
it
with
the
restructuring
that
indot
allowed
us
to
do
to
get
more
of
the
patches
taken
care
of
on
main
street.
We
actually
removed
those
they
will
patch
those.
Instead
of
replacing
the
concrete,
there
is
a
small
amount
of
concrete
work
that
has
to
be
done.

and
so
any
any
help
we
could
get
this
information's
very
helpful.
You
know
we'll
get
that
into
paper,
for
example
that
will
help
inform
the
community.
This
is
happening
and
then
the
next,
the
next
steps
we're
also
talking
about
is
you
know
just
how
just
are
we
using
the
thermoplastic
striping,
so
that'll
that'll
certainly
help-
and
this
will
also
you
know-
bring
our
our
crosswalks
up
to
a
better
safety
standard
because
everything's
worn
off
and
we
have
some
very
busy
crosswalks
that
are
not
at
lighted
intersections.

vine
and
mill.

have
crosswalks.

can
put
them
back,
but
it
has
to
have
increased
safety,
so
we
will
put
them
back,
but
we'll
have
lighted
crosswalk
signage

know
if
the
signs
will
be
solar,
if
they'll
be
flashing,

they'll

constant,
there
will
be
some
signage,
leading
up
to
them
that
there's
a
crosswalk
coming
and
there
will
be
some
sort
of
lighted
safety
feature
on
that
signage,
so
that
that.

both
busy
sections
crosswalks
and
it's
a
little
bit
dangerous
to
cross
there,
so
that
will
help.

this
is
very
helpful
and

The
focus
here
is
on
extending
the
useful
life
until
we
get

a
larger
investment
for
remediation
and
it's
also
to
improve
crossover
safety.
So
I
think
that
the
plan
that
you'll,
that
you

here
in
front
of
you,
plus
additional
information
that
we'll
present
later
we'll
show
that
we're
on
the
right
track
to
again
recapture
our
former
state
highway
into
a
main
street.

really

We
had
hoped
to
have
the
executable
contract
for
the
company
that
was
awarded
the
crystal
beach
rehabilitation
plan,
that'll,
be
on
the
next
board
of
works
agenda.
We
had
already
awarded
that
bid
and
then
what
we'll
have
this
board
do
is
actually
improve.
The
construction
contract
that'll
start
in
august
is
going
to
be
a
very
busy
month
for
us
from
a
construction
standpoint,
because
we'll
start
the
rehabilitation
of
crystal
beach.

think
that
actually
suffered
some
maintenance
issues
that
took
them
out
of
service,
which.

pressure
on
us
but
go
ahead,

did,

I
know
that
that
one
had
to

towed

the
work
ourselves.

can't
remember
exactly
what
they

The
issue
was
with
it,
but
we
have

Trash
trucks
are
another
thing
that
we
have
they
limp
along
and
we
keep
getting
them
in
service,
but
that
is
going
to
be
an
expense
that
we're
going
to
face
sooner
as.

All
across
the
city
are
very
I'm
sorry.
Our
equipment
needs
are
very
significant
because
we're
dealing
in
some
instances
with
equipment-
that's
you
know
20
and
30
years
old,
and
so
that's
the
other
thing
we're
trying
to
do
is
deal
with
those
large
capital
expenditures
that
are
necessary
all
across
all
departments.
In
the
city
except
the
police
department.
They
seem
to
have
very
nice
vehicles.

the
city,
and
that's
something
we're
constantly
working
hard
to
do
is
find
the
dollars
and
the
resources,
because
we
cannot
have
some
of
our
equipment.

One
of
the
things
I'm
going
to
talk
about
here
in
just
a
minute
is
a
is
about
asset
management,
our
equipment's,
no
different
than
that.
We
have
lots
of
large
equipment.
That
is
very
expensive.

our
equipment,
we
do
make
as
many
repairs
as
possible.
We
take
it.
We
outsource
it
when
we
have
to
they
sort
of
flip
along,
but
that's
going
to
go
at
some
point
in
the
last
year.
It
feels
like
several
of
those
pieces
have
given
up
the
ghost
and
we've
had
to
replace
several
already,
but
we
need
a
capital
plan
so
that
the
funds
are
available
when
we
need
to
replace
them.

can't
not
pick
up.

really

proud

the
work
that
they
did
over
the
course
of
the
of
the
event,
and
it
was
a
very
successful
event
with
miss
madison
on
street
goodman,
real
estate,
winning
another
gold
cup
and
bringing

home

the
madison
regatta
festival
committee
and
the
madison,
miss
madison
racing
teams
and
everybody
who
was
involved.

everybody
should
be
proud
of
the
of
the
outcome.

now

we're
doing
is
working
hard
to
make
sure
we
get
city
back
to
normal,
continue
working
with
the
areas.

impacted

recent
floods
and
move
forward
with
the
rest
of
our

rest

summer
activities,

we're
very
busy
on.

On
the
flood
front,
we're
continuing
to
work
with
the
state
and
federal
agencies
with
regard
to
damage
assessment,
we'll
have
more
details
on
that
tonight,
at
city
council
and
also
with
the
human
service
organizations
with
regard
to
flood
recovery
efforts
for
the
individuals
who
are
needing
some
emergency
housing
and
other
support
during
this
during
this
time
period,
so
we're
continuing
to
work
there.

One
of
the
things
that's
been
important
to
this
administration
is
really
trying
to
get
more
sophisticated
about
how
we
deploy
our
resources
and
sidewalks
are
one
of
those
areas
that
are
very
expensive
to
maintain
and
it
seems
like,
in
the
past,
we've
not
had
quite
the
targeted
level
of
investment
that
we've
wanted
to
make.
We've
been
spending
more
and
more
on
sidewalks,
but
we
felt
it
was
prudent
to
actually
have
an
asset
management
city,
madison
redevelopment
commission.

engaged
an
engineering
firm
to
do
an
evaluation
of
all
sidewalks
across
the
entire
city,
and
we
we
built
a
rating
system,
and
then
we
evaluated
the
condition
of
every
sidewalk
every
segment
of
every
sidewalk
and
rated
it
so
that
we
could
start
then
compiling
a
targeted
approach
toward
sidewalk
repair
and
maintenance.
That's
the
other
part
of
this,
which
is
maintenance
that
we
haven't
done
a
very
good
job
of
whether
it
be
streets
or
sidewalks,
and
then
the
the
the
true
outcome
of
this
is
also
seeing.
Those
areas
that
are
are
not
ada
accessible.

are
ratings
of
eight
to
ten.
We
use
a
very
similar
rating
system
as
our
road
pacer
rating
system,
22
miles
of
sidewalks
are
considered
in
good
condition
and
nine
miles
of
our
sidewalks
are
in
facing,
where
there
are
some
of
our
sidewalks
that
are
completely
impassable
missing,
broken,
definitely
not
ada
accessible,
and
what
we
are
intending
to
do
is
target
those
worse,
sidewalks
first
and
make
major
investment
over
the
next
two
years
in
mobility,
improving
mobility,
but
anyway,
we'll
more
details
to
follow
on
the
asset
management
plan.

again
we
have
work
ahead
of
us
same
thing.
We
talked
about
with
regards
to
a
capital
improvement
plan
for
equipment.
Same
thing.
We
have
to
have
a
strategy
on
how
we
support
it,
maintain
it
extend
its
useful
life
and
I
think
the
the
more
planning
we
put
into
it,
the
more
sophisticated
we're
going
to
be
able
to
put
the
right
dollars
towards
the
investment
that's
going
to
require.

think
madison
is
a
beautiful
city
and
we
are
certainly
relying
on
multi-modal
forms
of
transportation
and
getting
information
like
this
is
fantastic,
and
the
last
comment
I'll
make
about
it
is
we're
going
to
do
the
same
thing
with
regards
to
stormwater
management,
because
that's
something
that
we've
not
planned
very
well
out
very
well
and
we've
been
very
reactive
about,
but
we'll
get
more
sophisticated
about
it,
so
that
we
can,
you
know,
make
the
right
investment
targeted,
more
sophisticated
and
do
things
that
mitigate
our
drainage
issues
in
the
future.

an
extension

line

bond
drive

beneficial

create

safe
return

a
congested
area
with
that
beautiful
park.

down
there

lot
of
folks
like
to
sit
on

corner
and

nice
conversations
and
with
our
boat
ramp,
coming

we
