February
22nd
lauren
plug
works
and
safety
meeting.
We
will
be
broadcasting.
This
live
over
the
city,
madison
youtube
channel
and
recording
it
for
archive
purposes,
so
people
can
view
it
so
welcome
to
the
meeting
clerk.
Let's
do
a
roll
call.
Please.
B
A
A
Here,
yeah
all
in
favor,
please
say:
aye
aye
opposed
thanks.
First
up
we
will
entertain
street
closure
requests
for
the
master
writing
club,
10k
so
nicholas.
If
you
please
come
up
and
introduce
yourself
and
talk
about
what's
going
on
with
the
10k
this
year,.
A
D
So,
just
as
always,
on
saturday
of
regatta
weekend
we're
going
to
be
holding
the
firecracker
10k
one
the
course
pretty
much
stays
the
same.
With
the
exception
of
the
the
end
we
would
like
to
instead
of
continuing
east
on
third
street,
we
want
to.
We
want
to
cut
north
on
on
broadway
and
finish
right
there
at
the
kdh
parking
lot.
So
the
only
change
to
what
we've
done
in
the
past.
A
A
To
secure
the
street
closure
permit
from
the
state
of
indiana
to
accommodate
the
race,
you
guys
did
a
great
job
with
the
last
year.
Thank
you.
C
I'll
make
a
motion,
I'm
not
sure
what
number
that
is
how
many
motion
we
approve
resolution
five
days,
two:
zero,
two:
two
for
the
10k
race.
A
A
Next
up,
we
have
a
street
closure
request
for
madison
regatta
water
ball
that
be.
You
jake
like
to
introduce
yourself
to
your
audience
here
and
tell
us
what's
going
on
with
water
ball
and
your
thank
you
for
serving
because
you're
also
one
of
our
volunteer
firefighters.
F
No
problem,
I'm
jake
mccormick
vice
president
of
the
regatta,
my
apologies,
this
was
just
thrown
in
my
lap
about
two
hours
ago.
F
Let's
see,
I
think,
we're
closing
broadway
for
waterball.
Is
that
correct?
I
believe
you
all
have
all
the
paperwork.
Debbie
crawford
took
care
of
that
for
us.
We.
A
G
A
Okay,
okay,
any
predictions
on
who
will
win
the
waterfall
fight
threes,
but
yeah
four
one.
A
And
her
motion.
A
C
A
Yeah,
so
next
up
is
the
street
closure
requests
for
the
madison,
regatta
and
rooster
tail
festival,
this
one's
a
little
more
complicated
a
lot,
because
there's
a
lot
of
streets
involved
and
there's
a
lot
of
timing
involved.
So
but
anyway,
let's
get
it.
Let's
get
it
out
for
discussion.
A
A
And
the
regatta
has
filed
on
the
greg
thorp
is
filed
on
behalf
of
the
master
regatta
for
street
closures,
parking
spaces
and
parking
lot
closings
for
its
annual
mastery
guide
and
research
tale
festival
will
be
held
from
monday
june
27th
through
sunday
july,
the
3rd,
which
is
the
length
of
the
time
of
the
of
the
festival.
I
might
go
ahead
and
read
this
whole
resolution,
because
it's
more
complicated
than
the
other
other
two
that
we
just
took.
A
Action
on
jake
now,
therefore
being
resolved
by
the
board
of
public
works
and
safety
in
the
city
of
madison
indiana.
That
bond
drive
between
jefferson
street
and
mill
street
shall
be
closed.
On
monday
june,
27th
from
6
am
to
midnight
being
further
resolved
by
the
board
of
public
works
and
safety
at
city
mass
in
indiana
that,
in
order
to
safely
transport
equipment
to
the
river,
the
following
streets
shall
be
closed.
A
So
you
have
the
north
and
south
streets
that
approached
vaughn
drive
and
bond
drive
closed
from
on
tuesday
june
28th
from
6am
to
midnight,
and
then
further
bond
drive
from
the
west
side
of
the
entrance
to
the
riverboat
inn
to
the
west
side
of
plum
street
and
all
streets
running
north
and
south
between
vaughn
drive
and
the
south
side
of
1st
street
between
st
michaels
avenue
and
vernon
street.
It's
pretty
complicated
shall
be
closed
from
tuesday
june
28th
at
8
a.m
through
sunday.
A
So
now
we
have
a
six
full
days
of
closing
here
sunday
july
3rd,
at
5
pm
be
further
resolved
by
the
board
of
public
works
and
safety
that
the
city
parking
lot
located
at
2nd
and
jefferson
streets
shall
be
closed
on
july,
1st,
2nd
and
3rd
from
6am
to
6pm.
So
that's
a
large
parking
lot
over
there
on
jefferson
street
and
that
the
parking
spaces
north
of
bicentennial
park
on
1st
street
shall
be
closed
from
wednesday
june
29th
through
sunday
july
3rd,
and
that
said,
streets
parking
spaces.
A
Parking
lot
as
closed
shall
be
under
the
supervision
and
control
of
mass
regatta.
At
the
times
noted
above
for
the
year
2022,
so
it
gets
more
complicated
because
now
we
have
a
lot
more
streets,
a
lot
more
blocks,
more
parking
and
more
time.
A
How
do
how
does
a
business
chill
billy's,
for
example,
access
their
business
and
stay
open
during
all
that
time
frame
and
and
then
and
then,
as
part
and
parcel
of
this
too,
is
facility,
use
reports
or
full
facility
use
reservations
because
embedded
in
all
this
is
the
question
about,
is
kiwanis
and
bicentennial
park
fireman's
park?
A
There's
there's
a
lot
down
there.
That's
happening,
obviously,
because
of
such
a
large
festival
through
throughout
the
course
of
the
week.
B
B
A
E
A
It's
not
an
issue
and
then
and
then
you
brought
up
the
the
main
parking
access.
There's
two
there's
two
entrances
into
the
fairfield
hotel
down
there.
That
would
be
impacted
with
a
st
michael
street
closing
well.
C
C
H
Do
they
go
typically,
they
start
stage
in
there
between
central
and
west
street,
along
the
curb
to
be
able
to
get
into
the
pits,
because
they
start
setting
the
pits
on
monday
with
a
articulating
boom,
forklift
and
tractors
and
that
type
of
stuff.
So
they
try
to
close
that
area
of
west
street
to
jefferson
for
safety.
F
We
do
have
a
lot
of
equipment
coming
in
I'm
not
sure
what
day
the
cranes
are
coming
in.
We
are
hiring
an
outside
company
to
handle
the
dots,
we're
hoping
to
streamline
that
entire
process.
So
maybe
we
don't
have
as
big
of
a
footprint
we
might
be
able
to
push.
Sometimes
that's
all
still
up
for
discussion
within
the
board.
This
whole
plan
was
just
a
copy
and
paste.
That's.
A
A
What
I'd
like
to
do
if
it's?
Okay
with
you
is,
and
we
met
with
greg
a
couple
weeks
ago,
we
talked
about
kind
of
the
need
for
an
operational
plan
so
that
we
really
know
mean.
I
know
that
I
know
that
we've
there's
things,
we've
always
done
in
the
past
and
let's
just
do
them
over
again
right
because
that's
pressing
the
easy
button
and
then
we
deal
with
them.
A
We
got
a
week
and
we're
trying
to
avoid
that
this
year
we're
trying,
because
last
year
we
you
know,
we
didn't
so
we
so
we
didn't
have
regatta
in
2020,
so
in
2021,
regatta
came
back.
We
kind
of
did
everything
that
they'd
already
done
with
regards
to
the
mechanics
of
closing
the
streets,
and
then
we
dealt
with
it.
A
We
dealt
with
those
last-minute
issues
we
got
a
week
and
that
really
felt
like
it
amped
up
everybody's
pressure
to
get
in
there
and
and
put
the
event
on
which
everybody
wants
to
it's
a
fantastic
and
successful
event.
But
we
also.
D
A
With
greg
about
an
operational
plan,
so
we
can
really
be
a
little
more
methodical
about
what's
happening
monday
through
sunday
and
where.
E
A
To
be
applying
the
resources,
where
do
the
streets
need
to
be
closed?
You
know
and
what
was
isn't
just
involving
street
closures.
It's
also
involving,
like
I
said,
the
parks,
because
last
year
there
was
some
few
confusion
because
campers
down
the
river
thought
that
they
were
going
to
shower
and
and
bathe
at
crystal
beach
and
crystal
beach
wasn't
open
to
the
public
that
way
it
was
open.
A
It
was
still
open
for
swimmers
who
were
coming
in
and
that
all
of
that
access
was
was
separated
from
a
regatta
festival,
so
there
I
still
think
that
an
operational
plan
is
important
so
that
we
know
exactly
what
we're
doing
when
we're
doing
it
and
who's
doing
it,
who's
responsible
for
doing
it,
and
you
know,
what's
going
to
be
closed
when
they're
going
to
be
closed.
A
I
still
think
that's
really
important.
I
think
this
discussion
is
really
helpful,
but
I
think
it's
it
comes
together
with
the
operational
plan.
That
is
a
real
and
you
guys
might
already
have
this,
but
we're
asking
for
that
information
to
tell
us
exactly
what's
going
on
during
that
week,
so
we
can
get
the
right
resources
applied
to
it,
and
I
still
think
that
some
of
the
things
that
we
talked
about
with
greg
are
are
still
open
eyes.
A
So
I
think
it's,
although
I
don't
have
any
I'm
not
saying
we
have
any
reluctance
at
all
to
the
street
closure
request,
we're
just
raising,
and
sometimes
what
happens
is
you
know
we'll
we'll
have
a
discussion
and
then
we'll
table
it
we'll
take
action
on
it
at
the
next
meeting
so
that
we
can
say
well.
Our
thoughts
are
okay,
st
michaels.
A
Now
that
we
got
a
hotel
there,
maybe
st
michaels
should
be
handled
differently
or
mulberry
street
needs
to
be
handled
a
little
differently
or
you
know
what
are
we
doing
with
the
parks
and
those
kind
of
things
so
that
all
the
expectations
I
think
are
set
set
set
out?
So
there's
no
misunderstanding
and
then
when
we
get
to
regatta
week,
things
are
going
to
go
much
more
smoothly
without
the
added
anxiety
and
pressure
that
comes
along
with
its
go.
H
E
F
G
A
A
I
mean
that
is
there's
a
lot
that
goes
on
during
that
week,
but
we're
almost
closing
the
entire
footprint
north
and
south
and
east
and
west
for
for
six
days
to
accommodate,
and
I'm
just
curious
if
an
operational
plan
would
say
well,
here's
what
we
really
need
in
order
to
safely
bring
equipment
in
make
it
safer
for
anybody
who
would
be
accessing
the
street
and
definitely
the
regatta
organizer.
G
G
A
A
day
by
day,
because
the
city
of
madison
and
others
are
organizing
events,
so,
as
nicholas
was
here,
you
know,
they're
organizing
the
10k
we've
got
the
parade.
We've
got,
the
fireworks
show
that's
going
on.
There's
there's
a
lot
of
moving
parts
to
it
too.
That
I
think
we.
A
E
A
So
if
we
could
take
this
under
advisement
and
then
circle
back
with
you
guys
between
the
next
next
meeting,
which
will
be
march
the
7th,
I
think
that
still
gives
us
plenty
of
time
to
wrap
up
an
operational
plan
and
then
and
then
maybe
do
a
little
bit
of
cleanup
here
on
the
actual
street
closure
all
right.
Some
requests
that
be
okay,.
F
If
you
do
absolutely,
you
don't
have
a
list
of
the
issues
that
have
come
up.
Do
you
that
you
discussed
with
greg?
Maybe
you
can
get
to
me?
I
can't
I
will
yeah.
B
E
A
Say
we've
also
closed,
like
dave's
bringing
up
a
good
point,
which
is
when
are
campers,
reserving
spaces
and
allowed
to
come
in
to
the
regatta
venue
to
camp
I
mean
how
far
in
advance
are,
is
regatta,
renting
camp
spots
for
campers.
H
A
D
A
That's
where
an
operational
plan
really
just
adds
clarity,
it's
so
easy
to
just.
Let's
just
do
what
we've
always
done,
and
then
we
deal
with
the
pressure
of
it
that
week
and
I'm
just
trying
to
alleviate
the
pressure
last
year.
B
We
we
get,
we
get
questioned.
Why
does
von
drive
need
to
be
closed
on
monday
when
the
regard
is
not
until
saturday
and
sunday?
So
you
know
when
the
public
asks
us.
We
have
to
have
an
answer
further
and
I
understand
closing
part
of
our
drive
from
jefferson
street
to
maybe
broadway
on
monday
or
tuesday,
when
you're
moving
equipment
in
and
out
of
the
pits.
You
know
it
could
be
a
dangerous
situation.
I
have
no
objection
to
that.
B
The
only
the
only
question
I
would
have
from
six
a.m
to
midnight.
E
A
For
public
consumption,
the
rooster
tail
festival,
rooster
tail
is,
I
think,
maybe
have
submitted
a
facility
used
for
bicentennial,
and
there
was
discussion
again
from
an
operational
plan
about
what
are
we
doing
with
regards
to
access
into
the.
E
E
A
A
And
table
it
to
the
march
7
2022
meeting
in
the
interim,
we'll
circle
back
with
jake
and
the
festival
organizers.
With
regards
to
our
concerns
on
street
closure
and
enough
in
identifying
an
operational
plan,
I
sacrifice
motion
any
discussion,
comments
or
questions
from
anybody
jake.
No.
Thank
you.
Sorry.
B
We
need
to
have
everything
organized,
and
I
also
think
it
would
be
a
good
idea,
maybe
for
the
other,
two
big
festivals,
that
we
have
the
chautauqua
and
the
riverfest
to
sit
down
with
the
organizers
of
those
festivals
and
have
operational
plans
yeah
in
advance
of
before
they
come
to
the
board.
Because
you
know.
A
The
things
that
we're
not
talking
about
that
would
be
embedded
in
an
operational
plan
is
the
fire
and
emergency
health
department
inspections,
street
closures.
You
know
all
the
different
activities
and
parks
and
facilities
that
are
being
closed
when
what
the.
A
What
what
the
festival
organizers
do
there's
just
so
much
to
it.
We
put
it
on
paper.
There
won't
be
any
misunderstanding
when
we
get
to
when
we
get
to
either
of
these
festival
weeks
like
regatta,
chicago
fest,
the
three
big
ones,
so
we're
kind
of
inventing
some
things.
I
know
we're
throwing
a
little
bit
of
curveball
but
wait
a
motion
a
second
on
the
table.
All
in
favor,
please
say:
hi.
C
A
So
aaron
good
morning
we
have
a
street
closure
request
for
madison
river
fest,
5k
river
run
and
then
there's
river.
Are
you
doing
both
of
these
aaron
river
fest
beat
barbecue
and
blues
festival?
Okay,
so
with
the
river
fest
5k
river
run
first
on
the
agenda
and
we
can
kind
of
hurt
the
discussion
on
regatta
introduce.
I
I
Okay,
just
to
cover
the
5k
river
run
river
ride
and
we're
asking
for
road
closures
for
august
20th
just
for
a
few
hours.
Just
for.
For
that
event
to
happen.
A
Okay,
I'll
I'll
read
the
resolution
if
you
want
to
take
them
one
at
a
time
resolution
of
the
board
of
public
works
and
safety
in
city
of
madison
regarding
street
closings
for
the
massive
river
fest
and
5k
river
run,
there's
been
a
request
filed
by
aaron
kendall
on
behalf
of
mass
riverfest
committee
for
street
closings
in
connection
with
mass
over
fest
5k
river
run
to
be
held
on
saturday
august
20th.
2022.
A
Now,
therefore
be
resolved
world
club,
worse
and
safety
following
streets
shall
chevy
closed
from
6
00
am
to
11
a.m.
Saturday
august
20th
bond
drive
from
fireman's
park
to
the
west
side
of
ferry
street
east
street
from
von
drive
to
first
street
first
street
from
east
street
to
mill
street.
So
what.
A
Here,
right
right
so
follow
along
with
me,
2nd
street
from
elm
street
to
plum
street
plum
street
from
2nd
street
to
vaughn
drive.
So
we're
heading
back
down
to
the
river
long
drive
from
plum
street,
to
mill
street
mill
street
from
bond
drive
back
up
to
first
street
vine
street
from
1st
street
to
2nd
street
down
street
from
1st
street
to
secretary
and
then
down
jefferson
street
from
1st
street
to
vaughn
drive
all
right.
Is
it
starting
and
ending
at
fireman's
park
this
year.
I
E
A
C
Okay,
so
that's
the
course,
my
promotion,
we
approve
resolution
number
15-2022.
A
All
second
or
memory
blends
motion
for
the
street
closure
request
from
6
a.m
to
11
a.m.
Saturday
morning
august
20th
2020.
B
K
A
Than
the
running
force
map
but
and
that's
on
us
aaron,
we
we
need
to
develop
the
procedure
so
that
when
we
have
a
lot
of
street
closures
like
we're
sitting
here,
trying
to
visualize
exactly
what
it
is
when
you're
going
to
do
it,
where
the
switchback's
going
to
be
I've
ran
the
race
multiple
times,
so
I'm
familiar
with
it.
But
it
would
be
helpful.
A
We'll
make
a
note
of
that
dave
and
and
give
that
to
you.
The
good
news
is
this
all
stays
basically
on.
A
E
E
J
J
And
then,
when
they
come
back,
they
go
down
to
vaughan,
they
came
back
over
the
mill,
they
come
up
middle.
They
go
east
on
first
they
go
north
on
vine.
They
do
that
one
block
between
nine
and
elm
again
just
going
the
wrong
direction,
and
then
they
get
back
on
now.
Okay,.
A
A
For
the
run,
and
then
we're
going
to
talk
about
the
next
one
too,
okay
yeah,
so
would
you
admit
your
motion
to
the
table
resolution
15
22
with
regard
to
street
closure
request
for
the
roof?
Yes,
okay,
I'll!
Second,
that
in
discussion
my
favorite,
please
say:
aye
aye
opposed!
Thank
you!
Okay!
Now
we
have
resolution
16,
that's
2022.
A
F
A
resolution
of
the
workbook
works
and
safety
in
city
mazda
indiana
regarding
street
closings
for
the
2022
master
riverfest
department
for
the
blues
festival.
Whereas
there
is
no
question
like
there,
you
can
on
behalf
of
the
national
riverfest
for
a
street
frozen
connection
with
the
madison
river
fest
barbecue
at
the
brewers,
festival
will
be
held
on
friday,
august
19
2022
and
through
saturday
august.
20.
2022.
now,
therefore
be
resolved
by
the
world.
F
Long
drive
from
the
east
side
of
mill
street
to
the
west
side
of
jefferson
street
line,
elm
broadway,
poplar,
central
and
west
streets,
all
south
from
1st
street
to
long
drive.
The
parking
space
is
located
on
the
north
and
south
sides
of
1st
street
between
the
west
street
and
central
avenue
1st
street,
from
the
east
side
of
central
avenue
to
the
west
side
of
west
street.
E
I
Here
hi,
I
just
wanted
to
annotate
on
that.
That
is
actually
a
soft
closing
from
the
start
of
it
until
wednesday,
because
we
have
tents
and
those
kinds
of
things
coming
in.
We
have
water
lines
and
things
being
like
played
earlier
in
the
week,
so
we
just
want
to
have
that
safety
feature
up
there
and
we're
putting
up
fencing
marking
off
things
for
our
vendors
to
come
in.
So
it's
a
soft
closure.
People
can
get
through
and
around
the
barricades,
and
then
we
have
hard
closure
on
thursday,
because
obviously
everything
actually
kind
of.
I
A
I
think
it
brings
up
the
same
dialogue
we
had
a
little
while
ago,
and
I
know
that
we're
we're
brainstorming
as
we
hear,
and
I'm
glad
we're
doing
this.
All
this
early,
which
is
operational
plans,
would
really
help
us
be
organized
and
thoughtful
about
what
we're
doing,
because
you
can
see
what
we're
doing
right.
It's
like,
let's
close
this
entire
area
for
an
entire
week,
if
we
need
it
instead
of
our
operational
plan,
that's
been
filed
with
the
city
says.
This
is
what
we're
doing.
This
is
what
the
city
is
going
to
be
doing.
A
A
A
It's
always
confusing
for
me
when
we're
just
looking
at
one
piece
of
the
entire
festival
as
a
street
closure,
and
then
the
board
of
public
works
and
safety
doesn't
see
anything
else
with
regards
to
an
operational
plan
or
what
the
plan
is
for
fire
and
emergency
response,
or
health
and
safety
or
the
street
closures,
or
what
our
street
department's
doing
there's
so
many
things
that
are
moving
parts
and
all
we're
all
we're
looking
on
here,
candidly
is
all
we're
looking
at
is
a
street
closure
request
when,
in
fact,
the
board
of
public
works
and
safety
I'd
be
looking
at
an
operational
plan
and
they
should
be
signing
off
on
an
operational
plan
for
something.
I
H
D
H
A
H
A
A
However,
there's
a
lot
of
there's
a
lot
of
members
of
the
city
and
members
of
the
community
and
members
of
the
festival
event
organization
that
I
think
an
operational
plan
will
just
tell
drive
at
that
drop
drop,
bring
all
the
facts
to
the
table
so
that
we
don't
have
that
pressure
a
week
of
or
what
we're
dealing
with
or
things
that
that
were
unexpected,
rather
than
expected
that
we
just
didn't
deal
with.
E
A
So
I
would
move
that
we
also
table
resolution
16
h2022
and
deal
with
15
and
16
at
the
next
next
four
meeting
march,
7
2022.
A
A
I
K
K
Rod
theater
contract
that
we
use
every
single
year
for
our
mayor's
movie
in
the
parks
which
are
holding
bicentennial
this
year.
We
actually
got
the
results
in
this
morning
for
the
movies
we
will
be
showing.
So
we
have
may
27th
jurassic
park
because
the
new
jurassic
movie
is
coming
out.
This
summer
we
have
june
29th
madison
florida
july
27th
in
canto
august
26th,
the
jungle
cruise
on
september
30th
focus,
focus.
K
E
K
K
E
E
H
A
So
we
have
a
request
for
approval
of
the
lightning
bug
theater
contract
in
the
amount
of
6875,
for
the
five
movies
to
be
held
on
the
dates
that
you
announced
may
27th
to
29th
july
22nd
august
26
september
30th,
and
that
includes
all
of
the
projector
and
everything
that
comes
with
projecting
the
movie.
Yes,
these.
C
A
K
Last
year
we
did
kona
ice
pocket
lines
we
offered
for
the
both
mad
town,
hot
dogs
and
river
dogs,
to
be
there,
and
then
this
year
we
also
invited
the
brisket
house,
and
I
think
there
was
one
other
that
we
reached
out
to
most
of
the
time
we
had
them
parked
on
bondo
facing
north
towards
bicentennial.
A
K
K
K
C
L
L
L
L
And
the
final
final
disbursement
I
have
for
you
is
for
1026
west
main
street
for
the
amount
of
475.
L
He's
already
received
half
of
the
funds.
They
worked
on
this
front,
porch
everything
from
the
gutters
down
to
the
flooring.
B
A
L
And
then
I
have
one
pace:
extension
request
for
you
for
4,
13,
east
main
street
jennifer
joyce
is
asking
for
a
three
month
extension.
She
previously
had
a
three
month
extension,
but
her
contractor
is
waiting
for
the
weather
weather
to
warm
up.
It's
a
tuck,
pointing
work
on
her
building,
so
her
new
deadline
would
be
may
16
2022.
A
A
A
L
Yes,
so
we
contracted
with
this
company
a
while
back
to
move
our
preventing
software
online,
so
we're
in
the
final
setup
process.
L
And
add
everything
necessary
for
the
permit?
The
other
thing
that
you're
going
to
be
able
to
do
is
add
attachments,
and
then
this
will
go
directly
to
our
staff
and
then
we
can
get
you
through
the
process.
Eventually,
we
do
want
to
be
able
to
accept
payment
online,
we're
not
quite
there
yet,
but
that's
our
next
step
in
the
setup
process
so,
like
I
said,
people
will
be
able
to
also
search
for
permits.
L
So
if
your
neighbor
is
doing
some
work-
and
you
want
to
know
if
they
have
a
current
or
not
you'll-
be
able
to
search
by
property
owner
as
well
as
address,
and
so
you
kind
of
see
the
search
there
without
it
all
the
promise
that
go
through
our
office
is
going
to
be
on
here.
Everything
from
building
permit
to
historic
board
and
then
you'll
see
the
status
there.
A
Before
you
go
to
code
enforcement,
go
back
up
to
apply
for
permits
and
we
slow
down
just
a
little
bit.
So
here
you're
saying
you
can
also
apply
for
a
certificate
of
appropriateness
for
historic
district
before
a
review,
signage
and
fences
so
separate
there
yeah
and
then,
if
you
could
just
go
through
those
categories,
because
that's
a
lot
of
power
in
the
hands
of
people
that
want
to
apply
for
permission.
L
Yep,
so
every
application
that
goes
through
the
building
and
planning
office
is
on
this
platform,
so
historic
board
you'll
see
there
and
then
staff
will
be
able
to
reach
out
to
those
who
apply
and
let
them
know
whether
it
can
be
staff
reviewed
or
has
to
go
through
the
board,
which
requires
a
fee
you'll
also
be
able
to
apply
for
building
permits,
both
commercial
and
residential
and
then
in
this
general
permits.
Category
is
kind
of
the
stuff
that
our
staff
reviews,
so
demolition
permits
driveway
permits.
L
L
This
is
for
our
department,
but
we
could
use
it
for
the
city-wide
if
they.
L
And
then
so,
all
of
our
planning
and
zoning
permits
are
on
here
also
conditional
use
variances
anything
that
would
go
before.
Plan
commission
or
boardizoni
appeals.
B
L
L
So
the
next
section
is
contractor
registrations,
so
people
are
going
to
be
able
to
search
for
all
the
contractors
who
have
a
current
registration
with
the
city
and
be
able
to
tell
one
if
they're
currently
registered
and
active
and
two
if
their
insurance
on
file
is
current.
So
that's
one
thing
that
we've
never
had
before
people
would
have
to
call
in.
L
It's
currently
listed
by
entity
number,
which
is
their
registration
number,
but
you
can
look
by
contractor
name
and
number
and
then,
when
you
click
on
one
you'll
be
able
to
see.
That's
probably
not
the
greatest
example,
but
you'll
see
the
insurance.
So
this
is
an
amish
contractor,
so
they
don't
have
the
typical
insurance.
They
have
an
amish
mortgage
insurance.
L
So
eventually,
we'd
like
to
get
to
the
point
similar
to
our
comments
where
the
contractors
can
renew
online.
A
L
Yep,
so
we
have
that
capability.
They
can
add
that
to
this
platform
or
hannah-
and
I
are
looking
to
see
if
we
can
do
it
through
the
city's
website,
similar
to
how
you
pay
through
the
water
on
that
link.
A
Yeah
and
then
how
many,
typically
on
the
permit
side
of
things,
how
many
potentially,
how
many
annual
permits
both
historic
board
building
permits
zoning
applications
does
that
push
online?
That
gives
you
a
more
effective
way
to
manage
that
information
and
data
than
doing
it
manually.
The
way
we've
been
doing
it.
L
Yes,
definitely
so
the
final
section
of
this
portal
is
code
enforcement,
both
being
able
to
search
current
cases
as
well
as
report.
Anything
so
I'll
show
you
the
current
cases
first,
so
you'll
be
able
to
search
by
case
number
and
by
address
and
then
on
here,
you'll
be
able
to
see
where
it's
at
in
the
process.
So
this
is
one
of
our
active
cases.
L
You'll
be
able
to
see
what
the
violation
was
that
was
cited.
So
if
you
have
a
neighbor
that
has
a
bunch
of
trash
out,
you
can
look
up
to
see
if
somebody
has
already
called
in
before
you
call
in
the
complaint,
just
helping
streamline
our
process
or
if
you
don't
see
one,
you
can
also
file
a
complaint
through
our
office
on
this
platform.
L
It's
just
a
violation:
that's
active,
there's
some
confidential
information
that
goes
out
in
our
letters,
so
we're
not
going
to
include
those
on
this
site,
but
on
the
back
end,
the
city
employees
have
that
information.
Okay,.
A
K
L
Code
violation
is
a
similar
unfillable
information.
There
is
required
information
as
far
as
complaint
information.
This
information
will
only
go
to
staff.
It
is
not
accessible
on
the
public
side,
but
then
you
just
pick
what
the
violation
you
think
is,
and
then
this,
when
you
click,
submit,
go
to
our
code
enforcement
officer.
E
A
A
Again,
all
of
this
is
intended
to
be
better
information.
Data
management
we'll
also
be
able
to
track
history
of
a
property
by
property
on
you
know
the
really
the
the
trends
or
with
that
particular
property
that
that
has
had
frequent
complaints
to
it.
A
What
the
resolution
have
been,
I
think
this
is
great
and
then
again
like
with
parks,
department
and
other
areas,
where
we've
put
this
data
on
to
innovate,
a
cloud-based
system
we'll
have
access
to
it
at
all
times,
it'll
archive
the
information
better,
and
we
can
start
also
collecting
some
some
data
about
who
and
how
many,
what
the
history
is,
with
particular
property
or
and
that's
just
on
the
code
enforcement
side.
Our
goal
on
code
enforcement
is
to
really
make
a
beautiful
impact
for
blight
elimination
across
the
community.
So
this
is
really
gonna.
L
A
L
A
L
We
haven't
set
a
date
yet
we're
hoping
on
the
beginning
of
march,
but
we're
working
through
the
last
little
bit
of
kinks
through
this
setup.
L
L
L
L
A
We've
been
having
lots
of
internal
conversations
about
the
best
way
to
manage
our
blind
elimination
strategies
and
deal
with
priorities,
the
universal
problems
that
we
have
across
the
community
unsafe
structures,
and
this
is
going
to
help
again
help
us
manage
that
better.
A
Any
questions
for
nicole.
Well,
I
have
a.
C
Question,
but
not
related
to
this,
a
friend
of
mine,
daughter,
moved
to
town
by
the
house
on
west
main
street,
very
happy
with
being
in
madison,
and
she
was
in
about
a
week
and
she
started
having
plumbing
issues.
So
I
had
plumber
come
in
and
they
found
residue
from
the
drywall
work
that
had
been
done.
C
F
F
F
C
A
A
A
Through
claims
and
then
we'll
go
to
public
comment.
A
Any
discussion
well
fair,
please
say
aye
aye
opposed!
Thank
you.
Okay.
Before
I
get
into
the
mayor's
comments,
any
public
comment,
anybody
here
would
like
to
address
the
board
public
works.
I
do
yeah,
please
come
on
up
kathy,
introduce
yourself
and
we'll.
J
J
A
J
I
got
a
bill
for
168
for
one
month
last
year
and
there
are
two
out-of-country
gentlemen
living
in
that
house
and
they
work
for
their
engineers.
They
work
for
a
factory
in
this
town
and
I
thought
my
gosh.
I've
got
a
leak
and
they
haven't
told
me
so
I
went
over
and
checked.
We
don't
communicate
very
well,
but
I
tried
to
explain
to
them.
Was
the
toilet
running?
Was
there
any
water
on
the
floor?
Then
I
had
the
interpreter
from
the
company
talk
and
ask
them
the
questions.
J
J
I
needed
to
get
it
fixed.
I
have
a
loop,
I
said:
could
it
be
the
meter?
No,
the
meters
are
never
wrong.
Could
it
be
the
digital
readers?
I
know
you
guys
are
using?
No,
it
wouldn't
be
that
couldn't
do
that.
Well,
then,
if
you
look
down
that
top
page
of
2021
and
you
go
down
after
that-
26
000,
it's
still
high
usage
for
just
two
people
in
that
house,
but
it
dropped
down
to
reasonable
and
when
he
said,
I
can't
speak
to
what's
happening
in
that
house
with
the
water.
J
If
I'm
not
in
there,
I
thought
I'm
I'm
barking
up
the
wrong
tree.
I
can't
do
anything
here,
but
the
day
will
come
when
those
people
will
be
out
of
there
and
I
will
be
able
to
determine
that.
So
if
you
look
at
the
next
page,
that
is
a
grid
that
I
made
crude
as
it
is
between
the
the
gentleman
left
on
december.
The
16th
and
I
didn't
have
another
man
come
in
until
last
week
on
on
february
16th,
there
was.
L
J
In
the
house
and
I'd
drop
by
and
check
on
it
periodically,
nobody
in
the
house
during
those
over
to
the
left,
it's
december
17th
until
the
20th
of
january.
J
I
don't
know
how.
If
I
have
a
leak,
you
have
zero
reading,
then
it
goes
to
450.
Then
the
next
day
it's
down
to
80
and
then
it
goes
to
570,
and
then
it
goes
to
2140
gallons.
In
one
day
that
is
2
100
of
those
that's
going
through
that
and
I
don't
know,
there's
a
leak
and
the
first
day
that
happened.
The
2140
I
was
over
at
the
house
on
straight
straighter
was
the
day
after
christmas.
J
J
While
I
was
there,
if,
if
you're
going
to
use
that
kind
of
water
go
back
to
the
year
before,
I
never
changed
a
flapper,
I
never
changed
an
o-ring,
and
yet
somehow
that
leak
went
down
from
26,
000
gallons
in
one
month
to
those
others,
I'm
still
trying
to
figure
out
why
I
know
a
toilet
doesn't
doesn't
fix
itself
if
there's
a
leak,
there's
a
leak.
J
J
I
called
rod
with
the
water
department
and
he
he's
the
one
that
gave
me
these
numbers.
That
told
me
this
usage
and
told
me
that
it
was
a
leak
and
I
said,
there's
not
a
leak,
and
so
he
had
mr
jay
mitchell
call
me
and
jay
called
me
on
the
8th
of
february
and
our
conversation
was
going
around
in
circles.
I
have
a
leak.
I
don't
have
a
leak.
You've
got
people,
stealing
your
water
nobody's
stealing
my
water.
Do
you
have
an
outside
spigot?
J
Yes,
but
it
doesn't
work
if
somebody
was
going
into
that
house,
I
could
tell
my
neighbors
could
tell
if
somebody's
going
in
and
stealing
water
somebody's
going
to
see
them
taking
buckets
or
takes
out
of
that
house
with
water
in
it.
Nothing
was
going
on
my
neighbor
said
once
those
guys
left.
I
haven't
seen
anybody
in
there
unless
I've
seen
your
car.
J
So
I
asked
mr
mitchell
because
we
weren't
getting
anywhere,
who.
A
J
I
talked
to
him
again
on
friday
and
but
he
just
kept
telling
me
you've,
you've
got
a
leak
or
somebody
still.
He
went
out
there
on
friday
and
he
called
me
on
friday
afternoon
and
he
said
he
pulled
the
meter.
He
looked
at
the
meter.
He
they
ran
water
through
it
to
see
if
it
was
working-
and
I
said
well,
I
appreciate
you
doing
that.
I
feel
like
you're
at
least
doing
something.
I
said
I'll
change,
the
flowers
and
the
toilets,
and
he
said
you
don't
have
to
do
that
and
I
said
well.
J
I
want
to
do
something
since
you've
done
this.
He
said
you
don't
have
to
do
that
now,
I'm
thinking
after
I
hang
up
from
him.
I'm
thinking
why,
three
days
later,
no,
I
don't
have
to
change
those
fibers.
What
happened
to
that
leak,
and
this
month
this
this
bill
was
for
12,
600,
gallons
of
water
146.
I
J
J
I
had
a
plumber
go
in
there.
Last
week
he
watched
the
meter,
he
said
about
25
minutes
didn't
move,
he
went
in
the
house,
I
was
going
to
have
him
change
the
fibers.
He
said
they
don't
need
change.
You
don't
have
you
don't
have
a
leak
in
this
house
now.
I
would
think
any
plumber
if
they
had
the
opportunity
to
get
a
job.
They'd
say
you,
you
need
you've,
got
a
leak
and
I
need
to
fix
that
and
that's
not
happening
three
different
people.
J
Well,
two
people,
my
neighbor,
doesn't
really
do
much
plumbing
anymore,
but
he's
a
farmer.
I
know
to
take
care
of
things
when
when
they
go
wrong
about
12
years
ago,
bob
called
me-
and
he
said-
you've
got
a
leash
between
your
meter
between
your
house
and
the
meter.
You
said
your
water,
your
front
yard's
full
of
water.
Sure
enough
I
went
over
it
was.
I
got
somebody
to
fix
it,
that
water
bill
wasn't
292
dollars.
A
So
we
have
the
water
usage
here,
so
our
I
mean
we
can
ask.
I
know
that
that
rob
is
here.
He
can
maybe
perhaps
respond
to
what
goes
on
with
the
meter
readings.
Are
you
asking,
I
know,
you're
asking
for
clarification
as
to
why
why
the
meter
read
this,
but
are
you
also
asking
for
an
adjustment.
J
J
If,
if
it's
not
the
meter
change
that
meter
out,
if
it's
the
meter,
if
the
problem
is
going
away,
if
it's
not
the
mirror,
then
it's
definitely
still
on
me
and
he
said
I'm
not.
He
said
that
costs
300,
I'm
not
changing
a
meat
around
for
20
to
20,
gallons
of
water.
I
said
we're
not
talking
about
20
gallons.
J
E
E
J
A
Rob
I'm
assuming
you're
here
because
kathy's
here
do
you
want
to
perhaps
talk
about
the
meter
reading
process,
because
I
know
this
comes
up
occasionally,
and
this
is
so.
We
have
two
issues.
One
is
you're
raising
the
meter
reading
and
the
trends
in
water
usage
and
then
the
other
one
is
if
the,
if
they're,
if
the
meter
is
wrong
or
if
you're
looking
for
an
adjustment
that
also
goes
through
the
water
office
so
rob
morning.
C
I'm
here
for
brian
because
he's
at
a
conference-
I
guess-
hey
yeah-
I've
been
talking
to
kathy
here
for
a
couple
weeks
now
and
I
remember.
A
A
Almost
every
hour
is
it
basically
yeah,
okay,
okay,
so
we've
established
that
we
have
a
meter.
That's
got
the
technology
on
it
that
transmits
the
actual
water
reading
right.
So
you
don't
have
to
manually,
go
out
there
and
look
at
and
read
the
meter.
Is
that
correct?
Yes,
okay,
and
so
what
did
that
find?
You've
inspected?
The
meter?
Have
you
inspected
the
reader,
I
mean.
C
E
A
E
A
A
J
J
J
J
C
J
J
A
C
J
Nobody
moved
into
the
house
until
until
march,
and
you
can
see
that
that's
when
it
went
from
zero
and
then
you
you
go
across
and
it's
like
1100
more
900
more
than
it
was
the
year
before
and
that's
when,
and
so
I
had
an
issue
on
law
last
year,
but
I
didn't
do
anything
about
it
because
robert
said,
if
I'm
not
in
the
house,
how
do
I
know
what
they're
doing,
except
that
you
have
had
people
in
your
homes
and
these
guys
aren't
coming
over
here
with
their
company
and
turning
water
on
and
leaving
alone,
all
night
or
whatever?
J
And
it's
just
very
frustrating.
I
can't
afford
these
kind
of
water
bills.
I
can't
afford
madison
water
if
this
is
how
it's.
A
In
between
december
and
january
of
20,
it
says
2022
so
we're
saying
january
of
this
year,
right,
12,
600,
gallons,
okay,.
A
A
Okay,
let's
do
this
kathy.
We
appreciate
you
coming
here
today
and
what
we
need
to
do
is
maybe
have
some
more
internal
conversation
when
brian
gets
here.
We'll
talk
about
we'll.
Also
talk
about
the
meter.
Rob
and
those
guys
are.
The
professionals
on
this
we'll
also
look
to
see
what
the
dollar
amounts
were
on
their
building
and
we'll
we'll.
If
we
could
take
this
on
our
advisement
and
then
readdress
it
by
the
next
board
called
the
works
meeting,
which
would
be
march.
J
A
J
However,
I
have
this
bill.
This
146
dollar
bill
is
due
this
party.
That's
that's
why
I
came
today.
I
talked
to
him
this
morning.
I
thought
maybe
jay
might
have
said
something
to
him.
I
know
when
he
told
me
it
cost
300
to
switch
out
a
meter.
Well,
I
paid
460
in
two.
A
I
might
ask,
is
that,
because
I
know
that
there's
a
the
process
that
we
go
through
and
a
schedule
with
regard
to
water
shutoffs.
How
would
that
work?
If
we
table
a
discussion
on
the
bill,
or
should
we
just
pay
the
bill
and
come
back
and
look
at
it
from
a
little
bit
more
clarity
with
regards
to
whether
or
not
the
the
meter
is
accurately
reflecting
a
bit.
A
E
A
C
J
There's
somebody
that
went
in
last
wednesday
on
the
16th
and
he's
leaving
on
the
28th,
the
third
march
3rd
and
and
then
the
plumber
that
I
got
is
going
to
put
dye
strips
in
the
tank
and
then
he's
going
to
monitor
it.
For
me,
after
this
guy
leaves
to
see
if
there's
anything
going
through
there.
But
he
assured
me.
B
A
J
J
E
J
You
know
what
you
guys:
I've
owned
houses
for
over
50
years.
I
know
a
little
bit
about
toilets
and
houses
and
I
have
I
work
in
my
in
this
one.
I
have
downtown
and
I
don't
remember
when
it
was
I
could
go
back.
Maybe
I
looked
at
the
bills.
I
know
one
of
those
toilets
was
running
every
time
I
go
into
the
kitchen
every
time
I'd
go
into
the
bathroom
that
I
used.
I
could
hear
it
running
and
I
kept
thinking
my.
E
J
A
J
E
A
I
A
We
appreciate
all
of
our
visitors
and
guests
today
and
our
our
council
people,
who
are
here
councilwoman,
krebs
and
and
councilman
chad.
Thank
you
both
for
being
here.
I
don't
have
a
whole
lot
to
say.
I
do
want
to
mention
one
thing
under
mayor's
comments.
A
It's
been
a
long
meeting,
but
we've
talked
frequently
over
the
course
of
almost
a
year
now
about
a
major
water
drinking
clean
drinking
water
project
that
we've
embarked
on
we've
been
deep
into
the
design
and
permitting
process
now
it's
time
to
really
start
pulling
together
the
financing
and
information
with
regards
to
the
plan.
A
So
we'll
we'll
make
a
public
notice
we'll
have
the
public
hearing
that'll
also
involve
the
foreign
public
works
to
evaluate
the
preliminary
engineering
report,
which
will
also
be
available
to
the
public,
but
I'm
just
here
to
let
you
know
that
toward
the
end
of
this
month
that
process
for
the
water
project
will
officially
kick
off
because
of
requirements
that
the
indiana
finance
authority
has
for
securing
funding
from
the
state
revolving
loan
fund.
That
srf
fund
was
also
utilized
in
the
last
major
sewer
improvement
project
that
the
city
did.
A
But
it's
been
20
years,
since
we
did
a
water
project
in
14
years,
since
we
amended
the
rates.
So
we're
not
talking
about
water
rates
right
now,
we're
just
going
to
be
starting
the
process
with
regard
to
the
water
project,
so
that
we
can't
apply
for
financial
assistance
in
the
form
of
a
loan
from
the
inane
finance
court.
A
The
way
it
has,
and
that
madison
is,
is
a
regional
gym
for
destinations
not
on
the
weekends,
but
all
week
long
and
the
work
that
jcbt
bmi,
the
chamber,
madison
main
street
and
other
volunteer
organizations
across
the
across
the
city
are
all
working
really
really
hard
to
make
madison
a
unique
destination
for
the
region,
so
appreciate
all
their
work
too
I'll
pause
there.
Let
the
board
rest
of
the
board,
see
if
you
got
anything
to
add
and
we'll
close,
I'm.
B
Good
there
I
drove
by
the
wells,
drive
residence.
Yesterday
I
noticed
some
progress
has
been
made.
A
little
bit
of
cleanup
has
been
occurring.
There
was
a
train
over
there
that
it
was
loaded.
So
I
don't
know
whether
that's
when
the
homeowner
or
the
city
had
contracted
someone,
but
it
looks
like
there
is
progress
being
made
so.
A
Do
we
accelerate
some
of
these
things
because,
like
with
the
wells,
drive
property,
we've
been
kind
of
in
that
mode
of
trying
to
get
the
property
cleaned
up
for
months?
It's
not
happening
very,
very
quickly,
we're
glad
it's
happening.
It
just
isn't
happening
quickly.
