we
all
know,
it's
highly
occupied
in
the
summer
months,
our
kids
are
there
transversing
back
and
forth
across
the
road,
so
keeping
that
speed
under
control
and
keeping
that
area
safe
is
the
utmost
importance
to
us
focus
on
the
neighbors
up
there,
they're,
obviously
in
favor
of
it
as
well.
So
it
is
our
proposal
that
we
put
a
speed,
tape
or
speed
bump,
whatever
our
street
department
sees
fit
there
to
to
reduce
that
speed
through
that
area,.

think
it's
definitely
necessary,
as
you
mentioned,
we've
had
some
issues
in
that
area.
We've
also
had
a
it's
a
very,
very
high
traffic
area,
particularly
when
there's
sport
events
going
on
at
rooker
later
on

that
street,

long
stretch
of
road
we've
already
installed
a
three-way
stop
sign.
I
think
this
is
a
practical
approach
to
trying
to
manage
traffic
and
calm
a
little
bit
sooner.

believe
this

something

we
changed
during
our
sops
policy
procedure
chief
directives,
when
we,
when
we
reviewed
them,
but
it
was
brought
to
my
attention

appreciate

officers

all
the
time
and
it's
just
a
verbage
change
that
I
would
recommend-

I
apologize
just
completed

bring
it
before
this

But
under
our
use
of
force,
which

section

two

our
in
our
sop.

refers
to
our
service
weapon
in
subsection

it
did
state
that
anytime,
the
officer
deploys
their
weapon
that
they
would
be
utilized.
They
would
be
mandated
to
turn
on
their
tactical
light
each
and
every
time
it

deployed.

that's
not
practical
or
not
a
good
idea.
There
may
be
certain
situations
where
the
officer
may
not
want
to
be
seen
so
that
light
should
not
have
been
turned
on,
but.

it
would

changed

verbiage
to

officer's
discretion.

tactical
light
may
be
utilized
in
all
situations

officer's

would

would

on

crimes
and

percent
increase
in
overall
calls
from
2019
to
2020..
We've
always
believed.
I've
always
believed
that
as
drug
arrests
go
up,
property
crimes
go
down
in
this
particular
case.
These
members,
I
think,
paying
out
to
show
that.
So
it's
not
me,
it's
the
officers
they've
just
done
an
outstanding
job.

lot
of
drug
interdiction
at
the
street
level
and-
and
I
think
if
the
overall
numbers
show
that
the
harder
we
work
on
decreasing
our
narcotic
activity
or
making
narcotic
arrest,
then
our
citizens
issues
do
drop
and
do
decrease.
So
we'll
continue
to
grow
on
that.
But
I
hope
I'm
not
proving
wrong
next
year.

bringing
metrics
that
are
measurable
to
the
discussions,
because
being
a
safe
community
is
a
high
priority
of
ours,
as
you
know,
and
the
one
way
that
we
can
demonstrate
that
we're
safe
is
by
you

establishing
these
metrics
and
then
putting
in
place
the
actual
measurement
standards
to
which
we'll
be
judged
by
and
that
will
also
play
well
into
what
our
goals
and
objectives
are
for
2021
and
beyond.
So

we
could
just
raise

tactics

in
our

sure

particularly
as

policies
with

I
have
andy
brown

again
this
year
to
share
some
information
on
the
marketplace
elaborate
on
some
of
those
types
of
details
that
we
didn't
cover
or
might
not
have
covered
last
week.
So
with
that
being
said,
I'm
going
to
turn
it
over
to
andy.
Go
through
the
market
good

welcome

yes,
good
morning,
mayor
board,
good
morning,
greg's,
given
me
the
great
opportunity
to
talk
a
little
bit
about
some
tougher
news
that,
like
we
haven't,
had
enough
tough
news
in
2020
right
and
so
the
insurance
markets
cyclical.
You
know
this
is
called
a
harder
soft
market
insurance
becomes
less
plentiful.

The
prices
go
up,
and
you
know,
frankly,
from
a
property
standpoint
that
was
already
beginning
even
before
the
pandemic
happened.
The
pandemic
unfortunately
has
entrenched
that
harder,
more
difficult
type
market,
fewer
insurance
companies
willing
to
participate
on
your
property
or
any
insurance
property,
and
that's
due
primarily
to
the
catastrophic
type
events
the
wildfires
in
california,
the
hurricanes
you
know,
and
the
tens
of
thousands
of
other
significant
property
claims
that
we
haven't.

The
law
enforcement
activities
have
been
impacted
because
of
the
the
the
wrongful
arrest
type
claims
and
that
type
of
thing
so
and
then
and
furthering
that
too.
It's
also
the
social
inflation
that
we're
seeing
those
types
of
claims,
no
matter
how
farce
they
could
be,
they
still
have
to
be
defended
and
those
claims
are
taking
longer
and
longer
to
close
out,
and
so
the
social
inflation
aspect
of
those
types
of
claims
have
been
really
impactful
to
the
industry
as
a
whole.
Specific
to
public
entities.

The
abuse
of
molestation
type
coverage
which
the
city
of
madison
has
that
in
your
primary,
and
it
goes
up
through
your
umbrella,
which
is
rare,
we're
seeing
insurance
companies
subliming
that
to
only
your
primary
coverage,
and
that
is
again
all
the
abuse
claims
that
we've
read
about
in
the
scene
on
the
news-
and
you
know
the
recent
boy
scouts
situation
and
all
that
and
then
lastly,
and
we're
going
to
get
into
some
positive
news
here.
But
lastly,
unfortunately,
due
to
the
pandemic
with
so
many
folks,
working
from
home
school
is
going
virtual.

We've
seen
cyber
really
impacted
and
ransomware
type
claims
for
sure
and
the
bad
actors,
the
bad
guys,
the
bad
people
that
you
know
would
take
advantage
of
public
entities.
I've
actually
had
public
entities,
have
ransomware
attacks
and-
and
it
used
to
be
the
bad
guys-
would
try
to
figure
out
what
your
deductible
would
be
on
your
cyber
and
maybe
ask
for
the
about
that
amount
which
made
it
a
no-brainer
for
an
insurer
to
pay
nowadays
we're
seeing
those
ass
be
much
more
significant.

We
had
a
public
entity
that
had
a
ransomware
attack
running
an
old
server,
that's
how
they
got
in,
and
the
initial
ask
was
four
hundred
thousand
dollars
so
and
that's
just
one
example
of
the
hundreds
and
tens
of
thousands
of
claims
that
we're
seeing
from
a
cyber
and
so
those
cyber
markets.
Where
you
know
10,
12
years
ago
there
was
a
big
thick
application.

Underwriters
didn't
have
a
swinging
clue
what
they
were
trying
to
cover
when
we
started
having
the
breaches
from
equifax
and
home
depot,
and
there
they
had
a
better
handle
of
what
the
true
exposure
was,
and
so
that
underwriting
process
got
to
be
very
streamlined.
Much
smaller
and-
and
you
know
the
premiums
weren't
as
much
so
now
that
we're
seeing
the
claim
activity,
we
see
underwriters
going
back
re-underwriting
their
books
of
business.

kind

tell
with

this
year,
we're
offering
the
same
companies
we've
offered
the
previous
six
years,
so
we're
ending
the
sixth
year

did
discuss
this

our
meeting
last

It
is
the
same
carrier
as
prior
just
a
name
change,
so
one
beacon
was
the
prior

that's

meaning

if
there

or

cost
coverage
and
the

decide

deductible

year,
so
happy
to
report.
There
were
no
property.

You
did
did
receive
that,
and
that
was
a
good
decision,
business
income
and
extra
expense.
This
was
discussed
as
well.
You
carry
750
000,
and
that
is
your
coverage,
for
if
you
have
a
loss
to
set
up
operate,
if
you
were
to
have
a
loss,
so
that's
the
coverage
limit
there
property
open.
We
mentioned
those
are
fencings
things
that
are
not
addressed
or
physically
addressed.

It
is
covered
on
replacement
costs
at
the
286
865
and
the
two
other
structures
on
the
the
premise
as
well.
The
reason
for
that
not
being
included
at
this
point
was
just
the
occupancy
has
not
been
determined
at
this
point
and
obviously
that
would
sounds
like
that's
going
to
change,
so
we
would
move
that
into
the
blanket
at
that
point
down
towards
the
bottom.
Third
of
the

I
want
to
note
ordinance

so
that's
that
policy

limits

five
million
for
the
building
and
two
and
a
half
million

personal

up
is
because
again
from
the
conversations
that
have
been
had
with
the
city
and
it
provides
that
automatic
protection
for
that
period
of
time
as
we
might
be
acquiring
or
constructing
your
property.
So
it's
nice

know
that
the
limits
are
at
the
limit
they
are
and
what
you
have
available
there.

this

As
far

represents
anything
scheduled
over
five
thousand
dollars

prior

kind

liability

now
firmly

As
for
the
reasons
you
mentioned
earlier,
so
your
first
coverages
you're
going
to
see,
there's
your
general
liability,
which
is
again
comprehensive.

familiar
to
your
to
your
question
to
all
city
employees.
As
a
matter
of
fact,
if
you
look
to
page
real
quickly,
page
number,

you're
going
to
see
broad
who
is
an
insurer,
and
I
think
that's
important
to
understand
it
shows
the
broad
nature
of
the
policy
and
cover
that's
provided
so
you'll
see
all
that
is
insured
under
this
policy
for
these
liabilities,
so
government
entity,
operating
authorities
etc.
So
that's
something
to
become
familiar
with
and
by
nature.
These
policies
are
very
broad
in
coverage.

You'll
see
your
aggregate
limits,
your
medical
expense,
which
is
is
excluded,
which
is,
in
my
opinion,
a
benefit
to
the
city
based
on
the
nature
of
the
coverage,
and
then
the
abuse
and
molestation
that
andy
referenced
is
that
policy
limit
which
we're
finding
is
harder
and
harder
to
come
by
because
of
the
exposure
there
for
public
entities,
and
it
does
sit
underneath
your
umbrella.
So
you
actually
have
two
million
so
again
becoming
harder
and
harder
to
come
by
your.

So
I'm
gonna
start
with
your
healthcare
and
social
services
for
your
first
responders
exposure,
public
officials,
errors
and
missions.
So
these
are
kind
of
your
professionals
for
any
decisions,
wrongful
acts
for
public
officials,
your
employment
practices,
benefits
liability
and
your
law
enforcement.

It
any
questions
on
the
other,
and
I
will
make
a
note
that
auto
policies
are
right
on
what's
called
a
composite
rate,
which
means
you're
not
seeing
all
these
endorsements.
We
make
changes
throughout
the
year,
but
they're
not
constantly
endorsing
and
repricing
back
and
forth
throughout
the
year.
So
that's
the
way
that
most
public
entity
carriers
will
price
that
out.

On
page
36
and
you
do
carry
a
4
million
dollar
limit
there
and
there
is
no
retained
limit.
That's
on
the
policy
and
then
middle
of
the
page,
important
to
know
what
falls
underneath
that
4
million
limit
and
that's
your
general
liability,
auto
liability,
employers,
employers,
liability,
heirs
and
emissions,
employment
practices,
employment
benefits
and
sexual
abuse.

The
next
page
37
is
your
animal
mortality
and
we
see
zemo
golden
champion.
I
see
the
limits
that
they're
insured
for
now.
That's
the
limits
insurance
for
the
mortality
part
of
the
the
coverage
line,
but
there
is
also
limited
theft.
There's
a
disability
endorsement
and
a
veterinarian
endorsement
for
medical
payments
up
to
twenty
five
hundred
dollars
and
you'll
see
that
noted
down
at
the
bottom
of
the
page.

Unfortunately,
and
so
the
board
decided
to
increase
well
purchased
the
coverage
in
1718
term
and
actually
increased
it
to
2
million
in
1920,
which
I
commend
them
on
again
for
making
that
increase,
because,
again
anytime,
we're
writing
new
business
with
no
prior
history.
It's
a
little
more
challenging
to
put
terms
and
honestly,
the
cost
is
going
to
go
up
for
you.
So
the
fact
that
the
city
has
been
has
a
coverage
for
some
time
and
it's
been
lost.

So
you
can
see
where
the
pricing
is
coming
from.
You
know
you
didn't
see
a
lot
of
difference
set
in
the
mortality
and
minimally
in
the
crime,
but
mainly
the
liability
on
the
auto
and
the
physical
damage
on
the
auto
is
driving
it.
General
liability
is
a
in
today's
market.
A
relatively
minimal
increase,
same
thing,
with
the
professional
liability
for
the
public
officials.

okay,
I'm
sorry
it's
on
the
next

so
I
wouldn't
be
able
to
find
it.
So
if
you
flip
to
41,
I
want
to
kind
of
look
at
exposures
so
that,
before
you
show
you
kind
of
what
the
premiums
have
done,
percentages
of
each
line,
but
41
is
again
another
factor
as
well
as
far
as
the
exposures
for
each
one
of
those
lines.
So
you'll
see
the
1.1
percent
there,
mr
mayor
and
board
for
the
property
and
property
in
the
open
increase
electric
data
process.

equipment
actually
decreased
a
little
bit
so
about
one

percent:
from
last
year
the
number
of
vehicles
increased
from

to

and
so
forth,
and
then
what
I
also
want

out

the
value
of
the
vehicles
has
increased
as
well.
So
that's
probably
the
most
significant
increase
in
exposure,
and
then
you
can
see
your
loss
has
been
at
the
bottom
of
the
page
over
the
last
five
years.

I
think
we

trended
very

a
comment

that
too,
I
mean
this
is
an
extremely
broad
policy,
you're
insured
by
intact
government
risk
which,
by
their
name
all
they
do
for
a
living,
is
ensure
public
entities
throughout
the
country.
Chubb's
coverage
formed
from
a
property
standpoint
is
one
of
the
broadest
in
the
market.
You
know
greg
talked
about
the
building,
ordinance
or
law.
You
know
we
see
most
insurance
companies,
sub-limiting
ordinance
or
law
coverage,
and
what
that
is
is
if
you
have
a
loss.

The
whole
principle
of
insurance
is
you're
not
supposed
to
benefit
from
that
loss,
but
if
we
have
an
older
building,
that's
been
grandfathered
in
from
code
changes,
electrical
ada
compliance
things
of
that
nature,
chubb
is
offering
you
full
policy
limits
to
do
that,
whereas
we
see
most
insurance
companies
subliminating
that
so
from
a
public
entity
standpoint
we
all
get
buildings
that
have
probably
been
grandfathered
in.
You
have
no
sub
limit
on
that.

to
the
intact
government
risk
aspect,
you
see,
you
saw
the
limits
of
liability
and
those
limits
of
