A
All
right,
sorry
for
the
delay
good
good
morning,
welcome
to
our
last
four
public
works
and
safety
meeting
of
the
year.
It's
been
a
eventful
year
with
lots
of
activity,
but
let's
do
a
roll
call
for
eaglin
aaron.
C
A
All
right,
our
last
meeting
was
december,
the
6th
he
had
an
opportunity
to
review
the
minutes
and
if
there
are
no
amendments
or
modifications
and
motion
to
improvement,.
A
I'll
ask
nicole
and
scott
maybe
to
come
and
discuss
the
status
of
the
unsafe
structure
at
1202,
wells
drive
and
bonnie
welcome
back
again
today.
Thank
you
for
coming.
E
Good
morning
scott
wasn't
available
for
this
meeting,
but
I'll
give
you
the
report
he
gave
me
he
stopped
by
a
friday
afternoon
and
did
see
a
dumpster
in
the
driveway.
We
couldn't
tell
that
any
work
has
been
done,
but
bonnie's
here
and
maybe
she
can
clarify
what
works
been
done.
Okay,
bonnie
welcome.
F
Back,
yes,
we
have
been
fighting
the
weather
back
and
forth
the
two
times.
I've
had
the
contractor
scheduled
to
train
he's
due
this
coming
wednesday.
We
expect
to
have
the
house
down
by
the
end
of
the
week,
and
my
boyfriend
did
some
work
over
the
weekend
and
part
of
it
is
down
right
now.
F
A
F
It's
dean
warren
he's
over
in
bedford,
it's
actually
closer
to
henry
county
line.
Okay,.
F
Of
the
week,
okay,
I'm
expecting
a
crew
tomorrow
to
be
having
the
house
completely
down
and
then,
like
I
said,
he's
supposed
to
come
with
the
trackhoe.
He
said
a
day
or
two.
He
thought
wednesday
would
be
the
first
possible
day.
He
was
gonna,
go
check
out
the
yard
to
make
sure
we
didn't
destroy
the
yard
and
trying
to
load
it
all
in
the
dumpster.
I.
F
A
Okay,
bonnie
we'll
continue
to
monitor
it
with
you.
We
appreciate
you
giving
us
this
update
today.
We
appreciate
you
taking
taking
action
on
on
the
property,
so
thank
you.
A
H
H
A
F
A
Lane,
okay,
when
we,
when
you
were
here
last
time,
we
also
talked
about
the
reason
we
abbreviated
was
just
try
to
collect
some
data
yeah.
What?
What
does
that
present
with
regards
to
how
many
vendors
are
actually
there
on
a
saturday
and
how
active
has
been
the
market.
H
Yeah,
so
our
average
attendance
for
vendors
over
the
last
couple
weeks
has
been
9.6.
You
could
run
that
up
to
10
if
you'd
like
I
would.
We
have
pretty
good
attendance
the
weeks
that
we've
been
able
to
track.
Actually
customers
coming
through
have
been
slower
weeks,
just
because
we
combined
with
the
city
on
december
4th
there
was
no
way
for
us
to
track
how
many
customers
came
through,
but
our
vendors
were
just
very
appreciative.
H
It
was
a
great
weekend
for
us,
so
I
would
say,
on
the
weeks
we've
been
able
to
track
we're
in
the
75
customer
range,
but
those
have
been
post
holidays
or
rainy
weather
days,
so
those
are
just
going
to
be
slower,
but
our
vendors
are
reporting
great
sales
and
we
have
an
average.
Well.
We
have
a
total
number
of
vendors
15
vendors
total
right
now,
which
in
past
winter
markets,
our
vendors
have
reported
that
there
have
only
been
max
of
five
vendors
in
the
winter
market.
So
we've
got
a
great
growth
right
now
with.
A
D
Hi,
I'm
jeff
brodago.
Sorry,
I'm
on
up
jeff!
Thank
you.
Sorry,
hello.
Good
morning,
everybody
I'm
jeff
perotti,
I'm
a
madison
resident
for
26
years,
I'm
currently
on
madison
main
street
programs
board
of
directors,
and
we
just
sort
of
want
to
add
the
reason
we're
pushing
for
this
a
little
bit
is
people
are
creatures
of
habit,
and
this
is
the
scene
that
plays
itself
out
every
week
at
the
market.
You
go
up.
D
You
chat
with
your
vendor,
you
buy
your
potatoes
and
before
they
look
up,
they
turn
around
and
step
out
into
the
road
and
that's
they're
in
the
habit
of
doing
because
they've
been
doing
it
for
eight
months
and
no
matter
how
many
announcements
or
signs
we
post
that
hey
the
road
is
suddenly
open.
That's
going
to
play
out
in
january
dozens
of
times
they're.
D
And
without
looking
up
they're
going
to
step
into
the
road,
so
this
makes
us
very
very
nervous,
so
so
we're
hoping
that
we
can
get
this
and
in
the
wintertime
it's
just
the
two
hours
right,
it's
just
two
hours
in
in
the
winter
months,
shorter
time.
So
so
we're
really
hoping
we
can
do
that,
because
the
thought
of
our
our
customers
stepping
out
in
front
of
traffic
makes
us
really
nervous.
Thank
you
very
much
jeff.
Thank
you
and
thank.
A
And
do
we
have
the
okay?
We
do
have
nine
to
twelve
thirty
here.
You
know
here's
another
thing
too,
and
that
is
not
only
the
traffic
safety
but
just
being
outdoors
at
a
time
like
this
is
also
going
to
be
a
benefit
for
anybody
who
is
buying
or
selling
and
shopping.
A
You
know
that
I
think
also
should
go
as
a
comment
in
favor
of
approving.
C
H
We
anticipate
coming
back
for
our
summer
closure
in
the
next
couple
months
and
when
winter
closure
comes
around
next
year,
we
should
have
even
better
data
to
report
to
this
committee.
Again
madison
mainstreet
program
took
over
the
farmers
market
committee
just
the
first
of
may
of
this
year,
so
we
don't
have
a
lot
of
data,
but
we
are
trying
to
track
it
so
that
we
can
have
some
numbers
to
report
back.
A
Well,
I
also
want
to
say
thank
you
for
working
with
the
city
on
the
after
christmas
parade
mary
madison
christmas
festivities
that
also
occurred
there
simultaneously
with
the
farmers
market
going
on.
I
thought
it
was
great
for
all
of
us.
H
H
Two
weekends
ago,
when
the
storms
were
coming
through
just
based
on
the
forecast,
we
felt
that
it
would
be
just
unwise
to
even
recommend
that
vendors
travel
and
customers
travel.
We
are
closed
december,
25th
and
january.
First
for
the
holidays.
We
are
reopening
january
8th.
We
do
hope
the
weather
cooperates.
H
We
do
have
a
little
bit
warmer
weather
than
some
other
places.
We
also
just.
We
have
the
generosity
of
trinity
united
methodist
church
that
allows
some
of
our
vendors
to
be
inside
during
winter
market,
and
when
we
have
some
of
those
poor
weather
days,
we
can
squeeze
a
few
more
in,
but
we
still
have
to
have
vendors
outside.
So
we
appreciate
the
support
overall.
G
A
Okay,
brian
you're,
here
to
give
us
an
update
on
the
status
of
the
water
rate
project,
particularly.
I
Last
wednesday,
the
mayor
and
I
and
shermer
mulligan
sat
down
to
discuss
the
annual
revenue
requirements
needed
by
the
water
department
and
the
resultant
increase
the
user
rates
that
will
be
necessary
to
fund
those
requirements.
On
thursday,
we
received
a
letter
from
sherman
barbara
mulligan
summarizing
our
discussions
on
wednesday,
which
you
have
that
letter
in
your
possession.
I
Essentially,
the
letter
looks
at
two
alternative
scenarios
for
the
upcoming
water
project.
The
first
is
borrowing
13
million
and
we
fund
the
entire
project.
The
second
is
a
borrowing
of
10
and
a
half
million,
wherein
the
county
would
provide
us
two
and
a
half
million
to
help
offset
the
rate
increases.
I
As
you
can
see
in
the
letter,
the
account
calculates
that
the
two
and
a
half
million
contributions
from
the
county
would
result
in
a
10
percent
drop
from
77.9
to
67.9
percent
of
the
rate
increase.
This
reduction
would
result
in
savings
of
approximately
182
thousand
seven
hundred
thirty.
Four
dollars
a
year
which,
over
a
twenty
year,
loan,
was
what
we
generally
get,
would
be
three
point:
seven
million
dollars
for
everyone,
that's
what
everyone
would
save.
A
We
haven't
finalized
the
rate
study,
but
we
are
meeting
with
the
commissioners
and
county
council
on
the
joint.
I
Right
we
plan
on
presenting
this
to
the
city
council,
yes
same
stuff
tomorrow
night
and
then
going
to
the
county,
the
joint
meeting
of
the
county
council,
the
county
commissioners
tomorrow
evening
and
then
once
we
find
that
we're
going
to
kind
of
give
them
a
deadline
date
and
once
we
know
that
they
we
we're
going
to
go
ahead
and
move
forward.
We're
still
the
mayor
and
are
still
working
on
we're
support.
A
We're
now
kind
of
toward
the
tail
end
of
the
process
where
we
need
to
go
ahead
and
get
this
on
back
on
board
public
works
and
city
council's
agenda
to
start
the
ordinance
process
for
the
new
rates,
which
would
then
allow
us
to
bond
a
bond
on
the
project.
We
already
started
the
design
work,
probably
three
four
months
ago,
right
and
but
we'll
have
three
readings
of
that
ordinance
for
the
rates.
A
The
the
county
council
and
the
county
commissioners
will
have
the
benefit
of
this
analysis
that
our
rate
consultant
chairman,
barbara
mullican,
had
prepared,
and
now
we
can
really
demonstrate
what
the
anticipated
rate
increase
will
be,
but
also
what
the
reduction,
in
that
rate,
intense
rate,
would
be
if
jefferson,
county,
honored
the
city
of
madison's
request
for
two
and
a
half
million
dollar
participation
in
the
13
million
dollar
project.
A
lot
of
a
lot
of
work,
a
lot
of
conversations
still
to
happen.
A
But
we
expect
that
first
meetings
in
january,
we'll
have
draft
ordinances
for
us
to
discuss
with
where
the
rate
study
will
be
finalized
and
then
we'll
be
able
to
share
that
with
the
board
of
public
works
and
safety.
As
well
as.
B
I
D
A
Oh
five
o'clock
commissioner's
meeting
is
at
five
o'clock.
They'll
also
be
talking
about
redistricting
across
the
county,
which
is
has
to
occur
by
december
31st,
so
we're
very
interested
in
that
conversation
and
analysis
and
then
right
after
the
commissioner's
meeting
will
be
the
joint
county
council
county
commissioners
meeting
where
they
on
that
agenda
is
discussion
of
proposed
uses
of
the
american
rescue
plan
act.
20S.
A
Jobs
once
the
rate
study
is
finished
and
it
starts
making
its
way
it'll
start
making
its
way
through
the
ordinance
process
in
january
and
hopefully
by
mid-january,
we'll
know
if
the
commissioners
are
going
to
provide
any
more
meaningful
support
to
the
project
and
that
will
that
will
determine
what
the
actual
final
rates
are
for
for.
A
A
E
E
E
The
third
is
821
walnut
street
this
one
and
the
next
one.
At
my
oh
sorry,
this
one
was
approved
for
a
25
dilemma
date:
structures
grant.
It
has
also
not
received
funds,
and
the
final
is
926
on
the
street,
another
7500
grant
and
they
have
not
received
funds.
They've
only
received
partial
funds
on
one
of
the
four.
E
An
additional
12
months,
their
new
deadline
on
all
four,
would
be
january.
19
2023.
A
E
E
E
A
Well,
I
agree
with
carl,
where
we
want
to
get
to
is
when
we've
fully
funded
our
pace
again,
this
is
about
enhancing
the
community
and
it
shouldn't
still
look
like
a
a
damaged
property
when
we're
fully
invested
in
it.
Okay,
so
if
we
need
to
chew
up
our
guidelines
along
the
way,
let's
you
know,
as
we
get.
D
B
E
C
E
E
It
now
has
a
full
framing
drywall
windows
and
doors,
and
she
will
be
painting
this
once
they
get
to
that
point,
but
it
was
not
part
of
her
original
pace.
Grant.
E
So
she's
received
partial
funds
already,
so
her
disbursement
request
is
for
twelve
thousand
five
hundred
dollars
and
it's
been
completed
according
to
her
face
grant,
and
I
think
it
looks
great,
even
though
it's
not
been
painted
yet.
E
B
A
E
A
H
A
B
6
13
we'll
second.
B
E
Yeah
blake
flattington
is
the
owner
of
that
building.
A
Any
discussion
on
favor,
please
say
aye
aye
opposed.
Thank
you.
Keeping
with
the
agenda
mayor's
comment
not
a
whole
lot.
I
want
to
thank
everybody,
particularly
this
board
for
their
assistance.
Throughout
the
course
of
the
year,
we've
made
a
lot
of
good
decisions,
public
safety
and
blight,
elimination,
wise
and,
as
you
know,
next
year
is
going
to
be
a
big
year
because
of
a
multi-million
dollar
water
project.
A
So
I
want
to
thank
you
for
all
the
service
you
give
throughout
the
community,
and
particularly
you
know
in
recent
months,
where
we've
had
several
structured
fires
that
are
very
unfortunate
and
you
guys
and
your
your
your
companies
have
done
a
great
job
battling
on
ours
really
appreciate
you.
A
We
will
also
see
next
year,
growth
in
our
madison
police
department,
with
a
couple
of
new
officers
back
tonight,
it's
or
tomorrow
night
of
city
council
will
be
swearing
in
making
plus
that'll
be
fun.
To
do
it's
always
great
to
swear
in
new
police
officers
who
are
committing
their
their
careers
to
public
safety
here
in
madison,
and
then
we'll
also
be
recognizing
contributions.
Kathy
hill's
made
to
the
massive
railroad
through
the
port
authority
for
her
past
40
plus
years.
So
tomorrow,
night's
council
meeting
will
be
a
good
one.
A
B
Well
notice,
the
traffic
flow
that
will
have
all
the
directional
arrows
and
turning
arrows
and
all
the
things
in
place
seems
to
be
going
very
well
that
kenny
washer,
it's
going
very
well,
you
know,
there's
a
lot
of
chaos
and
I
think
it's
worth
it.
You
know
it
isn't
that
but
yeah.
Thank
you
for
all
that
man.
B
A
Agree:
it's
working
as
design,
it's
not
a
new
road,
so
we
gotta
get
people
to
understand
that
this
was
a.
This
was
much
needed,
maintenance
on
a
road
that
had
really
not
received
any
maintenance
for
about
15
years,
but
the
experiment
with
traffic
management,
I
think,
has
been
successful
so
far.
We'll
continue
to
look
at
it.
A
We
also
have
all
the
lights,
the
flashing
lights
at
the
two
intersections
between
broadway
and
craighmoth,
that
don't
have
signals
and
we're
continuing
to
work
on
the
west
end,
speeding
problem
where
we've
moved
back,
that
slow
speed
zone
and
again
a
lot
of
things
are
designed
to
make
our
community
safer
for
everybody,
who's
visiting
or
living
or
traveling
here
to
work.
A
Real
nice
think
hannah
and
the
street
department
did
that
that
entry
into
our
gateway
is
beautiful.
Speaking
of
gateways
I'll
mention
that
a
big
announcement
from
a
week
ago
was
the
award
of
50
million
dollars
to
the
southern
indiana
regional
development
authority,
of
which
jefferson
county
is
one
of
those.
A
I
was
on
the
presentation
committee
to
iudc
myself,
nicole
and
alyssa,
put
together
two
really
good
strategic
investment
plans
for
the
city,
one
on
destination
development,
the
other
one
on
workforce
development,
and
we
were
really
proud
to
have
several
of
our
projects
included
in
the
rda's
statewide
plan
and
we'll
be
working
with
the
regional
development
authority
to
refine
the
plan
and
bring
those
dollars
to
madison
for
the
economic
development.
And
many
of
these
are
really
truly
transformational.
A
So
that
was
a
big
win
for
us
after
a
lot
of
work,
so
2022
is
shaping
up
to
be
a
really
exciting
year.
In
many
many
regards
and
we'll
do
another
state
of
the
city
address
probably
around
february
march,
to
kind
of
fill
everybody
in
on.
You
know
what
we
accomplished
in
2021,
but,
more
importantly,
what
we
are
working
toward
2022
and
23
and
24
and
beyond.
C
Maryland,
I
just
want
to
thank
you
again
for
allowing
me
to
continue
to
serve
on
the
board.
It's
been
an
exciting
past
three
years,
especially
with
the
stellar
designation
and
now,
with
the
iedc
grant.
That
was
improved.
There's
been
so
much
happening.
I
mean
just
this
year
with
the
the
old
cotton
mill,
fairfield
inn,
opening
up
and
the
main
street
project
and
future
main
street
projects
to
come.
C
Madison's
just
moving
forward,
there's
just
so
much
going
on
in
town
with
all
the
pace
awards
the
buildings
and
homes
that
have
been
improved,
that
have
set
here
over
the
years,
dilapidated
and
starting
to
see
some
of
those
come
back
to
life.
So.
A
Christmas
happy
new
year
we
have
still
public
comment
section
here.
If
there's
anyone
here
that
would
like
to
address
or
public
works,
you're
welcome
to
do
so
now.
