by
the

of
public
works

that
the
falling
streets
shall
be
closed,

road
that

to

requested
that
that
street
be
closed

traffic,

it
was

concern

the
concession

believe
was
to
allow
parking
on
one
side

street

leave
traffic
to
go
through
through
traffic
to
be
allowed,
but
to
limit
the
parking
as
much
as
we
could

years

solution

they

to.

connection
with
the
farmers
market
to

every
saturday
from
april
3rd
2021
through

courtney
about
this.
We
originally
we
had
a
few
other
editions
we
were
going
to
make,
but
this
should
be
a
very
traditional
street
cloture
request
that
you've
probably
seen
in
the
past
so
honestly
no
changes
than
what
has
already
been
going
on
we're
going
to
continue
with.
What's
going
on
right
now,.

Yeah,
the
farmers
market
is
very
important.
As
you
all
know,
it's
been
around
for
decades
started
at
the
courthouse.
It's
been
there
to
serve
every
single
person
in
our
county
and
surrounding
counties
to
come
here
and
shop
and
support
local
producers
and
farmers.
So
it's
been
a
real
honor
that
we've
been
able
to
work
with
the
past
farmers
market
committee
and
help
them
streamline
what
their
future
goals
are
with
being
under
main
street's
umbrella.
So
we're
just
very
excited
and
lots
of
anticipation
ready
for
us
to
be
able
to
start
managing
starting
in
april.

fact

you
know
madison
just
continues
to,

my
opinion,
be
a
leader
across

state

the
assets
that
we
have
here
and
the
programs

just
all
the
amenities
that
we

week
we
hosted
a
bid
opening
for
what
is
actually
the
fall
ccmg
program
it'll
be
completed
this
spring,
that
is,
the
rejuvenator
product
from
jefferson
street,
all
lanes
to
the
top
of
hanover
hill,
where
they
meet
56
and
62,
and
we
have
four
bidders
on
that
project.
What
you
have
in
front
of
you
is
a
summary
of
all
four
bids
plus
details
for
all
four
bids,
so
that
you
can
see
the
totals
our
top
two
bids
were
pretty
close
about.

That's
a
little
bit
flexible.
I
like
to
wait
until
we'll
have
to
do
all
the
paperwork
get
contracts
signed
and
then
submit
the
request
back
to
indot
and
they
will
request
the
funds
to
be
brought
down
from
the
feds
once
we
get.
That
is
when
I
like
to
give
the
the
notes
to
proceed
so
probably
looking
at
april
early
may
that's
my
guess.

us
it's
going
to
look
like
a
brand
new
main
street
after
this
product
is
applied,
and
the
reason
we're
doing
this
is
to
essentially
extend
the
useful
life
and
condition
of
main
street
until
we
get
to

big,

big
job,

will
be
in
2026,
where
we'll
actually
do
a
complete
milling
and
new
asphalt
along
the
same
path
and
some
additional
work
that
our
steering
committee
is
is
evaluating
and
that's
going
to
be
partially
funded
by
a
5
million
federal
highway.

grant

total
engineering
estimate
was
around
700
000
and
I
believe
I

our
award
was
343
and
then
our
half
of
that,
so
it
was
close
to
the
700,
was
the
award

spots
on
main

some
repairs.
We
have

Before
we
put
this
on
it's
a
two-step
process,
it's
a
double
coat,
so
it's
thicker
than
normal
sealer.

they

done
a
lot
of
those
cuts.
Lately
I
keep
thinking
we're
going
to
get
to
the
point
where
we've
got
them
all
at
this
point,
but
we're
going
to
work
with
brian
jackson.
The
utility
department
make
sure

do
as
much
in
advance
as
we
can.
If
there's
lines,
they
know
they're
having
trouble
with
we'll
go
ahead
and
see
if
we
can
get
those
taken
care
of.

milling
out
all
the
old
asphalt
and
putting
brand
new
asphalt
down.
This
is
this

about
extending
what
we
have
extending
the
useful
life

what
we

we
can
get

bigger

economical
way
to
deal
with
4.4
miles
of
you
know
what
is
now
a
former
state
highway

that's
controlled
by
the
city
of
madison
and
on
lane
miles.

probably

to

beautiful.
So
that
is
what
they
are
looking
to
restore
that
entryway.

been
completed
according

grant
included
structural
repair
of
the
interior,
new
doors,
new
windows
and
the
disbursement
request.
Final
dispersal
request
is
twelve
thousand
five
hundred
dollars.

falls
under
our
dilapidated
structures
program
which
provided
twenty
five
thousand
dollar
grant
for
the
work
that's
being
done
here,
but
look
at
the
transformation.

There
was
a
fire
that
had
burnt
vinyl,
siding
and
damaged
the
original
wood,
siding
underneath
and
the
disbursement
request
on
this
one
is
7
500.

The
fire
did
significant
damage.
What
we're
finding
is
some
of
the
exterior
repairs
to
the
property
that
wasn't
covered
by
insurance,
but
we
have
had
a
couple
of
fires
on
west
main
street
and
both
were
you
know,
quickly,
purchased
or
and
or
here
renovated,
so
we're
grateful
for
for
them,
taking
the
action
that
they've
done.

Also,
your
longevity
does
weigh
in
and
does
give
you
extra
points
in
the
overall
point
system.
However,
what
we're
finding
out
is
a
lot
of
our
senior
officers
who
are
foregoing
promotions
in
order
to
stay
on
a
certain
shift.
In
other
words,
if
you're
the
top
senior
patrolman
and
you
like
day
shift
in
your
own
day
shift,
you
may
forego
that
promotion.
The
sergeant
is
for
simple
fact:
you
don't
want
to
go
back
to
working,
maybe
second
or
third
shift,
so
it's
starting
to
become
problematic
for
us
as
far
as
that
goes
so.

To
our
officers
that
that
longevity
is
important,
but
that's
simply
not
the
only
thing
right.
When
I
first
started
this
department,
you
went
to
sergeant
you
went
to
lieutenant.
You
went
to
captain
when
it
was
your
turn
as
simple
as
that,
and
fortunately
we've
got
away
from
that,
and
I
think
we
should
continue
in
that
matter,
because
some
people
that
are
really
coming
in
and
busting
their
tails
and
doing
a
really
good
job
since
every
moment
shouldn't
be
denied
that
promotion.
Just
by
the
simple
fact
they
haven't
been
there.

However,
in
our
probationary
period
of
the
officers,
it
basically
just
says
one
year,
but,
however,
the
merit
board
has
extended
some
probationary
periods
in
the
past
and
without
issue.
I
just
think
we
probably
need
to
clean
that
up
to
add
number
four
to
the
probationary
period
status,
which
basically
states
as
follows.
Probationary
period
may
be
extended
six
months
past
the
one
year
anniversary
date
at
the
request
of
the
chief
of
major,
and
only
with
the
approval
of
the
policemen
airport.

would
coincide
with
what
section
two
of
our
employee
manual
stage,
which
all
new
hires
on
probation
status
were
period
one
year
or
longer.

think
about
the
language
up
a
little
bit
so.

in

the
bottom
of
the

girl

have
their
choices

so
some

simple
fact:
they
don't
want
to
lose
their
status
of
working
day
shift
and
take
the
chance
of
going
back
to
working
second
or
night.

something
we
need
to
look
at
it's.

foresee
that
becoming
a
a
real
issue
for
us
in
the
in
the
future,
and
I
think
it's
something
we
probably
need
to
look
at
at
budgetary
time
with
regards
to
separating
more
so
than
what
we
currently
have
now,
which
is
very
minimal
to
pay
for
these
for
these
different
ranks,
and
when
we
do
that,
I
mean.
Obviously,
these
ranking
officers
need
to
be
held
accountable
for
their
actions
and
and
take
on
that
leadership
role
which
has
been
bestowed
upon.

would
be
more
obviously
more
appealing
to
officers
that
potentially
could
be
promoted
rather
than
what
it
is
like
now.
I
think,
basically,
that
now
it's
probably
maybe

800
difference
between
one
rank
and
another
which
a
lot
of
four
gold
at
right
to
stay
on
day
shifts.
So
that's
something
that
we're
gonna
address
in
the
future.

think
if
it
was
extended,
then
they
would
stay
at
that
probationary
pay
and
maybe
that's
something
so
this
could
just
tag
along
with
it.

They
would
maintain
that
probationary

board
hasn't
been
passed
deep
if
necessary.

backlog

jam

seems
hard
to
believe
that
you'd
have
that
issue,
but
again
five
or
eight
hundred
dollar
difference
in
in
a
year's
salary
versus
working
straight
days
or
against
straight
nights.

mean
some
people
are
certainly
going
before
programs
in
their
position
on
the
ship
in
which
they're.

the
shift
coverage
has
always
been
problematic
since
I've
been
here,
I
mean
we
used
to
swing,
I
mean
every
you
work
all
three
shifts
and
that
stuff
on
the
guys
you
know,
and
I've
opened
the
back
up
to
them.
Let
them
voice
their
opinions
here
and
several
months
ago
the
major
mckay
I
did
and
they
all
overwhelmingly
voted
to
stay
on
the
permanent
ships
rather
than
then
go
to
a
swing
shift,
which
is
yeah.

dollars

that
money
will
go
toward
the
principle

the
purchase

eight
parcels
that
we
are
acquiring

mass

coal
supply
company
all
on
avon
drive.

the
addendums
for
the
purchase

said
properties.

were
notified
and
we're
still
working
out
the
details
of
when
we
would
receive
this
money
and
whatever
restrictions
that
would
be
placed
upon
it.
But
the
put
my
glasses
on
here
state
of
indiana,
received
approximately
5.9
billion
dollars
from
the
american
rescue
act
and
that
will
be
distributed.
Like
I
said,
across
the
cities
and
counties
as
well
as
with
the
state
of
indiana
and
the
city
of
madison.
Indiana
will
receive
2.47
million
dollars
and
jefferson
county
will
receive
6.27
million
dollars
like.

Would
be
received
if
it's
all
in
one
fiscal
year,
I
believe
it's
going
to
be
split
into
two
fiscal
years
and
then
exactly
what
types
of
projects
but
we've
been
advocating
with
congressman
pence,
as
this
bill
was
being
crafted
the
need
for
infrastructure
funding
and
I'm
happy
to
see
that
a
large
amount
of
the
relief
act
is
going
to
cities
and
counties
across
the
country
because
we're
not,
we
have
no
shortage
of
infrastructure
needs.
It's
always
been
funding
related.

know:
we've
been
very
successful,
receiving
a
lot
of
grant
funding
over
the
course
of
the
past
year,
whether
it
be
community
crossings
or
the
federal
highway
money
or
the
coronavirus
relief
bills
that
we
have
participated
in
and
so
we're
grateful
for
all
of
our
elected
officials
up
and
down.
You
know,
through
the
state
and
federal
government,
in
keeping
madison
in
their
giving
attention
to
the
city
of
madison
for
our
needs
as
well.
So
