walls

present

regard
to
mpd
policy
procedures

amendment.

our
standard
operating
procedure,
which
has
been
labeled
standard,
offering
procedure

police

pertains

investigative
and
data
capturing
with
regards
to
how
that
can
be
disseminated,
how
it
cannot
be
disseminated
in
what
the
expectations
are
from
the
officers
who
gain
access
to
this
and
where
they
can
use
it
to
not
use
it.
So
that's
before
the
board
is
there
any
questions
quickly.

went

our

dozen

officer

one

successfully
completing

law
enforcement
academy

considered

tier

officer

has
all

credentials

officer
in
the
state
of
indiana.
My
reasoning
for
this
is
it's
extremely
competitive.
Some
departments
have
gone
to
this
extremely
competitive
to
to
draw
new
candidates
to
the
department.

somebody
from
the
sheriff's
department
applies
that
they
have
two
years
of
service
as
a
tier
one
officer
at
the
sheriff's
department,
their
two
years
of
service
would
come
forth
with
them
to
the
madison
police
department.
With
regards
to
longevity
pay.

if
they
had
two
years
of
service,
they
would
receive
a
two
percent:
longevity
paid
senior,
patrolman
salary.

we
have

officers

have
came

us

15

that
have
brought
years

service
with
them.

want
to
be
fair
to

those

to
them,

I
would
like
to
go
forward
with
that
those
years
of
service
they
had,

example,
officer
jackson
with
the
hanover
police
department.

experience

they've
gained
somewhere
else,

think
you

it's
valuable
in
many
different
aspects.

an
experience
officer
and
also
you're
going

draw

tool.

has
actually

given

law

employment

pending

bringing
some
instructor
status
with
him.
So
he
is
a
field
training
officer,
so
the
city
will
be
gaining
another
field,
training
officer
just
about
his
higher.

I
think
I

it's
important.

a
good
recruiting
tool.

departments
are
going
to
it.

suspension
we
have
officer
mall,

be
actually
replacing

Stefan
who's
still
with
us

a
part-time
basis
and
then
with
our
two
new
additional
officers,
we're
in

application
process

going

that
and
adding
a
new
officer
to
the
department.
But
I'll
tell
you
with
the
additional
help
and
now
getting
first
we're
still
fighting
the
culvert
to
a
certain
extent,
but
getting
everybody
back
to
where
we
need
to
be
we're
able
to
do
a
lot
more
now,
and
I
guess
after
we
approve
or
disapprove
this.

traffic
division,
two
officers
full-time,
we
have
a
part-time
officer
as
well.
The
full-time
guys
are
staggered
within
our
hours,
so
we
have
a.

have
a
broad
range
of
coverage,
but
so
far
to
date,
this
month
we've
written
139,
citations
and
warnings,
more
warnings
and
citations,
and
then
we've
got
31
joint
contacts
which
are
contacts.
We
consider
we
see
our
officers
out
on
main
street
that
walking
they're
now
visiting
the
boys
and
girls
club.

Appreciate
it
one
other
thing:
real
quick:
we
did
get
word
back
from
the
state
that
they
will
be
added
additional
signing
to
the
east
end
of
madison
on
main
street,
for
the
semis
they're
actually
going
to
put
out
an
overhead
sign
restricting
the
mainstream
traffic.
So
hopefully
that
will
help
even
improve
it.

More
captain,
stefan's,
really
retired
campus-
that
has
really
stepped
up,
been
working
with
the
state
on
getting
additional
signage,
and
he
also
worked
with
a
lot
of
the
gps
acts
to
have
that
implemented
all
the
gps's
restricted
mainstream,
so
that,
coupled
with
the
enforcement,
I
think,
hopefully
everybody
knows
a
big
difference.
Well,.

I
think
the
example
here
is
when
you
staff
your
resources
properly
and
you
allocate
them
in
a
targeted
way.
You
get
the
outcome
that
you
desire,
which
is
a
safer
community,
more
respect
for
traffic
traffic
laws
and
people
notice
that
that's
particularly
downtown
where
we
have
more
density
and
more
pedestrian
traffic.

As
you
know,
we
put
out
a
bid
for
our
it's
actually,
our
fall
2021
ccmg
project
it'll
be
completed
this
spring
summer
and
it
is
the
oak
hill
neighborhood
project.
We
received
five
bids
back,
we
opened
bids
on
friday,
thursday
or
friday.
We
opened
bids.
We
received
five.
There
was
quite
a
variance
in
the
amounts
bid
from
those
companies
for
anywhere
from
two
and
a
half
million,
almost
2.6
million
down
to
1.5
million.

There's
you
know
there
is
a
million
dollars
over
a
million
dollars
difference
between
the
low
and
the
high
bid
here,
and
they
will
do
all
of
their
own
work
there.
They
will
have
no
subcontractors
in
this
bid
and
they
caught
some
things
in
the
bid
specs
that
some
of
the
other
companies
did
not
one
they
charge
very
little
for
their
mobilization
and
demobilization
charges.
Typically,
we
have
to
pay
those
charges
when
we're
doing
paving
all
over
town
they're,
picking
up
equipment
and
moving
it
and
removing
it.

Traffic
control
is
also
something
that
they
were
able
to
come
in
and
go
on,
because
it's
one
single
neighborhood
we're
not
managing.
You
know
two
lanes
of
traffic
four
lanes
of
traffic,
a
lot
of
pedestrian
that
is
just
all
within
a
neighborhood,
so
that
was
that
was
helpful
to
this
bed
and
they
purchased
a
new
piece
of
equipment
that
will
help
them
with
the
installation
of
the
sidewalks,
concrete
and
curb
and
gutter.

Typically,
they
will
have
to
put
pricing
in
for
concrete
for
curbs
and
ada
ramps
and
separate
from
the
sidewalks,
but
because
we're
doing
it
all
a
total
project
that
concrete's
already
accounted
for,
and
they
really
just
needed
to
charge
us
for
the
pads
to
make
the
ramps
ada
compliant.
So
they
were
the
only
company
that
caught
that
that
factor
in
the
bid.

little
bit
more
about
the
scope
of
the
project,
because
this
is
a,
I
think,
a
unique
approach
for
us
of
doing
sidewalks
and
streets
and
gutters
all
at
the
same
time-
and
you
know
we
spent
quite
a
bit
of
time
through
planning
in
order
to
create
a
sidewalk
asset
management
inventory
and
a
rating
system.
How
did
that
play
into
where
we
are
today
with
regard
to
doing
a
sidewalk
and
a
real.

I
didn't
know
what
I
was
going
to
see
when
I
did
that
the
first
time
I
was
hoping
that
something
would
match
up.
That
would
make
sense
for
us
to
centralize
all
of
our
project,
money
and
oak
hill.
When
I
put
those
over
overlaid
each
other
oak
hill
stood
out
above
there.
There
are
a
couple
of
other
areas
that
we'll
look
at
next
for
our
next
projects,
but
oak
hill
overall
was
really
bad.
Sidewalks
bad
roads
curbs
gutters,
driveway
approaches.

All
of
it
was
in
serious
deterioration,
so
that
made
the
natural
choice
to
take
a
look
at
that
neighborhood.
It
is
a
different
way
of
thinking
mayor,
but
for
some
of
the
reasons
I've
just
talked
to
you
about
the
bid
we
felt
like
having
one
location
to
have
these
contractors
come
in
and
drop
their
equipment
would
save
us
money
because
they're
not
driving
it
all
over
town
they
can
come
in,
concentrate
on
the
job
they
can
organize
it.

I
would
like
to
take
a
look
at
street
sign
continuity
and
street
lamps
instead
of
the
telephone
poles
with
lights.
So
a
lot
of
things
that
we
could
do
to
improve
that
make
that
a
really
awesome,
neighborhood
funding
will
come
into
play
on
that,
so
we're
looking
at
options,
but
this
is
a
good
place
to
start
and
we
will
be
working
with
our
underground
utilities
as
well
to
make
sure
that
if
there's
anything
planned
or
anything
that
is
of
an
age
that
it
needs
to
be
replaced,
we
do
that
before
we
pay
the
rent.

It
will
all
the
curb,
gutters
and
driveway
approaches
will
be
replaced
on
this
job,
so
everybody's
going
to
get
a
new
driveway
approach,
as
you
mentioned,
what
they
have
now
is
the
old-fashioned
curved
curve
that
goes
up
and
makes
it
a
large
bump
when
you're
driving
up
into
your
driveway.
So
a
lot
of
people
have
come
in
with
either
asphalt
or
their
own
concrete
and
filled
that
in
so
that
it's
smoother
for
them
to
go
in
which,
as
you
said,
stops
the
flow
of
water.
So
these
will
be
designed.

here's
the
other
takeaway
on
that
which
is,
generally
speaking,
we're
paying
for
100
of
the
cost
of
sidewalk
repair
or
replacement
or
in
addition,
because
we're
incorporating
it
in
with
the
ccmg
process.
There's

50
percent
cost
sharing
by
saving
the
end.
So
when
we
did
this
asset
management
of
our
of
our
sidewalks,
it
allows
it
allows
us
to
do
a
lot
more
sidewalks
because
of
the
leveraging
with
the
state
dollars
and
and
just
to
take
away
from
that
report.

on
that
note
mayor,
you
know
we
did
a
sidewalk
project
late
in
the
year
that
they're
just
getting
ready
to
finish
up
on
now
on
easter,
all
the
way
from
maine
to
vaughan
and
those
are
our
funds.
We
we
had
funds
available
in
the
budget
from
last
year,
so
we
wanted
to
see
what
kind
of
sidewalk
work
we
could
get
done
with
those
funds.
Since
that's
what
it
was
appropriated
for
this
year,
I
love
to
look
at
it
50
cents
on
the
dollar
to
get
that
same
amount
of
work
done
or
more.

got

there

saw

metal
backstop

was

down
the
hill,
you

how
thick
that
that
is

closures

mindful

north
side

crowd

of
lingers

we
put
the
vendors
up
more
towards
trinity
church
in
the
corner
of
galena,
garlic
and
main
street.

if
we
have
vendors

year,

be

we're
planning

south
side
of
broadway

between
main
street.

are

smaller,
narrower

venue

objecting
to
your
changes,

know
you're

managing
through

the
continued

aspects

historic

foundation,

They
have
the
red
line
to
the
amended
agreement
which
amends
and
replaces
frankly,
the
original
agreement
that
the
city
of
madison
executed
with
historic
madison
on
july,
15,
2019.,
so
appreciate
you
being
here
today.

It
also
emphasizes
the
economic
development
plans
that
we
have
for
bicentennial
park
and
the
parking
the
parking
deck
that
they're
parking
lot,
that

corner,
poplar

vaughn

hmfi
and
they're
considering
these
changes
that
we've
asked
for
and
it's
going
to
be
a
win-win
for
the
whole
community
and
particularly
that
area
it
does
provide
for
sidewalks
and
some
designated
parking
for
hmfi.

local
property
owners

Their
property
values
will
go
up
and
there's
kind
of
neglected
homes
over
there

poplar
street

central
over
there.

that'll
be
an
improvement
to
those
properties
and
also
it's

the
view
shed
for
the
shrewsbury
windmill
house,
national
historic
landmark,
which
we've
completed
a
an
award-winning
restoration
on
that
property,
and
it's
all
part
of
it.
It's
all
part
of
improving
that
whole
area
ties
in
with
the
riverfront
development
ties
in
with
our
plans
for
that
area.

see
how
it
fits
into
a
master
plan,
and
now
what
we're
talking
about
is
is
additional
investment
in
bicentennial,
that's
benefiting
from
investment
that
you
made
at
the
shrewsbury
window
house
that
the
cotton
mill
investors
made
down
there

river
trace
apartments
made
the
property
owners
who
are
investing
in
their
homes
on
on
first
street
between
that
whole
corridor.
All
that
block
that's
happening
at
second
street
is
contagious.

it
and
what's
interesting,
is
that
lot
was
part
of
a
plan
that
john
wendell,
who
founded
historic
madison
in
1960,
dreamed
up
in
the
late
50s
or
early
60s.
We
found
a
sketch
of
that
whole
neighborhood,
including
the
talbot
high
house,
the
jeremiah
sullivan
house,
the
shrewsbury
wendell
house,
and
that
lot
and
just
and
the
windows
or
historic,
madison
didn't
even
own
that
property
in
early
1960s.

in
the
1850s
there
was
a
planing
mill
and
millwright
shot.
There
called
cop.
I
think
it
was
cosby's
patty
and
cosby's,
and
I
was
talking
to
a
curator
of
a
state
historic
site
in
arkansas
a
couple
of
years
ago
on
the
mississippi
river
and
they
popped
off
a
mantle
out
that
on
that
inside
that
building
from
the
1850s
that
said,
patty
and
copyright,
or
patty
and
cosby
playing
mill,
madison
indiana
on
the
back
side
of
that
so
and
most
recently
in
the
1950s.

this

a
lot
of
that
history
is
obscured
that
now
is
going
to
be
brought
out,
and
that's
what
excites
me
the
most
about
this
is
that
beautiful
walls
and
the
remaining
foundation

up

everybody

area,

the

stone
gutters

just
I'm

needed

markets
in
the
state

indiana

potentially

just
that's
interchangeable,
but
it
is

been

county

for

far
as
when
we've
seen
them
out

offering

lines

coverage.

said,
they
do
write
about
80
percent
of
the
school
systems
in
the
state
of
indiana,
which
is
of
course,
the
public
unity
as
well,
so
they're
not
entirely
new
to
that
space.

not
offering
that
or
even
proposing

of
the
premium
was
not
a
benefit
and
they
were
lacking
a
few
coverages.
They
also
did
not
provide
a
property
option,
so
it
wasn't

full
program
offer
so
any
questions

we

think
I

the
market

but
public
entity
space

really
unique
right
now,
where
it's
very
soft,

other
market
in
insurance

indicator

what
everything's
going

the

but
when
I

soft
market,

companies

more
willing
to
take

risk

look

overall
marketing
approach
and

to
the

hardening
of
the
market

even
with

social
inflation
impact,
the
public
entity
space

not,

more

more
players
wanting
to
get
into

Indiana
happens
to
be
a
great
public
entity
state
with

strong
tort
laws,
our
tort
limit
of
liability,
which,
frankly,
is
being
challenged
right
now
in
law
enforcement,
public
officials,
employment
practices,
liability
can
all
be
not
state
court,
but
federal
court.
So
no
tort
limit
applies
there.
So
some
of
those
plaintiff
attorneys
are
accessing
more
and
more
federal-type
courts.

that

Both
we've
obviously
spoke
about
the
property

liability

question
on
the

Most
public
entities
did
not

cyber
security
in
place,
yet

pandemic

cyber
insurance
company
made
money
in
two
years.
The
pandemic
didn't
cause
that
it
only
enhanced
and
entrenched
it
as
people
were
working
from
home,
probably
became
less
concerned
about
cyber
security
clicking
on
things
that
they
shouldn't
have
letting
the
bad
guys
in
so
really
the
fourth
quarter.

these
cyber
insurance
companies
started
dictating
that
to
get
coverage
you
had
to
have
mfa,
multi-factor
authentication
as
a
baseline,

we
we
had
talked
to
mindy
brought
our
cyber
security
expert
down

city
made
yeoman's
effort
to
try
to
get
that
cyber
security
in
place.
It's
not
going
to
stop
at
mfa.
You
know
the
bad
guys
are
going
to
figure
a
way
around
that
there's
going
to
be
other
things
that
are
come.
So
you
know
cyber
security.

We
had
a
higher
education
entity
that
had
a
redirection
of
valid
vendor
payments,
a
tune
of
850
000.
They
were
able
to
claw
back
most
of
that
from

bank.

cyber
carrier
didn't
pay

dime
on
that
it
was
a
crime
carrier.
So
the
way
I
look
at
it
is
that's
a
less
expensive
way
to
beef
up
your
cyber
security
crime
will
never
pay
for
a
ransomware
attack,
but
it
could
pay
for
a
computer
fraud
or
something
to
that
effect.
So.

different

concerns
would
be
on
the

in

at
catastrophic
loss
situations,
primarily
there's
everything
in

coverage

want

want
to
have
that
ordinance

You
want
to
have
all
those
extra
coverage
available
to
you
at
that
point

Obviously,
here
locally,
we
had
some
public
entity
large
losses.

the
past
I
mean
the
city's
incurred
from
the
hail
storm.

know,
how
does
that
play
itself
out
and
I
would
kind
of
go
back
to
claims
management
and
laws
lost
development
all
plays
into
the
factor
of
how
a
company
manages
your
policy,
your
risk
and
your
losses,
moving
forward,
creating

consistency
coverage
package
as
well
as
pricing.
So
when
you
look
at
that
hail
storm
back
in
2018,
I
didn't
hear
one
concern
about
the
promise
in
which
adjusted
those
claims.
You
know
those
were
again
they're
in
play,
but
they
they
handled
their
claims
and
that's
really,
historically
what
you
always
hear
about
chubb.

don't
hear
about
concern
with
the
way
that
those
claims
and
same
thing
within
tech
and
the
liability
piece.
So
I
think
you're
absolutely
right,
mr
mayor,
when
you
start
to
really
look
at
the
subtle
differences
within
the
packages,
the
premium
is,
is
is
really
just
one
factor
that
should
go
into
you're.
Looking
for
the
value
with
the
comprehensive
and
in
the
you
are
changing
your
coverage
package.

budget
for
the
city
of
madison,
so
again
this
the
literary
mutual
offer
is
definitely
it's
on
the
table.

a
reason,
it
is
something
that
shows
you
the
market
and
where

city
stands
within
that

this

cautious
when

been
in

public

aspect

on

are
defending

impacted

up

on

rate
increase
there
with
a
risk
that
has
had
good
loss
ratio-
probably
seven
eight,
maybe
ten
percent,
most
of
that
being
driven
by
property
for
the
public
entities.

a
newer
player,
that's
coming
in
trying
to
generate
premium
to
offset
the
claims
that
are
going
to
be
coming
down
the
road
that
inevitably
are
going
to
be
coming
down
the
road
and-
and
you
got
to
carry
her
with
some
length
in
the
industry
and
know
what
to
expect-
and
you
know-
and
you
know,
insurance
is
law
of
large
numbers
right.
So
intact
is
a
national
basis.
Behavior.
So
they're
saying
these
law
enforcement
activities,
liability
activity,
auto
physical
damage
as
these
newer
vehicles.

You
know
you
do
anything
to
a
new
vehicle
and
it's
four
or
five
thousand
dollars.
So
for
all
carriers.
Auto
physical
damage
has
just
been
a
nightmare
for
them,
so
I
kind
of
rambled
a
bit,
but
you
know
normal
industry
group
is
probably
a
good
seven.
Eight
percent,
mostly
driven
by
property
public
entities,
is
across
the
board.

Normally,
I
would
come
to
you
and
make
a
recommendation
that
you
could
approve
this
one's
tough.
It's
a
large
dollar
amount
that
we're
talking
about
indifference.
I
would
just
say
from
my
perspective,
I
would
agree
with
what
joe
has
said.
I
work
with
these
carriers
a
lot
on
our
claims.
Our
work
comp
claims
injuries,
all
kinds
of
things,
some
of
the
lawsuit
issues.

So
while
that
number
is
tempting,
I
think
to
look
at
and
say
you
know
we
could
save
that
amount
of
money
by
going
with
a
new
company.
My
concerns
would
be
they
are
new
in
this
market
and
while
they're
hitting
us
with
a
low
premium,
what's
our
renewal
premium
going
to
be
that's
always
a
big
question.
Is
you
know
we
can
get
in
there
to
get
the
business,
but
then
on
renewal?

They
take
it
right
back,
so
it
might
be
a
one
year
issue
plus
we
don't
know
in
that
one
year
how
they're
going
to
pay
claims,
what
their
process
is
going
to
be
to
maneuver
through
anything
that
would
come
up.

know,
maybe
that's
going
to
be
three
times
the
work
for
us.
You
know
I,
I
think,
there's
going
to
be
some
budget
considerations
we're
going
to
have
to
to
take
into
effect.

trying

relationship

them
to
help
us
evaluate
risk

looking

doing
something
new
and
there's
a
lot

value

that
they

from

this

last
week

a
half
two
weeks
when
proposals
were
all
on
the
table
and
it's
one
of
the
very
few
times
where
I
don't
have
a
definitive
recommendation
because
of

size

difference

cost
and
premium,
I'm
a
very
conservative
by
nature
person,
our
agency
functions
and
has
handled
the
cities
and
program.

that
respect,
I
always
lean
towards
incumbent
when
I
know
what
I
can
expect.

from

serviceability
on
the
back
end
from
us
to

to
one
we
can
intact
at
times
when
we're
following
up

my
opinion,
we've
seen
that
now

they're
probably
marketable
right
now
in
large
part
because
of

defensibility
that
they
provided
in

value
that's
hard
to
really

a

the
reason
liberty
is
on
there
is
because
of
that
pricing
and
the
terms
are
comfortable
with
for
our
agency
in
the
sense
of
it's
something
that
we're

behind.

the
city
decides,
so
it's
hard
for
me
to
make
a
firm
recommendation.
This
is
one
of
the
very
few
times.

can't

store
behind

affected

can't
come
out

mill
street
way

way

condition

huge
rocks.

drive

happy

we've
landed
frankly

the

pit
being
dug
out
and
all
the
trees

damaged
such
that
they
had

removed,

controversy

hope
the
right
amount
of
investments

made
to

back

owners
