Description
City of Madison Board of Public Works Meetings May 3, 2021
B
All
right
good
morning,
everyone
welcome
to
monday
may
3rd
board
of
public
works
and
safety
clerk
man.
We
have
a
roll
call.
Please
evelyn,
aaron
courtney
here
carlo
here
already
have
the
minutes
from
the
last
meeting
dated
april
19
to
2021.
set
the
motion
to
for
the
minutes,
and
then
we
can
open
up
for
discussion.
B
B
Last
last
meeting
we
had
a
docking
agreement
with
the
american
clinton
I'd
like
to
take
that
off
the
table
and
discuss
that.
So
what
that
agreement
is-
and
we've
got
an
example
of
of
what
the
ships
are
like,
because
we've
had
two
visits
by
the
american
queen
just
in
the
last
two
weeks
alone.
B
Would
do
it
is
essentially
allow
us
to
work
directly
with
the
port
director
direct
report
services,
shell
shelling
hartfield
and
coordinating
when
the
different
ships.
There
are
three
different
types
of
ships
with
the
american
queen.
It's
a
tourism
river
cruise.
They
stop
at
several
different
ports,
madison's
one
of
them,
and
I
think
we
want
to
welcome
them
to
our
community.
B
Agreement,
so
I
don't
think
it
harms
us
in
having
it.
However,
it
does
essentially
set
us
apart
from
some
other
ports
along
the
river
and
then
allows
us
to
coordinate
their
visits
in
advance,
so
I'd
like
to
put
that
on
the
table
and
in
fact,
I'll
go
ahead
and
make
a
motion
that
we
approve
the
american
queen's
steamboat
company
docking
agreement
for
a
term
of
three
years
with
one
one
one
year,
renewal
I'll
take
a
second
on
that
we
can
open
for
discussion.
Second
commotion,
okay,.
D
B
So
what
I'll
do
is-
and
I
think
it's
a
very
good
point
to
clarify-
we'll-
have
we'll
have
the
city,
dock
and
they'll
also
be
the
rock
and
thunder
dock
there.
So
they'll
have
to
be
in
the
center
of
that
because
of
the
way
that
they
embark
disembark
their
guests
there
and
they
they're
very
familiar
with
the
docking
processes
there
all
throughout
the
time
of
the
year,
but
we'll
clarify
that
it
doesn't.
It
will
not
impede
any
of
the
other
docks
that
the
city
has
down
there.
B
B
B
C
B
Right,
I
think
I
think
it's
very
manageable
and
I'm
happy
that
they've
reached
out
to
us.
There
are
several
other
communities
along
the
ohio
river
that
has
that
have
these
types
of
agreements,
agreements
in
place-
and
I
think
it'd
be
nice
to
add
madison
to
this-
to
make
sure
that
we
stay.
B
B
Next
up
deputy
mayor
mcgee
update
on
wilson.
F
Avenue
morning,
just
a
couple
of
updates
on
the
wilson
avenue
widening
project.
I
specifically
wanted
to
let
you
know
that
ptc,
a
geotechnical
engineering
firm,
will
be
out
on
may
10th
and
11th
on
wilson
avenue
between
their
request
is
industrial
drive
to
j.a
barry?
I
think
it's
actually
going
to
be
scott
court
for
hutchinson
they'll
be
doing
geotechnical
testing.
It
will
not
be
a
road
closure,
they
are
going
to
use
their
own
flaggers
and
they'll
be
just
doing
a
drilling
in
the
roadway
and
right
away
for
right
away
services.
F
F
okay
and
then,
just
in
general
on
that
project,
things
are
underway
right
away,
services
have
been
contracted,
so
they
are
beginning
the
appraisal
service
for
any
right-of-way
access
that
we
might
need
to
acquire
and
I'm
not
sure
how
many
persons
that
will
entail
that
we
would
actually
have
some
easements
in
place
currently,
so
I'm
not
sure
how
many
you'd
actually
have
to
purchase
but
more
to
come
on
that
that
is,
that
is
in
process.
F
D
A
B
Is
the
date
we
are
anticipating
the
bidding
process?
Is
it
20
23
years
of
2022.
D
D
B
D
B
Are
there
any
utility
adjustments
from
those
okay,
new
business?
Let's
move.
A
G
Caldwell
more
johnny
morning,
on
behalf
of
the
mayor,
the
vpwf
and
your
city,
co-workers
and
myself.
I
want
to
wish
you
congratulations
on
your
30-year
anniversary.
He's
been
a
significant
part
of
our
team
and
I
couldn't
imagine
our
workplace
without
him.
Johnny
is
definitely
a
one-of-a-kind
person.
If
you
know
him
he's
got
an
abundance
of
positive
vibe
and
pizzazz.
That
was
the
only
word
I
could
think
of
to
describe.
A
G
He's
completed
three
decades
of
service
as
one
of
our
valued
employees
and
we're
delighted
and
privileged
to
have
him
as
part
of
our
organization.
Congratulations!
On
reaching
this
milestone
in
your
career.
It
is
a
testament
to
your
loyalty
and
dedication
to
the
city,
and
we
would
like
to
present
you
with
this.
E
E
B
Love
it
yeah.
Congratulations
now
I've
heard
rumors,
but
is
it
true
that
brian
is
the
best
manager?
You've
ever
worked
with
absolutely
well?
I
want
to
I
want
to
whenever
I
have
an
opportunity.
I
want
to
echo
what
you
said
about
how
great
it
is
to
work
for
city
madison,
because
in
my
career
I've
never
worked
with
a
finer
group
of
people,
and
I
am
just
honored
and
appreciate
everybody
that
I
get
to
work
with
here
and
thank
you
for
your
service
and
the
fact
that
you
feel
inspired
after
all
this
time,
you're
inspiring
others.
B
H
Number
25-2021
resolution
of
board
of
public
works
and
safety
in
the
city
of
madison
indiana
regarding
a
street
closing
for
the
madison
riverfront
development
corporation,
whereas
there's
been
a
request
filed
by
j.d
webster
on
behalf
of
the
massacre
development
commission
corporation
for
street,
closing
in
connection
with
its
golf
cart
and
atv
poker,
rent
to
be
held
on
saturday
october.
2
2021.
H
A
B
John
good
morning,
how
are
you
doing
great?
Well,
we
appreciate
all
the
work
that
you
guys
do.
Beautifying
our
riverfront
so
tell
us
a
little
bit
about
this,
particularly
how
the
footprint
is
going
to
work
with
golf
carts
and
atvs.
I
B
I
Yeah,
we'll
have
eight
stops
this
year:
broadway
lighthouse
shipley's,
tap
room,
river
town,
river
house,
riverboat,
inn
key
west.
I
I
Correct
no
exceptions
to
where
they
can
access
we're
south
of
main
street.
H
Yeah,
I
mean
you
know
we
have
in
the
past.
What
I
could
not
remember
is:
did
we
make
more
street
closures
in
the
past
to
kind
of
cover
the
footprints.
I
B
H
H
John
for
chief,
I
think
you
checked
with
the
previous
chief:
did
we
have
any
real
complaints
or
problems
as
a
result.
B
H
31St
2021.
now,
therefore
be
resolved
by
the
board
of
public
works
and
safety.
At
the
city
of
massachusetts,
the
following
alley
shall
be
closed
from
12
p.m.
On
thursday
may
27
2021
through
8
pm
on
saturday
monday
may
31st
the
alley
between
the
buildings
located
at
215,
east
main
street
and
217
east
main
street
and
running
north
and
south
from
main
street
to
the
alley
running
east
and
west
between
west
street
and
jefferson
street
directly
behind
said,
buildings
needed
further
results
by
the
board
of
public
works
and
safety.
The
city
of
madison
indiana,
that
said.
A
H
B
That
way
is
anybody
here
representing
this
street
closure
question.
D
Well,
I'd
like
I
have
some
real
concerns
about
that
much
of
an
hour
being
closed
because
of
the
safety
concerns
that
I
have
is
it
is
there
going
to
be
anybody
there
I
mean.
Is
it
going
to
be?
I
notice
the
salvation
army
has
mentioned
at
the
bottom,
I
mean.
Is
it
like
a.
D
B
Maybe
table
until
the
next
meeting
and
we'll
ask
one
of
the
representatives
to
be
here
to
explain
potentially
how
that
would
work,
and
this
is
memorial
day
weekend.
So
I'm
assuming
that's.
D
D
Correctly,
so
it's
just
that,
but
it's
half
a
block
out
yeah,
it's
a
five-day
event.
It
looks
as
it
mentions,
thursday
to
monday
it's
kind
of
confusing.
It
is
okay.
A
A
B
It
would
save
everybody
a
lot
of
time
and
we'll
I'll
mention.
A
C
B
Newly
noted
and
we'll
we'll
clarify
that
with
the
office
staff
here,
moving
on
regatta
festival,
joe
and
matt,
are
you
here
to
represent
them?
I
am
yes
all
right.
We
need
your
name
ranked
serial
number.
K
H
The
titles
here
resolution
number
29
2021
is
the
resolution
of
watercolor
works
and
safety
in
the
city
of
massachusetts,
streets
and
parking
lots
for
the
annual
madison
oregon
festival,
and
then
there
is
number
30
21,
which
is
a
resolution
of
the
board
of
global
works
and
safety
in
the
city
of
madison
indiana.
Regarding
the
street.
Closing
for
the
annual
waterfall
fight
and
31
is
the
resolution
of
water,
public
works
and
safety
in
the
zoo
and
mass
media
for
the
annual
regatta
parade.
B
Because
there's
some
overlap
is
how
is
it
handled
with
indot
and
highway
421.
K
Look
to
be
honest
with
you,
I
I
don't
really
know
I.
I
know
that
those
those
things
have
always
been
submitted.
I
believe
tammy's
some
things
with
a
good
ridge
as
well,
so
she
might
really
probably
be
better
to
ask
that
than
myself.
I
I
think
in
the
past.
K
K
B
B
Well,
we
already
have
control
of
highway
56
from
jefferson
street
on,
but
the
waterfall
fight's
generally
been
in
front
of
the
courthouse:
correct,
that's
highway,
421,
so
anything
east
of
jefferson
street.
Anything
east
of
the
east
side
of
jefferson
street
is
still
highway
421.
B
B
A
C
K
K
B
B
A
B
B
H
B
B
So
what
we
have,
what
we
have
is
the
same
contract
as
last
year,
and
this
is
for
our
movies
in
the
park
and
with
the
same
company
and
there's
a
list
of.
I
don't
know
if
you
guys
saw
the
list
in
the
movies.
But
the
movie
list
looks
great.
B
B
June
19th
june
30th
july
23rd
august,
the
7th
august,
the
28th
september,
18th
october,
2nd,
shows
began
at
desk,
and
these
are
all
outdoor
family
movie
event
movie
events,
and
it
was
very,
they
were
very
popular.
Last
year
I
will
say
that
anna
has
done
a
very
good
job,
she's
constantly
fundraising
from
the
community.
I
want
to
thank
all
the
businesses
who
are
supporting
our
community
events
throughout
the
course
of
the
summer
and
call.
B
B
Conversations
about
maybe
doing
one
on
the
hilltop,
so
that'll
she'll
work
that,
in
with
the
the
actual
engagement
location.
B
Appreciate
I
appreciate
that
I
like
to
make
a.
I
would
like
to
move
that
we
have
approved
the
lightning
bug
theater
contract
with
baked
beans,
productions,
pba,
lightning,
bug
theater
here.
C
B
Second,
your
emotion,
okay,
any
additional
discussion.
Well
favorite,
please
say
hi,
I'm
high!
All
opposed,
thank
you
and
nicole,
probably
here,
to
talk
about
city
planning.
L
We
have
two
contracts
before
you.
The
first
is
a
design
contract
for
the
421
comfort
station,
and
this
is
for
the
two
parcels
that
the
city
is
working
to
acquire
down
by
the
bridge
and
we're
going
to
be
working
with
ratio
to
help
lay
out
the
design
of
those
parcels,
as
well
as
the
building
that
contract
is
455.
L
B
Okay
or
there's
also
a
rendering
here
of
a
proposed
site
plan,
as
whereas,
as
well
as
where
the
location
of
the
two
parcels
are
a
report
on.
That
is
that
we
will
be
acquiring
these
parcels
before
the
end
of
the
month
and
that
will
essentially
pave
the
way.
No
pun
intended
paved
the
way
for
us
to
begin
the
work
on
the
design
and
then
certainly
figuring
out
how
to
pay,
for
it
is
going
to
be
the
next
generation
of
opening
at
welcome
center.
B
That
is
where
fellow
station
liquors
is
going
to
be
relocating
and
we
have
met
with
them
too
to
talk
about
our
designs
and
they
are
in
the
process
of
putting
together
their
designs,
and
when
we
met
with
a
representative
mr
kim
and
who
owns
the
property,
they
they
want
to
bring
that
corner
back
to
look
like
a
vintage
gas
station
again
and
they
understand
all
the
investment
that's
been
made
in
that
in
that
corner,
and
so
there'll
be
a
business
on
that
corner
again.
B
Okay
and
then,
if
you
haven't
noticed
there,
when
you're
down
there,
next
there's
also
quite
a
bit
of
investment
going
on
in
preservation
of
the
properties
in
that
area,
so
historic
district
board
of
reviews,
reviewed
applications,
there's
been
property
owners
and
investors
who
are
improving
properties
down
there
on
that
corner
as
well.
That's
been
dilapidated
for
quite
a
long
time.
C
B
Yeah
the
state
owns
it,
it's
they
did
do
the
monument
there,
I'm
not
talking
about
the
trash
can
as
being
a
monument
but
the
actual,
the
actual
block
area.
There
says
welcome
madison,
it's
all
lit
up
and
then
it's
green
space
all
the
way
up
to
the
corner.
B
It's
owned
by
mr
kinman
as
well.
I'm
not
aware
they
have
any
plans
to
do
anything
with
that
at
this
point
in
time,
but
it
does
look
really
really
good
and
ndot
has
been
redeployed
back
to
the
site,
baby
construction
and
they
were
doing
milling.
I
think
last
thursday
or
friday
they'll
be
doing
some
painting
this
week
and
by
the
end
of
this
month,
they'll
probably
be
off
the
site,
and
then
we
can
take
over
from
there
nicole
anything
else.
Dad.
L
A
L
To
that
parking
lot,
so
we're
going
to
be
doing
some
improvements
just
to
add
to
that
project.
This
contract
is
for
sixty
thousand
and
also
you
have
a
rendering,
at
the
very
last
page
kind
of
site,
plan
of
the
parking.
L
F
B
F
B
L
I
believe
there
are
a
few
that
are
gonna
be
lost
yes,
but
there's
also
an
option.
Maybe
to
do
the
angle
of
parking
a
little
tighter
trying
to
make
up
for
that,
but
we're
also
adding
golf
cart
spaces
in
the
space
which
we're
not
correct.
That's
a
really
busy
corridor,
particularly
as.
D
B
L
L
Just
a
new
window
makes
a
world
of
improvement.
That
window
can
go
back
to
the
last
slide.
B
I'll
move
that
we
approve
the
final
payment
for
mr
rice's
investment
and
pace
application
for
eight
twenty
one.
Let's
start
here
I'll.
L
The
one
extension
I
have
is
for
cynthia
bellamy
at
409
east
3rd
street
they're
asking
for
a
six-month
extension,
and
this
is
one
of
our
dilapidated
project-
grant
projects
they're
pretty
much
complete,
but
they're
missing.
A
few
minor
elements
aren't
going
to
make
it
to
their
original
may
deadline,
which
is
why
they're
asking
for
six
months
just
to
make
sure
that
they
get
everything
wrapped
up.
So.
D
L
A
L
The
alarms
there
are
none
on
the
hill
surprisingly,
but
we
have
plenty
of
money
but
should
have
plenty
of
money
left.
I
should
say
I
haven't
calculated
the
amounts,
but
we're
taking
applications
for
any
on
the
hilltop,
and
especially
those
in
our
areas,
downtown
that
were
targeted.
B
J
J
For
any
comment
or
feedback,
and
then
I
will
come
back
with
with
my
findings
on
it
at
the
next
quarterback
509
east
main
street.
Thank
you.
Thank
you.
B
Last
week,
a
lot
of
progress
continued
to
be
made
there
and-
and
we
agreed
to
continue,
you
know
public
outreach
effort
there,
part
of
that
whole
redesign.
Con
contract
was
to
do
stakeholder
surveys,
and
that
was
that's
what
they've
been
doing.
I
think
they've
done
probably
25
or
so
now,
but
there's
a
lot
of
improvements
we
can
make
on
that
corridor
from
jefferson
street
all
the
way
up.
B
Really
it
goes
to
the
top
of
hanover
hill,
but
the
main
focus
is
jefferson
street
to
the
west,
very,
very
west,
edge
of
downtown
madison
and
then
we're
also
working
on
the
spring
ccmg,
which
which
is
100
being
invested
in
improving
main
street
and
extending
its
useful
life
until
we
get
to
the
federal
highway
grant
in
2025.
B
I
guess
and
then
the
other
thing
to
I'll
mention
here
is
that
work
has
already
begun
to
take
advantage
of
governor
holcomb's
and
the
state
legislature's
biennial
budget,
which
includes
500
million
dollars
for
investments
across
the
regions.
All
regions
of
the
state
we'll
be
working
with
southern
indiana
redevelopment
authority,
which
jefferson
county
is
one
of
five
counties
participating
in
that
rda
to
put
together
projects
that
would
be
of
regional
interest
and
make
an
application
through
that
rda
to
the
state.
In
order
to
hopefully
be
eligible
to
receive
a
portion
of
that
500
million
dollars.
B
The
goal
there
is
to
leverage
the
state's
500
million
investment
to
approximately
could
it
could
be
as
much
as
as
10
billion
dollars
of
investment
happening
across
the
state
if
it
if
it
mirrors
the
success
that
they
had
about
five
years
ago,
with
the
regional
cities
initiative.
So
there's
a
lot
of
emphasis
on
investment
and
leveraging
it
for
to
take
local
and
state
capital,
leverage
that
with
private
capital
and
expand
it
for
worthwhile
projects.
B
It
could
be
infrastructure,
it
could
be
mental
health,
it
could
be
broadband,
it
could
be
a
number
of
things
and
so
we'll
be
working
with
our
our
counterparts
with
the
jefferson
county
commissioners
and
putting
in
applications
putting
our
projects
in
front
of
the
rda.
And
it
really
is
a
point
in
time
in
history
that
will
probably
never
repeat
itself,
which
is
why
we've
really
got
to
put
a
footwork
press
on
doing
everything
we
can
to
attract
that
capital
in
the
city,
and
it
can
be
it
can.
B
It
can
pivot
off
of
the
work
we're
already
doing
with
our
glide
elimination,
our
gateway
improvements,
our
riverfront
development,
our
infrastructure
across
the
city.
We
have.
We
have
zero
shortage
of
worthwhile
projects
that
need
need
capital.
B
The
other
thing
I'll
mention
too,
that
I
spoke
with
the
director
of
okra
on
friday
and
brought
them
up
to
speed
as
to
where
we
stand
with
the
bids
that
we
opened
up
for
crystal
beach.
The
fact
that
our
bids
came
in
between
25
and
50
percent
of
our
budget,
so
we're
going
to
be
working
with
oprah
to
try
to
somehow
resolve
that
financing
gap
to
keep
us
on
schedule
so
that,
by
the
end
of
this
year's
pool
season,
we'll
be
ready
to
embark
on
the
restoration
of
crystal
beach.
B
Anybody
here
from
the
public
who
would
like
to
address
the
board
of
public
works
and
safety
or
inform
us
of
anything
going
on
across
the
community.
B
Well,
I
appreciate
everything
that
everybody
is
doing
across
the
town
across
the
city,
investment
that
they're
making
partnering
with
us,
because
it
really
is
a
great
example.
The
fact
that
we
are
accomplishing
so
much
together-
and
I
appreciate
this
board's
work
being
the
eyes
and
ears
of
of
all
the
different
types
of
things
that
we're
involved
in
across
the
community
too,
as
a
board.
Thank
you
and
I'll
leave
it
there
for
the
journal.
