The
city
of
madison
intends
to
apply
to
the
indiana
finance
authority
to
a
program
called
the
state
revolving
fund
and,
as
a
part
of
that,
we
were
required
to
place
a
public
hearing
notice
in
the
local
news
media
and
also
as
a
requirement
of
the
funding
agency.

The
city
of
madison
intends
to
file
an
application
for
a
drinking
water
assistance
loan
from
the
indiana
finance
authority,
state
revolving
fund
or
srf.
The
purpose
of
this
application
is
to
seek
financial
assistance
in
the
form
of
a
low-interest
loan
for
the
madison
water
infrastructure
improvement
projects.

such

agencies
require
significant
amount
of
information

support
whenever
we're

them

ask
them

help
us
with
the
large
infrastructure
project
like
what
we're
going
to
talk
about
tonight.

it's
by
design
that
they're
that
big,
but
it's
also
out
of
necessity,
because
that's
what
they're
going
to
make
us
do
so,
I'm
going
to
I'm
going
to
give
you
an
overview.
If
you
have

don't
know
if
it'll

as
exciting
as
the
reading
of
the
advertisement,
but
we'll
give
it
our
best
shot.

the
way
my
my
presentation
is
structured
just
going
to
kind
of
briefly
touch
on.
Why
we're
here?
Okay,
after
that,
we'll
talk
a
little
bit
about
your
existing
utility
as
a
whole.
What
it
is
that
you
have
touch
on
some
of
the
needs
that
we
identified
during
this
this
process
kind
of
give
you
a
timeline
of
how
things
have
gone
over
the
past
decades
and
why
we're
where
we're
at
and
kind
of
in
support
of
what
we're
doing
I'll
talk
a
little
bit
about
master
planning
asset
management
plans
in
general.

Why
they're
important
and
why
they're
a
tool?
That's
that's
kind
of
borne
out
a
necessity
for
utilities,
then
we'll
touch
on
your
proposed
project.
That's
the
culmination
of
all
the
evaluations
and
analysis
that
we've
done
working
very
closely
with
ryan
and
his
staff
to
kind
of
dial
in
the
areas
that
we
want
to
focus
on
with
this
particular
project.

We'll
touch
on
costs
talk
briefly
about
what
the
next
steps
are
and
then
we're
ultimately
going
to
land
on
where
we're
at
now.
Why
we're
here
and
and
why
we're
presenting
to
council
and
why
we're
seeking
council's
support
in
this
initiative.
So
with
that
drinking
water,
clean
drinking
water,
fundamental
purpose
of
a
drinking
water
utility
is
to
provide
a
reliable
source
of
drinking
water
to
its
customers.
H
That's
both
aesthetically
pleasing
and
has
good
pressure
right.
That's
what
that's
what
they're
here
to
do
and
that's
what
we
strive
to
maintain
the
city
retained
commonwealth
to
take
a
holistic
evaluation
of
beer
utility.
We
did
that
in
two
steps.
We
assembled
an
asset
management
plan
which
basically
took
an
inventory
of
all
your
utility
assets.

How
do
we
think
we're
going
to
grow?
And
what
do
we
need
to
anticipate
with
that?
You
know
the
culmination.
That's
why
we're
here.
You
know
we're
seeking
concurrence
from
the
council,
because
we
have
identified
some
areas
of
need.
We
have
identified
a
proposed
project
and
we
would
like
to
solicit
funding
from
the
indiana
finance
authority.

Madison
is
very
unique
area
upper
madison,
lower
mass.
Generally
speaking,
the
the
water
utility
consists
of
seven
supply
wells.
We
get
our
water
from
from
groundwater
pump
it
out
of
the
ground.
We've
got
three
treatment
plants,
one
on
the
east
end,
one
on.
We
call
the
west
end
and
one
out
way
out
west
by
the
power
plant,
the
jpg
site.

On
top
of
that,
you've
got
over
six
hundred
thousand
linear
feet
of
water
lines
throughout
your
entire
utility.
Those
water
lines
range
in
size
from
2
inch
diameter
all
the
way
up
to
16
these
materials
were
many
were
constructed
back
in
the
early
50s,
consisting
of
old,
cast
iron
linens
ductile
iron
lines.

Your
your
most
recent
well
was
constructed
back
in
2000,
which
is
still
over
20
years
ago,
and
that's
the
gpg
as
a
part
of
the
evaluation.
You
know
we
looked
at,
what's
been
done
to
all
the
facilities
over
the
years
and
there's
significant
areas
that
have
reached
the
end
of
their
useful
life.
You
know
it's
it's
performing,
but
it's
time
to
upgrade,
you
can't
get
replacement
parts
for
a
lot
of
things,
whether
it's
electrical
components,
chemical
chemical
feed
equipment
and
so
on.

You
know
your
your
your
first
two
whales
were
constructed
back
in
the
early
50s.
The
state
refers
to
them
as
well
one
and
well
too.
If
any
of
you
are
familiar
with
where
your
wastewater
treatment
plan
is.
Your
primary
wealth
field
is
just
right
outside
the
football
there
to
the
west,
whales,
five
and
six
are
down
on
the
east
end
of
town.

The
the
new
codes
require
fire
hydrants
to
be
installed
on
at
least
six
inch
diameter
mains
we've
got
many
locations
throughout
your
system
where
we
have
fire
hydrants
on
four
inches,
maybe
even
smaller
than
that.
So
these
are
areas
that,
as
the
city
grows,
we
need
to
stay
on
top
of,
and
we
need
to
look
at
making
sure
that
we
are
in
a
position
to
to
not
only
provide
the
volume
of
water
at
the
pressures.
Our
customers
need
to
also
be
in
a
position
to
address
emergency
situations.

In
2016,
the
state
sponsored
a
survey
to
municipalities
across
the
state,
and
the
purpose
of
the
survey
was
to
talk
about
future
planning
anticipated
needs
within
water
utilities,
so
the
state
could
start
to
budget
money
to
have
available
to
help
fund.
These
programs
madison
participated
in
that
survey.

Management
plan,
basically,
is
an
inventory
of
your
utility
assets.
We
looked
at
anything
and
everything,
pumps,
pipes,
tanks,
wells,
chemical
feed
equipment.
We
came
down
and
did
very
detailed
site
inspections
of
electrical
cabinets,
components,
controls
we
sit
down.
We
interviewed
utility
staff
to
formulate
an
asset
management
plan,
okay
and
that's
really
the
evaluation
of
what
you
got.
Where
is
it
at
in
its
useful
life
and
how
much
longer
can
we
expect
it
to
last
before
we
need
to
give
serious
consideration
to
making
upgrades,
so
that
was
kind
of
the
first
step
in
the
process.

In
late
2020,
the
city
retained
a
consultant
to
do
a
very
exhaustive,
expansive
and
detailed
inspection
of
all
six
of
your
storage
tanks.
We
did
them
one
at
a
time.
We
drained
each
tank
and
spent
about
two
days
at
each
site
inspecting
inside
and
outside,
to
get
a
conditions
assessment
to
know
exactly
what
we
had
and
what
we're
dealing
with
and
what
needed
to
be
done.

Through
those
inspections,
the
assembly,
the
asset
management
plan,
all
the
interviews
we
did
with
the
utility
staff
that
culminated
in
the
in
the
900
page
document.
That's
the
master
plan,
that's
kind
of
the
road
map
that
we
have
in
front
of
us.
That's
the
results
of
our
efforts
over
the
better
part
of
the
last
two
years.

I
wanted
to
touch
on
asset
management
and
utility
master
planning.
Briefly,
asset
management
plans
are
tools,
they're
meant
to
be
dynamic,
they're
meant
to
be
reviewed
and
evaluated
every
three
to
five
years:
things
change,
okay,
there
may
be
unexpected
or
unanticipated
growth.
There
may
be
some
sort
of
catastrophic
equipment,
but
these
are
documents
that
once
assembled
need
to
be
treated
as
a
dynamic
value
right.
They
need
to
be
reviewed
and
evaluated.

Many
many
meetings
with
utility
staff
to
sit
down,
discuss
the
history
of
what
they've
been
dealing
with.
What's
caused
them
the
most
problems.
What
are
the
areas
of
need?
I
mentioned
that
we
brought
in
a
consultant
to
inspect
all
of
your
storage
tanks.
We
assembled
a
hydraulic
model
of
the
distribution
system,
so
we
could.
H
We
could
see
real
time
how
pressure
reacts
within
the
system,
both
during
normal
and
peak
demands,
but
also
during
emergency
events,
and
then
we
looked
at
areas
where
we
knew
we
had
undersized
water
mains.
We
looked
at
areas
where
we
knew
historically,
we've
had
areas
that
have
caused
the
city
to
put
a
little
more
focus
when
it
comes
to
main
breaks
and
repairs.

We
also
consider
fire
protection
and
emergency
events
and
how
to
best
equip
the
city
moving
forward.
We
know
that
there's
there's
many
locations
throughout
your
distribution
system,
where
we
don't
get
the
adequate
flow
that
we
need
out
of
your
fire
hydrants.
The
city
has
historically
painted
those
hydrants
black,
perhaps
you've
seen
those
in
your
neighborhoods
and
wondered.
Why
are
the
fire
hydrants
black?
H
H
The
last
major
improvements
project
that
I
that
I
referenced
back
in
the
early
2000s-
it
was
a
water
tank
practically,
but
your
tanks
haven't
been
painted
since
then,
and
we
haven't
had
any
structural
modifications
done
since
then.
Just
like
anything
else,
safety
requirements,
change
regulation
has
changed.
H
We
also
sent
our
electrical
and
our
controls
folks
down
to
look
at
your.
We
refer
to
as
scada,
but
it's
your
communication
network
between
all
the
facilities.
The
wells
need
to
talk
to
the
treatment
plants,
the
treatment
plants
need
to
talk
to
the
booster
stations
and
they're
all
controlled
by
the
levels
in
each
side
inside
each
of
the
tanks.

The
culmination
of
which
is
our
recommended
project,
the
larger
document,
the
900
page
plus
document
okay,
as
I
mentioned,
we
looked
at
anything
and
everything.
There
are
recommendations
in
there
that
are
made
that
aren't
necessarily
on
the
table
right
now
for
the
proposed
project
that
we
would
like
to
solicit
funding.

But
we've
identified
them
as
future
projects,
and-
and
we
do
that
on
purpose
because
again,
just
like
your
utility
master
plan
is
a
is
a
living
breathing
document.
It's
dynamic,
okay,
it
is
also
something
that
should
be
reevaluated
every
three
to
five
years.
Again,
things
change
what
we
may
identify
as
a
secondary
or
tertiary
priority.

Today,
five
years
from
now,
we
may
want
to
reorganize
and
have
the
opportunity
to
kind
of
what's
previously
identified,
but
once
it's
in
the
document,
you
have
a
mechanism
at
your
disposal
that
you
can
use
to
solicit
funding
it's
already
there.
It's
all
the
legwork's
been
done
for
tonight.
What
we're
here
to
present
is
what
we're
referring
to
as
a
phase
one
project
and
really
it
can
be
categorized
into
into
three
major
areas:
water,
storage,
water
treatment,
plant
and
water
means
over
your
distribution
system.

I
mentioned
that
we
have
three
treatment
plants.
We
have
an
east
end
treatment,
plant,
a
west
end
treatment
plant
and
then
a
further
west
end
down
to
what
we
refer
to
as
the
jpg
stock.
There's
a
treatment
plant
there
as
well,
primarily
your
treatment
plants,
consist
of
booster
pump
stations
and
chemical
feed
equipment
and
people,
fluoride
and
chlorine
for
disinfection.

Chemical
feed
equipment
has
reached
the
end
of
its
useful
life
and
needs
to
be
upgraded
in
modern
equipment,
electrical
components,
both
power
panels
and
instrumentation
and
control
panels
need
to
be
upgraded.
Many
of
the
electrical
components
that
are
currently
in
use
at
these
sites
date
back
to
the
original
installation
of
the
facilities.
We
can
no
longer
give
replacement
or
repair
parts
readily.
H
We
can
reduce
the
overall
electric
load
on
the
system,
operate
the
system
more
efficiently
and,
at
the
end
of
the
day,
reduce
our
power
consumption
and
our
costs
to
operate
and
maintain
the
facility
when
it
comes
to
electrical
costs
and
then
upgrading
the
controls.
Again
I
mentioned
everything's
got
to
talk
it's
a
it's
a
dynamic
system.
All
right,
you've
got
a
well
filled
down
in
the
lower
part
of
the
city,
but
you've
got
customers
in
the
upper
part
of
the
city,
ultimately
everything's
controlled
by
pressure
and
and
everything
moves
around.

And
then,
lastly,
within
your
distribution
system,
the
recommended
project
includes
replacement
of
many
of
those
fire
hydrants
that
are
either
lacking
sufficient
capacity
or
just
don't
work
at
all
and
then
increasing
the
number
of
isolation
valves.
We
have
in
the
system
affording
us
to
compartmentalize
your
distribution
system
and
create
smaller
areas
where,
in
the
event,
we
have
to
get
in
and
do
main
break
repairs,
we're
able
to
isolate
smaller
sections
of
the
system
at
a
time
and
therefore
reduce
the
actual
number
of
outages
that
we
have
to
your
customer
base.

Typically,
a
project
of
this
size
we
allocate
about
12
months
to
complete
but
again
given
supply,
chain
and
wrong
delivery
issues
that
I'm
seeing
on
projects
throughout
the
state.
What
normally
would
take
about
12
months?
My
expectation
would
probably
be
closer
to
full
time
time.
We're
all
said
and
done.
We
call
it
complete,
we'll
be
in.

Basically,
the
the
best
place
for
the
utility
tomorrow.
Money
is
ifa
through
the
srf.
The
as
I
think
dan
was
the
only
one
here
with
the
sewer
loans,
but
we
got
those
loans
for
two
percent,
which
is
we
can't
borrow
money
that
cheap
in
any
other
banks.
I
do
know
from
talking
to
the
guy
out
of
kent.
They
usually
pursue
private
financing
and
it's
usually
between
three
and
four
percent,
and
that
was
before
I
don't.

They
haven't
done
any
projects
in
a
while
and
but
when
you're
talking
millions
of
dollars,
a
percent
is
a
lot
of
money
and
and
and
the
the
reason
that
900-page
document
is
so
thick
because
that
they
look
at
that
and
they
say
well,
they
really
need
a
lot
of
help,
so
we're
going
to
they're
going
to
move.
I
don't
know
if
they
alluded
to
this
or
not,
but
you
they
look
at
you
and
they
evaluate
each
community
who's
going
to
need
the
most
money
and
who
needs
money
and
who
needs
money.

We
try
to
we're
trying
to
take
a
big
bite
of
most
of
the
project
right
now,
the
things
that
really
need
to
be
done,
based
on
the
inspections
that
I've
been
done
and
the
things
they've
found,
but
other
than
that
really.
As
I
said
in
my
email
to
you,
guys
that
you
know
this
public
hearing
is
really
just
not
committing
us
to
anything,
yet
that's
a
whole
other
step
we'll
go
through
later.

In
the
past,
the
united
states
department
of
agriculture
has
got
some
of
that
money,
but
there's
millions
of
dollars
coming.
In
addition,
over
and
above
the
swift
program,
that's
already
been
allocated
to
the
state
of
indiana.
That's
coming
to
the
indiana
finance
authority
with
directive
that
these
are
for
utility
infrastructure
improvements,
projects
and
mandates
that
certain
percentages
of
that
money
be
distributed
as
green.

Here
map
work,
but
you
know
there's
the
arp
funding
which
we
received
about
2.5
million
dollars
that
is
mostly
being
designated
for
our
other
water
project,
which
is
flood
mitigation,
but
it's
mostly
the
the
federal
government
money.
That's
that's
come
through
arp
that
is
now
being
and
infrastructure
money
is
being
distributed
through
the
state
through
ifa
to
us.
A
So
they
they
wanted
to
direct
the
state
money
to
the
communities
that
had
the
greatest
need
from
an
affordability
perspective,
so
we're
challenged
in
multiple
ways,
because
we
are
competing
with
every
other
municipality
across
the
state
for
these
dollars
and
we've
already
been
going
through
a
process
for
the
past
year
of
being
scored
into
the
ifa
financing
bond
pool.
So
all
that
is
that's
where
I
believe
most
of
the
findings
don't
come
from
that.

Works
for
me,
thank
you,
councilman
yeah,
the
single
biggest,
the
pool
of
money.
That's
coming
through
the
federal
government
infrastructure
bill
is
going
to
be
approximately
over
the
next
five
years
to
indiana
about
727
million
dollars
sounds
like
a
lot,
but
over
five
years
I
mean
it
is
so
that's
what
we're
referring
to
is
now
is
the
best
time,
as
the
mayor
alluded
to
madison,
certainly
on
the
radar
of
the
indiana
finance
authority
in
a
good
way,
by
applying
for
swift
swift
had
over
515
applications
turned
in
for
over
500
million
in
requests.

We
put
it
that
way
and
they
they
funded
just
under
about
65
million
dollars.
So
there's
just
so
much
need
out
there
right
now
in
the
state
for
clean
drinking
water
and
wastewater.
But
the
other
thing
that's
prompting
all
these
monies
to
come
through
to
the
indiana
finance
authority
is
I'm
sure
everyone's
familiar
with
what
happened
up
in
flint
michigan
with
the
lead
situation,
those
funds,
some
of
those
funds,
can
also
be
directed
to
that.

So
it's
just.
It
is
a
very
good
time.
It's
one
of
the
only
programs
has
the
lowest
interest
rate,
going
as
rob
alluded
to
and
brian
that
the
city
can
really
qualify
for,
as
we
said,
we're
gonna,
you
know
the
next.
You
know
down
the
road,
we're
taking
a
look
at
rates
and
all
those
things
but
trying
to
minimize
any
future
huge
impact
to
the
ratepayers
as
well.
This
program
fits
that
very
well,
so
that's
why
the
usda
they
weren't
a
beneficiary
of
the
federal
funds.

Generally
speaking,
it'll
all
happen
concurrently,
okay,
but
they'll
be
bid
as
we
refer
to
them
as
like
a
division,
a
division
b,
division
c,
and
that's
we
do
that
as
as
three
separate
construction
contracts,
so
that
we
afford
the
tank
specialty
contractors
to
bid
on
the
tank
order.
But
to
get
you
the
best
pricing
we'll
afford
the
pipe
guys
to
build
on
the
pipe
work
to
get
the
city.
The
best
pricing,
the
same
with
the
mechanical
work
at
the
treatment
plant.

So
the
the
way
the
projects
will
be
set
up,
they'll
be
bid
as
three
stand-alone
contracts
that
the
bidders
are
will
be
told
and
notified
and
encouraged
to
bid
on
multiple
contracts.
But
we
want
to
make
sure
that
we
we
set
you
guys
up
to
get
the
best
pricing
so
by
by
separating
the
tank
work
from
the
line
work
from
a
mechanical
plant
where
we
believe
that's
the
best
approach
to
take.
But
when
we
execute
construction
contracts,
they'll
all
be
dated
the
same
day
and
the
completion
dates
will
all
be
concurrent.

I
use
the
water
mains
for
an
example.
New
mains
will
go
in,
be
tested,
disinfected
and
passed
and
placed
in
the
service
before
we
abandon
the
old
mains.
Once
the
new
mains
are
tested
and
placed
in
service,
then
we'll
individually
start
switching
individual
residential
services
over
to
the
new
mains.
So
there'll
be
a
very
brief
period
of
time,
a
few
hours
that
we're
disconnecting
a
customer
from
the
old
main
and
connecting
them
to
the
new
main.
But
as
far
as
a
large
scale
outage,
you
know
they
will
not
do
it.

On
the
part
that
the
server
side
is
feeding
the
house
and
when
we
find
them,
we
replace
them,
I've
never
seen
a
real
problem
with
lead
in
here
I
mean
I
know
if
we
had
a
problem
that
would
give
us
another
box
to
check
on
the
iphone.
It
would
move
us
up
the
list
and
give
us
maybe
a
better
rate
too.
But
realistically,
we
don't
really
have
that
much
lead
in
our
system
like.

with
prices
I
I
say
that,
but
prices
have
gone
up
a
lot,
but
we've
already
like
he
said:
we've
already
done
a
big
portion
of
it.
So
I'm
hoping
that's
enough
to
finish
the
system
because,
right
now
we
can,
we
can
remotely
read,
I
think,
between
three
and
four
thousand
meters
and
that
really
helps
especially
analyzing
people's
issues.
When
they
have
them,
we
can
pull
up
the
screen
and
say:
okay,
here's
what
happened!

pretty
quickly
after
that
moved
to

love

downtown

opened

to

away
from
our
restaurant

japan

come
back

turmoil

happening

planning

back

madison

visited

sort

able
to
hit
the
pause

was
not
just
a
trip
we

were
doing
hospice
with
my
father,

we

chance
to
really
slow
down,
and
so
through
that
we
she
fell
in
love
with
madison.

fell
back
in
love
with
madison.
I
noticed
a
new
energy
here,
it's
really
exciting.

I
first
came
back
in
2020,
I
started
working
with
david
mom
at
pizza
uncommon
when
it
was
in
mad,
and
I
learned
the
pizza
business,
and
so
even
though
I've
been
operating
a
barbecue,
restaurant
pizza
was
quite
different
and
I
was
impressed
by
really
three
things
that
david
did,
that
sort
of
led
us
to
the
decision
to
partner
with
him
for
this
restaurant
here.
The
first
thing
is
in
my
first
meeting
with
david.
He
told
me
that
I
believe
in
running
a
purpose-driven
company,
and
I
really
want
to
be
more
about.

want
this
business
to
be
more
about
more
than
just
pizza,
and
I
want

use
my
not
only
ability
to
make
food,
but
my
ability
to
make
money
to
be
a
strong
member
in
the
community,
both

providing
through
the
people

who
need
it
by
providing
guidance

that
struck

really
strongly.

so
I
decided
to
partner
with
him
and
work
together

a
pizza

quality

the
pizza

impressed

operation

a
restaurateur,

complex

kitchen
is
the
more
highly
trained
people

they
spill
people
hard
to
find
people

need
in
the
kitchen.

operation

was
making
pizzas
my
first
day,
which
is
really
impressive
to
me,
and
so
I
saw
a
model
that
I
thought
could
be
replicated
scale
over
time.

and
I
had

chance
to
be

focus
to
be

in
this
community
and
I'm
doing
really
awesome
places
here

we
decided
not
to
join
together
as
a

company

that

people,
all
those
lives

he
influences
in

he

before

town,
it

allow
him
to
train

kitchen
staff
as

we
have
a
really
excellent
partnership

we
are
super
excited

two
weeks

We've
had
two
full
weeks
of
operation
and
I
can't
tell
you
how
humbled
and
thankful
I
am
for
the
support

madison
who
has
come
to
try
our
pizzas.
Our
plan
was
opened
in
kind
of
two
phases.

spent
my
budget
in
upgrading
the
kitchen
and
building
out
our
assembly
line,
basically
for
a
pizza
factory
map
that
was
by
design.

wanted
to
have
the
kitchen
be
perfect
before
we
try
to
complicate
the
dining
experience
and
sort
of
re-launch
the
bar
we've
been
so
overwhelmed
by
success.

maybe,
is
the
right
word:
we've
sold
a
lot
of
pizza,
and
so
we
are
really
looking
forward
to
the
opportunity
to
open
a
really
great
dining
experience,
as
mr
steinhardt
mentioned,
that
includes
doing
really
interesting
drinks
for
not
just
alcohol
drinkers,
but
for
people
who
don't
like

drink
alcohol
as
well.

think
the

lot
of
the
other
establishments
here
in
town
do
a
great
job
of
providing
interesting
alcoholic
beverages,
but
no
one's
really
doing
craft
beverages,

one's
really
doing
craft
cocktails
without
alcohol.

really

non-alcoholic
craft
beers
and
certainly
I
don't
see
anyone
doing
what
roger's
drugstore
was
really
known
for
which
is
really
interesting.

cherry
cokes
and
fat
and
sodas
and
things
like
that.
So
there's
a
ton
of
potential.

pizzas
come
at
a
premium
because
they're
high
quality,
and
because
we
put
a
lot
of
thought
into

different
flavor
profiles
that
come
out
in
our
pizzas.
We
want
our
drinks
to
mimic
that
we
want

keep

brand,
and
so
we're
going
to
sell
our
drinks
for
more
than
other
bars
are
going
to
sell
them.

just
to
be
quite
honest
with

idea
of
coming

enjoying
games

certainly
coming
out

pandemic,
we're
hearing
a
lot
of
people
want
to
be
back

and

sort

the

attack
factory
project
and
the
cotton
mill
tax

credits
will

for
the

is
very
common
for

redevelopment

sewer

special
attention
to
improve
storm
water
management
on
the

and
it's

going
to
be
a
regional

a
lot

excitement
surrounding
that
development
has
been
blighted

undeveloped

that

developer
is

to
build

be
used
by
the
residents
but

useful
by
the
public
at
no
charge,
and
that
will
include
connectivity
into
the
miles

maintain

much

canopy

ensure

there

buffer

between

and

has

damage

for

give
that
to

safety

read

all
kinds.

there

other
places
in

hard
to
do

not
respond
anymore

police

equipped
to
handle

type

city
we
had

historic
board
meeting

and
this
gentleman
was
there

stop
the
meeting
and
we
had
to
call
five
city
police
officers.

about
it
several
times
we've
been
able
to

highlighting
how
complex
the
issue
is

because
there
isn't

a
quick
and
easy
solution
and
there

approach

steps

enforcement.
So,
as
you
talked
about-

you

you

recited
or
referred
to
the
article

we
have
two
approaches
to
our
blind
elimination
strategy.
One
that's
worked
really
really
well
has
been
our
incentives.

been
the
pace
program.

you

other
end
of

spectrum,
which
is
the
enforcement,
the
code
enforcement
until
january.
First,
this
year
the
city's
never
had
a
full-time
code
enforcement
officer.
So
now
we
have
a
full-time
co-enforcement
officer
who,
just
in
the
last
two
months,
for
example,
is
getting
up
to
speed
working
with
our
building
inspector
on
our
nuisance
ordinances.
Our
unsafe
are
in
safe
structures,
ordinances,
unsafe
premises,
ordinances.
All
of
that
rolls
up
to
a
state
statute.

I'm
only
saying
that,
there's
a
it's,
it's
pretty
complicated
when
you
get
to
the
individual
level
of
forcing
somebody
to
do
something
on
their
home.
The
tools
we
have
are
stop
work,
orders
lawsuits,
bringing
them
in
to
get
the
proper
permits.
All
that
which
we've
done
on
that
particular
resident
and
the
outcome
is
still
ongoing
because
it
is
it's
really.
We
can't
go
down
there
and
board
up
his
house.

can't
go
down
there
and
arrest
him
because
he's
a
bad
neighbor
unless
he's
breaking
the
law-
and
I
will
and
chief
wallace
is
here
he
can
respond
if
he's
doing
something
and
breaking
the
law.

know
the
police
will
respond
to
that.
But
if
it
is
a
civil
dispute,
there's
probably
nothing
the
police
can
do
and
it
might
be
a
legal
matter
between
two
neighbors
and
we
see
that
happening
all
over
all
the
time
all
across
the
city.
So
it
it's
a
really
hard
difficult
process
that
particular
situation.

all
the
pressure
points
to
get
to
the
point
where
he
finally

billing
permit
and
that's
where
we're

it's

finished

but
that
is

that's
a
really
difficult
process.
When
you
have
an
uncooperative
homeowner,
it
becomes
exponentially
difficult.

a
lot
better
to
talk
about
the
nice
things
when
someone's
improving
their
property
and
they
have
a
plan,
and
now
they
need
some
gap
financing,
because
that
that
really
does
elevate
an
entire
community.
It's
harder.
When
you
get
to
the
enforcement
side
of
things,
it
is
intentionally
constructed
to
be
difficult
based
on
statute,
private
property
rights,
but
it
is,
it
does
take
a
lot
more
resources.

time

replaced

windows

They're
not
approved
windows,
he's
cut
down
trees
on
other
properties,

done
damage
to

them
into
somebody
else's
property

dispose

there's
just
multiple,

go

the

takeaway
from

is
the
value
of
planning,

planning
parks,
comprehensive
planning

city
destination

attract
capital
here,

tremendous
amount
of
planning
for
streets
and
sidewalks
and
public
safety.
All
that
stuff
is
ongoing.

the
time
takes

huge
amount

resources
and
time

conflicting

like

like
we've

about
2022

we're

rolling
in
the
same
direction

dividend

of

investment

downtown

have
challenges
and
some
headwinds
and
we're
making
up
for
lost
time,

meaning
things

hadn't

to
take
care

that
were

city
and

heritage
trail
and
the
animal
shelter
and
house

hope

clearinghouse

department
salvation
