our

excited

First
off

phillip
whitby,
I
don't
believe
he's
gonna
be
able

However,
he's
been
crucially
sworn
in
by
the
mayor.
Philip,
is
a
previous
national
guard.
Member
with
the
army
served
eight
years,
he's
a
coach
one
of
our
wrestling
coaches
at
madison
high
school,
and
he
brings
back
to
the
madison
police
department.

Almost
six
years
of
law
enforcement
experience
so
very
excited
to
have
have
philip
come
back
home
to
us.
Our
second
one
is
ben
flynn.
Ben
has
served
four
years
in
the
coast
guard.
He
is
an
eight
year
law
enforcement
experience
and
is
also
a
canine
officer.
His
canine,
his
name
miko,
he's
been
very
beneficial
to
us
when
events
were
part-time
for
us
now
on
a
full-time
basis,
just
does
an
outstanding
job
and
last
but
not
least,
is
kyle.
Lane
kyle
actually
comes
from
us
from
the
vb
police
department.

do
all
we
can
to
to
take
care
of
our
law
enforcement
officers,
who
also
do
a
dual
role
in
taking
care
of
our
country
as
well.

we're
very
proud
of
them
and
very
appreciative
of
all
the
service
that
all

young
men

other
departments,
our
department
now
and
our
country.

well
aware
of.
We
actually
have
four
canine
officers
and
canines
very
proud
of
our
program,
as
we
probably
read
on
a
daily
basis,
these
canines
pay
huge
dividends
to
our
department
into
our
community,
getting
us
into
places
where
we
may
not
be
able
to
get
into
strictly
cars.

It
actually
allows
us
to
do
searches
on
vehicles
in
which
canines
alert
on
and
obviously
read
quite
often
that
they're
very
effective
at
the
drug
interventions,
the
street
level.
So
we
have
a
couple
of
special
guests
here
tonight.
First,
I'd
like
to
introduce
our
newest
k-9
officer,
nicole
and
her
canine
kane.
Here
we
go.

Kane
and
nicole
are
graduates
of
the
little
rock
k-9
academy
and,
of
course,
little
rock
arkansas.
It
was
a
two-week
course
and
they've
just
been
back
for
just
a
few
weeks.
Kane
is
still
in
training
and
doing
very
well,
so
we
train,
along
with
each
other
and
with
other
departments
as
well.
So
nicole,
if
you'd
like
to
come
over
and
say
a
few
words
about
about
your
trading,
then
your
new
partner.

supposed
to
make

look

yeah
we
did
two
weeks
in
little
rock
arkansas,
where
we
trained
one
week
in
narcotics
certified
there,
and
then
we
did
a
patrol
quite
working
with
that.

training

do,
but
we
haven't
deployed
them
yet
we're
gonna
train
a
couple
more
weeks
before
we
deploy
him
and
he's
ready,
but
yeah
he's
a
great
dog
nicole.

competing
is
all
those
other
states
and
the
other
other
canine
groups,
and
probably
not
a
day,
goes
by
where
we,
you
know,
or
a
few
days
go
by,

we're

reports

drug
interdiction
activity

community
and
many
many
times
it's
with
the
assistance
of
our
canines
here
and
so
they're
invaluable
resources
for
safety
of
our
community
and
rooting
out.

drug
activity
across
town.

proud
of
our
department
and
these
young
men
and
women
that
we're
bringing
on
board
are
outstanding.
Kyle's
third
day
there
pulled
over
a
stolen
car
and
apprehending
him
like
a
champ,
so
very,
very
proud
of
our
officers
and
our
department
in
the
direction
we're
heading,
but
that
certainly
couldn't
be
done
without
the
support
of
administration.
Without
the
support
of
this
council,
it
makes
all
the
difference
in
the
world
so
having
you
folks
behind
us
really
gives
us
the
uplifting
boost

disorder
is
a
developmental
disability
that
can
cause
significant
social
communication
and
behavioral
challenges
fastest
growing
development
disorder.
There's
often
nothing
about
how
people
with
asd
look
it
sets
them.
Apart
from
other
people,
the
learning
thinking
and
problem
solving
abilities
of
people
with
asd
can
range
from
gifted
to
severely
challenged
and
whereas
the
diagnosis
of
asd
includes
several
conditions
that
used
to
be
diagnosed
separately,
autistic
disorder,
pervasive
development,
developmental
disorder,
not
otherwise
specified
and
asperger's
syndrome.

These
conditions
are
all
called
asd,
whereas
the
cdc
estimates
that
one
in
44
children
in
the
united
states
has
asd-
and
that
is
four
times
more
common
among
boys
than
among
girls.
More
than
5.4
americans
live
with
asd
people
with
asd
often
have
problems
with
social
emotional
communication
skills.
They
might
even
repeat,
behaviors
might
not
want
change
in
their
daily
activities.
Many
people
with
asd
have
different
ways
of
learning
and
paying
attention
or
reacting
things
signs
of
this
begin
early
in
early
childhood,
typically
last
throughout
a
person's
life
asd.

delay
means
that
children
might
not
get
the
early
help
that
they
need.
Research
shows
that
early
intervention
treatment
services
can
improve
a
child's
development
to
development.
Early
intervention
services
help
children,
especially
from
birth
to
three
years
old,
learn

therapies
to
help
child
work,
interact
with
others,
communicate
and
control
behaviors,
including
aggression
and
other
behaviors.

One
is
that
you
may
or

not
be
aware
prior
to
2022,
our
organization
fell
under
the
umbrella
voices
for
children
and
it
served
two
counties:
ripley
county
and
jefferson
county
indiana,
and
we
had
a
shared
board.
We
had
shared
staff,
we
had
shared
resources.

It
became
through
the
years
more
clearly
evident
that
our
two
counties
had
different
needs
and
we
needed
to
be
able
to
focus
solely
on
jefferson
county
and
the
needs
that
we
have
here
with
our
kids.
So
at
2022
january
we
became
our
own
entity,
our
own
501
c
3,
casa,
jefferson
county,
and
we
have
our
own
board
of
directors.
We
have
our
own
staff
dedicated
to
focusing
on
the
needs
of
kids
in
jefferson
county,
the
kids
that
we
serve.

The
voice
for
the
for
the
children
and
the
kids
that
we
represent
are
kids
that
are
victims
of
abuse
and
neglect
they're
in
the
dcs
system,
and
each
class
is
appointed
by
the
judge
to
represent
a
child
or
children,
and
what
they
do
is
they
collect
information
they
get.
They
become
very
close
with
the
child.
They
become
very
close
with
the
situation
they
advocate
for
them
in
court.
They
advocate
regarding
permanency.
They
they
advocate
in
school
systems.
We
do
a
lot
of
gathering
services
for
children
who
need
services.

Many
of
them
need
quite
a
few.
We
also
advocate
for
placement
visitation
with
family
members.
It's
really
pretty
extensive,
whatever
whatever
the
child
needs
really
is
what
our
casas
advocate
for,
and
we
work
in
the
best
interest
of
the
child,
so
we're
a
member
of
the
team.
There's
a
team
dcs
therapist
school
and
we
are
the
the
individuals
who
really
focus
on
the
child
and
the
child's
needs.

Last
year
we
represented
172
children
in
the
community
in
this
community
alone
and
over
5
000
hours
were
spent
by
our
volunteers,
advocating
for
children
and
I
before
taking
this
position,
the
board
president.
I
was
a
casa
for
six
years
and
when
I
joined
six
years
ago,
we
had
a
hundred
almost
a
little
over
a
hundred
kids
on
the
wait
list.
We
needed
a
cossack
now
we're
down
to
just
a
handful
of
kids
at
any
one
given
time
on
the
wait
list.
So
there
has
been
a
lot
of
progress
and
we
hope
to
continue
that.

she
just
talked
about
the
most
useful
thing
for
her
was
reaching
out
to
others
who
have
children
with
similar
diagnosis
for
advice
and
support,
applying
for
disability
medicaid
and
applying
for
bdds,
which
is
the
bureau
of
development
disabilities
waiver
that
can
provide
many
therapy
services
looking
into
applied
behavior
analysis
therapy,
which
is
really
limited
in
our
area.
So
I
know
some
of
her
interactions
she
used.

is
ordinance
number
22-5,
an
ordinance
of
the
common
council,
the
city
of
madison
indiana,
amending
certain
portions
of
the
city
of
madison
port
authority
ordinance
as
found
in
chapter
33
of
the
city
of
madison
municipal
code.
Whereas
the
city
of
madison
previously
adopted
an
ordinance
establishing
the
city
of
madison
port
authority,
now
finds
it
necessary
to
amend
such
ordinance
and
whereas
the
city
of
madison
desires
to
amend
the
cms
support
authority,
ordinance,
1978-23a,
codified
as
importance
number
33.096
and.

The
residency
definitions
and
add
two
advisory
appointments
here
by
adopting
the
following
dow,
therefore
be
over
named
by
the
common
council,
the
city
of
madison,
indiana,
that
the
port
authority
ordinance
as
previously
enacted,
be
amended
to
reflect
as
follows.
The
port
authority
shall
be
governed
by
the
board
of
directors
consisting
of
seven
members
who
shall
be
appointed
by
the
mayor
with
the
advice
and
consent
of
the
common
council.

Each
director
shall
be
qualified
elector
of
the
city
or
county,
which
is
one
of
the
amendments
for
a
period
of
at
least
three
years
preceding
the
appointment
board.
Membership
shall
consist
of.
Certainly
this
is
the
other
amendment.
Board
membership
shall
consist
of
seven
members
at
least
five
from
the
city
and
up
to
up
to
two
baby
residents
of
either
the
city
or
the
county.
The
current
director
of
economic
development
of
the
city
of
madison
may
be
appointed
by
the
mayor
to
serve
as
an
advisory
member.

port
authority
board
may
appoint
a
member
from
jennings
county
as
an
advisory
member.
The
directors
of
the
authority
first
appointed
shall
serve
staggered
terms
thereafter.
Each
successors
are
served
for
a
term
of
four
years,
except
that
any
person
appointed
to
fill
a
vacancy
shall
be
appointed
to
complete
the
unexpired
term.
Any
director
shall
be
eligible
for
reappointment.
The
mayor
may
at
any
time
remove
an
appointed
director
for.

Okay,
so,
as
you
know,
over
the
course
of
the
past
couple
of
years,
we
have
been
working
on
capital,
capital
management
plans
for
our
water
infrastructure
and
over
the
course,
the
past
year
we
have
translated
that
asset
management
plan
into
an
action
plan
that
is
culminating
into
a

approximately
13
million
dollar
project.
That's
very
comprehensive
over
the
course
of
the
past
year.
We've
also
sought
for
multiple
elements
of
funding
grants
and
also
county
participation.

Now
we're
on
the
track
in
order
to
qualify
for
state
revolving
fund
financing,
which
council
passed
a
resolution
for
a
few
meetings
ago
to
apply
for
is
now
per
state
statute
requires
us
to
amend
our
rates
for
each
of
the
specific
user
classes
in
order
to
generate
the
revenue
to
support
the
bond
financing
that
will
be
provided
by
the
state
of
indiana.
There's
still
a
lot
of
discussion
to
happen,
and
this
is
a
six-week
process,
but
it's
a
six-week
process.

That's
part
of
a
two-year
process
that
is,
will
eventually
culminate
in
finalizing
the
financing,
with
state
of
indiana
negotiations
with
jefferson
county
applicable,
completing
the
ordinance
getting
out
to
work
and
closing
on
financing
and
starting
construction
by
late
late
fall.

Thank

update
you
on
a
couple
of
projects
that
I
have
going
right
now.
First
of
all,
an
update
on
the
oak
hill
project.
We
did
start
that
project
and
then
hosted
last
tuesday,
a
neighborhood
sort
of
picnic
and
q
a
session
for
residents
and
that
went
pretty
well.
It
was
pretty
well
attended.
Everyone
seemed
to
be
pretty
happy
that
we
were
making
investment
in
their
neighborhood.
In
that
way,
we
were
able
to
answer
a
lot
of
questions.

A
good
meeting,
I
think
and
again
was
really
nice
to
see
that
we're
going
to
have
a
such
a
positive
impact
in
the
neighborhood.
That
really
has
not
had
a
lot
of
attention.
So
I
think
they
were
grateful
and
I
know
I'm
excited
to
see
it
to
completion,
so
they
have
started
removing
sidewalks
and
I
believe.

that
will
help,
I
think,
a
lot
with
drainage
issues
in
that
neighborhood.
So
because,
right
now,
there's
at
least
a
couple
of
areas
we
know
they're
not
draining
at
all.
So
it's
good
to
find
that
information
out
when
we
have
everything
torn
up
and
it's
the
right
time
to
do
it.
So
I
appreciate
I
appreciate
the
abusive
equipment
from
our
sewer
and
water
department.

presented
some
boards
to
them
for
just
artist
renderings
of
park.
What
park
renovations
might
look
like
up
there?
Purely
just
an
artist
rendering,
but
we
want
to
get
feedback
from
the
residents
on
what
they'd
like
to
see
in
their
park,
so
we're
preparing
a
survey
so
that
they
can
go
in
and
tell
us
what
they
would
like
to
see.

we
suggested
maybe
a
small
dog
park,
or
you
know
they
may
have
a
better
idea
than
we
do
of
what
that
park
can
actually
be
used
for,
would
be
beneficial
to
them.
So
we'll
get
that
out
and
let
them
provide
some
feedback

us.

will
happen
after
this
project
closes.
So
we
have
some
time
to
work
on
the
ideas
for
that
and
the
funding
for
it
as
well.
So
that's
in
oakhill
any
questions

that
project.

planning
document

we
have
that

this

million
investment

been
a
very
collaborative
helpful
partner
with
the
city
over
the
last
few

project

address
a
number

critical
issues
to
the
community
and
to
the
neighbors.

plan
has
looked
at
traffic,
pedestrian
safety,
storm
water
mitigation
of
environmental
concerns
and
aesthetics
of
the
project
in
the
surrounding
neighborhood.
The
rdc
worked
to
develop
a
plan
that
will
create
one
of
the
nicest
assets
on
the
madison
hilltop
as
it
was
as
it
was
envisioned
in
the
city
comprehensive
plan
in
2015..

four
national
tenants
that
we
have
been
working
with
for
quite
some
time
and
we
are
very
far
along
in
the
process

securing
these
national
tenants.

seems
to
be
the
buzzword
tonight.
This
center
in
front
of
you
is
also
120
000
square
feet.

you
add
these
two
together,
so
the
national
tenants
there,
we
cannot
disclose
the
names
yet,
but
you
can
kind
of
get
a
feel
for
what
the
shopping
center
is
going
to
look
like,
and
if
you
look
at
our
color
palette
on

bottom
kind
of
a
darker
brick
there
on
the
left
and
there's
also
a
water
table
precast
in
the
middle
kind
of
highlighting
each
one
of
those
and
then
a
smoky
gray,
brick
as
well,
and
our
architectural
team
kind
of
really
wanted
to
think.

How
do
we
make
this
look
like
madison?

it

new
and
fresh,
but
also,
how
do
we
make
it
complement
the
architecture
of
madison?

this
is
kind
of
where
we
landed
this
brick.

think
your
downtown
is
very,
very
charming
and
we're
going
to
try
and
kind
of
display
those
same
things
here
at
sunrise
crossing,
so
we're
excited.
We
have
a
lot
of
exciting
things
in
store.
We've
already
been
working
with
kim
of
the
madison
area
arts
alliance.

think
that
we're
going
to
have
an
opportunity
to
display
some
really
cool
art
partner
with
her
as
construction
goes
to
to
do
that
as
well.
So
it's
a
big
night
for
us,
we're
glad
that
we
don't
have
to
call
in
madison
plaza
anymore.

start
calling
it
by
its
no
name,
and
I'm
just
really
happy
to
be
here
thankful
for
the

fit

quite

this
investment
you

is
happening

their
belief
and
their
support

our

areas

both
instances

abandoned,

seeing
literally
tens

millions

dollars

a
little
bit
about
the
process.
You
know
these
are
national
tenants
that
have
spaces
all
over
the
country,
so
the
process
is
is
fairly
lengthy
on
the
upfront.
So
we
obtain
an
loi
that
shows
interest
in
madison
in
our
project
and
then
we
begin
lease
negotiations
and
then
it
has
to
go
to
a
subcommittee
for
review
and
approval,
and
then
it
has
to
go
to
the
big
committee
and
almost
every
one
of
these,
these
national
tenants.

So
it's
a
fairly
complex
process
on
their
end,
there's
quite
a
few
attorneys
involved,
and
so
that
is
really
what
that
is.
What
takes
time.
We
are
already
going
back
and
forth
with
our
architectural
teams,
we're
already
submitting
plans
and
drawings
for
their
approval,
so
it
kind
of
like
runs
in
parallel.
It's
not
that
we
have
to
start
the
process
once
we
get
the
lease
signed,
we
go
ahead
and
really
essentially
turn
the
meter
on
right
away,
and
we've
done
deals
with
these
tenants
before.
So
it's
really
not
new
territory.

This
we're
probably
on
your
portfolio,
so
we
have
been
around
for
about
25
years.
The
ownership
group
is
doing
madison
plaza.
We
specialize
in
real
estate
development,
so
we
are
owners
and
operators
of
hotels,
restaurant
chains
and
we
also
do
large-scale
real
estate
development
such
as
office
buildings,
we're
the
largest
p3
developer
in
the
state
of
kentucky.
We've
done
probably
about
200
to
250
million
dollars
worth
of
projects
with
the
state
of
kentucky,
and
then
not
only
do
we
build
these
projects,
but
we
also
manage
them
long
term
for
these
tenants.

So
we
have
a
fairly
wide
range
in
terms
of
shopping
center
development
and
we've
also
done
health
care.
So
we
have
a
fairly
wide
range
in
terms
of
being
a
developer,
whether
it's
with
a
national
tenant
with
ourselves
as
the
owner
and
the
operator
and
we've
done
drive-throughs
to
big
office
buildings.
So
that's
a
little
bit
about
us.

I
think
this
is
probably
the
biggest
retail
development
in
madison
in
my
lifetime,
so
young
people
around
here.
This
is
a
good
step
forward
for
the
city
for
us,
and
I
appreciate
that
the
terms
of
the
deal
that
we've
worked
out
with
with
you
guys
the
city's
investment
focuses
primarily
on
infrastructure,
which
the
public,
I
think,
can
always
support
investments
in
infrastructure,
especially
when
they
lead
to
developments
like
this.

the

way

funds

going
to
be

not
only
creates
growth,
but
it
also
solves

working
really
transparently

engineers
as

it's
kind
of
like
we're
we're
getting
the
good
stuff
and
then
we're
taking
care
of
the
other
stuff
and
making
it
better
all

like
all
the
meeting-
I
guess
the
first
part
and
the
middle
part
and
the
in
part,
but
public
comments
I
mean,
I
think
that,
as
it
said
before,
you
know
we're
very
approachable
that

there's
anybody
in
our
community
that
has
some
comments
or
recommendations,
suggestions,
compliments
or
concerns
now's
the
time
to
do
it.
We
have
a
public
comment
forum
at
every
part
of
our
agenda.

Madison
and
other
schools
in
our
community
have
theater
groups
and
bands,
and
again
we
have
a
very
talented
group
across
our
community
but
beginning
this
thursday
madison
is
going
to
be
performing
mash.
So
if
any
of
us
old
people
in
the
audience
remember
sitting
around
the
tv
in
our
dorm
rooms
or
at
home
in
our
family
rooms,
watching
mash
come
to
the
madison
high
school
and
watch
their
theater
group
perform
beginning
thursday,
I
believe
through
through
the
weekend,
and
it's
going
to
be
really
really
fun.

working

mentioned
flood
a
couple
of
times

As
you
know,
we've
entered
into
a
an
agreement
or
or
a
a

survey
with
the
army
corps
of
engineers,
they're
doing
a
complete
review
of
the
water
of
the
crooked
creek
watershed.

We
have
downtown
making
madison
a
more
vibrant,
welcoming
higher
quality
of
life.
Community
is
what's
attracting
attention,
regionally,
medicine
and
attracting
outside
capital,
and
so
the
best
thing
we
can
do
is
invest
in
ourselves,
and
this
is
an
ongoing
process
that
we've
worked
very
very
hard
for,
and
one
of
the
main
qualifications
to
be
able
to
receive
these
grants
is
for
your
community
to
have
a
regional
focus.

A
regional
benefit
city
of
madison
is
the
largest
community
between
louisville
and
cincinnati
on
the
ohio
river
and
the
investment
that
we're
experiencing
the
quality
of
life.
Again,
all
the
all
the
metrics
we
talked
about
earlier
are
certainly
moving
in
the
right
direction
and
we're
going
to
see
literally
about
a
quarter
quarter
billion
dollars
of
investment
over
the
next
three
years.
It's
exciting
times,
everybody
and
a
lot
of
people
in
groups
and
organizations
are
putting
tremendous.
