a
special

because
we
get
to
swear
in
our
new
council
person
from
district
2,
the
second
district,
carla
krebs.
So
carl,
I
ask
you
to
maybe
come
to
the
podium
with
me
and
I
will
give
you
the
oath
of
office
first,
let
me
congratulate
you
and
also
welcome
you
to
council
and
all
the
great
things
that
you're
going
to
do
working
with
the
mayor's
office
and
your
constituents
and
council
for
the
next
several
years.

But
I
wanted
to
give
you
an
update
on
things
that
are
happening
in
the
mayor's
office
that
haven't
landed
in
council
chambers.
Yet
with
you
and
often
we
talk
about
many
of
these
things
in
prior
meetings,
so
these
are
updates
or
we
address
them
in
another
meeting
that
occurs
the
day
before
council
meeting
and
that's
the
board
of
public
works
and
safety.

We
have
a
lot
of
important
boards
and
committees
that
conduct
the
city's
business
tonight,
you're
here
and
yesterday,
with
board
public
works,
but
we
have
a
blight
initiative
that
we
wanted
to
share
with
you
part
of.
What's
in
our
council
budget
that
was
moved
on
to
third
reading
tonight
was,
it
is,
is
a
collaboration
with
what
we're
going
to
show
you
tonight,
and
that
is
how
do
we
eliminate
blight
across
our
community
for
the
past
year
and
a
half
and
there's
a
little
bit
of
a
preview?

We
need
to
create,
be
able
to
create
accountability
and
partnership,
and
then
we'll
really
get
some
traction
on
those
properties
that
that
have
not
made
the
progress
where,
where
they're
not
utilizing
pace
so
we'll
go
through.
That
mindy
is
manning.
The
camera
and
the
powerpoint.
So
just
ask
through
patience.

This
is
a
property
on
north
walnut
street.
This
is
an
example
where
a
blighted
property
can
attract
other
elements.
Unfortunately,
this
area
actually
culminated
in
a
homicide.
A
few
weeks
ago,
again,
there
are
neighbors
living
on
both
sides
of
that
property.
Here
is
three
pictures
again.
You
can
drive
by
this
all
the
time,
but
we've
got
to
be
more
diligent
about
working
with
streets,
building
planning,
property
owners
and
the
legal
aspects
of
of
code
enforcement.

We
have
to
be
accountable
to
the
residents
who
who
are
either
owning
businesses
or
living
in
these
neighborhoods
they're,
counting
on
us
to
be
diligent,
to
have
the
right
resources
deployed
to
have
the
right
focus
and
where
code
enforcement
is
necessary.
When
other
aspects
have
failed.
We
need
to
be
prepared
to
take
that
step.

On
the
nuisance
ordinance
side
of
things,
it
looks
like
there
were
some
amendments
made
about
four
years
ago
on
the
unsafe
structures
side
of
our
ordinances.
I
believe
it
was
late
80s
since
that
was
addressed,
and
so
what
we're
going
to
do
is
evaluate
our
ordinances
to
see
how
more
effective
we
can
make
them.
So
we
can
be
more
responsive
number.
Three,
there
is
invest
in
training
and
additional
resources.

The
number
one
of
all
public
safety,
the
light
elimination
is
about
public
safety,
where
we
are
allowing
blighted
properties
to
occur.
Generally
speaking,
we're
seeing
an
increased
extent,
increased
presence
of
crime,
number
four
implement
code
enforcement
platform
for
better
management
and
community
engagement.

Town,
hanover,
jefferson,
county
town
city,
north
vernon,
they've
adopted
a
cloud-based
platform.
That
really
is
allowing
them
to
manage
code
enforcement
much
more
efficiently
being
able
to
be
quicker,
being
able
to
track
trends
being
able
to
archive
information
for
anybody
that
needs
to
view
it
and
for
the
legal
aspect
of
it.
That's
that's
necessary.
So
we
are
also
looking
at
adopting
adopting
a
very
similar
platform.

We've
never
done
that
before,
but
we
just
started,
and
initially
we
came
up
with
almost
100
properties
that
fit
our
definition
of
unsafe
or
nuisance,
based
upon
the
statutes
that
we
have
probably
no
shock
that
around
two-thirds
of
them
are
downtown
and
third
are
on
the
hilltop.
So
this
isn't
a
problem
downtown.
It's
a
problem
across
the
entire
community.

That's
what
we
really
want
to
come
out
of
this,
which
is,
let's
have
a
proactive
approach,
a
lot
of
times.
What
we'll
do
is
we'll
send
a
letter.
We
don't
get
a
response
back
on
the
letter.
We
go
and
debate
the
property
nuisance
ourselves,
and
then
we
put
a
lien
on
the
property
and
then
sometimes
we
may
or
may
not
ever
collect
it.

A
lot
of
these
really
more
significant
blind
properties.
We
can't
just
go
and
demolish
or
maintain
on
their
behalf
on
a
regular
basis
and
that's
why
we
really
need
to
have
that
collaboration
be
with
the
property
owners
and
our
building
planning
office,
because
we
need
them
to
be
proactive
in
cleaning
the
properties
and
evading
unsafe
structures.

Number
nine
used
pace,
preservation,
community
enhancement
and
other
grant
programs
to
provide
financial
support
and
incentives
for
property
owners.
This
is
where
we're
excelling
our
leveraging
of
city
dollars.
Right
now
is
three
and
a
half
to
four
to
one,
and
that
is
a
terrific
outcome,
meaning
that
we're
able
to
take
the
money
that
we
invest
in
in
preservation,
which
is
also
flight,
elimination
and
public
safety
and
partner
with
private
property
owners
who
are
intending
on
on
restoring
or
upgrading
their
properties,
and
that
program
has
been
very
successful.

We've
had
another
blighted
property
and
because
of
it
we
had
a
pedestrian
accident
that
was
pretty
serious
and
if
we
take
the
right
approach
to
this,
these
things
can
be
avoidable.
If
you
think
about
prevention-
and
this
is
a
prevention
tool,
this
will
prevent
more
safety
issues
across
the
community.
This
will
prevent
disinvestment
in
our
neighborhoods.

This
will
prevent
declining
property
values,
so
many
benefits
to
just
starting
to
do
something
a
little
different
than
we've
done
before
and
make
the
right
investment
I'll
pause.
There
answer
any
questions
the
council
might
have,
but
I
wanted
to
give
you
a
preview
of
what
we
are
implementing
right
now,
there's
no
action
that
council
needs
to
take
because
we'll
have
to
review
the
ordinances
first.

We
want
to
reach
out
to
each
and
every
one
of
you
about
the
properties
in
your
districts
that
we
think
have
hit
this
benchmark
because
you're
going
to
know
everybody
on
the
list
and
then
we're
also
going
to
be
continuing
to
work
with
redevelopment
commission
and
again.
The
goal
here
is
to
make
a
a
better
impact
than
what
we've
done
before,
because
there's
so
many
so
many
benefits,
that's
all
I'll
pause
and
ask
if
there
are
any
questions.

Can
you
can
imply
from
that
that
our
rates,
which
are
we
are
rates,
are
approximately
20
28
to
30
dollars
a
month
for
water
and
sewer
and,
and
here
they're
saying
170
a
month
is
the
benchmark
that
they
use
to
determine
which
communities
met
the
bill
for
need,
so
we
also
applied
for
storm
water.
We
didn't
receive
any
of
the
stormwater
funds.

They
had
offered
initially
a
hundred
thousand
dollars
toward
the
15
million
dollar
drinking
water
project.
We
had
asked
them
to
reconsider
because
they
received
about
six
and
a
half
million
dollars
in
arp
funding.
It's
congress's
intent
that
storm
water
and
drinking
water
infrastructure
be
a
primary
use
of
arp
money,
but
we
are
still
waiting
on
any
response
from
them
other
than
the
first
offer
of
a
hundred
thousand
dollars.
We've
asked
them
to
let
us
know
by
the
end
of
september,
so
that.

If
there's
anybody
here
that
that
would
reach
out
to
the
commissioners
on
our
behalf
that
benefits
the
entire
county
because,
as
you
said,
councilwoman
city
madison
provides
clean
drinking
water
to
two-thirds
of
jefferson
county,
and
that
includes
dupont,
canaan
rikers
ridge,
all
of
the
city
of
madison,
and
you
know,
what's
more
important
than
clean
drinking
water
and
investing
in
it.
We
can't
keep
pushing
the
ball
down
the
field,
hoping
that
our
distribution
infrastructure
gets
better
because
it
just
doesn't
and
what
asset
management
discloses
to
us
is.

And
you
have
to
maintain
it
and
you
have
to
you,
have
to
do
the
maintenance
things
that
are
required
in
order
to
extend
it
and
then,
when
it
is
outside
its
useful
life
like
here,
we've
got
our
water
tanks,
for
example,
haven't
been
maintained
in
two
decades.
We've
got
to
take
care
of
it,
and
then
the
price
tag
is
a
lot
larger.
So
I
still
would
love
to
see
jefferson
county
provide
a
more
meaningful
level
of
support.

To
the
cable
advisory
board
and
to
the
board
of
aviation
commissioners
to
fill
some
recent
vacancies
there
council,
you
made
an
appointment
to
police
americorps
recently
and
also
to
the
animal
shelter
board.
Those
are
the
the
work
you
guys
are
doing
already
on.
The
the
animal
shelter
board
has
already
made
great
progress
in
a
really
short
period
of
time,
and
I.

Last
two
years,
we've
had
a
we've
operated
under
an
mou
with
them
and
and
and
so
now,
what
we're
doing
is
readdressing
issues
or
updating
the
memorandum
of
understanding
with
the
salvation
army's
regional
office
so
that
we
can
operate
the
winter
warming
shelter
again
and
it
will
be
at
the
salvation
army.
So
I'm
really
grateful
for
the
work
they're
doing
their
volunteers,
their
board
partnering
with
the
city
to
make
sure
that
we
can
provide
that
really
needed
service
during
those
cold
winter
days.

Well,
the
third
reading
would
be
that
monday.
We
always
try
to
allow
at
least
one
meeting
beyond
that.
Just
in
case
there
is
a
glitch.
We
have
to
have
everything
done
by
and
sent
in
by
november
1st,
so
the
state
really
encourages
us
to
get
this
done
early
if
we
can,
because
they
get
inundated
on
the
first
by
a
lot
of
communities.
So
we
can
get
ours
done
by
the
fourth
and
submit
to
the
state.
They
love
us
for
that.

shout

our
friend
and
county
councilman
ray
black,
who
is
having
a
fantastic,
speedy
recovery
from
a
double
lung
transplant
and
if
you're,
if
you
follow
him
on
facebook

message
him

call
him,

his
progress
has
been
great
and
then
I
also
want
to
thank
everybody,
who's
reached
out
to
me

condolences

passing

sister
jackie
