city
administrative
development
commission
did
on
january
19
1994
adopted
declaratory
resolution.

2008

november
7,
2019
collectively
amended
a
declaratory
resolution
establishing
the
north
madison
economic
development
area,
and
the
declaratory
resolution
was
confirmed
by
a
confirmatory
resolution
adopted
on
february
24th
1994
as
amended
on
december
3rd
2019.

resolution
are

amendments

Essentially,
this
is
another
step
in
the
process
of
we're
looking
at
creating
an
economic
development
area
just
for
the
purposes
of
super
atv
and
capturing
that
we're
looking
at
some
different
incentive
packages
with
regard
to
an
expansion
and
a
considerable
jobs.

I
might
do
associated
with
council
is
read
an
executive
summary
of
the
project
so
that
all
of
you
are
again
familiar
with
it,
and
then
the
community
would
be
familiar
with
what
action
we're
taking
tonight.
As
joe
indicated,
we
have
an
economic
development
area,
also
known
as
our
tiff
area
and
inside
that
tiff
area
are
allocation
allocation
areas
and
each
of
those
allocation
areas
are
very
specific
and
they
contain
parcels
of
real
estate,
commercial
and
industrial
real
estate.

The
purpose
of
the
tif
zone
is
for
reinvestment
in
the
community
and
capturing
incremental
tax
revenue.
That's
generated
on
rising
property
values
in
a
district
base,
assessed,
values
have
been
created
and
then,
over
time
generally
over
a
25-year
period
as
the
increment
or
the
assessed
value
increases.
A
redevelopment
commission
collects
that
that
revenue
on
the
increment
not
on
the
base
but
on
the
increment,
and
then
it
redistributes
it
in
the
form
of
investments
across
the
community,
consistent
with
the
economic
development
plan,
that's
approved
by
the
redevelopment
commission,
the
planning,
commission
and
city
council.

This
has
been
in
the
works
for
a
long
time
as
well
as
a
lot
of
our
our
other
very
significant
economic
development
strategies
which
we'll
be
announcing
more
later,
but
this
effectively
creates
a
separate
and
new
allocation
area,
specifically
for
the
two
parcels
of
real
estate
that
are
super
atv
and
armor
classics.
So
here's
a
an
executive
summary
of
what
this
particular
investment
will
entail.

Super
atv
is
a
developer
manufacturer
and
logistics
and
sales
company
of
aftermarket
parts
for
atv,
utv,
golf
carts
and
other
types
of
alternative
vehicles.
This
expansion
will
make
the
location
of
madison
indiana
the
premier
location
and
one
of
the
largest
locations
for
development
of
aftermarket
parks
in
the
world.

Super
atv's
approach
consists
of
developing
new
parts
and
researching
better
materials,
testing,
quality
control
and
manufacturing
to
distribute
directly
to
customers
around
the
world.
The
super
atv
expansion
will
be
located
at
two
2753
michigan
road
and
eventually
the
innovation
center
will
be
located
at
one
two:
zero
zero
clicky
drive
at
the
armor
classics
facility.
Massey.

The
project
will
include
two
locations
and
will
consist
of
the
creation
of
over
approximately
300
jobs
over
the
next
five
years,
expansion
of
initial
120
to
125
000
square
feet
of
new
production
warehousing
logistics
facility.
Next,
to
the
current
super
atv
headquarters
on
michigan
road,
you
can
already
see
earthwork
happening
up
there.

The
development
of
an
innovation
center
at
1200,
flippy
drive
is
also
planned
and
that
will
be
approximately
100
000
square
feet
of
additional
space
there.
As
you
know,
super
atv
is
in
a
strong
growth
mode
and
is
evaluating
several
acquisitions.
They
announced
one
I
believe
in
december
of
last
year,
which
will
bring
additional
talent
technology
to
the
growing
business
and
relocate
some
of
those
businesses
to
the
city
of
madison.

It
will
include
expansion
of
plant,
which
is
the
real
estate,
as
well
as
a
significant
amount
of
personal
property,
which
is
their
plant
equipment.
This
is
a
great
opportunity
for
the
city,
we're
grateful
for
the
continued
investment
in
madison
and
the
expansion
and
the
creation
of
jobs
very,
very
well
paying
jobs.

So
those
are
the
things
that
we're
still
working
through,
but
in
order
to
finish
up
the
process,
we
need
the
out
the
new
allocation
area,
because
that
is
how
we
will
be
isolating
the
incentives,
as
well
as
capturing
the
specific
tax
increment
from
those
new
from
those
parcels
and
the
new
parts,
the
new
plant
and
equipment
that
is
invested
there
and
then
that
money
will
be
in
turn
utilized
for
helping
offset
some
of
the
front
capital
expenditures
that
super
atv
will
incur
great
opportunity.

work
yet
to
be
done
with
regard
to
the
financing
and
and
like
in
the
past.
That's
where
there
will
be
still
be
a
lot

redevelopment
commission
plan
commission,
the
city,
the
economic
development
commission,
they
all
have
to
approve
the
financing.

what
it
does
do
is
it
removes
existing
parcels
that
are
in
the
north
madison
allocation
area
and
puts
them
in
this
allocation
area,
but
it
doesn't
do
anything
with
regards
to
pledging
or
it
doesn't
change
any
of

taxes
that
they're
currently
paying.
It
literally
just
takes
it
from
one
allocation
area
into
another
allocation
area.

we

part

as
you
know,
there's
a
lot
going
on.
First,
I
want
to
make
sure
everybody
is
welcome
and
invited
to
the
annual
state
of
the
city
address,
which
will
be
this
thursday
at
the
marriott
fairfield
inn,
also
known
as
cotton
mill.
That
will
be
thursday
doors
open
at
5.
30
starts
at
6.
We've
got
a
good
program
for
you,
we'll
also
debut
a
series
that
we're
launching
called
madison
on
the
move.

Does
that
sound,
exciting
medicine
on
the
move
and
what
we're
highlighting
there
is
the
really
the
community's
response
to
our
blight
elimination
strategy
and
the
investment
they've
been
making
across
the
community
there's
some
fantastic
results
that
are
happening
both
downtown
and
on
and
on
the
hilltop
so
excited
to
share
that
with
you,
as
well
as
a
little
bit
of
a
look
back
to
21,
but
mostly
I
look
forward
to
2022
and
2023
and
beyond,
because
we
have
so
much
going
on
earlier
today.
I
know
we've
been
talking
about.
A

This
morning,
we've
been
talking
about
the
clean
drinking
water
initiative
that
we've
been
working
on
for
about
a
year
and
now
we're
getting
to
the
point
where
we
have
to
file
for
financing
a
financing
plan
from
the
indiana
finance
authority's
state
revolving
loan
fund.
That's
the
same
entity
that
provided
the
srf
loan
for
the
city's
major
sewer
project.
It
did
a
few
years
back.
It's
been
20
years
since
we've
invested
in
our
clean
drinking
water.
A
As
you
know,
we
supply
about
80
percent
of
the
county
with
clean
drinking
water,
sanitation,
fire
fire
safety,
and
we
we
pump
between
700
and
800
million
gallons
a
year
from
the
city
of
madison's
wells,
so
the
public
hearing
that
will
be
held
at
the
next
city
council
meeting
on
march.
The
8th
is
to
introduce
project
and
allow
anybody
to
speak
about
the
project
if
they
want
to.
But
it's
really
an
informational
session.
A

I
want
to
mention
too
again
in
the
border
club
it
works.
Today
we
had
a
lot
of
good
conversation
with
regards
to
festival,
organizers
and
just
just
a
point
here,
which
is
there's
a
tremendous
amount
of
work
being
done
across
our
community
to
bring
all
of
our
festivals
back
again
this
year,
probably
they're
probably
going
to
be
bigger
and
better
than
they
were
last
year
after
a
bit
of
a
related
reprieve.

It's
it's.
You
know
again
making
a
major
contribution
to
our
local
economy
and,
as
you
all
know,
you
you
guys
in
particular
know
creating
record
level
revenues
from
the
new
occupancy
taxes
that's
created
because
of
that
tourism
and
that
money
gets
all
that
money
is
reinvested
back
into
the
community.
So
I'm
going
to
be
highlighting
some
of
those
things
at
our
address
on
thursday,
but
you
guys
should
really
give
yourselves
a
pat
on
the
back,
because
it
has
taken
a
lot
of
heavy
lifting
to
get
to
where
we
are
now.

If
you
can
kind
of
reflect
back
on
2020
how
hard
that
year
was,
and
maybe
how
hard
the
first
part
of
2021
was
you'll,
hear
me
say
this
probably
several
times
which
is
2022
is
a
dividend
year.
We've
been
planning
and
investing
for
the
outcomes
that
we're
going
to
generate
this
year.
This
is
the
dividend
here,
where
all
that
hard
work
really
starts
to
pay
off
this
year
and
beyond.

Yeah
I
mean
to
reflect
back
to
2020
when
all
of
us
were
new
council
people
and
just
filling
spots
on
some
of
those
boards.
I
don't
know
that
we
had
any
idea
what
we
were
getting
ourselves
into
with
that
tourism
market,
as
as
you
mentioned,
it
is
really,
I
think,
the
largest
industry
we
have
in
the
county,
44
45
million
dollars
that
that
tourism
impacts
our
community.
So
it's
definitely
one
of
the
largest,
if
not
the
largest.
So
when
we
got
involved
with
that,
I
know
on
the
board
of
tourism
side.

So
I
guess
I
could
say
that
we
all
kept
our
heads
down
and
continued
to
work
with
many
many
obstacles
along
the
way
to
really
get
where
we're
at,
and
I
think,
a
full
year
of
innkeepers
tax
collection
with
a
new
hotel,
the
fairfield
specifically,
they
started,
I
believe
in
august
or
september
of
last
year.
So
we
just
had
a
really
small
window
of
their
collection
from
last
year.

I've
never
seen
anything
like
it.
You
know
the
code
would
definitely
turn
the
whole
industry
upside
down.
I
think
it
had
a
lot
of
the
bounce
back.
It's
a
lot
to
be
proud
of.
I
don't
think
it's
just
happened
because
we
have
a
new
hotel
but
to
add
to
what
curtis
was
saying.
Our
industry
is
kind
of
in
its
infancy.
It's
only
been
around
for
about
30
years
compared
to
a
lot
of
other
places.
Brown
county
has
been
around
since
the
70s
working
on
tourism.

Think
about
the
partnerships
that
we
have
all
across
the
community
when
people
come
into
town,
that's
an
opportunity
not
just
on
a
friday
and
a
saturday,
but
the
weekdays
as
well.
So
I
think
we're
getting
really
really
a
lot
closer
to
that
goal
of
ours,
which
is
to
have
truly
a
year-round
365
a
year
strategy.

know
one
thing
that
I
think
we'd
be
remiss
not
to
recognize,
though,
is
that
the
tourism
effort
in
madison
and
jefferson
county
is
100
reliant
on
the
hundreds,
if
not
thousands,
of
volunteers
that
step
up
in
this
community
every
year
and
they
may
somebody
may
do
just
one
little
piece.
Someone
else
may
commit
tons
of
time,
but
without
those
volunteers
that
step
up
and
help
run
the
tourism
industry
in
this
town
in
this
county.
It
simply
wouldn't
happen.

got
it
right
right

don't
even
know
it's
n-a-n-a,
canada,

is
the
polar
bear
capital
of
the
world
students
and
also
there's
somebody
from
the
u.s
virgin
islands.

there

a
car
from
hawaii
and
I'm
like
they
had
to
ship
their
cars
somewhere
to
here,

they
would
have
graduated,
so
we
probably
missed

we've
missed
and
we
really
had
representation.
So
this
is
like
this.
Is
I
tell
people
this
is
disney
world
and
all
this
this.

And
again,
it's
it's
because
of
all
the
volunteers,
and
you
know
we
have
over
two
dozen
boards
and
committees
at
the
city
level,
there's
over
a
dozen
at
the
county
level.
All
of
you
are
involved
in
one
or
more
of
those
boards
and
working
with
other
volunteers
across
the
community
to
make
things
happen,
which
is
why
I
believe
madison.
A
I
do
want
to
mention
too,
that
we
we
still
need
to
have
some
some
planning
done
on
some
major
ordinance
crafting
for
the
course
of
the
year,
and
I've
got
a
few
here.
I
want
to
mention
to
you,
but
we
need
to
need
to
figure
out
how
we're
going
to
do
this,
because
it's
going
to
take
some
research
storm
water
management
is
definitely
one
of
our
biggest
challenges
across
the
community.

Liquor
licenses
are
riverfront
development.
District
liquor
licenses
were
about
tapped
out
on
that,
so
that
process
and
the
number
of
licenses
needs
to
be
reviewed.
Historic
district
board
of
review
a
lot
of
major
work
going
on
there
already
with
regards
to
updating
the
historic
survey,
which
has
not
happened
in
a
couple
of
decades.

How
do
we
react
quicker,
and
you
know
we've
had
this
carried
in
stick
approach
with
regard
to
using
pace
and
some
code
enforcement.
We
invested
in
a
full-time
code
enforcement
officer,
but
we
still
need
to
figure
out
the
policy.
It's
the
policy,
it's
going
to
drive.
What
are
what
our
outcomes
are
going
to
be,
and
I
always
say,
policy
generates
positive
outcomes.
If
you
have
the
right
policy
pace,
guidelines
figuring
out
how
to
continue
to
keep
the
momentum
going
with
regards
to
the
amount
of
investment
going
on
redistricting
this,
the
2020
census
was
done.
A
It
was
published
late
that
meant
that
the
state
was
very
late
in
doing
its
redistricting.
The
city
has
to
reevaluate
all
of
its
council
districts
and
pass
an
ordinance
either
changing
them
or
leaving
them
the
same.
That
has
to
be
done
before
the
fall
election,
so
we've
got
until
november
to
get
that
we
don't
want
to
wait
till
november.

We've
been
dramatically
impacted
by
covid
by
inflation,
significant
destruction
by
inflation,
significant
increases
by
rumpke,
which
is
our
processor,
our
waste
and
a
solid
waste
and
recycling
processor.
So
those
are
just
a
handful
of
things
that
you
know
we
need
to
figure
out.
How
do
we
start
attacking
and
what's
the
best
way
to
do
research
and
get
public
input
and
come
up
with
some
solutions
to
some
of
these
problems
that
that
plague
is
because
of
the
ambiguity
or
lack
of
modern
modernization
of
our
of
our
ordinances.

do
have
a
question
this
one's
going
back
a
little
bit
in
2020.
During
kobe,
we
had
a
presentation
on,
I
think
it
was
called
jcap
for
treatment
and
addiction
services
that
were
going
to
be
through
the
existing
jail
or
incorporating
new
jail.
Do
you
know
where
we
stand
with
that
or
what
the
process
looks
like.

So,
probably
by
the
spring
of
2020,
we
approved
an
interlocal
new
interlocal
agreement
with
jefferson
county
between
city
madison,
jefferson
county,
to
share
our
public
safety
income
tax
where
we
landed
was
approximately
50
sharing
arrangement
between
the
two
governmental
entities
that
would
produce
about
a
10
million
dollar
financial
participation
over
a
20-year
period
by
the
city
of
madison
into
the
construction
and
operation
of
the
new
jefferson
county
jail
embedded
in
that
were
several
elements.
One
was
they
shared
back
with
us,
a
small
amount
of
dollars?
A
They
receive
that
we
are
putting
into
our
pace
preservation
program
as
well
as
some
annual
dollars
for
economic
development,
because
we
are
acting
as
the
lead
economic
development
leader
for
all
of
jefferson
county.
So
when
there
is
a
development
opportunity,
it
starts
here.
Often
we
get
referrals
from
the
state
or
someone
will
call
us
and
say
I'm
working
on
something
and
then
whether
it's
a
city
or
county
initiative,
we'll
work
with
that
that
developer
investor
with
the
state
to
bring
that
development
to
fruition
in
garrison
county.

The
the
presentation
you're
referring
to
councilman
was
from
then
attorney
general
curtis
hill,
who
talked
about
jcap
as
a
model
program.
That's
been
deployed
in
multiple
counties
across
the
state,
with
good
results,
and
so
two
years
have
passed
and
we're
still
trying
to
figure
out
how
to
implement
that
into
the
new
jail
there
through
state
statute.
Last
year
there
was
a
new
organization
that
was
created
called
j,
rack
justice,
reinvestment
advisory
council
and.

Replaced
what
had
commonly
commonly
been
referred
to
here
as
community
corrections-
and
it
really
is
bringing
in
the
court
system,
law
enforcement,
the
units
of
government
and
our
our
social
service
providers
to
come
up
with
solutions,
treatment,
solutions
and
other
things
that
would
reduce
recidivism
inside
jrac.
There
is
a
subcommittee,
that's
been
formed,
which.
A
I've
recommended
that,
because
of
the
slow
pace
at
which
jcapp
has
been
implemented,
to
try
to
create
a
larger
level
of
priority
with
the
county,
I
brought
to
jrack
a
presentation
about
j-cap
and
have
asked
them
to
form
a
j-cap
subcommittee
so
that,
while
we
are
looking
at
broader
residential
treatment
options,
we
cannot
forget
fact
that
we
already
have
an
agreement
that
eliminated.
What,
in
my
opinion,
was
a
major
barrier,
which
is
we
now
have
a
facility,
that's
supposed
to
be
designed
for
offering
substance,
use,
disorder
and
mental
health
treatment
to
inmates
at
the
jail.

That
coordinator
would
be
a
paid
position
to
start,
bringing
together
all
the
pieces
working
with
the
government
working
with
jrack
working
with
social
service
providers,
identifying
a
needs
assessment
and
putting
together
a
plan
for
community-wide
residential
treatment,
but
also
implementing
jcap
in
the
new
jail.
So
that
is
a
approximately
a
hundred
thousand
dollar
grant.
In
fact,
we
just
got
this
right
before
coming
into
city
council
meeting,
where
we
were
notified
of
the
award
from
the
indiana
family
and
social
services
administration,
which
supervises
the
department
of
mental
health
and
addiction.

So
this
is
a
great
thing
for
jefferson,
county
and
city
of
madison,
and
it
really
now
will
start
applying
some
financial
resources
to
get
the
much
needed
targeted
planning
and
coordination
resources.
So
we
can
make
jcap
a
reality
because
that
jail's
going
to
be
built
in
the
next
year
right,
so
that's
got
to
become
a
reality
and
we've
made
it
a
significant
investment
in
order
to
make
that
happen,
but
in
the
broader
picture
it's
also
to
bring
solutions
to
the
community,
I'm
glad
you
brought
that
up.

that,
but
again
amber
finnegan
really
got
away.

should
be
congratulated
showing
the
initiative
to
apply
for
that
grant.
Doing
it
and
j
rack
was
was
thrilled.
City,
madison
and
jefferson.
County
are
mentioned
in
the
grant.
Application
jefferson
county
will
be
the
correct
administrator,
because
it
is
a
coordination
effort
for
the
entire
county,
but
they'll
report
through
jayrack.
