code

state

it
shall
be
illegal
for
any
persons
to
possess
alcoholic
beverage
in
any
city
park,
with
the
exception
of
sunrise
golf
course.
So
long
as
alcohol
is
sold
pursuant
to
the
rules
and
regulations
of
the
state
of
indiana
pursuant
to
a
city-owned
alcohol
permit.

alcohols
may
be
permitted
at
other
city
parks.
If
said,
park
is
utilized
for
a
festival,
concert
or
other
activity
that
is
approved
by
the
city
of
madison,
and
all
rules
and
regulations
of
the
state
of
indiana
are
followed
to
allow
the
sale
or
consumption
of
alcohol,
whereas
the
common
council,
the
city
of
madison,
desires
to
delete
city
of
medicine
code
97.31
to
allow
the
park
board
to
set
rules
and
fees
regarding
the
city.

hiring
process.
We
are

stages

hiring
two
new
officers
as
well.
I
anticipate
we'll
be
giving
conditional
offers
deployment
formally
in
our
next
merit
board
meeting,
which
will
be
a
week
from
wednesday
and
with
them
with
randy
and
caitlin.
With
our
with
our
new
hire,
we
actually
are
going
to
send
them
to
new
albany
for
the
indiana
law
enforcement
academy,
at
something.

right
now
has
just
got
a
huge
backlog.
I
don't
know
how
he's
going
to
be
in
that
class.
Several
hundred
we
set
him
down
in
new
albany
to
be
a
lot
of
one-on-one
training
that
classes
there'll
be
20
people,
so
we're
excited
to
be
sending
it
down
there
and
all
the
instructors.
We
know
they're
going
to
get
a
very
good
education
and
it's
it's
something
that
they'll
try
and
we'll
also
be
the
money
saving
for
the
department
as
well
to
study
that
they
can
come
home
every
night.

app
that

think
people

firearms
training

coming

anticipate
holding
a
civil
war

interest

lot
of
interest
in
firearms
and
in
ownership,

wanted

do
what
we
can
to
make
that
safe
and
give
everybody
the
opportunity
to
learn
how
to
use
their
weapons.

there
will
be
four
hours
of
classroom
and
four
hours
of
actually
on-range
training.
So
we're
looking
forward
to
do
that.

sentence
that
we
had
yesterday
on
our
very
first
sexual
predator
that
went
to
trial,
everett,
mcgill
mcgill
was
found
guilty
for
the
sexual
misconduct
and
modern
solicitation.

Past
involuntary
manslaughter
matter
of
fact,
this
was
an
entire
life,
pretty
much
it
was
being
a
criminal,
and
I
guess
I
got
the
greatest
satisfaction
at
the
center
here
when
the
judge
mulk
stated
during
his
handing
down
the
sentence
that
had
not
law
enforcement
intervened
stepped
in
another
14
year,
old
girl
would
have
likely
more
than
likely
been
molested
by
this
guy
and
having
heard
that
and
looking
at
the
faces
of
the
wall
street
that
worked
so
hard,
and
this
is
the
end
of
the
entire
part.

that
just
makes
you
better.

another
significant
project
that
probably
took
a
couple
years
to
get
fully
implemented
was
the
the

computers
inside
fallen
police
cars
that
is
fully
operational.

feed
of
all
the
calls
throughout
the
entire
county
would
be
medical
state
and
or
county,
and
then,
of
course,
the
officers
have
had
a
building
now
around
their
own
information
as
well.

doing
with
regard
to
staffing,
manpower,
training,
utilization
of
technology,
evidence
handling,
expansion
of
detective
resources,
drug
and
human
trafficking
interdiction,
that's
just
a
short
list
of

they've
been
doing

the
past
year
year
and
a
half,
so
I
think
you've
done
a
fantastic
job
and
we're
very
proud
of
the
police
department.

I'm
just
going
to
touch
on
the
highlights
crystal
beach
bids
were
opened
for
works.
On
april,
we
received
three
bids.
The
bids
range
from
2.5
million
to
three,
so
we're
still
reviewing
those
in-house
and
hopefully
we'll
award
that
contract
shortly
work
under
stuller.
I
will
begin
at
ohio,
theater,
probably
next
week
as
soon
as
the
rain
lightens
up.

Riverside
tower
loss
announced
that
they
are
having
a
grand
opening
on
may
13th
at
6
00
pm,
I'd
like
to
invite
everyone
to
attend
that
we've
got
confirmation
that
lieutenant
governor
crouch
will
be
in
attendance
at
that
event,
so
that
really
kicks
off
that
project.
It's
one
of
the
first
that's
completed
construction
and
they'll
already
have
residents
in
there,
but
they're
going
to
finish
the
final
before
that
event.

In
progress,
we
awarded
a
contract
to
inventory
all
of
our
sidewalks,
so
you
may
see
a
team
going
around
town
to
rate
all
of
our
sidewalks.
That
will
include
taking
pictures
and
have
people
on
the
ground.
So
if
you
see
somebody
randomly
walking
through
your
neighborhood,
looking
at
the
sidewalks
don't
be
alarmed
they're
doing
their
job
pace.
I'm
happy
to
report
that
we've
had
a
good
number
of
applications
submitted
in
this
last
quarter.

The
pace
committee
is
said
to
review
13
of
them
at
their
next
meeting,
just
to
give
you
a
year-to-date
kind
of
numbers
on
pace
for
the
public
funds
we've
awarded
just
over
200
000
in
grant
funds,
and
that
was
matched
by
over
400
000
from
the
owners.
So
we've
got
a
2.4
ratio
for
every
dollar
given
from
the
city
tip
or
county
100.

of
those
grants
have
gone
towards
elaborating
structures
and
55
000
of
those
have
gone
in
our
target
areas,
as
you
may
know,
may
is
preservation
month
and
so
we're
happy
to
announce
that
we
received
a
grant
from
indiana
humanities
to
create
a
qr
code.
Tour,
that's
going
to
be
focusing
on
really
bringing
awareness
to
historic
preservation
and
all
of
our
great
properties
downtown.

you

idea
of
how
busy
our
office
is,
in
march
alone,
of
the
building
sector's
office
issued
11
building
permits,
with
a
total
construction
cost
of
just
over
1.5
million,
so
we're
pretty
busy,
and
I
don't
expect
april
to
get
any
different.
We
do
our
year
our
month
end
reports
at
the
end
of
the
month,
so
those
weren't
ready
for
tonight,
but
I
will
have
those
at
the
next
one
and
that's
all
I

to
report
and
I'm

street
business

the
things

we
plan

the
concerns
going
forward
with
it.

that
we'll

we'll
put
it
on
the
webpage.

the
hanging
baskets
that
have
been
growing
all
winter
in
greenhouse
are
going

be
put
up

the
end

I've
heard

favorite
parts

every
city
council
meeting,
and

public
forum

anybody

the
community
who
was
to
who
wishes
to
address
the
mayor's
office
or
council
please
come
to
the
podium
and

share
with
us.
What's
on
your
mind,.

Yes,
so
we
are
working
on
that
with
the
new
owners,
which
is
trilogy
who
owns
the
senior
center
there
nicole
had
already
stepped
out
right
I'd.
Let
her
give
this
update,
but
she
met
with
them
a
couple
weeks
ago,
because
we
are
concerned
about
the
you
know
the
nature
and
just
the
appearance
of
those
properties
and
the
condition
of
the
properties,
and
they
have
been
evaluating
their
own
efforts
to
either
sell
or
or
renovate
the
properties.

certainly
have
the
pace
program
that
could
assist
them.
It
is
part
of
the
original
strategic
investment
plan
associated
with
stellar.
There's
been
monies
some
money
set
aside
for
their
restoration,
but
as
of
right
now
there
is
not
a
concrete
plan
or
timetable
for
the
restoration,
and
I
share
concerns
you
have
because
the
condition
that
they
continue
to
be
in
and
certainly
being
in
a
high
profile,
driving
area
on
on
west
street.
So
we
have
a
lot
of
work
to
do
and,
as
part
of
our
you
know,
continued
efforts
about
blight
elimination.

are
conversations
that
we
have
constantly
with
the
owner
of
the
property
to
help
create
incentives
and
also
offer
assistance
to
get
there.
So
I
wish
I
could
give
you
a
timetable.

can
really
say
is
what
I
have
said,

we
are
having
regular
conversations
with
them
and
that
and
that
didn't
happen,
for
you
know,
for
a
couple
of
years.

those

mayor

with

property
you're
purchasing

all
of
that
at
the
same
time
I've
sent
patrick
pictures
of
the
buzzwords
that
are
in
that
house.
That's
the
welcome
madison
house,
you
know,

I
guess,
a
year
ago
somebody
was
going
to
work
on
that,
there's
no
windows
or
doors.
There
are
homeless
people
in
there
because
I
have
pictures
of
their
camp.

know
it's
beautiful,
it
is
to
say,
welcome
to
madison
and
the
money
that's
being
spent
there.
That
house
is,
I
guess,
it's
salvageable.
I
didn't
think
the
one
down
home
west
maine
was
from
the
fire
a
year
ago,
but
that's
been
amazing
to
watch
them,
restore
that
property
by
the
pocket
theory
or
whatever
that
in
town.

But
you
know
I'm
thinking
about
enhancing
our
town
and
what
am
I
doing,
that
is
asking
people
to
take
care
of
life
and,
on
my
note,
that
I
always
say
is:
please
always
think
anytime,
there's
a
city
enhancement.
The
american
flight
is
the
most
beautiful
enhancement
we
can
have
so
that
welcome
to
madison
sign
would
just
I
told

I'll

the
streets
today
they
put
a
flight
pull
up
there
and
I
don't
think
that
was
a
good
thing
for
me
to
tell

blind
elimination
is
important
to
us,
and-
and
you
know,
part
of
the
challenge
is
that
these
are
private
properties
and
some
attract
investors
who
are
willing
to
invest
the
money
destroying
a
historic
structure,
whether
it's
contributing
or
non-contributing
is
difficult,
and
you
know
what
we've
been
trying
to
do
is
target
areas
and
make
make
improvements
there
and
with
the
report
that
nicole
gave
earlier
today
and
with
the
success
that
we
had
with
the
pace
program
last
year,
we're
seeing
we're
seeing
a
lot
of
progress
in
restoring
dilapidated
structures
that
have
been
once
blighting
the
neighborhood
that
progress
just
doesn't
happen
overnight,
so
we'll
just
continue
to
work
at
it.

If
those
properties
that
you're
mentioning
and
frankly
I
haven't-
I
I
think
I
know
which
two
you're
talking
about.
If
they
are,
if
they're
unsafe
structures,
then
what
we'll
do
is
have
our
building
inspector
look
to
see
if
there's
some
action
being
taken
through
an
ordinance
with
regard
to
unsafe
structures,
if
it's
not
an
unsafe
structure
generally,
what
happens
is
we're
appealing
to
the
property
owner
to
sell
the
property
so
that
somebody
else
could
take
on
the
restoration
project?
There's
generally,
a
cost
benefit
and
economic
analysis.
A
That's
done
because
restoring
old,
dilapidated
properties
downtown
are
extremely
expensive
and
often
outweighs
or
exceeds
the
fair
market
value
property
when
they're
down.
So
we'll
look
at
into
those
two
properties,
it's

the
other
house
you
mentioned
on
corner
of
second
harrison
that
does
have
a
new
owner
and
they
were
at
the
historic
board.
I
believe
the
last
meeting
and
their
application
was
tabled,
they're
looking
into
some
other
materials
to
go
about
redoing
them
yeah.

That
corridor
is
getting
some
work
at
that
intersection,
the
house
across
the
street
from
it
the
work
that
we're
doing
on
harrison,
the
new
philadelphia
liquor
stores
and
the.

Service
stations
there,
the
house
that
you
mentioned
councilman
seminole
across
the
street
from
there-
and
it
is
happening
it
just
it
just-
doesn't
happen
as
quickly
as
we
like
it
and
there
are-
and
there
are
some
structures
that
you
know
that
have
pace
drinks
where
the
progress
on
their
restoration
has
been
slowed
down.
And
here
we're
in
an
environment
where
construction
costs
are
between
25
and
50
percent
higher
as
well,
and
that's
creating
a
lot
of
pressure
on
projects.

Well,
we
have
a
nuisance
ordinance,
I
would
say
it
doesn't
go
very
far.
It's
mostly
about
trash
and
grass.
A
We
have,
let's
say,
structures
ordinance
which
would
allow
our
building
inspector
essentially
to
condemn
a
property
and
order
it
demolished.
But
we
really
don't
have
effective
policies
that
deal
with
blight
in
another
way.
We
don't
have
a
property
condition,
ordinance
a
property
maintenance
ordinance,
for
example.
Those
are
things
that
are
definitely
on
our
radar
to
to
craft.
They
just
take
a
lot
of
time
and
and
to
try
to
model
up
an
ordinance.
That
is
a
works
and
it's
enforceable.

It
is
it's
a
bit
of
a
challenge.

Yeah-
and
it
is
quite
difficult-
we
have
gone
through
in
my
in
my
time
here-
we've
gone
through,
probably
four
or
five
different
demolitions,
where
we've
gone
through
the
unsafe
structure
to
do
the
demolitions
and
again
but
the
other
issue
there
is
we
do
the
demolition
while
somebody's
got
to
outlay
the
money
it
may
get
put
on
the
tax,
roll
or
maybe
third
place
is
a
lead,
but.
A
It's
often
very
difficult
to
improve
so
well
I'll.
Maybe
leave
it
at
this,
which
is
the
victorian
which
has
been
a
a
blight
on
the
east
end
for
many
many
years
finally
looks
like
it's
getting
some
new
life
with
the
new
owner.
They
have
already
come
before
they've,
either
already
come
or
about
to
come
before
the
historic
district
board
of
review
for
their
restoration
plan,
their
exterior
restoration
plan.
So
there's
a
lot
of
positive
momentum
happening
all
over
town
and
particularly
on
the
east
end
and
we'll
just
continue
to
chip
away
at
it.

any
additional
remarks
from
the
community-
those
are
all
great.

take
place
over
the
course
of
the
next
couple
of
weeks
and
then
they'll
be
winding
down
on
the
relative
to
this
year's
state
budget.
This
year
in
next
year's
state
budget,
there
was
500
million
dollars
appropriated
in
the
state
budget
that
will
be
utilized
to
grant
to
regions
across
the
state
city
of
madison.
In
partnership
with
jefferson
county.
A
The
other
thing
that
we're
working
on
and
you'll
see
this
on
the
next
council
agenda,
which
would
be
an
ordinance
to
create
the
fund
for
the
american
rescue
plan
act
monies
that
the
city
of
madison
will
receive
approximately
2.4
million
dollars.
We're
still
working
through
that
particular
federal
act
on
exactly
how
those
monies
can
be
spent.

It
looks
in
general,
like
it
is
really
earmarked
for
water
sewer
broadband
public
safety
income
replacement,
those
types
of
things,
so
we
need
to
refine
that
we'll
have
an
ordinance
in
front
of
you
next
week
in
order
to
create
the
fund
in
which
those
monies
will
be
deposited,
we'll
get
it
into
installments
half
this
year.
Half
next
year,
jefferson
county
will
will
benefit
as
well
hanover.

All
literally
all
towns,
cities
and
counties
across
the
state
of
indiana
will
benefit
from
this
plan,
and
the
state
of
indiana
believe
received
the
2
billion
approximately
two
to
three
billion
dollars
from
that
act.

important
time
in
history,
where
there's
a
lot
of
capital
that
is
accessible
to
us.

Governor
holcomb
did
issue
another
executive
order
that
extended
the
public
health
emergency
until
may.
The
31st,
all
of
the
mandates
that
were
in
last
year's
executive
orders,
have
been
essentially
converted
into
advisory
level
guidance,
we're
working
closely
with
the
health
department
to
make
sure
that
everybody
knows
that
vaccinations
and
testing
are
both
in
ample
supply.

of
those
things
are
really
really
important
and
the
reason
I
bring
it
up
again
is
that
we're
heading
into
a
very,
very
robust
event
season.
The
board
of
public
works
has
been
entertaining
literally
dozens
of
event.
Coordinators
for
chautauqua,
regatta,
fireworks,
music,
festivals,
car
shows
music
in
the
park.
Poker
runs,
you
name
it.
I
think,
just
about
every
every
typical
public
event
is
going
to
come
back
online.

And
this
is
teacher
appreciation
week,
there's
so
many,
so
all
the
teachers
in
the
world
and
in
madison
thank
you
for
everything.
You're
doing,
we
are
still
celebrating
our
interns
who
have
been
interning
with
us
over
the
spring.
We've
had
some
fantastic
interns,
so
lots
going
on
across
the
city
and
across
the
community.
So
thank
you
guys
for
all
you're
doing.

being

part
of
it,
and
I
will
I'll
just
leave
it
there,
which
is
we
continue
to
work
hard
and
make
improvement
in
a
lot
of
different
areas,
and
you
know,
chief
chief
wallace
is
a
great
example
of
literally
having
a
vision
for
where
he
wanted
public
safety
to
go
and
what
you're
seeing
are
the
intentional
outcomes
of
that
vision
and
strategy.
So
gee.

that
same
thing,
true
with
our
our
fire
chief
bill,
devries,
who
isn't
here
tonight,
but
the
things
they're
doing
for
us
public
safety
wise,
is
phenomenal,
my
opinion.
So
I
appreciate
all
the
law
enforcement
in
our
community
and
and
all
of
our
volunteer
farming
too.
