The regularly scheduled meeting of the Historic District Board of Review on Monday, January 25, 2021 at 5:30
p.m. in City Hall, 101 W. Main Street, Madison, IN 47250 to consider:
Extended Applications:
1. Lisa Riggio – C. of A. to replace wood siding on rear addition and enclosed second story porch with
metal siding.
Location: 704 West St. Zoned: Central Business District (CBD)
New Applications:
2. Larry and Julie Truax – C. of A. to replace existing double window on south side with a smaller 3ft. x 4ft
window. The replacement window will match the existing grid pattern. Remove south facing exterior
door. Match existing cedar siding.

repair
pipes,

replace

toilet
because
it
froze

broke

termite

see
there
is
some
termite
damage

on
that

cabinetry
on
the
inside,
underneath
that
which
allows
you
to
maintain
the
balance
of
the
two
sets
of
windows
that
you
have.

retain

windows

you
want

then
tint
the
bottom
portion
of
it
where
your
windowsill

and
perhaps
not
even

remove
the

word
original,
but
in
madison
our
buildings
are
so
old.

think
it's
very
rare
to
actually
see
something
that
is
truly
original.
Historic,

term
to
use
that
door
certainly
looks
historic
to
me
and
the
windows
again.
They
they
aren't,
they
weren't
put
in
just
a
few
years
ago.
I'm
sure
they're,
not
original,
but
they
look
historic
to
me.

Although
there
was
anything
on
your
application
about
signing
really,
there
was
a
commentary,
but
nothing
in
the
actual
list
of
materials.
You
are
going

replace

same
sighting

in
the
same
configuration.

think
it
meets
all
the
residential
guideline
pages
56
to
58.,

just

address

windows

be
preserved

think
there's
some
debate
as

These
original
windows
or
historic
windows,
but
my
personal
opinion,
is
the
removal
of
the
aluminum
storm
windows
will
add
a
great
benefit
to
the
look
of
that
home,
especially
on
the
side.
So
I
think
that's
a
great
well.

retaining
this

may
not

original,

it's
beautiful.

historic

windows
pages
60-63

guidelines
say
quote:
they

preserved

their
original
size,
location
and
design,
and
I
do
want
to
point
out
that
you
know
this.
This
is
visible
not
just
from
the
street,
but
very
visible
from
the
alley
and
valley
is
a
public
thoroughfare.
So
we
have
to
consider
alleys
as
well.

public
right
away,
I
should
say,
is
the
term,
so
it
really
matters
how
this
side
of
this
house
looks.
It's
not
something
that
just
tucked
down
some
narrow
alley
that
no
one
will
see
and
on
our
sheet
it
says
the
replacement
window
will
match
the
existing
grid
pattern.
Perhaps
that
was
they
were
talking
about
the
grid
pattern
made
of
the
muntins,
but
the
actual
grid
pattern
of
the
windows,
meaning
the
height
and
width
of
the
windows,
will
no
longer
match
the
height.

where
they
fit
into
the
siding
of
the
other
windows
that
are
remaining,
so
I
just
wanted
to
clarify
on
that.
So

think
these
windows
should
be
preserved
in
their
original
size.

ways
you
can
deal
with
that

the
interior
with
the
kitchen
counter
without
disturbing
those
windows,
so
I
would
say
on
the
window
proposal
that
is,
my
opinion
does
not
meet.

door

using
the
cedar,
siding
so

sticking
with

siding

is
currently
on
the

meeting,

a
majority

the

guidelines

what
we're
asking

donating

a

repair
and
replace.

sounds
like

at

the
wood
windows
that
he's
replacing
for
the
one
he's
taking
out

be
appropriate
for
the
opening

st
michaels
avenue,
is
a
general
business.
It
was
built
in
1884.
Many
of
you
know
it
as
the
old
cotton
mill.
It
is
a
19th
century,
functional
property.
It
is
a
contributing
structure.
The
applicant
is
requesting
to
add
a
port
of
cashier
at
the
main
entrance
and
I
will
go
through
pictures
for.

me
just
explain
sort
of
the
history
of
this
late
request
is
that
marriott
always
wants
a
covered
opening
for
arriving
vehicles?
That's
one
of
their
brand
standards
and
the
early
versions
of
that
the
park
service
would
not
approve,
and
so
there
was
this
back
and
forth
tug
of
war
between
marriott
and
the
national
park
service
about
what
to
do
there.

has
a
sort
of
an
industrial
look
almost
like
a
railroad
sort
of
cover.
It
reaches
over
far
enough
to
cover
one
lane
and
then
would
be
probably
about
four
inches
away
from
the
building.

it
needed

someone

handy
with
a
torch
could
take
it
down
in
about
two
hours,
so
it
sticks
out
of
the
ground
in
front
of
the
deck
cantilevers
out
in
both
directions.

feet
on
either
side
of
the
call,
and
this
would
be
made
by
century
steel
at
a
little

made
our
fire
stair
systems

pieces
in
probably
two

applicant

entrance

commercial
guidelines-
page
64.,
new
construction,

construction
in
madison's
commercial
area
should
be
compatible
with
adjacent
buildings
in
scale
height
materials,
shape,
placement,
rhythm
proportion
and
bullet
number.

designed
historic
buildings,

this
is
a
spot
on
match.

build

be

on

pre-coveted

think

couple
of
really
great
accomplishments
were
modifying
the
rules
and
procedures
and
allowing
the
staff
to
have
more
improvements
to
me.

month
we
had
four
applications
that
were
fast
tracked.
We
had
the
first
one
trevor
crafton
applied
at
329
west
main
street,
applied
for
a
projecting,
aluminum
sign.
It
was
the
crafted
coffee
sign.
So
that
was
a
proof
it
was
according
to
guideline,
then
we
had
paul
and
bridget
davis
apply
at
708
east
first
street.
They
wanted
to
replace
existing
vinyl
windows
with
historically
appropriate
design,
aluminum
clad
windows.

some
other
issues
that
went
into
that,
but
that
was
the
most
historically
appropriate
and
it
did
go
with
the
architectural
style
of
the
hull.
He
also
wanted
to
replace
a
missing
storm
window
over
the
existing
historic
front
window.
Again.
That
was
also
within
guidelines,
and
the
fourth
was
jeff
and
kim
canard
at
506.
East
main
street,
they
admitted
a
previous
application
for
a
fence
that
they
had
gotten
approval
for
a
wood,
picket
fence.
They
amended
that
to
make
it
into
an
installation
of
a
wrought
iron
fence.

in
january
of
2020,
these
are
the
coas
that
were
approved,
the
lumber
mill,
antique
mall
at
721
west
first
street.
They
asked
and
were
approved
to
replace
windows
with
vinyl
windows.
Was
it
done
according
to

coa?
Yes,

was
marcus
and
ashley
gray
at
426.
Cragmont
street
asked
to
rehab
the
front
of
the
side
porch
by
maintaining
the
existing
materials
except
the
lattice,
replace
the
vinyl
siding
with
hardy
board.

the
applicant
should
discover
there
is
usable
wood
siding
under
the
existing
that
they
will
maintain
the
wood,
siding
and
examine
the
four
windows
and
any
that
are
reasonable
in
reasonable
shape.
That
will
be
those

repaired
and
those
that
are
not
in
reasonable
shape
will
be
will
be
replaced
with
aluminum,
clad
windows.

demolition

a
shed

was
done.
According
to

judy
sanders
at
1122,
west
main
street
was
approved
to
enclose
previously
approved
carport,
with
aluminum
siding,
to
match
the
house
and
to
install
a
sorry.
I
can't
remind
you,
install
a
final
window
in
the
newly
enclosed
carport
to
match
the
rest
of
the
windows
in
the
home.
That
was
done
according
to
coa,
and
the
last
was
trinity.
