Description
City of Madison PACE Grant Committee
A
Good
evening,
welcome
to
the
july
12th
pace
review
committee
meeting,
let's
open
with
a
quick
roll
call,
jim
bartlett.
A
A
That's
better
you're
on
is
it
on
yes,
okay,
cara,
fox
and
steve
are
absent
this
evening
with
excused
absences.
D
Yes,
rick
gertie
has
filed
an
amendment
request
for
his
project:
the
801
west
main
street,
the
contractor
after
starting
the
work
found
that
he
needed
to
replace
more
bricks
than
originally
quoted.
So
the
total
increase
from
five
thousand
two
hundred
fifty
dollars
to
five
thousand
nine
hundred
and
ten
dollars.
D
So
he
is
requesting
to
cover
that
difference.
Okay,.
E
C
Okay,
that
the
work
hasn't
been
done
yet
the.
A
A
F
Hi
yeah,
my
project
is
the
front
porch
of
my
house
and
the
steps
that
lead
down
to
the
sidewalk
and
there's
several
large
cracks.
The
corner
of
the
porch
is
actually
cracking
like
it's
going
to
fall
off.
The
steps
are
this
way
and
that
way,
they're
just
all
deteriorated
badly.
A
C
F
C
E
A
C
The
way
this
works
is,
we
have
a
matrix
and
we
fill
it
out.
We
ask
you
questions
and
we
score
each
of
those
blocks
with
a
certain
score,
and
I
think,
what's
the
minimum
on
this
one
here
30..
So
when
you
get
through,
if
you
make
30,
then
you
as
far
as
we're
concerned,
we
pass
it
on
and
the
call
takes
it
to
the
board
of
works,
but
we
don't
really
approve
it
or
disapprove
it.
All.
We
do
is
score
it
and
that's
how
the
process
works.
C
So
at
the
end,
she'll
total
up
all
scores
and
then
she'll
send
it
to
the
board
of
board
of
works
or
she'll.
Call
you
and
say
you
didn't
make
the
score,
but
I
don't
have
any
problems,
so
I
think
you're,
okay,
I'm
just
trying
to
explain
how
it
works.
Okay,.
E
A
So,
okay
lisa
any
questions
bill.
Any
other
questions.
C
Yeah,
I
think
it's
really
good
and
so
nicole
we'll
go
take
these
to
the
board
of
public
works
on
monday
and
then
she'll
contact
you
and
let
you
know,
and
the
only
way
you
get
paid
in
return
is,
if
you
turn
in
a
receipt
for
the
work,
that's
done
as
it's
done.
G
So
they
want
to
paint
their
house
and
I'll
try
to
answer
any
questions
you
might
have.
G
C
Yeah
and
actually
it
seems
like
a
pretty
reasonable
cost
for
what
they
haven't
done.
I
think
I
thought
it
was
a
pretty
good
deal.
Do
they
live
there.
G
G
I
think
they've
had
it
three
years,
but
they've
also
bought
another
property
on
walnut
street
since
and
they're
they
just
put
another
bid
on
a
walnut
street
house,
so
they're
invested
in
the
community.
I
mean
they're
here.
B
H
Hi
hi,
I
have
a
couple
of
porches
that
need
to
be
completely
torn
down
and
rebuilt.
The
most
important
is
the
one
that
faces
craigmont
street.
H
H
So
all
the
board
has
warped
down
and
it's
it's
leaking
everywhere,
but
the
porch
actually
over
time
has
settled
to
where,
instead
of
going
at
an
angle
out,
it's
angling
in
towards
my
house
and
the
water
is
going
between
my
siding
and
the
house
so
that
whole
thing
has
to
come
down
and
he
needs
to
face
it
the
other
way.
So,
but
as
far
as
the
front
porch
goes,
nothing
is
going
to
change
he's
just
going
to
put
it
right
back
up
exactly
the
way
it
is.
B
Have
you
talked
to
molly
o'connor
at
the
courthouse?
Molly
did
all
the
research
on
my
house
for
free,
oh
wow.
She
listed
everything
who
lived
there,
what
years
blah
blah
blah.
I
was
like
it
took
her
four
weeks
and
I
was
like
this
is
amazing.
So
what
did
you
say?
Her
name?
Wasn't
her
name's
molly
o'connor
she's
at
the
courthouse
sweet
awesome.
E
B
E
H
H
It
awesome
well,
thank
you
yeah,
because
I
I
I
love
it.
I
it
was
part
of
an
estate
and
I
got
extremely
lucky
because
the
kids
lived
in
california
and
I
think
they
just
really
got
tired
of
taking
care
of
it.
I.
C
You
go
when
I
went
by
and
looked
at.
I
noticed
that
the
the
front
porch-
I
don't
know
if
that's
original,
but
that's
pretty
ornate.
It's
got
a
lot
of
fancy
stuff
to
it.
Yeah.
C
H
Yeah,
I
want
to
call
it
ginger
work,
but
I
don't
know
if
that's
like
a
latticework
up
at
the
top
and
they
told
me
the
original
contractor
that
came
and
quoted.
Not
the
contractor.
That's
going
to
do
the
work.
I've
decided
to
go
with
him,
but
the
original
contractor
told
me
that
if
there
were
any
issues
there,
it
may
be
hard
to
recreate
that.
C
It's
kind
of
curious
because
those
corbels
on
top
I
hold
that
gutter
in
that's
a
lightning
government
that
gutters
and
so
you're
not
going
to
really
take
that
that
away,
you're
just
going
to
repair
it.
H
I
think
his
plan
is
to
completely
take
that
post
and
that
roof
out,
because
that
roof.
I
can
stand
at
that
post
and
and
see
the
sun
shine
it's
and
he
got
up
there
and
there's
some
soft
spots
in
that
roof.
So
I
think
his
intention
is
to
take
that
completely
down
and
rework
it,
but
it
should
look
exactly
like.
A
But
in
terms
of
the
the
gingerbread
on
the
front,
his
intention
is
to
keep
it
use
what
he
can
and.
H
C
H
I
love
I
love
it
and
I,
like
I
said
I
didn't,
want
anything
done
to
the
front
porch
other
than
for
it
to
look
just
like
it
is,
and
the
concrete
slab
and
everything
that's
there.
I
mean
it's
in
perfect
condition.
I
don't
have
any
issues
with
that.
It's
just
the
post
and
the
roof.
E
A
You
know
these
projects
over
the
long
haul.
These
projects
are
so
important
to
maintaining
the
character
of
of
madison,
and
so
you
know
we're
we're
always
happy
to
see
all
of
you
all
here
putting
in
these
applications,
and
so
many
of
these
applications
are
really
clean
and
and
easy
to
understand.
We
really
appreciate
that.
A
Okay,
427
mulberry.
I
I
There
are
many
problems
with
the
windows.
Cords
are
broken.
We
have
aluminum
storm
windows
on
the
outside
that
several
of
them
no
longer
function.
I
can't
open
them
at
all,
because
the
latches
have
internal
springs
inside
the
frames
and
those
springs
are
broken,
so
we
can't
get
the
windows
open
if
we
had
a
fire
we
couldn't
get
out
without
breaking.
You
know
two
windows,
the
regular
windows,
even
where
the
locks
are
the
wooden
windows.
I
Those
are
pulled
out
from
the
screws
on
a
number
of
the
windows
and
actually
what
we
found
and
I
included
a
photo
or
actually
a
photocopy
from
a
book
glimpses
from
madison
indiana
from
1985.
We
found
a
photo
of
the
house
in
there
from
a
postcard
that
shows
that
about
1870
to
judge
the
woman's
dress.
I
It
shows
the
original
windows
to
the
house.
They
were
four
over
four
and
two
over
two
in
the
front
on
mulberry
street
and
the
ones
that
are
there
now
are
single
pane,
so
they're
replacement
windows,
they're,
not
the
original
windows,
and
so
what
we'd
like
to
do
is
replace
the
windows.
With
you
see
it,
there
did.
I
I
B
C
I
I
think
it'll
make
it
really
attractive
and
across
the
street
from
us,
jerome
and
belinda
have
restored
their
house
and
they
have
the
windows
that
are,
I
think,
they're
six
over
six.
But
you
know
this:
would
we
we'd
be
in
the
same
kind
of
style.
C
I
I
I
was
hoping
we
could
get
it
done.
I
s,
you
know
I
started
teaching
back
start
back
teaching
at
the
end
of
august
and
I
was
hoping
to
get
them
in
before
then,
but
I'm
not
sure
if
that'll
happen.
I
B
I
C
The
lady
lives
has
the
house
across
street
from
me
on
second
street
and
has
a
bunch
of
grand
pianos.
She.
C
Florida
and
that's
their
getaway
home
that
three-story
home
across
the
street
for
me
down
in
the
middle
block
on
second
street
right
there
by
a
lanier
home
yeah,
and
they
have
a
house
down
there.
It
has
three
pianos
and
I'm
thinking
about
buying
another
house
in
mass.
So
let
me
bring
all
the
pianos
up
here.
I
C
C
I
went
bad
looked
at
it.
You're
just
gonna,
take
off
the
you're
going
to
fix
them
in
the
flashing
and
do
a
little
tuck,
pointing.
J
Yeah,
it's
actively
leaking.
I've
lived
there
for
about
four
years,
so
there's
water
coming
in
every
time
it
rains.
I
think
it's
been
doing
it
since
before
I
lived
there,
but
the
flashing
needs
replaced
some
tug,
pointing
like
you
said
the
cap
needs
replaced.
C
J
It
was
200
years
old
as
in
2019,
so
that's.
C
B
Yeah
and
you
live
there
all
the
time.
It's
your
home,
okay,.
A
J
A
A
Okay,
john
and
melanie
harrell,
313
west
third
street.
C
C
There's
a
couple
of
things
on
here
that
I
don't
know
for
sure
about,
but
how
old
is
that
garage?
It's
a
garage
door.
K
I
believe
we
found
somewhere
in
the
books
that
it's
around
1910.
If
I
remember
the.
K
Yes,
that
is
one
of
the
items
that's
requested.
I
don't
know
how
old
the
actual
garage
door
itself.
C
A
B
K
K
K
E
A
B
E
L
C
So
when
you
get
through
with
the
structure,
will
it
be
just
like
it
is
now
or
would
be
different?
I
mean.
L
Yeah,
the
I
mean
we're
gonna,
concentrate
our
actual
restoration
efforts
on
the
facade
yeah.
The
side
elevations
are
all
replacement,
siding
the
the
original
kitchen
portion
of
the
back.
The
plans
that
I've
submitted
and
the
ones
that
have
an
approved
coa
involves
reconstructing
that
as
a
one
and
a
half
story,
kitchen
area,
but
our
hope
is
that
we
can
actually
keep
that
keep
the
existing
confirmation
of
the
exterior
the
way
it
is.
L
B
B
L
Under
the
old
rules
for
the
smaller
amount
but
had
not
claimed
any
of
those
funds
and
then
when
the
rules
all
changed,
and
we
began
to
see
some
of
the
projects
that
were
getting
the
25
000
category,
we
decided
well,
maybe
it'll
be
our
advantage
to
go.
L
Which
is
which
is
what
we've
done,
but
but
then
also
we
were
getting
so
many
inquiries
from
people
who
seem
to
be
interested
in
buying
it,
as
is
without
doing
any
work
that
we
decided
to
test
the
market
and
actually
had
it
listed
for
a
while.
There
wasn't.
L
An
offer,
but
it
all
fell
through.
So
in
the
meantime,
we
we
are
working
on
a
partnership
with
indian
landmarks
that
would
allow
us
to
I
mean,
with
these
funds
plus
funds.
I
already
have
available,
plus
some
investment
from
indiana
landmarks.
We
would
be
able
to
do
the
entire
exteriors
of
completed
rehabilitation
and
if
those
funds,
if
either
those
funds
last
long
enough
or
we
can
do
additional.
E
A
So
when
it
is
completed,
is
it
and
obviously
well
in
my
mind,
completed
means
you
all
have
done
the
interior
work
as
well,
even
though
that's
not
part
of
the
pace
grant,
but
at
that
stage
of
the
game,
is
it
ural's
intention,
then,
to
sell
it
to
someone
as
a
residence
or
to
make
it
a
rental?
Or
what's
your.
L
I
mean
our
intent
and
our
the
reason
we
got
about
involved
in
this
project
in
the
first
place
is
that
this
would
be
the
first
project
that
would
go
and
fund
our
revolving
fund.
So
the
you
know:
do
a
rehab
and
sell,
sell
the
property
to
someone
else
and
then
the
proceeds
from
from
that
project
are
available
to
buy
another.
A
L
It's
not
it's
not
giving
money
away
as
grant
it's
turning
it
back
into
a
fund
that
would
give
us
the
capability
of
acquiring
property
in
the
future.
So
no
I
I
mean,
if
all
goes
well,
we
would
not
be
occupying
this
as
offices
for
ourselves
and
obviously
it
wouldn't
be
over-occupied,
because
we're
a
non-profit
organization.
E
L
No,
the
the
intent.
No,
if,
if
things
don't
go
well,
we
can
always
revisit
that,
but
our
intent
would
be
at
whatever
point
that
that
it's
attractive
enough
to
a
new
owner.
We
would
sell
it
to
somebody
else,
either
as
a
finished
product
or
someone
else
who,
for
example,
wanted
to
do
the
interior
the
way
they
want
to.
But
our
overall
objective
here
is
to
have
a
completely
finished
exterior
project
that
would
be
funded
partially
by
the
face.
L
Before
we
took
ownership,
there
was
a
an
arrangement
with
a
tenant
that
was
supposed
to
do
rehabilitation
and
actually
did
some
rehabilitation,
but
nothing
really
significant,
so
yeah.
So
it
was.
It
was
occupied
to
a
certain
extent
for
some
amount
of
time,
but
not
in
any
kind
of
a
meaningful
way.
A
A
I
haven't
seen
this
written
anywhere
so
I'll.
Ask
the
question:
was
that
building
prior
to
your
all's
acceptance
of
it
was
it
deemed
un
unsafe
or
anything.
L
A
A
L
And,
of
course,
in
the
meantime,
this
that
is
an
actual
valid
quote
from
vjv
restoration.
L
C
You
know
when
you
and
brian
looked
at:
did
you
damn
it
unsafe
because
it
doesn't
look,
the
floors
are
solid
in
it
and
all
that
you
walk
through
and
there's
no
problem.
L
C
L
C
That's
going
to
be
really
nice
when
the
project's
done
by
the
way,
I
hope
so
the
house,
next
to
it.
What's
going
on
with
that
house
that
brick
house.
C
Because
that's
I'm
talking
about
the
one
to
the
east
of
it!
Oh.
L
Oh
yeah,
I
mean
that
I
I
mean,
as
far
as
I
know,
the
owner
lives
in
that
one.
I
don't
know.
C
L
Okay,
yeah,
actually
I
don't
know
how
you
handle
it
with
scoring
now,
but
I
I
mean
if
you
do
actually
have
the
scoring,
I
mean
I
just
want
to
make
sure
that
that
the
project,
as
far
as
the
the
points
assigned
are
enough
to
meet
the
threshold.
D
So
the
next
application
on
the
agenda
is
a
202
broadway
street
of
the
madison
presbyterian
church.
Due
to
a
couple
members
conflict
of
interest,
it
has
been
determined
by
the
city
attorney
to
send
this
one
directly
to
border
public
works
for
their
formal
approval,
so
it
will
not
be
reviewed
tonight.
C
A
Okay,
so
next
is
323
poplar
street.
A
Fin
shell
properties,
michelle
are
you
representing
pinchell.
I.
M
I
did
bring
additional
pictures.
I
submitted
these
applications
online
and
when
I
went
back
to
review
before
coming
down
this
evening,
I
don't
know
that
everything
was
received
because
I
had
said
to
you:
there
will
be
additional
emails
to
follow
and
I
didn't
see
them
in
my
sent
folder.
So
I
went
ahead
and
printed
more
okay,
okay,
then
you
might
have.
You
might
have
everything
that
I
had
intended
for
you
to
receive,
but
I
do
have
additional
ones
if
they're
needed.
C
M
Yes,
I'll
be
glad
to
so,
if
you're
on
a
golf,
cart
or
if
you
are
walking,
if
you
go
down
poplar
street
south
from
main
street
and
then
just
turn
around
and
look
it's
the
southeast
corner
of
the
three-story
building.
M
We've
had
several
brick
masons
throughout
the
years
come
and
give
estimates
give
quotes
to
fix
that,
but
they
were
always
just
band-aid
estimates.
They
couldn't
tell
us
the
source
of
the
issue
and
we
didn't
want
to
just
keep
throwing
mortar
at
it.
We
wanted
to
know
why
is
this
crumbling
what's
happening,
so
we
feel,
like
we've
got
a
good
one
that
has
been
able
to
identify
that
now.
I
M
C
B
And
so
that's
going
to
remain
apartments
apartments.
M
Well,
we're
there's
actually
quite
a
bit
of
work,
but
yes,
there's
some
structural
issues
that
are
that
are
going
to
be
addressed
on
the
inside
of
the
building
and
then
once
those
are
taken
care
of
which
is
completely
separate.
Then
this
work
will
take
place
to
reinforce
that
wall
and
then
it
will
remain.
Currently.
It
will
remain
in
the
same
state
that
it's
in.
M
M
E
M
So
what
we've
discovered
is
on
the
first
floor.
Sorry,
it's
it's!
I
have
to
think
here,
yeah
between
the
first
and
the
second
floor.
There
is
an
original
beam
structural
beam
that
has
been
compromised
over
the
years
due
to
water,
so
it's
hard
to
identify
at
at
first
glance,
but
it
is
easy
to
see
once
you
realize
what
you're
looking
at
it's
easy
to
see
that
there's
a
slant,
there's
a
drop
with
this
main
beam.
M
E
M
M
E
I
M
M
M
C
C
E
A
C
M
M
M
So
what
we
would
like
to
do
is
fabricate
a
chimney.
Cap
install
that
and
then
just
go
ahead
and
remove
all
of
that
paint
instead
of
trying
to
fight
it
to
repaint
it
and
address
all
the
plaster
issues
on
the
interior.
There's
a
whole
lot
of
effort,
since
essentially
that
whole
east
side
on
the
inside
is
affected
by
efforescence.
M
It's
just
going
to
be
a
never-ending
battle,
so
we
were
told
that
the
best
thing
to
do
is
just
remove
the
paint
from
the
exterior
of
the
structure
and
then
what
we
will
do
on
the
inside,
which
of
course,
is
separate
from
the
pace
grant.
But
we
will
just
expose
that
brick
and
let
it
breathe
as
long
as
it
needs
to
to
eradicate
that
moisture.
A
M
C
E
C
House,
it's
all
coming
down
that
pipe
that
maybe
right
right.
We
replace
it
with
pvc
now.
So
it's
all
gone
so
no
problems.
Okay,.
E
A
And
that's
that's
another
rental
right.
C
D
Yeah
all
right
application,
one
six
walnut
street
minimum
score;
30
scored,
38.33.
D
Application
6
313
west
3rd
street
minimum
score,
30
scored,
33.33.
D
E
D
C
A
B
D
Yes,
before
you
adjourn,
I
did
want
to
take
a
minute
just
to
talk
about
the
new
funds
coming
in
for
the
pace
program.
The
city
was
awarded
a
grant
from
the
paul
broon
preservation
fund
through
the
national
park
service
for
325
000.
We
were
one
of
two
awardees
in
indiana
that
money
is
not
available.
Yet
we
have
our
first
meeting
with
the
national
park
service
to
talk
about
our
grant
requirements
next
week.
D
So
once
we
have
those
we'll
go
through
the
process
of
signing
the
official
documentation
to
accept
that
money,
which
will
include
approval
by
city
council
to
accept
that
money
and
then
we'll
go
through
the
process
of
setting
up
those
parameters
they
have.
The
guidelines
will
need
to
be
established
specific
for
those
sub
categories,
especially
since
it
has
a
financial
component
to
it.
For
those
who
can't
afford
to
do
our
current
process
of
matching
those
funds.
