february
meeting
of
the
park
board
members,
you
have
seen
the
minutes
from
our
january
meeting.

I've
got
just
very

we
signed
up
again,
as
we
do
every
year
for
the
iga
pga
event.
It
was
not
on
your
schedule

2021

would
be
july.

the

so
we've
done
that
every
year
I've
been
here
and
it's
a
great
event
for
a
statewide
junior
event,
and
it's
really
well
received
and
we
get
about.

state
and
families
in
to
madison,
and
it's
a
it's
a
super
limited.
So
it's
nice
to
have
that
on
the
schedule
again
and
then
we've
been
kind
of
obviously,
we've
had

few
times
we
opened
up
on
the
15th,
so
we've
had
a
few
days
and
working
on
wreck
desk,
and
I
do
think
that
that
system
is
going
to
work
well
for
the
golf
course
and
getting
people
checked
in
and
and
all
that-
and
I
know
throwing
it
out
to
the
public.

you

it's

includes
kind

the
priorities
from
the
board
and
staff

existing
plan.

Obviously
I
have
to
change
a
few
things
already
since
you
switched
president
and
vice
president
around
from
last
year,
so
we'll
get
that
corrected
already,
but
it's
just
a
sneak
peek
of
what
the
document
is
kind
of
going
to
look
like

page
two,
the
table
of
contents
and
the
layout
of
the
plan,
but
I'm
basically
just
here
on
to
start
the
process
answer
any
questions
you
guys
might
have
at
this
early
stage.

importance

where
it
goes
after
it
leaves

board

the
community
involvement.

on
this
state
health
department
dnr
requires
us
as
a
community.
We
have
a
five-year
park
plan
in
order
to
apply
for
grants.
So
in
order
to
apply
for
like
a
land
and
water
grant,
which
has
kind
of
been
on
my
radar
for
a
couple
of
the
different
park
facilities,
we
have
to
have
an
updated
plan,
so
it
goes
to
them,
and
it's
really
just
helps
us
prioritize.

And
board
we
have
a
grant
writer
now,
that
is
on
staff.
That's
going
to
be
working
with
nicole
and
has
already
started
and
working
on
quite
a
few
grants,
and
so
now
we're
in
a
really
good
position
to
not
only
take
advantage
of
you
know
having
planning
in-house,
but
also
have
grant
writing
in-house
to
really
track
opportunities
that
come.

guys

really
this

guy's

facilitate
writing

additions

maybe
rewarded

parks

community
wants

parks

really
need
to

that
in
order
to
get
this

it's
fantastic
to
have
someone
like
her
on
staff
who's,
a
city
planner
that
can
really
help
us.
With
this.
We
looked
at
previous
master
plans
that
were
done
professionally,
previous
ones,
that
weren't
done
and
you
can
see
really
a
night
and
day
difference,
and
so
having
her
help
to
accomplish
this
and
not
go
out
and
spend
seventy
thousand
dollars
to
get
one
done
is
going
to
be
fantastic.

want
a
lot
of
your
input,
your
feedback
just
really
using
you
all
as
a
resource
for
what
we
envision
this
parts
department
to
be
not
only
for
the
next
five
years,
but
on
from
that,
I
think,
there's
a
lot
of
groundwork
that
we

lay
here
moving
forward
to
really
just
progress,
this
entire
department
and
get
it
to
where
it
needs
to
go,
and
so
I
like
to
look
at
it
more
too
is
not
only
what
can
we
do
in
five
years?

what
can
we
do

the
next
five

There
is
no
shortcomings
of
the
assets
that
our
parks
has
and
the
potential
that's
there.
So
if
you
guys
any
questions
throughout
any
point
in
time
with
the
master
plan,
please
let
me
know,
like
I
said
I'll,
just
be

a
lot
of
contact
with
you
all
over
the
next
year
as
we
progress
through
that,
because
I
want
all
of
your
guys
input.

so
back
to
the
front
page
right
now
with
our
current
programming,
we
do
not
have
any
leaks
that
are
going
on.

Girls,
youth,
basketball,
registration
was
open
for
about
six
and
a
half
weeks.
We
only
had
eight
participants,
we've
got
a
lot
of
people
in
the
weekend,
leagues
and
kim,
and
I've
been
fielding
a
lot
of
phone
calls
with
that.
Just
with
the
timing
with
we
were
in
red
for
a
majority
of
that
portion,
just
it
didn't
seem
to
work
out
this
year.
So
that's
okay.

What
we
have
coming
up
next
is
going
to
be
our
youth
and
adult
baseball
softball,
we'll
open
that
up
around
march
time
and
give
it
four
to
six
weeks,
depending
on
our
turnouts
with
that
and
we'll
get
going
right
into
our
baseball
season
as
we
get
going
there.
The
only
other
thing
talking
about
with
leagues,
jefferson,
county
soccer
association-
if
you
remember
their
balance,
was
due
in
october.
It
was
just
paid
this
last
week,
so
we
finally
have
that
taken
care
of.

You
previously,
so
that
we
can
have
a
better
idea
on
that
of
what
exactly
we
want
if
we're
sticking
with
the
same
or
if
we
want
to
tweak
that
for
the
brown
gym,
we've
got
pickleball,
which
is
taking
place
every
single
day.

We've
tweaked
our
hours,
just
a
little
bit
to
where
it's
10
to
12
in
the
morning
monday
through
friday,
but
something
that
they're
doing
additional
now
is
an
instructional
time
from
12
to
1
on
thursdays
at
the
brown
gym
for
anybody
that
could
be
interested,
they
are
doing
a
fantastic
job
of
being
very
hands-on
being
very
informative
and
that
group
just
continues
to
grow
and
grow
they're
really
enjoying
that
they're
looking
at
adding
even
another
net,
because
they're
getting
too
many
people
during
that
time
frame
to
where
they,
even
with
three
nets,
they're
having
that
much
play
so
that
all
is
going
very
very
well.

So
if
any
of
you
guys
would
like
to
get
out
there
and
try
it
there's
your
opportunity
for
some
instructional
time,
then
with
the
brown
gem.
Also
during
the
week
of
the
last,
I
checked
I'll
confirm
joe
bronkela,
but
it
was
march
15
through
19th
we're
going
to
be
working
with
martin
brown
flooring
company.
They
are
who
the
high
school
and
all
the
madison
facilities
use
to
renovate
their
floors
and
reseal
that
something
when
I
was
talking
with
our
staff,
they
estimate
it
hasn't
been
done
since
about
2008.

And
then,
when
I
spoke
with
mr
brown
himself,
he
said
the
kind
of
traffic
that
you're
getting
two
years
is
the
most.
I
would
go
without
getting
this
resealed
and
we're
seeing
a
lot
of
that,
especially
now
with
pickleball
there's,
just
even
more
guaranteed
traffic
each
and
every
day,
so
we're
going
to
get
that
done
completely
closed
off
during
that
week.
Have
it
resealed
the
entire
thing
and
then
we're
also
going
to
contribute
to
get
eomuncies
done
as
well,
since
we
use
that
facility
quite
a
bit
with
the
high
school.

With
the
city
campground,
we
reopened
our
rec
desk
reservations
within
the
first
24
hours.
We
saw
over
20
000
of
reservations.
There
everything
seems
to
be
going
very
smoothly
and
that's
where
I'll
kind
of
get
into
it
a
little
bit
more.
But
with
the
revenue
portion
there
with
the
reports,
you
can
kind
of
take
a
look
at
that
for
the
breakdown
with
the
campground.

They
had
to
take
a
little
bit
of
a
hiatus
there
because
of
all
the
snow,
but
that's
something
that
they're
resuming
this
week
and
then
tony
sorrells
and
history
department,
team,
they've
been
helping
us
out
as
well
and
so
a
big
thank
you
to
both
sides
of
the
maintenance
crew
there
for
getting
that
done.
It's
really
going
to
look
a
lot
cleaner.
Once
we
can
clean
up
some
of
that
kind
of,
as
jeff
mentioned,
he
had
his
online
training
with
rec
desk
thursday.

So
far,
I
believe
that
went
well.
I'm
glad
to
hear
that
golf
course.
Memberships
did
become
available
online
on
the
8th
at
noon
and
then,
obviously
the
course
reopened
on
the
15th,
but
due
to
the
snow,
it
still
remains
closed.
At
this
point
we
have
21
total
season
passes
and
19
car
stickers
that
have
been
sold
so
far.

And
then
continuing
on
with
the
golf
course
as
of
tuesday,
our
liquor
license
was
approved.
So
now
we
have
that
three-way
liquor
license
that
allows
us
to
be
able
to
sell
alcohol
on
the
entire
course
not
just
in
the
pro
shop.
So
this
also
is
going
to
bring
another
challenge
to
us
of
not
allowing
alcohol
to
be
brought
on
the
court
from
an
outside
source.
So
that's
going
to
make
jeff's
job
more
difficult.

Last
thing
that
I
have
for
the
golf
course
something
I
kind
of
spoke
about
mayor
courtney,
chief
mcgain.
We
met
with
a
professional
golf
course
company,
and
then
we
also
met
with
mayor
courtney,
and
I
did
a
city
councilman
and
the
clerk
treasurer
for
north
vernon,
their
golf
course,
st
anne's.
I
don't
know
if
you've
ever
played
there.
It's
generated
over
half
a
million
dollars
in
the
past
five
years
of
revenue,
so
we
just
kind
of
wanted
to
get
some
additional
thoughts
ideas.

What
are
they
doing
right
that
we're?
Not
so
we're
just
trying
to
reach
out
to
people
who
have
a
better
idea,
since
what
we're
doing
at
the
current
time
hasn't
been
working.
So
that's
something
that
we
had
some
great
great
talks
about
and
really
looking
forward
to,
maybe
being
able
to
incorporate
our
course
next
facility
crystal
beach.

They
do
sell
alcohol,
they
don't
allow
profit
carts
and
they
have
one
full-time
paid
staff
person
there.
As
you
know,
we've
introduced
not
only
this
might
be
a
good
time,
but
two
sources
of
potential
revenue,
new
revenue
for
us
one,
is
from
alcohol
sales.
We
know
we
need
to
manage
that
and
then
the
second
one
is
through
promotion
to
local
businesses
for
a
corporate
sponsorship
and
really
a
corporate
pass.

We've
started
the
creation
of
a
marketing
plan.
For
that
and,
frankly,
we
think
that
we'll
we
won't
have
any
trouble
getting

sponsors
to
do
that
to
create
that.
So
those
are
two
sources
of
revenue.
We
know
that
we
allow
private
carts
on
our
course
in
january.
We
increase
the
cart
fee
for
that,
and
then
also
staffing
is
something
that
we
are
evaluating,
we'll
be
making
changes
very
soon
on
staffing.

That
will
help
reduce
some
of
that
overhead,
but
those
are
the
three
things
that
saint
ann's
has
done
from
off
the
bat
that
was
really
effective.
I
just
wanted
to
mention
that.

So
next
thing
up
is
crystal
beach
and
same
thing
that
we
had
with
the
golf
course.
Memberships
now
are
available
online,
that
same
thing,
when
available
to
eight
on
noon,
we'll
be
offering
a
season
pass
to
those
who
are
under
the
or
sorry
to
those
we
will
not
be
offering
a
pass
to
those
who
are
under
the
age
of
65,
similar
to
what
we
did
last
year
with
the
discount
card.

done
two
we've
sold
two
senior
passes
and
then
we've
done

water
aerobics
at
this
time,
and
then
speaking
with
nicole
on
where
we're
at
with
the
updates
to
the
renovations
there
bidding
process
is
still
underway.
The
work
has
not
yet
begun,
but
the
clock
now
is
starting
we're
looking
at
about
18
month
timeframe
that
we
need
to
have
that
work
done
and
still
receive
our
grant
funding.

bidders

bidding

the

specs
and
plans
are
available

think
that
that's
going
to
expand
the
reach

potential
bidders

more
competition

bidding
process
should
you
know,
result
in
more
competitive
pricing.
So
that's
gonna.

hit
the
papers
and
out

the
on
the
internet
on
thursday.

Talked
to
you
about
this,
I
had
a
zoom
meeting
with
mary
kay
mccubbin
and
her
group
that
actually
helped
us
get
the
the
sport
courts
they're
wanting
to
do
a
shelter.

We
do,
we
do
have
permission
to
build
the
shelter
house
just
waiting
to
hear
back
from
the
insurance
company
to
make
sure
all
those
costs
will
be
covered
with
the
building
and
all
that
make
sure
everything
is
good
to
go
there.
But
once
we
have
all
that
the
plans
have
already
been
put
in
place,
we'll
review
them
make
sure
that
it's
all
good
and
then
we
hope
to
have
that
project
begin
and
hopefully
complete
it
by
the
end
of
the
spring.

For
the
dog
park
again
to
kind
of
give
an
update,
we've
got
41
passes
that
have
been
sold
so
far
and
then
park
hop,
that's
something
I
wasn't
familiar
with
until
I
had
a
zoom
meeting
last
week,
and
this
is
something
that's
their
third
year
trying
to
do
this
last
year
with
covid.
Obviously
it
didn't
happen
two
years
ago.
I
guess
this
was
a
very
successful
event.

Essentially,
what
it
is
is
a
scavenger
hunt
that
they
partner
with
clifty
falls
state
park,
madison
park
department,
main
street
program,
all
these
different
places
to
get
people
out
and
about
involved
in
our
parks
and
we're
just
kind
of
looking
at
ways
that
we
can
still
do
that
safely,
with
covet,
looking
for
some
sort
of
reward
system
for
say,
hitting
10
different
parks
and
so
we're
all
going
to
kind
of
partner.
With
that
and
try
to
get
that
accomplished.

hari
and
matthews
today
I
spoke
with
travis
goebel
he's
the
director
of
commercial
division
with
a
commercial
recreation
group
down
at
harga
matthews.
We
used
to
have
a
handicap
swing,
which
I
hadn't
actually
seen
it.
He
sent
me
the
photos
today
of
what
it
was
and
it
was
very,
very
unsafe.

It
was
something
that,
after
they
installed
it
within
a
few
months,
it
was
actually
a
total
recall
and
they
don't
do
that
form
of
it
anymore.
So
there's
just
been
that
gap
right
there
where
that
swing
would
have
been
so
I
reached
out
to
them
today.
He
gave
me
a
couple
of
different
options
of
ways
that
we
can
go
about
it
still
looking
for
something
that's
going
to
be
a
handicap
disability
sort
of
swing,
so
we
still
have
that
option
there
at
harvard
matthews
and
then
mayor.

at
last
month's
council
meeting,
I
should
say
the
first
meeting
of
this
month
as
we
announced
the
proclamation
honoring
black
history
month.

We
talked
about
our
efforts
to
upgrade
our
parks,
our
neighborhood
parks
and,
as
we've
had
many
conversations
about
the
condition
of
our
neighborhood
parks
and
what
we
can
do
and
how
this
master
plan
plays
into
that
creates
priorities,
action
items
we'll
be
seeking
the
funding
and
budgeting
to
do
upgrades
in
our
parks
system,
but
the
first
one
that
we
want
to
start
with
is
one
that
has
a
lot
of
historical
significance
to
the
community,
and
this
is
gaines
park.

Gaines
park
is
located
on
north
broadway
street.
It
is
the
former
side
of
the
broadway
high
school,
the
black
school
here
in
madison,
so
we
have
a
long
history
there
and
it's
named
after
reverend
gaines,
who
is
the
pastor
at
the
broadway
baptist
church,
but
this
is
a
rendering
of
what
this
space
could
look
like
and
there's
actually
several
slides
to
this.
I
don't
know
if
let
me
this
is
a
one
l.
This
is
one
elevation
of
it,
but
this
is
a
street
side.
Elevation
there'll.

All
of
them
I've
been,
you,
know,
neglected
for
quite
some
time,
but
this
one
is
a
is
a
rendering
of
what
we
can
do
when
we
put
our
minds
to
it,
and
this
will
be
the
first
one
that
we
that
we
attacked
upgrade
and
it
will
be
the
model
for
what
we
take
to
the
other
neighborhood
parks.
You
know
like
oak
hill
and
lorenz,
for
example,
but
you'll
see
here,
there's
basketball
courts.
This
one
actually
has
a
space
for
community
gardens
which
we
see.

think
that
there's
a
lot
of
demand
for
here
in
downtown,
but
it's
needed
so
much
and
we
wanted
to
share
with
you.
You
know
just
the
fact
that
we're
gonna
we're
gonna
bring
things
like
this
to
fruition,
and
our
mission
over
the
next
few
years
is
really
to
upgrade
our
neighborhood
parks
and
that's
why
you
know
some
of
the
more
difficult
conversations
we've
been
having
about
park.
Assets
and
management
of
the
parks
system
is
so
important
because
we
can
whether
we
decide
to
bond
or
borrow
or
self-fund
these
improvements.

have
the
capacity
to
do
that
and
over
time,
we'll
we'll
be
able
to
we'll
be
able
to
address
all
of
the
parks
and
again
it's
part
of
our
clean,
safe
and
beautiful
mission
across
the
city.

I've

two
more
points

I'm
going
to
skip
ahead
real
quick
talking
about
the
park
staff.
One
thing
that
I'd
like
to
try
to
speed
up,
maybe
a
little
bit,
is
having
a
program
coordinator
position
in
place.
That's
something
I've
reached
out
this
week
to
hanover
college
to
see
if
there's
anybody
graduating
in
may,
that
might
be
something
that's
a
good
fit.
Just
looking
for
someone,
that's
enthusiastic
kind
of.
Has
that
sense
of
urgency.
It's
going
to
be.

know
someone,
that's
willing
to
take
some
chances,
maybe
try
new
things
and
just
really
make
it
their
own.
I
think
there's
a
lot
of
creativity
that
we
can
have
with
that
to
make
things
better
than
they
have
in
the
past
and
just
more
unique,
ideally
and
then
the
last
thing.
What
we've
kind
of
been
talking
about
too,
is
rec
desk.

and
foremost,
I
want
to
thank
kim
eaglin
for
all
the
work
that
she
has
done
with
this.
She
has
really
been
fantastic
and
learning
the
ins
and
outs
she's
been
fielding
hundreds
and
hundreds
of
calls,
especially
on
the
days
that
we
launched
with
our
campground
with
crystal
and
with
sunrise,
so
she
has
done
an
excellent,
excellent
job
with
that,
I'm
very
thankful
for
all
her
health
there
and
then
with
breakdesk.

our
reporting
capability,
everything
is
broken

We

a
specific
general
ledger
code
that
we
got
from
the
clerk's
office

attached

our
facilities,
our
programs
and
the
memberships
to
where
now
we
can
strictly
break
down,
we
could
do.

could
do
a
24-hour
period.
I
could
do
a
20-minute
period.
I
can
do
the
whole
year
for
you

front
of
you.

that
was
one
thing
that
we
didn't
have
last
year
was
we
were
collecting
the
innkeeper
sacks,
but
we
weren't
doing
the
sales
tax.
We
were
just
eating
that,
and
so
now
we
are
doing
the
full
percentages
to
where

customer
is
absorbing
both
as
it
should
be
for
any
kind
of
facility
like
that
correct.
So,
yes,
it
breaks
that
down
as
well.

I
believe,
is
on
the

not
the

ordinances,
this

something
that
we've
been
taking
a
look
at
a
lot
of
these
things
as
we
started
to
dive
into
it,

not
been
looked
at
for.

come
back

the
next

we'll
probably
ask

approval
over
them

then

result

their

amendment

through
city

There
will
be
two

three
readings
depending
upon
the
process,
so
a
lot
of
it
is
cleanup.

members

terms

parks,
and

alcoholic
beverages
like
we've
talked
about
and
one
of
the
one,
a
very
one

antiquated
provisions

fees
we're
using

campground
and
we're
gonna
we're
gonna
amend
this
so
that
it
it
just
tracks
the
annual
fees
that
support
that's
approved
by
the
board,
rather
than
the
ordinance
and
the
fees
in
it.
So
a
lot
of
it
is
clean
up
in
nature,
but
we've
done
this
with.

found
several
areas
where
we
need
