A
B
B
C
Those
in
favor
and
then
I'll
vote
in
favor
of
September
20th
I
wasn't
yet
appointed
September
6th
I'm
going
to
abstain
from
September
6th.
B
D
Anybody
have
any
questions
or
any
Gary
Smith
is
on
vacation
this
week,
but
I
don't
think
there's
any
material
changes
to
the
previous
month.
If
anybody's
any
questions,
I
can
try
to
answer
them
or
get
with
Gary
when
he
returns
next
week.
A
The
questions
moving
on
update
Super
ATV
mayor.
E
Yeah
not
not
a
lot
to
add
there.
As
you
know,
super
ADV
was
acquired
by
Dorman
and
that
prompted
us
to
have
to
you
know,
make
some
amendments
to
the
economic
development
agreement
which
which
the
commission
approved
we're
now
in
a
position
to
requisition
the
the
funding
obligation
that
was
created
under
the
Eda
and
we'll
do
that.
Essentially,
that's
invoicing,
Super
8
TV
for
the
amount
of
the
payment.
D
D
I'll
open
those
up,
as
we
speak
just
a
reminder:
we
have
the
industrial
property
at
shun,
Pike
and
and
Hutchinson
Lane
Wilson
Avenue
there.
This
property
has
been
farmed
since
before
2014.
the
last
time
we
bid
this
was
2014,
so
we
thought
it
was
prudent
again
for
us
to
go
out
to
the
market.
So
we
have
two
bidders.
The
first
one
is
from
Judy
Jody
Ford
and
that
would
be
230
dollars
for
all
three
years
per
acre,
230
dollars
per
acre.
D
2
30.
for
each
year,
there's
no
increase
for
two
and
three
okay.
D
D
Harlan
Quality,
Farms
and
based
upon,
let
me
see
here,
yeah
looks
like
we
have
their
insurance
and
their
pesticide,
so
it
looks
like
post
vids
are
qualified.
D
So,
if
seeing
further
legal
evaluation,
I
would
ask
for
a
motion
to
approve
Jody
Ford
as
the
high
bidder
for
the
property
at
shun.
Pike.
D
Yeah,
so
a
quick
update
on
Michigan,
Road
and
and
actually
you
do
have
a
new
document
that
came
in
late
this
morning.
As
you
know,
we
had
no
bidders
on
the
original
Michigan
Road
Project
bid
last
month.
That.
D
Michigan
Road
the
the
project
that
goes
along
with
Sunrise
Crossing
there,
the
Crestwood
intersection
and
improvements
for
the
traffic
signal
at
Sunrise,
Crossing,
those
that
bid
came
back
with
no
bidder.
So
we
re-bid
that
with
some
modifications
on
those
bids
come
back
on
October
25th.
However,
our
Consulting
engineer,
JTL
has
suggested
to
us
that
we
pre-order
the
signal
poles
and
infrastructure
for
that
because
of
the
long
lead
time-
and
you
know
delaying
here-
another
three
or
four
weeks
could
be
a
problem
for
us,
so
they
went
out
and
received
three
quotes.
D
Only
one
person
responded
back
and
that
was
a
homoelectric
who
was
an
indot
supplier
and
as
well
known
in
the
industry
at
the
forty
five
thousand
five
hundred
and
forty
dollars
for
those
products
and
I
would
ask
the
RDC
today
to
approve
that
purchase
of
those
signal
polls
and
the
related
accessories,
so
that
we
can
avoid
a
potential
supply
chain
issue
with
fulfilling
our
requirements
through
the
Eda
of
having
that
stoplight
in
operation
by
time.
D
The
next
item
that
is
on
the
agenda
is
to
approve
notice
of
award
to
Saddam
Contracting,
as
the
low
bidder
approved
by
our
Engineers
and
team
for
797
500
for
the
sewer
line
and
Pump
Station
associated
with
the
sunrise
Crossing
project.
I'd
also
ask
this
is
over
budget
I
would
ask
that
the
commission
reallocate
the
hundred
and
fifty
thousand
dollars
that
we
had
in
the
Wilson
Avenue
fund
to
this
project
as
a
part
of
that
motion
to
cover
the
overage
of
the
of
the
sewage
treatment
facility.
D
E
This
has
system
benefits
because
of
the
all
of
the
new
sewer
that
needs
to
be
capacity.
It
needs
to
be
added
to
that
22
acre
development
between
the
new
retail,
the
restaurants
are
going
to
be
there
and
the
housing
we
have
to
do
the
lift
station,
but
it
also
because
the
existing
capacity
isn't
sufficient
enough.
So
what
we're
investing
up
there
for
this,
for
this
lift
station
will
actually
help
alleviate
some
existing
strain
on
current
source.
D
System
and
I
do
believe
in
your
packet
there
was
some
cost
increase
explanations.
One
of
the
major
things
is
the
original
estimate
that
factored
into
the
bond
did
not
take
in
the
Geotech.
There
was
Rock
fairly
close
to
the
surface.
That
was
not
expected
in
in
certain
areas
that
that
created
an
increase.
D
The
fact
that
the
that
the
estimates
were
well
over
a
year
old,
close
to
a
year
were
that
as
well,
and
the
fact
that
we
did
have
to
make
some
additional
sizing
increases
that
weren't
anticipated
based
upon
some
additional
need,
as,
as
the
mayor
said,
within
the
system.
So
those
were
some
of
the
reasons
why
the
project
is
over
budget.
B
D
D
A
D
Love
and
Jeffrey
David
Thomas,
those
are
appraisers.
We
have
used
in
the
past
successfully
and
they've,
been
very,
very
responsive
to
our
needs.
E
D
I
just
thought
it
would
be
important
just
to
note
and
I
believe
in
your
packet
today.
You
also
received
the
letter
that
was
sent
to
the
property
owners.
Indot
has
accepted
the
change
and
was
appreciative
of
us,
letting
them
know,
and
they
actually
were
over
allocated
in
some
some
various
projects,
so
this
project
for
them
was
was
fine
to
come
back
and,
as
we've
mentioned
before
in
the
previous
meetings,
the
landowners
as
well
as
the
businesses
along
that
Corridor
were
in
favor
of
of
not
necessarily
Whiting
that
project
at
this
time.
D
E
Already
approved
a
transfer
of
the
match
that
had
already
been
funded
back
to
the
Redevelopment
Commission
I'm,
not
sure,
that's
it's
not
in
here
in
these
numbers.
Yet
so
that
was
150
000,
that's
coming
back
into
the
checkbook
for
the
Redevelopment
commission
and
then
the
money
that
we
had
projected
spending
in
2023
won't
be
expended.
Now
that
was
almost
another
couple
of
hundred
thousand
dollars.
D
Any
questions
about
that.
Okay,
the
other
the
other
project
I,
wanted
to
update
the
Redevelopment
Commission
on
is
Crystal
Beach.
We
have
received
bids
for
demolition.
Today
they
came
in
just
slightly
less
than
our
estimate.
We
will
be
likely
awarding
that
through
the
Board
of
Public
Works,
to
affirm
to
start
demolition
here
at
the
first
of
November,
as
we
continue
to
work
through
that
funding
sources
and
uses.
D
Yeah,
we're
not
we're
not
going
to
ask
for
anything
specific
today,
just
one
and
more
more
give
you
heads
up
that
we
do
believe
the
Redevelopment
commission
may
have
a
larger
role
to
play.
E
Was
going
to
mention,
as
you
you
leave
today,
take
a
look
at
perhaps
two
of
our
Park
projects,
one
on
the
left.
There
is
Crystal
Beach,
which
Tony
has
been
describing
and
we
are
actually
putting
together.
The
capital
plan
for
and
resolutions
have
already
been
passed
through
the
commission,
as
well
as
city
council,
with
regard
to
the
financing,
so
we're
working
through
the
financial
aspects
of
it.
E
Now
the
focus
is
to
really
understand
what
the
costs
of
the
replacement
of
the
pool
are
going
to
be,
but
it
is
a
a
multi-generational
all
ages
all
abilities
design,
one
which
honors
the
historical
aspects
of
the
existing
Crystal
Beach.
So
we're
very
excited
about
it.
E
Costs
are
still
unknown
completely,
but
we're
working
through
the
estimation
stages
of
it
and
then
on
the
other
side
is
Gaines
Park.
One
of
the
things
that
we've
been
focused
on
the
last
couple
years
is
upgrading
all
of
our
Parks,
going
through
a
a
new,
updated
five-year,
Master
Parks
plan
with
the
Parks
Commission.
That
was
a
year-long
process.
That's
been
completed.
E
Investing
in
our
Parks
is
extremely
important.
City
council
is
about
to
appropriate
about
1.5
million
dollars
of
our
arpa
money
to
park
upgrades
which
would
invest
in
Crystal
Beach
Gaines
Park,
as
well
as
applying
funds
toward
the
creation
of
a
Georgetown
district
Georgetown
district.
E
As
you
know,
we've
been
funding
over
the
course
of
the
past
year,
major
infrastructure
improvements
in
Oak
Hill,
which
include
drainage
and
gutters
gutter,
pans,
sidewalks,
Ada,
accessibility,
all
new
asphalt,
Street
signage
and
now
we've
moved
our
attention
to
a
large
park.
That's
in
the
neighborhood
that
has
been
long
neglected
that
is
going
to
receive
a
much
needed
facelift
through
the
generosity
of
Redevelopment
commission,
the
Community
Foundation
Madison
County.
E
D
I
would
also
say
mayor
that
we've
had
some
other
smaller
businesses
as
well
show
interest
in
in
contributing
to
that
Park
and
I.
Would
let
the
public
know
too,
if
there's
anyone
out
there
that
has
interest
in
that
facility
in
Oak
Hill
that
looks
to
want
to
make
a
contribution
of
their
treasure.
We
certainly
would
continue
to
look
for
that.
We
have
a
few
more
ask
out,
and
certainly
a
need
still
exists
for
that.
So
I
would
just
let
them
know
if
they
have
any
have
any
desire
to
contribute
there.
E
Authority
meeting,
at
which
time
the
RDA
took
official
action
to
approve
city
of
Madison's
destination
plan
for
its
first
two
projects,
which
were
the
Madison
Gateway
by
the
Milton
Madison
bridge
and
the
Mulberry
Street
Arts
Corridor.
Approximately
they
presented
me
a
ceremonial
check
in
the
amount
of
approximately
two
point:
almost
2.2
million
dollars.
City
Masters
received
a
total
allocation
of
around
2.6
million
dollars.
So
there
are
some
funds
yet
to
draw.
E
What
we'll
be
presenting
to
the
Redevelopment
commission
at
the
November
meeting
is
how
does
the
Redevelopment
commission
leverage
dollars
with
the
Redevelopment
of
Southern
Indiana
Redevelopment
Authority?
Our
goal
is
to
do
three
more
projects
under
the
banner
of
the
destination
Madison
plan.
One
would
be
in
partnership
with
Hanover
College,
which
we're
very
excited
about.
All
of
these
would
be
leveraging
our
dollars
with
other
monies
that
have
been
raised
by
other
organizations,
so
we're
really
actually
very
pleased
about
the
progress
we're
making
on
all
the
ready
planning
and
grants.
E
But
more
importantly,
how
are
we
leveraging
our
dollars
to
do
way
more
with
those
dollars
because
of
the
fundraising
that
other
organizations
have
already
underwent,
either
through
private,
fundraising
or
Grant
dollars?
So
we'll
present
that
a
plan,
a
Redevelopment
commission
at
the
November
meeting
on
effectively?
How
do
we
do
three
more
three
more
destination?
Madison
projects,
we're
excited
about
them?
E
That's
all!
The
updates.
I
have
happy
to
answer
any
questions,
as
you
know,
we're
going
through
and
finishing
the
budgeting
process
at
the
city,
we're
looking
at
adopting
our
2023
budget
by
the
next
week's
meeting,
October
the
18th
and
we're
working.
E
You
know
with
you
all
as
well
on
Capital
planning
for
2023,
and
we
have,
as
as
Tony
has
set
forth
before
in
our
quarterly
project
report,
probably
about
a
dozen
very,
very
large,
very
impactful
projects
happening
all
across
the
city
all
at
the
same
time,
so
we've
been
a
little
bit
busy,
but
a
lot
of
the
planning
that
we
have
emphasized
the
last
three
years
is
producing
great
results.
Thanks
to
you
guys.
D
Yes,
and
that
meeting
is
is
needed.
We
will
have
hopefully
bids
back
from
the
Michigan
Road
traffic
light
project
to
for
you
to
approve
that
day.
So
Tony.
E
Winner
of
the
bids
for
the.
D
Bid
speech,
I
don't
have
the
exact
date.
Okay,
on
that
yeah,
that
has
not
been
said.
Okay,
the
bids
for
the
Michigan
Road
Project
are
due
back
on
October
25th
that'll,
give
us
a
time
to
review
those
and
make
a
recommendations.
