our

settlement

update,
then,
on
bond
issuance
both
the
super
atv
and
the
plaza
bonds
are
working
through
the
final
due
diligence
phase.
We
expect
there's
been
a
little
change
in
the
closed
dates,
just
as
things
have
started
to
evolve
a
little
bit.
We
expect
the
plaza
bonds
to
close
on
june
14th
and
the
super
atv
bonds
close
on
june
16th.

are
happy
to
let
the
commission
know
that
german
american
bank
is
going
to
be
the
buyers
of
the
madison
plaza
holders
of
the
mass
and
plaza
bonds.
So
that's
that's
good
sunrise
crossing
update.
We
have
a
groundbreaking
set
for
july
12th
at
10
30
on
site,
at
the
plaza.
So
each
of
you
should
plan
on
being
in
attendance.

will
be
opportunities
for
some
comments
and
the
traditional
shovel
turn
so
we'll
we'll
have
that
on
july
12th
and
hopefully
by
that
point,
we'll
have
some
good
news
on
the
final
leases
being
announced
at
that
time,
ready,
update,
processing
that
is
still
moving
forward,
albeit
slow.
As
we've
talked
the
rda
met
last
friday,
they
have
determined
their
funding
formula,
which
is
at
sixty
percent
of
the
funds
that
we
we
requested.
So
we
are
anticipating
roughly
about
2.4
million
dollars
in
ready
dollars
to
be
used.

That
will
put
a
little
pressure
on
some
of
our
projects,
but
with
the
with
the
capital
plan
that
we're
going
through
and
some
additional
sources,
we
think
we
can
continue
to
do
the
projects
that
were
in
the
plan.
We
may
not
be
able
to
fund
all
of
them
at
100
percent,
as
we
initially
thought,
but
at
least
we
can
continue
to
do
those
projects.

The
the
southern
indiana
regional
development
authority
received
the
maximum
award
it
was
allowed
through
the
state.
We
were
one
of
five
rdas
that
received
50
million
dollars,
the
rda
applied
for
approximately
85
million
dollars
in
projects,
and
thank
you.

I
believe
in
order
to
help
them
manage
through
the
the
grant
process.
There's
also,
the
source
of
funding
is
also
from
arpa,
which
is
federal
funding.
So
there's
requirements
that
come
along
with
those
dollars
that
is
being
has
to
be
satisfied
by
iedc
and
every
recipient
of
funds
so
make
a
long
story
short
we'll
get
about
60
of
3.9
million,
which
will
put
pressure
on
our
projects.

But
we,
we
already
had
a
material
investment
in
the
projects
that
were
highlighted
in
the
rda's
plan,
so
we'll
continue
to
go
through
and
refine
that
and
we'll
still
be
working
on
gateway,
as
well
as
our
our
mulberry
street
corridor.
We
really
the
top
two
plans
and
then
we'll
seek
other
funding
sources
for
our
riverfront
development
projects.

it
sounds
like
the
state's
really
really
been
happy
with
the
way
the
communities
have
responded
throughout
the
state.
The
collaboration
that's
been
going
on,
so
they
think
it.

think,
it'll
be
a
very
successful
lobbying
process

upon

we're
hearing
so
new
business.

from
the
madison
port
authority
on
a
real
estate
transfer
from
the
madison
industrial
park
to
the
madison
port
authority
for
future
economic
development
opportunities
and
adam
will
describe
to
you
a
little
bit
about
that
timing.

thanks
for
having
me,
I'm
adam
robler,
general
manager
of
the
madison
railroad
here,
this
project
has
been
something
we've
been
looking
at
for
a
long
long
time
and
financially
we're
never
in
a
position
to
be
able
to
purchase
property
grow,
the
railroad
grow.
The
business
we've
had
a
lot
of
changes,
of
course,
with
the
leadership
change
here
this
year.

With
that
comes
some
change
in
direction,
and
we
want
to
take
the
railroad
railroad
for
the
last
40
years
has
been
focused
on
infrastructure,
maintaining
what
we
have
really
investing
back
in
the
infrastructure
to
create
a
tool
that
we
can
use
to
grow
economic
development
opportunities,
business
jobs.
That
kind
of
thing
now,
at
this
point
we're
looking
at
that
growth,
we're
looking
at
getting
this
property
developing
some
trans
load
opportunities
competing
with
our
other
railroads
in
the
area.

River
ridge
has
done
this.
They
did
this
a
few
years
ago
about
two
years
ago.
They
they
did
this
with
their
railroad.
This
is
a
very.
This
is
a
growth
opportunity
for
for
all
industry
and
medicine
in
the
region,
and
so
we're
looking
to
do
is
purchase
this
property,
which,
in
the
70s,
was
actually
owned
by
the
railroad,
so
the
railroad
buying
it
back
and
building
some
track
and
making
a
facility
available
for
transload
materials
from
truck
to
train.

What
we
have
there
is
a
typical
layout
of
how
these
things
usually
look.
Usually
these
work
with
third
party
partnerships
in
some
form
or
fashion,
but
basically
provide
access
to
the
rail
system,
the
rail
network,
something
we
do
not
have
in
madison
in
jefferson
county
or
on
our
rail
line
at
all.
So
we're
looking
at
this
being
a
huge
growth
opportunity
on
car
loads
revenue,
and
we
also
have
some
pretty
short-term
things
that
are
going
to
happen
with
the
property.

Now
we
partnered
with
a
rail
car
repair
locomotive
repair
business
two
about
two
months
ago.
What
they
do
is
they
bring
in
rail
cars
equipment
locomotives
and
then
do
light
repairs
on
them.
Warranty
repairs
that
kind
of
thing.
In
march,
we
anticipated
having
two
full-time
employees-
new
employees
here
in
madison
and
as
of
today,
we're
they're
hiring
up
to
10..

They
want
to
build
permanent
facilities
in
partnership
with
us,
and
this
is
going
to
be
an
opportunity
for
them
to
actually
grow
their
business
in
the
short
term,
while
we
discuss
permanent
brick-and-mortar
facilities
and
additional
growth.
So
a
lot
of
opportunities
will
come
out
of
this,
and
I
really
appreciate
your
consideration.

happy

Absolutely
it's
going
to
be
a
multi-use
multi-commodity
operation,
we're
going
to
focus
the
big,
the
big
commodity
that
uses
these
facilities
is
plastics,
but
we're
looking
at
fertilizer,
inbound,
corn
and
grain
outbound,
and
we've
had
an
opportunity
for
for
steel
pipe
to
come
in
opportunity
for
plastics
opportunity
for
transformers
large
heavy
equipment
and
lumber
another
common
commodity,
so
lay
down
some
track
builds
put
some
access
roads
in
have
a
truck
scale
there,
and
basically
you
can
do
everything
with
some
equipment
very,
very
small
footprint.

We
don't
anticipate
building
any
large
buildings,
any
large
major
other
infrastructure
other
than
track
and
roadways.
So
this
is
a
way
to
take
advantage
of
the
railway.
We
have
there
already
it's
bordered
on
two
sides
by
the
railroad
track,
so
we'll
be
able
to
use
it
in
the
short
term
and
then,
as
we
grow,
the
business
incrementally
grow
the
footprint
and
what
we
do
there.

Well,
we
we
hope
to
be
able
to
bring
on
some
in
the
county.
Their
opportunities
are
there.
There
are
no
rail
users
currently
there,
the
few
that
there
are
are
actually
bringing
in
their
they're
using
railroad
but
they're,
bringing
in
from
out
of
town.
So
folks,
like
super
atv,
are
getting
their
product
off
railroad
in
indianapolis
in
chicago
there's,
some
plastics
that
are
translated
in
louisville
and
trucked
here.
So
we're
hoping
to
get
some
of
that
business.

What
we're
working
on
right
now
is
is
pipe
to
findlay,
ohio
and
we've
had
opportunity
for
some
other
products
to
the
ohio,
cincinnati
region
and
another
most
recent
one
was
we
had
to
turn
down
the
opportunity
for
plastics
coming
out
of
texas
and
those
that's
also
going
to
ohio
and
multiple
facilities
in
the
east
coast
region.
So
this
allows
us
to
be
hub,
regionally
and
more
so
than
locally,
but
we
want
the
we
want.
We
want
to
get
some
of
these
local
businesses
to
sign
up
for
for
this
opportunity.

each
entity
passes
substantial
substantial

ordinances
to
the
transfer,
whereas
the
city
of
madis
madison
redevelopment,
commission,
the
city
of
madison
port
authority,
will
adopt
substantially
identical
resolutions
to
authorize
the
conveyance
of
the
property
for
the
sea
of
madison
redevelopment
commission
to
the
city
of
madison
port
authority
and
whereas
the
filing
real
estate
in
jefferson,
county
indiana
is
owned
by
the
city
of
madison
and
located
in
the
city
of
mass
and
industrial
park.

or
all
necessary
documents
to
transfer
said

therefore,
be
it
resolved
by
the
city
of

redevelopment

comment

we've
had
more
conversations
about
how
we,
how
we
move
the
port
authority
to
become
an
economic
driver
of
jefferson
county
in
the
last
six
months
than
we
have

20
years

adam
there
and
the
changes
that
council
has
made,
with
the
composition
of
of
the
port
authority
board
members
to
include
advisory
members
on
economic
development
in
jefferson
county,
as
well
as
in
jennings
county,
which
is
a
partner
of
ours.

already
seeing
fruits
of
that.
So
I
think
adam
should
be
commended
on
you
know,
leading
us
into
a
new
a
new
phase
of
activity
for
the
port
authority,
and
rail
and
transportation
obviously
is
critical
to
growing
our
industry
here
in
jefferson,
county
and
bringing
in
good
jobs
and
we're
working
also
with
our
state
representative
randy
fry
on
some
other
initiatives,
so

tuned.

this
is
a
good,
a
good
step
forward.

business

is
the
habitat
for
humanity,
economic
development
agreement,
this
agreement.
It
will
give
the
city
the
right
to
the
redevelopment
commission
the
right

build

street
infrastructure
and
associated
water

sewer

for
the
development
of
a
subdivision
in
and
on
the
habitat
for
humanity's
property,
and
today,
samantha
pierce
is

talk
about
that
need

our
community,

well
as
the

plans

that

with

house
plans

through
family
selection

and

plans
to
let
for
bids
in
february
of
2023,
along
with
those
other
indot
led
projects,

you're
really
going
to
see
a
whole
new
corridor
up
there
because
of
the
combination
of

four
different
projects,

believe
theirs
includes
some
repaving
and
some
extensions
of
medians
at
michigan
and
clifty,
but
we're
working
through
right
away
purchases.

the

ones

have
already
been

just
you'll
see

a
lot
of
the
work
that
we've
been
focusing
on
for

last
couple
years

really
starting

whether
it

The
city
of
madison
recently
was
awarded
an
additional
325
thousand
dollars
for
our
pace
program
by
the
national
park
service
under
an
application
to
the
paul
brewing
historic
revitalization
grant.

believe,
melissa

nicole

worked
on
that
grant
application.
That's
an
exciting
addition
to
help
further
the
pace
program
which
redevelopment
commission
has
been
very
very
involved
in
the
last
couple
years.
Last
last
couple
years,
we've
the
program
totals-
have
exceeded
seven
million
dollars
of
investment
in
preservation.

As
you
know,
we
expanded
the
program
to
the
hilltop
so
we're
starting
to
see
some
activity
there,
that
is
cleaning
up
some
blighted
property
but,
more
importantly,
downtown
historic
district.
We're
focusing
on
private
capital
traction
while
at
the
same
time
preserving
historic
property,
and
it
is
part
of
that
overall,
economic
development
strategy
that
includes
bringing
in
capital
but
but
more
importantly,
bringing
in
housing
more
housing
options
for
our
community.
We
are
just
like
literally
every
other
community
in
the
state
of
indiana
experiencing
a
housing
crisis.

are
so
positive,
positioned
to
grow
and
we
have
been
growing.
We've
erased
the
declining
population
over
the
from
the
last
census,
but
we
need
housing
and
that's
why
this
multi-pronged
approach
that
tony
was
mentioning
is
so
important
and
it's
got
to
be
about
revitalizing
what
we
have
building
new
partnering
with
habitat
and
other
organizations
that
are
that
are
focused
on
on
housing,
and
so
we're
really
happy
about
the
paul
brown
one.

that's

bring
the
pace
program
to
another
level,
but
also
make
it
more
accessible
to
those
who
have
not
been
heretofore
able
to
afford
the
matching
grant
and
then
I'll
just
mention
to
capital
planning.
It
is
extremely
critical,
we're
pretty
pretty
far
into
the
capital
planning
exercise
where
we
are
really
identifying
all
across
the
the
city
of
madison
enterprise.

our
capital
needs
are.
We
have
a
lot
of
deferred
maintenance
in
various
different
infrastructure
investment
items,
our
parks
program,
for
example,
and
we
are
going
to
be
developing
a
strategy
on
how
to
correct
that.
That's
going
to
take
a
lot
of
of
funding,
which
means
it's
going
to
take
a
lot
of
time
and
but
we
are
committed
to
it
and
I
think
you'll
be
impressed
with
the
amount
of
attention
that's
being
placed
on
capital
planning
because
that's
what's
driving
driving
results.
