first

all,
let
me
thank
each
of
you
for
agreeing
to
serve
another
term
on
the
redevelopment
commission.
We
have
put
a
lot
of
effort
in
the
last
two
years
from
a
planning
perspective
and
I
think
2022
and
2023
are
going
to
be
fantastic
years
from
investment
perspective
all
across
the
community.

But
it's
my
honor
to
introduce
you
to
you
today.
As
you
know,
we've
been
doing
an
executive
search
for
the
last
several
months,
probably
since
may
for
a
new
executive
director
for
our
economic
development
activities
here
for
the
city
and
I'd
like
to
introduce
tony
steinhardt
to
you.
If
you
don't
already
know
tony
but
he's
a
native
of
madison
and
prior
to
coming
back
to
the
community,
he
was
a
partner
and
chief
managing
officer
for
ratio
design
firm
in
indianapolis.

it's
a
real
honor
to
be
back
and
a
few
years
ago
I
was
involved
in
creating
the
tif
district.
Originally,
when
I
worked
right
out
of
school
for
me,
morris
wood
at
the
time.
So
it's
great
to
see
how
far
that
has
come
and
the
impact
that
the
tif
district
has
and
the
redevelopment
commission
has
had
on
the
community.

Having
worked
in
a
number
of
communities
is
that
you
have
to
invest
in
yourself.
You
have
to
have
a
story
to
tell,
and
I
think
madison's
got
a
great
story
to
tell
about
how
business
and
place
interact
and
what
that
story
needs
to
be
and
we're
going
to
work
hard
to
celebrate,
madison
and
and
all
the
things
that
we
need
to
do
in
attraction
and
retention
and
growth
and
very
important
quality
of
life.

Joining
us
is
we're
already
working
with
him
in
professional
capacity,
because
ratio
has
had
a
presence
in
our
community
for
a
significant
amount
of
time,
and
so
we've
been
working
together
and
collaborating
and
sharing
our
mutual
vision
for
not
only
design
but,
as
he
indicated,
placemaking
and
just
building
capacity
in
our
community.
And
so
the
benefit
of
all.
That
is
he's
able
to
literally
step
in
and
hit
the
ground
running
with
a
very,
very
short
curve
to
get
up
to
speed
on
all
the
things
that
we're
working
on
and.

anyway,
it's
going
to
be
a
good
good
addition
to
the
city
and
working
with
parker,
who
is
our
financial
advisor
with
refinancial
and
then
also
dylan
fischer
who's.
Here,
who
is
with
the
wheatley
group
on
the
development
consulting
side?
We
have
created
a
framework,
I
think,
for
really
accelerating
the
path
that
we've
been
on
on
community
investment
and
that's
going
to
be
it's
going
to
involve
housing,
expansion
of
our
industry
infrastructure
and
significant
amount
of
quality
of
life
investments
across
the
community.

So
we'll
talk
more
about
that
when
we
get
down
to
the
other
parts
of
the
agenda.
Well,.

Right
all

next
old
business,
monthly
financial
review.

So
I
merged
a
little
bit
of
the
conversation
here,
but
what
we've
done
is,
if
you
look
at
the
financial
update,
that's
in
your
package
and
particularly
if
you
go
to
page
seven,
that's
really
a
lot
of
the
sets
forth
a
lot
of
the
financial
commitments
or
objectives
that
we
have.
As
you
know,
we've
been
talking
for
the
better
part
of
the
year
about
what
financing
is
going
to
be
required
in
order
for
us
to
accomplish
a
lot
of
the
goals
and
objectives
we
have
with
these
initiatives.
A
That's
been
a
real
fluid
dollar
amount,
but
and
part
of
what
has
you
know,
kind
of
pushed
the
or
pushed
us
out
onto
the
horizon
is
doing
all
the
significant
economic
development
planning
that
we
did
myself
and
alyssa
working
with
nicole
and
our
building
and
planning
department
too,
and
then
partnering
with
the
other
counties
with
the
southern
indiana
rda.
A
But
what
we
do
show
here
is,
I
do
want
to
make
a
couple
points
on
page
seven
relative
to
the
financials.
If
you
look
at
actual
for
2021.
A
There
was
two
years
left
on
the
term,
so
we
received
150
153
thousand
dollars
in
principal
and
interest
payments
in
the
month
of
december,
and
so
that
that
note
has
gone
away
and
I'm
grateful
they
that
that
board
made
the
decision
to
do
that,
because
that
creates
some
additional
working
capital
for
us
that
we
can
now
spread
across
the
number
of
projects
that
we're
working
on
the
bigger
things
that
we're
still
working
on
is
finishing
out.

Until
the
end
of
2023
now
we're
moving
into
new
phases,
new
phase
of
economic
development,
and
that
is
the
ready
grant
process.
You
know
the
city
of
madison.
Did
we
prepared
two
two
plans
that
we
submitted
to
the
regional
development
authority?
One
was
a
destination
plan,
the
other
one
was
a
workforce
development
plan.
Both
are
excellent
roadmaps
for
us
to
guide
us
along
our
development
priorities
for
the
next
three
years.
A
We
were
one
of
only
five
regional
development
regions
across
the
state
that
received
the
maximum
amount
of
50
million
and
now,
as
we
go
through
and
continue
to
refine
that
plan
with
the
rda,
we'll
distill
it
down
into
our
plan
for
the
city
of
madison
and
jefferson
county
for
the
next.
For
the
next
three
years
that
will
then
really
help
us
drive
what
liquidity
we're
going
to
need
in
order
to
fulfill
those
those
obligations.

In
fact,
dr
michael
hicks,
who
is
the
chief
economist
for
ball
state's
institute
of
rural
policy
research
institute,
indicated
that
southern
indiana
plan
was
one
of
the
best
in
the
state
and
they
specifically
highlighted
madison
scottsburg
and
other
communities
in
southern
indiana,
very
thoughtful
plans
for
economic
development.
So
we're
extremely
excited
about
what
what's
in
store
for
us,
but
there's
still
a
lot
of
a
lot
of
groundwork
to
to
lay
the
brand
to
fruition.

But
now
the
team
is,
the
team
is
all
together.
You
guys
are
here.
Tony
is
here:
melissa
is
here
we're
still
working
with
twg
and
greedy
financial.
We
have
all
of
the
tools
in
front
of
us
now
to
make
sure
that
we
have
just
maximum
benefit
for
economic
development.
The
next
three
years
I'll
pause
there
and
answer
any
questions
you
might
have
either
on
the
monthly
financial
review
or
a
ready,
ready
grant,
update.

We've
been
the
fortunate
beneficiary
of
a
lot
of
grant
dollars
over
the
course
of
the
past
two
years
for
before
a
lot
of
roads
and
sidewalk
work
that
we're
doing,
and
we're
optimistic
that
you
know
once
we
understand
how
those
proceeds
are
going
to
be
awarded
we'll
be
successful
in
obtaining
more
grant
dollars
to
bring
to
the
community
we'll
leverage
that
up
with
private
investment,
local
match
and
again
we're
just
in
store
for
literally
almost
a
quarter
billion
dollars
of
investment
across
the
community
in
the
next
three
years.

person
is

If
I
mentioned
the
2022
draft
work
plan,
I
I
gave
you
an
example
of
what
we're
building
out
with
the
weekly
group
to
really
refine
our
key
priorities
on
things
that
are
already
to
a
certain
degree
outline
and
the
master
redevelopment
plan
that
the
commission
and
council
approved
in
2017,
which
had
been
amended
once
during
my
term,
with
the
acquisition
proposed
acquisition
of
top
shopping
center.

Our
next
meeting
is
going
to
be
february
1st,
but
our
goal
is
to
talk
about
the
work
plan,
so
we
can
have
consensus
on
what
our
priorities
are
going
to
be,
and
it's
very
detailed,
more
detail
than
we've
been
able
to
give
to
you
in
the
past,
but
it's
really
needed
because
we're
going
to
be
spending
a
lot
of
money.
Of
course,
the
next
three
years-
and
we
want
the
commission
to
fully
support
where
those
dollars
are
being
spent
but,
more
importantly,
how
much
additional
capital
that's
attracted.

So
when
we
spend
dollars
we're
leveraging
that
with
private
and
other
grant
sources,
so
the
economic
impact
is
going
to
be
pretty
significant
and
the
impact
to
our
economy
is
going
to
be
really
significant.
So
our
goal
is
to
have
that
to
you
by
february
meeting
and
we'll
start
working
through
that
document
as
a
living
breathing
work
plan,
the
tool
that
you'll
use
to
stay
informed
and
also
help
us
establish
what
those
priorities
need
to
be
there'll
be
some
things
in
there.

give
to
you
before
the
meeting
the
next
meeting
I
think
is
february
1st,
so
it
would
have
it
to
you
in
advance
and
then
we
can
discuss
any
specific
items
that
are
of
interest
to
you.

We
have
it
probably
about
80
percent
constructed.
We
met
a
little
while
ago
and
talked
about
some
refinements
and
as
well
as
a
bit
of
an
executive
summary
because
for
us
you
know
it's
a
20-page
document.
That's
talking
about
a
lot
of
things
that
we're
working
on
every
day
for
you,
you'll
you'll,
want
the
executive
summary
you'll
want
something
that,
in
a
matter
of
a
few
minutes,
you
can
really
collect
a
good
feeling
for
what
we're
working
on
every
day
in
between
the
meetings
coming
out
for.

Enough
detail
in
the
description
that
you
can
give
the
30-second
elevator
speech
in
full
copy
about
that,
so
something
that
I'll
be
working
on
to
help
facilitate
that
kind
of
dialogue.
Because
there's
going
to
be
a
lot
of
projects
rolling
here
in
the
next
12
to
18
months
and
then
it's
going
to
be
really
important.

And
keep
in
mind
it's
going
to
be
a
working
document,
so
it
will
change,
particularly
as
we
learn
more
about
how
the
projects
that
are
in
our
plan
as
part
of
the
rda's
plan
that's
been
approved
by
ibdc.
You
know
you
can
you
can
see
all
the
layers
that's
already
embedded
in
that,
so
there
is
going
to
be
a
little
fluidity
in
the
plan,
but
for
the
most
part
it's
the
guard
rails.

Currently,
the
unemployment
rate
in
indiana
is
2.1
jefferson,
county's
unemployment
rate
is
1.8
in
in
fact,
there's
just
a
handful
of
counties
across
the
state
that
have
a
lower
unemployment
rate
than
jefferson
county
union
county
is
the
lowest
at
1.2
and
howard
county
you
know,
is,
at
the
other
end
of
the
spectrum,
with
an
unemployment
rate
of
4.7
governor
holcomb
yesterday
unveiled
his
2022
next
level
agenda
for
for
the
year,
and
a
lot
of
it
is
focused
on
community
development
across
the
state.

So,
in
addition
to
the
ready
plan,
which
is
a
500
million
initiative,
he's
already
indicated
that,
because
of
the
success
of
that
initiative,
he
wants
to
place
more
funds
in
economic
development
and
community
development.
In
addition
to
focusing
on
the
things
that
will
deal
with
our
social
issues:
mental
health
substance,
abuse
substance,
use
disorders,.
A
Roads
infrastructure
all
across
the
state,
all
the
things
that
are
needed,
but
you
know
just
a
data
point
here
at
the
height
of
cova
during
the
shutdown
about
18
months
ago,
jefferson
county
had
an
unemployment
rate
that
exceeded
20,
and
the
recovery
has
been
very,
very,
very
strict,
all
the
way
down
to
nearly
full
on
full
employment
projections
are
right
now,
there's
less
than
300
people,
300
of
our
labor
workforce,
who
are
unemployed
in
the
county,
whereas
that
was
a
very,
very
different
story.
A
18
months
ago,
I
think
you
guys
could
answer
this,
we're
probably
still
working
through
logistics
and
supply
chain
issues
we're
dealing
with
a
lot
of
inflation
right
now.
So
that's
playing
into
a
lot
of
our
conversations
that
we're
having
internally
here
about
how
we
manage
through
this
year,
particularly
as
it
relates
to
some
of
our
investments,
we're
making
and
some
of
our
facilities
and
staffing
and
other
things,
but
relative
to
wage
growth
and
unemployment
everything's
heading
in
the
right
direction.

I
met
with
a
developer
yesterday
matt
chandler,
who
is
going
to
be
converting
a
warehouse
downtown
into
a
boutique
hotel.
It's
going
to
be
called
the
chandler.
So
if
you've
noticed
a
lot
of
development
going
on
around
downtown
and
on
the
hilltop
we
have
industry,
expanding
the
city
itself
is
working
on
major
infrastructure
projects,
water
streets,
sidewalks.

Conceptual
stage
the
victorian
down
the
street
here,
which
at
one
time
was
a
blight
on
the
east
end
of
town,
is
now,
as
you
drive
by
you'll,
see
that
it
is
going
through
a
complete
restoration.
So
things
are
doing
really
really
well
in
the
community.
We're
really
happy
with
the
direction
we're
here
and
I'll
pause
there
and
answer
any
questions
you
might
have,
but
a
lot
going
on.
