We

with

I'm
going
to
just
briefly
describe
the
transportation
alternatives
program
and
the
project
that
we're
submitting
and
then
I'm
going
to
turn
it
over
to
sean
who's
going
to
follow
on
with
a
little
additional
information.

So
the
transportation
alternatives
program
was
created
by
the
most
recent
federal
transportation
legislation,
which
is
called
map
21.,
and
it
consolidated
what
was
previously
known
as
the
transportation
enhancements
category
of
funding
through
the
safety,
lieu,
federal
legislation
and
previous
laws
as
well,
and
it
consolidates
that
with
the
safe
routes
to
school
program,
which
was
a
pre-existing
program
that
had
been
administered
more
directly
by
mndot.
So
now
these
have
been
folded
together
into
what's
called
the
tap
or
the
transportation
alternatives
program.

So
this
is
kind
of
it's
a
little
bit
unique
in
that.
Usually,
when
the
met
council
does
a
solicitation
like
this,
they
they
do
for
all
the
programs
that
are
eligible.
But
this
time
it's
only
the
one
program,
the
transportation
alternatives
program.
Additional
solicitation
is
expected.
This
fall,
which
will
include
another
round
of
tap
funding,
as
well
as
the
other
main
programs,
the
stp,
which
is
surface
transportation,
program
and
bir,
which
is
bridge
improvement
and
replacement.

This
bridge
is
part
of
what's
called
the
river
lake
greenway,
and
it
is
already
it's
a
project
that
is
in
our
five-year
capital
improvement
program
right
now
and
what
we
will
do
there
is
we're
going
to
widen
out
that
bridge.
Now
you
can
see
it's
not
very
attractive.
We're
going
to
make
some
aesthetic
improvements,
there's
some
structural
work
that
needs
to
be
done,
and
this
would
fall
within
the
bicycle
and
pedestrian
category
of
funding.

The
second
project
that
we
are
going
to
submit
an
application
on
is
for
midtown
corridor
bridge
preservation,
and
this
is
phase
two
of
the
project.
We
had
a
successful
phase,
one
where
we
were
awarded
funds
several
years
ago
and
those
funds
were
used
for
the
bridges
on
15th
and
16th
avenues
over
the
greenway,
so
we
are
going
to
be
applying
for
funds
for
this
phase.

This
builds
a
sidewalk
and
a
protected
bikeway
next
to
lakewood
cemetery.
As
you
can
see
on
this
map,
west
36th
street
is
highlighted
with
a
red
dashed
line,
so
you
can
see
the
project
area
there.
This
would
be
the
second
phase
of
an
existing
bike
and
pedestrian
project,
which
is
scheduled
to
be
built
this
year
in
2014
and
to
come
up
with
this
project.

There
are
a
lot
of
really
good
projects
in
our
pedestrian
master
plan
and
our
bicycle
master
plan,
so
we
looked
all
over
the
city
and
this
one
really
rose
to
the
top,
because
we've
had
several
community
meetings
with
folks
about
this.
We
know
that
our
existing
funding
that
we
have
isn't
sufficient
to
cover
what
we
would
like
to
do
in
the
future,
namely
we
are
planning
on
doing
more
temporary
nature
of
pilot
improvements
on
36th
street
to
separate
the
bikes
and
the
pedestrians
from
cars
and
we'd
like
to
make
those
permanent.

I'm
going
to
talk
just
briefly
about
the
safe
routes
to
school
program.
This
gets
a
little
bit
confusing
confusing
only
because
there
are
two
solicitations
that
came
out
simultaneously
everything's
due
on
january
31st,
so
the
two
solicitations,
the
first
one
is
for
the
years
2015
and
2016.
so
next
year
and
then
you're
after
this
funding
is
being
allocated
by
mndot
there's
four
million
dollars
available
and
then
the
second
pot
is
similar
to
the
pot
that
steve
was
just
talking
about.
It's
actually
part
of
that
transportation
alternatives
program.

This
is
looking
out
into
2017
and
this
funding
is
allocated
by
the
met
council
as
steve
had
mentioned
before.
So
some
of
this
is
a
little
bit
of
a
repeat,
but
I'm
just
distinguishing
the
two
safe
routes
to
school
pots.
Here
and
as
steve
mentioned,
six
million
dollars
is
available
here
and
there
are
categories
such
as
bike
and
pedestrian
and
historic,
which
those
other
projects
fall
under,
but
there's
also
a
safe
routes
to
school
category
that
we
can
apply
for
as
well.

So
we
wanted
to
put
a
safe
route
to
school
project
forward
in
in
this
area
as
well.
D
So
when
we
were
thinking
about
which
projects
we
wanted
to
recommend
to
go
forward
with,
we
looked
at
the
safe
routes
to
school
projects
which
we
have
been
working
on
for
the
past
six
to
seven
years.
D
So
the
colored
dots
you'll
notice
overlap
with
light
gray
dots
showing
where
the
schools
are
all
around
the
city.
So
there
are
a
lot
of
schools
that
haven't
been
reached.
Obviously,
yet
some
sometimes
you'll
notice
that
the
colored
dots
aren't
right
on
top
of
a
school,
and
that's
only
because
sometimes
the
improvements
are
made
a
few
blocks
away,
because
that's
along
the
route
that
kids
oftentimes
take
back
and
forth
to
the
school,
so
say,
they'll
be
crossing
a
busy
street
and
the
busy
street
is
three
blocks
away
from
the
school.

So
that's
why
the
colored
dot
would
be
a
little
further
away.
So
the
size
of
the
dot
also
indicates
the
amount
of
funding
that
has
that
has
been
either
there's
a
project.
That's
been
implemented
there
or
it's
in
the
planning
phases
and
has
not
been
implemented
yet
so
the
orange
dot
is
an
example
lucy
laney
school
in
north
minneapolis,
it's
at
the
intersection
of
pin
and
33rd
avenue
we
received
last
year.
We
came
to
that
council
and.
D
The
other
thing
we
looked
at
when
coming
up
with
ideas
for
these
projects
is
where
is
there
the
greatest
potential
for
kids
to
be
walking
and
biking
to
school?
With
some
schools?
There's
a
lot
of
kids
clustered
around
the
school?
That's
where
they
live,
that's
where
they
go
to
school
with
other
schools.
There's
a
lot
of
busing
or
a
lot
of
traveling
parents
driving
somewhere
more
of
a
long
distance
to
take
their
kids
to
school.

So
the
green
central
application
is
where
we
have
not
done
anything
since
that.
Last
time
we
approached
the
city
council
about
this
topic.
D
So
we
would
like
to
resubmit
that
application,
because
we
think
that
was
a
very
good
one,
there's
actually
closer
to
250
students
who
live
within
a
half
mile
of
green
central
school,
and
that
is
the
highest
in
the
city,
even
though
it
wasn't
depicted
quite
that
way
on
that
map,
it's
it's
definitely
the
highest.
So
this
is
in
the
central
neighborhood.

There
are
many
east-west
streets
which
are
barriers
to
students
traveling
north
south,
to
get
to
the
school,
which
is
sandwiched
in
between
the
26th
and
28th
street
one-way
pair.
There
was
also
a
planning
study
back
in
2007.
This
is
another
reason
why
this
school
stood
out.
There
was
a
plan
to
create
a
north-south
greenway
between
stuart
park
and
powderhorn
park.
D
Both
of
these
schools
have
high
free
and
reduced
lunch
happening
at
these
schools.
So
we
know
that
there's
a
lot
of
financial
need
at
these
schools
as
well,
and
we've
also
talked
to
the
minneapolis
public
schools,
and
they
have
existing
safe
routes
to
school
programming.
Going
on
at
these
schools,
where
they're
looking
at
doing
walking
school
buses
and
they're
talking
in
the
school
community
about
this.

think
it's
a
great
list
of
projects
as
someone
who's
been
on
here
with
councilman
reich
I've
seen
some
of
the
projects
before
so
I
know
about
some
of

recent
middles
I

and
and
thank
you
for
helping
with
the
process
around
particularly
the
safe
routes
to
school,
to
school
applications
and
also
for
addressing
what
was
one
of
my
outstanding
questions,
which
was
about
the
geographic
diversity
because-
and
maybe
that's
another
question
for
those
who
are
involved
in
preparing
the
transportation
alternatives
program
applications.

have
a
little
question
about
what
was
the
process
to
come
up
with
this
final
list?
And
again
I
mean
they're
very
south
side-based,
which
I
I
represent
the
south
side.
So
it's
a
little
against
a
kind
of
constituent
interest,
but
I
think
just
to
understand
how
we're
thinking
about
that
geographic
diversity
within
the
city
and
how?
Maybe?
This
is
how
why
these
were
the
best
and
ripest
applications.
But
I
do
want
to
appreciate
that
you
addressed
that
geographic
diversity
concern,
as
applies
to
the
safe
routes
to
school,
for
the
green
central
school
area.

a
little
bit
more
about
the
process
for
the
transportation
alternatives
program
projects.

I've
seen
some
of
them
before
I
understand
they've
come
through
the
process
and
maybe
just
touch
on
that
geographic
diversity.

answer
that
question
so
for
the
transportation
alternatives
program,
both
of
the
applications
that
our
group
is
is
putting
forward
the
40th
street
bridge
and
the
midtown
corridor
were
applications
that
we
actually
submitted
three
years
ago
in
2011
to
the
met
council
process.
So
to
resubmit.

These
applications
is
not
going
to
be
as
intensive
of
a
of
a
work
task
for
us
to
do
than
starting
new
applications
from
scratch,
and
we
felt
since
these
were
already
identified
as
high
priority
projects
in
our
capital
program,
that
we
didn't
really
need
to
look
beyond
these
two
four
additional
projects
and,
again
that's
taking
into
consideration
a
couple
of
factors.
Number
one
other
limited
funding
available,
metro
wide,
there's
only
six
million
dollars.

So
if
we
submitted
a
lot
more
applications,
we're
going
to
be
sort
of
competing
with
ourselves-
and
you
know
the
the
met
council
does
make
an
effort
to
spread
the
money
around
both
geographically
and
in
the
different
categories.
So
again,
that's
why
we
thought
with
the
the
midtown
project
being
in
the
historic
category.

the
decision
was
made
to
just
move
forward
with
those
two
without
trying
to
cast
a
wider
net,
and
then
we
know
another
solicitation
is
coming
later
in
the
year
and
we
think
with
that
one
we're
going
to
have
a
little
bit
more
of
an
extensive
process
to
look
at.

there

other
projects
that
we
want
to
really
push
for
funding
and.

know
too
so
there's
another
opportunity
for
application
during
2014
that
we'll
be
working
with
folks
to
determine
what
are
the
projects
that
fit
and
then
just
as
I
was
looking
at
this
and
as
you
were
saying
that
the
two
projects
on
under
the
transportational
terms
program
where
the
fourier
street
bridge
in
the
midtown
corridor.
What
program
is
the
west
30,
36th
street
sidewalk
and
bikeway
program
fit
under.
