meeting
of
the
Minneapolis
City
Council.
My
name
is
Barbara
Johnson
present
in
Minneapolis,
City,
Council
and
frequently
before
our
meetings.
We
have
the
pleasure
and
honor
of
making
some
recognition
for
people
who
have
done
great
things
in
our
community,
and
this
morning
we
have
the
pleasure
of
celebrating
birthday,
but
also
recognizing
our
former
Mayor
Don
Fraser
and
our
von
his
wife,
who
was
always
been
his
partner.

You
know,
I
was
thinking
about
your
Christmas
cards
and
your
Christmas
letter
that
we
used
to
get
every
year
when
Don
was
a
congressman
in
Washington
DC
I
have
known
the
Frasers.
Of
course.
Nearly
my
whole
life
and
I
have
to
tell
a
little
story.
My
mother
Alice
Rainville,
served
with
Mayor
Fraser
for
years
and
I
was
a
8th
grader.
When
I
was
sitting
around
the
house
in
the
summer
and
driving
my
mother
crazy,
saying
what
is
there
to
do?
What
is
there
to
do
and
she
said
Barbara
she
said
there
is
a
young
man.

That's
running
young
congressman,
that's
running
a
young
man,
that's
running
for
congress
in
minneapolis,
and
you
know
he
really
needs
some
help.
Any
we've
had
this
long
time,
congressman
republican
congressman
that
we
need
to
make
a
change
and
I
want
you
to
go
down
to
his
headquarters
and
do
some
work
and
your
headquarters
was
on
Hennepin
Avenue.
It
was
an
old
car.
Car
sales
place
was
big
and
so
I
went
down.

There
took
the
bus
down
there
and
did
my
first
stuffing
of
envelopes
and
that
sort
of
thing
that
used
to
do
in
the
campaigns
and
got
out
of
my
mother's
here.
So
that
was
really
a
good
thing.
So
don
has
been.
You
know,
of
course,
serving
our
community
for
so
many
years,
and
so
his
council
member
Jacob
Frye,
wanted
to
honor
him
today
and
recognize
some
of
those
achievements.

wanted
to
tell
a
really
quick
story
before
I
got
going
with
the
resolution
here,
I
met
Don
actually
at
my
apartment,
I
was
holding
a
fundraiser
for
congressman
keith
Ellison
and
I
gave
the
introduction,
which
was
probably
a
bit
too
lengthy
and
after
after
the
congressman
spoke,
I
saw
this
gentleman
who
was
standing
over
in
the
corner,
which
is
somewhat
characteristic
of
Don
knees
and
I
asked
a
friend
of
mine.
You
know
who
was
that
it
says?
Oh,
that's,
that's
the
former.

He
came
over
today
and
he
actually
hasn't
been
feeling
so
well
he's
been
bit
under
the
weather,
so
I
walked
over
to
the
Don
and
introduced
myself.
I
said.
Excuse
me,
mr.
mayor,
my
name
is
Jacob
Frye,
it's
a
it's
an
honor
to
meet
you.
Thank
you
so
much
for
your
public
service.
I
understand
you
haven't
been
feeling
so
well.
I
hope
you
get
better
soon.

what
struck
me
after
that?
I
calm
as
we
continue
to
talk
and
I,
asked
him
in
what
about
working
for
the
city
and
as
mayor,
how
do
you
like
the
most
and
he
said?
Well,
it's
the
tangible
benefit,
even
more
so
than
than
working
in
Congress.
You
benefit
people
at
a
very
grassroots,
tangible
level
and
I.
That
was
something
that
I
think
I
really
took
to
heart.

He
served
briefly
in
the
Pacific
Theater
during
the
latter
part
of
world
war
two
and
then
returned
to
the
University
of
Minnesota
completing
his
LLB
degree
in
1948
and
whereas
Fraser
became
active
in
the
Democratic
farmer,
Labour
Party,
beginning
in
the
late
1940s
working
on
several
political
campaigns,
including
Hubert
H
Humphrey
race
in
the
US
Senate
in
1948.
Through
his
work,
he
met
our
vons
Skelton.

Fellow
student
also
active
in
the
DFL
party,
they
were
married
in
1950
and
had
six
children
and
whereas
frazier
was
a
minnesota
state,
senator
from
1954
to
1962,
representing
Northeast
Minneapolis
in
the
area
around
the
University
of
Minnesota
and
whereas
in
1962
Fraser
was
elected
to
the
US
House
of
Representatives,
representing
Minnesota's
fifth
District
in
the
88th
296
Congress's
1963
to
1979
end,
whereas
in
1979
Fraser
ran
for
mayor
of
Minneapolis,
defeating
Charlestown
vic
by
a
wide
margin.
He
served
four
terms
retiring
in
January
of
1994.

This
is
exemplified
by
his
initiation
of
the
youth
Coordinating
Board
and,
most
recently,
with
his
work
on
the
committee
of
the
achievement
gap
aimed
at
eliminating
the
educational
achievement
gap
experienced
by
children
from
high
poverty
areas.
Now,
therefore,
be
it
resolved
by
the
Minneapolis
City
Council
that
we
honor
mayor
don
Frazier's
commitment
and
service
to
the
city
of
Minneapolis
and
program
proclaim

the

when
you
make
bad
decisions.

a

of
a
resolution
approving
a
license
settlement
for
conference
recommendations.

revocation

reinstatement

numbers

and
six.

of

consenting
to

approving

of

restructuring

reduce
debt,
as
well
as

transportation
funding
bill
item.

is
authorizing
the
city
to
be
a
member
of
the
clean
energy
and
Jobs
campaign
which
works
on
energy
issues
at
the
Capitol

bit

a
sad

On
monday
night,
a
young
man
named
marcus
knolls
knolls
was
killed
while
riding
his
bicycle
on
Franklin
Avenue
and

Garfield
and
Marcus
had
just
moved
to
Minneapolis
from
Atlanta.
He
was
like
I,
said
26
years
old,
moved
here
for
a
job
as
a
sous
chef
and
was
really
had
dreams
of
becoming
an
executive
chef.
I
was
really
excited
about
joining
the
Minneapolis
bicycling
community,
and
so
people
are
coming
together.

Saturday
to
honor
Marcus
and
to
memorialize
his
death
and
people
are
meeting
at
three
thirty
in
Loring
Park
for
a
bicycle
ride
to
memorialize
Marcus,
and
if
people
want
to
come
and
join
in,
but
aren't
winter
bicyclists,
you
could
join
at
four
thirty
at
the
site
of
his
death
on
Franklin
and
garfield,
and
so
that
that
there's
more
information
about
that.
If
anyone
would
like

I
just
also
want
to
just
take
a
moment

honor
Marcus
Knowles.
