this
regular
meeting
of
the
zoning
and
planning
committee.
It's
august,
twenty-first
2014,
I'm
lisa
vendor.
I
chair
the
committee
and
I'm
joined
today
by
council
members
reich
johnson
in
warsaw.
Me
were
a
quorum
of
the
committee.
Councilmember
Goodman
and
President
Johnson
are
absent
today
on
City
business.
We
have
just
three
items
today.

All
on
the
consent
agenda
item
number
one
is
regarding
124
unit
residential
development,
zoning
code
text
amendment
and
it's
to
amend
the
following
ordinances
in
title:
20
of
the
Minneapolis
code
of
ordinances
relating
to
the
zoning
code
for
12
for
residential
development.
We
have
a
number
of
amendments
to
the
resolution
which
I
will
move.
Why

this

just
going
through
the
other
two
consent
items?

item
number
two
is
1121
fillmore
street
northeast
a
petition
filed
by
greg
clemente
to
rezone
the
property
there
from
are
three
to
four:
more

allow
for
an
office
to
be
converted
into
a
third
dwelling
unit.
An
item
number
three
is
regarding
secondhand
goods.
It's
a
subject
matter
of
an
ordinance
amending
title
20
of
the
Minneapolis
code
of
ordinances,
amending
regulations
for
secondhand
goods,
and
that
is
a
staff.

We
worked
on
this
with
certain
members
of
the
Planning
Commission
that
had
different
perspectives
as
well,
but
I
think
that
in
some
cases
we're
fixing
glitches
or
things
that
are
outdated
and
that
enables
the
ability
to
build
so
I
think
we've
used
a
rare
opportunity
to
open
up
the
zoning
code
to
our
advantage
here.

know
this
came
to
the
Planning
Commission.
There
were
only
a
handful
of
people
there
to
speak
and
support
all
in
support
of
the
changes.
I
think
this
really
hit
a
good
middle
ground
between
folks
who
are
constructing
new
homes
and
the
existing
neighbors
who
had
had
concerns
I
think
it
was
very
successful.
So
the
second
motion
was
brought
forward
for
by
councilmember
Goodman
and
I
will
move
this
as
well.
This
is
related
to
very
wide
lots,
so
I'll
move
to
amend
the
zoning
code
text.

items

through
3,
with
the
two
amendments
for
item
number,
one
all
those
in
favor,

the

We
do
have
one
more
item,
which
is
a
SAP
staff
direction
which
I
will
move.
This
was
also
from
council
member
paul
Masada's
office.
It's
related
to
the
124
unit
code
changes,
but
on
a
related
issue
regarding
residential
construction
and
environmental
incentives.

councilmember
Palmisano
requests
that
staff
of
the
Department
of
C,
ped
and
collaboration
with
other
City
departments,
including
the
City
Attorney's
Office
regulatory
services,
the
city
coordinators
office
and
Public
Works
conduct
a
study
of
methods
and
tools
to
establish
incentives
related
to
two
aspects
of
sustainable
construction
and
demolition,
affecting
one
to
four
unit:
residential
development,
green
building
and
building
deconstruction.
The
study
should
include
research
into
best
practices,
likely
stakeholders
and
departments
of
responsibility
and
an
analysis
of
projected
costs
and
benefits.
The
study
is
designed
to
coincide
with
continued
research
into
the
construction
and
demolition
waste.

again,
this
is
just
a
staff
direction
that
would
direct
staff
to
work
on
incentives
that
would
incentivize
people
who
are
deke
tearing
down
homes
to
deconstruct
them
and
reuse
the
materials
instead
of
just
land
filling
the
waist
so
I'll
move
that
staff
direction.

mentioned
that
I
do
have
a
summer
intern
who
is
working
on
deconstruction
is
working
with
various
city
departments,
including
the
city
coordinators
off
as
Public
Works
and
regulatory
services,
and
see
ped,
and
is
coming
up
with
recommendations
on
establishing
various
incentives
and
also
is
working
with
mayor's
office
as
part
of
the
mayor,
zero
waste
initiative.
So
I'm
just
wondering
if
this
is
duplicated.

don't
see
this
work
is
duplicative.
We've
been
working
together
and
collaboratively
all
summer,
so
I
see
it
it's
just
being
one
complete
whole,
but
it
definitely
is
the
environmental
aspects
of
how
we
want
to
do
more
construction
in
residential
housing.
