Our
councilmember
palmisano

There's
four
of
us,
so
there's
a
quorum,
councilmember
or
presidents
Johnson
will
not
be
with
her
here
with
us.
Today,
a
councilmember
Reich
will
be
joining
us
shortly.
We
have
three
items
on
the
agenda.
The
first
two
are
consent
items
from
the
fire
department.

The
first
one
is
to
authorize
acceptance
of
a
grant
award
from
centerpoint
energy
for
their
2014
community
partnership
grant
in
the
amount
of
1250
dollars
which
the
Minneapolis
fire
department
will
use
to
purchase.
Cardiac
science
power
hearts,
AED,
g3
batteries.
The
second
item
is
to
authorize
acceptance
of
16
smoke,
alarms
from
the
Minnesota
Safety
Council
to
the
Minneapolis
Fire
Department
for
distribution
in
North
Minneapolis.

third
item
is
a
discussion
item
and
it's
a
discussion
item
with
regards
the
Department
of
emergent
emergency
communications,
its
authorized
staff
to
sign
the
mass
or
cooperative
agreements,
the
ancillary
agreement
in
the
procurement
agreement
for
five
agency
consortium
shared
hosted.
Next
generation
911
call
handling
system
solution
and
presenting
on
that
will
be
director
Heather
hunt.
Council

are
the
first
two
items
or
consent
items.

operations
director
for
Minnesota,
Brian,

and
it
is
our
absolute
thrill
today
to
present
a
what
we
call
a
community
partnership
grant
to
the
fire
department.
This
is
actually,
I
think,
the
eleventh
year
that
we're
into
doing
this
thing
called
a
community
partnership
grant.
It
gives
us
an
opportunity
to
support
the
communities
that
we
serve,
and
so
we
we
actually
cracked
the
million-dollar
mark
this
year.

in
terms
of
total
grant
participation
and
in
in
particular,
with
the
city
of
Minneapolis.
We've
been
here
for
almost
one
hundred
and
forty-three
years
started
just
down
the
block
and
in
fact,
last
Friday.
We
closed
on
our
brand
new
headquarters,
building
which
is
going
to
be
downtown
Minneapolis
right
on
the
corner
of
Fifth
and
nicollet.
So
our
roots
are
deep
here
and
we
just
so
appreciate
the
opportunity
to
present
this
check
for
1250
dollars
to
the
fire
department
for
these
AED
batteries
that
are
so
important
and
so
necessary.

continued
partnership
we've
had
for
years.
This
is
going
to
go
a
long
ways
to
sustain
a
program
that
in
Minneapolis
folks,
you
don't
know
our
our
cardiac
save
rate
is
one
of
the
highest
in
the
country
and
which
makes
it
and
being
that
we're
going
to
buy
new
batteries
for
a
EDS,
which
is
a
real
critical
piece
of
equipment
used
on
these
types
of
events.

so
today
we're
going
to
request
you
to
authorize,
or
the
council
authorized
staff
on
behalf
of
the
city,
to
sign
these
three
agreements
that
we're
going
to
be
talking
about
in
a
little
bit
more
detail
in
my
presentation,
which
I
literally
received
this
morning
when
we
presented
this
to
the
Metro
emergency
services
board
and
they
unanimously
voted
to
approve
the
N
sign
the
documents,
so
they
have
just.
This
is
fresh
ink
here.

So
just
a
little
bit
of
history-
and
most
of
you
are
familiar
with
this
already
from
our
updates
that
we've
presented,
but
we
have
a
911
phone
system
that
is
at
end
of
life.

Metro
agencies
collaborated
to
develop
and
explore
the
possibility
of
sharing
a
system
rather
than
purchasing
ten
standalone
systems,
because
we
were
all
in
the
same
opportunity
area
of
needing
to
replace
our
911
call
answering
equipment.

Just
the
note
on
the
bottom,
all
three
of
these
documents
were
developed
with
the
mes,
B
and
hennepin
county
board
attorney
oversight
along
with
all
of
the
parties,
and
they
have
all
been
reviewed
by
our
own
legal
and
purchasing
representatives
who
had
the
opportunity
to
provide
input.
So
this
has
been
approved
by
finance
and
the
City
Attorney's
Office.

So
the
agreements
themselves
there
are
three,
the
first
one
I'm
going
to
talk
about
is
the
cooperative
agreement,
and
this
is
a
governance
framework
for
these
partners
that
are
going
to
jointly
purchase
own
and
operate
a
shared,
911
call
handling
system.
The
document
is
constructed
to
be
permissive
in
nature
and
that
it
creates
a
framework
for
how
we're
going
to
how
we're
going
to
govern
this
consortium.
It
provides
for
current
and
future
membership.

also
outlines
the
roles
and
responsibilities
of
the
parties,
of
which
the
city
of
Minneapolis
is
one
and
the
mes
be
the
contract
manager
and
fiscal
agent.
Is
the
mus

and

if

desired,
and
it
is,
it
is
so
desired
and
has
been
set
worth
in
the
ancillary
agreements
that
we
will
have.
An
emergency
communication
services
committee
will
elect
a
chair
and
vice-chair
and
their
duties
will
be
to
convene
meetings
and
manage
the
cooperative
agreement
and
also,
as
I
mentioned
before,
the
framework
allows
for
current
and
future
purchases
and
collaborations.

The
ancillary
agreement
also
sets
out
cost
allocation
and
ownership
by
formula
for
the
shared
equipment
voting,
which
has
been
determined
to
be
equal
if
it's
a
non-monetary
decision
or
weighted.
If
there
is
money
attached
to
the
decision
and
the
weights
are
determined
by
the
size
of
your
system,
its
initial
term
of
five
years,
we're
not
going
to
allow
anyone
to
withdraw
for
five
years,
because
the
entire
RFP
is
based
on
a
five-year
cost
of
ownership,
and
we
don't
want
to
reshuffle
the
deck
sooner
than
five
years.

So
it's
envisioned
that
at
some
point
down
the
road
we
could
have
maybe
three
or
four
ancillary
agreements.
One
is
for
the
phone
system.
Maybe
we
decide
to
purchase
a
call
logging
recorder
jointly
rather
than
ten
of
those.
So
this
lays
the
framework
for
that
to
happen,
the
purchase
agreement
or
procurement
agreement,
and
it
includes
the
ancillary
agreement
alone--
it's
between
the
parties
and
the
vendor,
which
is
independent
emergency
services.

They
are
a
company
that
provides
both
network
and
equipment
for
911
throughout
the
state,
as
well
as
north
dakota
and
wisconsin
they're
a
very
experienced
vendor,
and
they
were
the
choice
of
the
consortium
based
on
the
attributes
of
the
system
that
they
bid
for
us
again.
The
initial
participants
that
will
sign
the
purchase
agreement
are
Elena,
Edina,
hennepin,
EMS,
Hennepin,
County,
Sheriff's,
Office,
Minneapolis
and
the
mes
be
the
there
are
payment
terms
laid
out
in
the
purchase
agreement
that
I
have
reviewed
and
are
consistent
with
the
funding
that
we've
obtained
through
click
for
this
project.

just
wanted
to
include
that
so
you'd
you'd
have
a
visual,
then
the
purchase
agreement
also
includes
equipment
and
priceless.
It
identifies
current
costs
and
it's
valid
for
five
years,
including
future
buyers.
So
we
wanted
to
make,
because
we
have
ten
entities
that
are
still
a
member
of
the
master
consortium
and
only
five
are
moving
forward
at
this
time.

We
wanted
to
make
sure
that
those
future
buyers
who,
for
various
reasons,
can't
move
forward
in
2014
or
2015
are
able
to
take
advantage
of
the
pricing
that
was
negotiated
under
the
contract
with
the
vendor
and
another
benefit
is
that
by
having
a
single
vendor
and
it
really
a
single
system,
that's
shared.
We
have
uniform
maintenance
across
all
the
peace,
apps
and
peace.

App
is
public
safety
answering
point
and
what
that
does
is
make
sure
everyone
gets
the
same
versions
up
at
the
same
time,
the
same
updates
at
the
same
time
and
that
you
don't
have
one
member
lagging
behind
and
perhaps
compromising
the
integrity
of
or
the
performance
of
the
system,
that's
shared
by
everyone,
our
timeline,
our
implementation
schedule
is.
We
would
like
to
sign
our
agreements
now
as
soon
as
possible.
We
intend
to
have
installation
and
testing
completed
and
our
people
trained
around
about
three
March
of
15,
and
then
final
acceptance
of
the
system
would
come.

a
couple

regards
to
these

roll

there

some
issues
with
connectivity.
For
instance,
the
Dakota
County
communication
center
is
in
Dakota
County.
It's
a
long
way
there.
It
was
challenging
to
find
connectivity
at
a
reasonable
cost
that
would
be
available
now,
but
two
or
three
years
from
now.
They
feel
that
they're
going
to
be
able
to
join
and.

With
regards
to
the
training
that
could
happen,
let's
say
in
March
of
2015
I'm
going
to
ask
the
question
within
the
context
of
you
know,
some
of
the
issues
that
have
been
brought
forward
with
the
cross
training
and
those
sorts
of
things
is
that
going
to
I
guess
slow
down
dad
type
of
training
as
well
or
I
mean?
Is
this
system
easy
enough
for
everyone
to?
Let
me
eventually
just
get
the.

System
is
an
upgrade
from
our
current
system,
so
the
user
interface
is
going
to
be
quite
similar
to
what
our
people
are
using
today,
not
to
say
that
they
won't
need
training
on
it.
I
believe
there's
four
hours
of
agent
training
that's
being
proposed,
and
then
so,
as
with
any
new
system,
we
have
to
train
people
and
there
will
be
a
cost
associated
with
that.

foundation
for
more
efficient
call
handling.

we
wrote
calls
through
the
center
will
have
more
options
for
different
queues
and
different,
more
granular
detail
in
how
we
assign
people
according

capabilities

stages

they
are
at
in
their
training.
So
it
also
does
set
the
it
gives
us
much
improved
reporting
capabilities,
because
the
MIS
system
that
is
attached
to
this
product
and
has
been
proposed
is
new
and
modern.
