this
regular,
scheduled
meeting
for
April
23rd,
it's
for
the
elections
and
Rules
Committee
we've
got
a
quorum
right
now
with
me.
Are
a
bunch
of
council
members.
My
colleagues
lenee
goodman
war
sami
blong,
andrew
johnson,
glidden,
bender
and
Cano.

We've
just
got
one
item
on
the
agenda
here
today,
and
it
involves
adding
some
precincts
to
the
city
as
well
as
changing
the
location
for
others.
I
know
staff
is
connected
with
council
members
on
these
proposed
changes
here
to
introduce
the
proposal
this
morning.

You
mr.
chair
good
morning,
my
name
is
Grace,
walk
the
roads
and
I
am
the
assistant
city
clerk
director
of
voter
elections
and
voter
services.
I
am
here
before
the
committee
to
present
our
proposal
of
adding
eight
new
precincts
and
relocating
for
polling
locations.
As
you
may
know,
the
city
had
an
eighty-one
percent
turnout
in
the
2012
presidential
election.

Unfortunately,
this
incredible
turnout
led
to
long
lines
and
a
less
than
desirable
voter
experience.
Our
division
responded
to
this
by
taking
a
proactive
role,
conducting
annual
on-site
poll
assessments
with
the
goal
of
a
positive
voter
friendly
experience.
Tim
Schwartz,
who
is
responsible
for
these
assessments,
will
now
highlight
the
poll
assessment
and
present
our
recommendations
for
the
council's
consideration
and
review.

our

I'm
Tim
Schwartz,
with
voter
elections
of
motor
services,
Minneapolis
I've
got
a
PowerPoint.
You
can
follow
along
through
this.
Just
to
give
you
a
little
background,
some
stats.
Currently
in
Minneapolis
we
have
117
precincts.
This
is
down
from
a
number
of
precincts
in
1990
of
182
and
then,
if
you
notice,
while
we've
been
decreasing
their
precincts
in
recent
years,
the
number
of
in-person
votes
cast
has
been
going
up.

That's
part
of
the
reason
why
we're
interested
in
adding
some
additional
precincts
in
the
city
and
then
at
the
bottom
of
the
slide,
you'll
note
that
there's
28
places
currently
that
have
over
2,500
registered
voters
which
have
over
2,500
serve
voters
which
exceeds
the
the
recommendation
of
the
Secretary
of
State
to
keep
your
polling
places
within
a
two
thousand
to
2,500
person
range
some
of
the
work.
After
the
twenty
twelve
election,
we
went
out
to
assess
all
the
polling
sites
in
person.

We
listen
to
some
voter
feedback
that
we
received
in
2012,
as
well
as
feedback
from
election
judges
on
how
the
polls
performed,
and
then
we
went
out
and
identified
and
assess
some
new
polling
sites
so
for
2014,
as
grace
mentioned,
we're
recommending
eight
new
precincts
to
be
added
and
moving
for
polling
places
from
their
current
location.
The
focus
of
these
changes
really
was
on
precincts
that
have
a
high
level
of
registered
voters
over
2500
sites
that
had
difficulty
with
voter
lines.

have
a
move
from
Mount
Zion,
Lutheran,
Church,
precinct,
11-7
is
moving
over
to
urban
refuge,
church
and
then
ward
12
I
will
be
moving
right
next
door
from
the
Hiawatha
school
to
the
park,
building
which
is
adjacent
and
then
to
walk
through
the
the
precinct
additions
in
Ward
1
will
be
adding
one
precinct,
we're
proposing
to
add
one
precinct.
The
polling
site
would
be
Columbia
manor,
golf
club
and
that
would
be
created
out
of
the
existing
precinct
11,
and
you
can
see
the
new
precinct
lines
here
on
your
PowerPoint
forward.

The
existing
the
remaining
part
of
37
would
be
going
to
salt,
the
apartments
so
37
splits
and
each
half
has
a
new
polling
location
and
then
312
would
be
a
new
precinct
voting
at
Minneapolis,
Central
Library
and
that
would
be
created
out
of
the
existing
38
precinct
and
here's
a
map
showing
the
the
split
of
the
current
34
precinct
along
the
red
line.

are

locations
and
then
current

the

precinct

we
propose
adding
two
precincts.
The
new
12
11
would
be
created
either
out
of
the
existing
12-6
that
they
would
vote
at
trinity,
lutheran
church
and
the
new
12
12
would
be
created
out
of
these
existing
12-8
with

new
polling
site
for
them
at
roosevelt,
high
school
gym
and
here's
a
map
showing
the
12
6
split,
which
is
actually
another
return
to
an
old
precinct
line
in
an
old
precinct
location,
a
polling
location.

So
going
forward
we're
not
we're
not
stopping
our
assessments
where
we'll
continue
going
out
to
site
assessments,
looking
for
new
polling
places,
speaking
with
each
of
your
wards
about
issues
related
to
polling
places
and
trying
to
look
for
solutions
to
some
of
those
other
areas,
precincts
polling
places
that
have
those
high
numbers
that
have
issues
with
lines
that
we
haven't,
for
which
we
haven't
yet
found
a
solution.

and

that's
the

they

as
painless
as
possible

yeah

statute,
we
are
allowed
to
have
our
polling
locations
outside
of
the
boundaries
within
a
certain
length.
Dirac
is
a
relatively
new
polling
location
and
it
is
the
ideal
place
at
that
time.
However,
I
will
pass
it

with
any
other
additional
comments.

don't
remember
the
specifics
on.
I
know
we
have
a
couple
that
are
outside
I,
think
and
actually
across
the
city,
quite
a
few
that
are
close
to
the
border
just
across
the
border
on
a
far
edge
of
the
precinct
and
a
lot
of
times.
We
just
have
difficulty
finding
a
location
that
finding
something
that's
central
to
the
precinct
is
difficult.

understand
looking
into
the
future
what
your
thoughts
are
on.
If
and
when
we
should
change
polling
locations
again,
because
I
think
John,
changing
them
and
adding
more
precinct
is
always
complicates
things,
and
then
people
have
to
learn
new
things.
So
we
did
some
changes.
Last
time
and
afterwards,
I
heard
from
some
people
who
said
I
went
to
my
old
place
and
I
couldn't
vote
there.

told
to
go
somewhere
else
and
I
had
to
get
to
work
and
I
never
voted
so
I
think
we
want
to
do
this
awfully
and
carefully,
and
you've
talked
a
little
bit
about.
We
want
to
have
everything
set
before
the
next
presidential.
Could
you
just
remind
me
about
if
we're
going
to
make
any
changes
in
the
future,
how
we
should
think
about
that
sure.

Even
if
there
are
some
lines,
change
is
difficult
they'd,
rather
in
some
cases
stay
at
the
at
the
site,
even
if
it's
busy
and
complicated
rather
than
moving
so
I,
think
we
need
to
have
some
more
of
those
conversations
with
some
of
the
constituents
in
the
in
the
wards
that
need
some
changes
and
then
look
towards
2017.
So.

that's
an
impediment
for
to
boat,
so
we
are
now
reversing
the
trend
and
I
think
you
know
now
is
now
is
a
good
time
to
do
so
so
that
the
next
bye-bye,
the
next
time
that
we
get
around
to
the
next
presidential
election
people
will
be
familiar
with
where
they
go
to
vote.
So
if
there's
any
confusion
now
they're,
certainly
we
by
the
way
we
will
make
sure
that
there
isn't
confusion.
But
if
there
isn't
any,
it
will
be
eliminated
by
the
big
turnout.

just
want
to
thank
our
elections,
apartment
and
specifically
mr.
Schwartz,
for
the
outreach
in
the
community.
I
have
seen
you
at
quite
a
few
of
our
neighborhood
association
meetings
and
I
know.
You've
worked
very
diligently
with
the
community
to
make
sure
that
we're
constantly
improving
the
experience
for
voters,
because,
frankly,
there
have
been
some
long
waits
at
Sibley
Park,
for
instance,
that
are
not
are
not
good
for
the
democratic
process.

eyes

it

the
committee's
favorable
recommendation
on
the
resolution
will
be
forwarded
to
the
City
Council
at
our

meeting
