proposed

regarding
the
Lowry
hill
east
area,
public
hearing
on
March
7
2014,
the
City
Council
designee
of
the
location
streets
and
improvements
proposed
to
be
made
in
this
project
neighborhood
as
luminant
or
numerated
on
the
map
that
I
have
an
overhead.

The
cost
estimate
for
this
project
is
717
thousand
three
hundred
and
sixty
eight
dollars
and
is
financed
by
net
debt
bonds
and
special
assessments
for
for
the
purposes
of
this
project,
the
streets
resurfacing
would
be
a
mill
and
overlay
platinum,
flat
mix,
asphalt,
performed
by
city
crews
in
the
summer
of
2014.
The
special
assessments
that
will
be
imposed
are
based
on
uniform
assessment
rates
for
2014
of
sixty
cents
per
square
foot
for
non
residential
properties,
twenty
cents
per
square
foot
per
residential
properties
on
March.

planning
engineering.
The
item
was
the
public
hearing
for
the
roadway
work
associated
with
the
santhi
parkway
bridge
project,
analysis
of
california
street
from
santhi
parkway
to
proxy
syndrome,
santhi
parkway
and
california
street
between
31st
street
and
santhi
parkland.
There
is
a
total
of
nine
different
parcels
to
be
assessed.
A
part
of
this
roadway
improvement
projects
and
four
distinct
different
property
owners.
The
project
estimated
cost
is
1.3
million
dollars
and
the
assessment
full
assessment
amount
is
237,
thousand-dollar
653
dollars.

we've
met
with
with
all
the
different
property
owners
out
here
as
part
of
the
project
development
and
have
discussed
the
assessments
with
them
with
exceptional
one
parcel,
which
is
currently
for
sale
at
31st
and
santhi
parkway,
the
california
streets
and
oil
dirt
road
way
that
would
be
improved
with
payment
and
a
sidewalk
and
california
is
an
MSA
roadway.
That's
will
be
reconstructed
as
dirty
as
well
and.

Second
street
northeast
I'm
here
today,
with
a
variety
of
hats
on
my
head.
Not
only
is
park
board
president,
but
also
a
staff
for
the
Columbia
Park
Neighborhood
Association
and
someone
who
can
see
the
bridge
from
my
front
steps.
This
project
has
gone
through
quite
a
lot
of
review
over
a
number
of
years.
In
fact,
I
appointed
the
people
who
were
on
the
committee
back
before
I
was
a
part
for
Commissioner
that
we're
representing
the
neighborhood.

Our
only
question
here
today
on
all
three
hats
is
the
main
street
reconstruction.
They
have
purchased
enough
property
to
either
put
in
a
sidewalk
or
Boulevard
trees
and
as
the
park
board.
Commissioner,
I
am
not
happy
with
the
fact
that
we're
going
to
lose
that
shade
tree
canopy
as
a
neighborhood
member,
I'm
thrilled
to
death
we're
going
to
get
the
sidewalk
connection.

We'd
appreciate
that
having
a
great
tree
tree
tree
canopy
in
Minneapolis,
but
also
having
that
pedestrian
accessibility
from
our
little
closed-off
neighborhood,
that
is
in
that
portion,
surrounded
by
the
railroad
yard
and
university
avenue
northeast
and
that
when
I
lovely
refer
to
as
the
East
German
wall
that
goes
along
thirty,
seventh
Avenue
that
separates
us
from
anoka
county
and
the
city
of
columbia,
heights
we're
kind
of
trapped
up
there,
and
so,
while
we're
going
to
be
trapped
there.
For
the,
however
long
this
takes
to
construct.
We'd,
also
like
when
we're
done
to
have
that
amenity.

know
the
sidewalk
coming
down
from
the
park
is
not
complete
as
well
and
as
a
park
board.
Commissioner
I'd
be
happy
to
push
that
through.
So
we
can
make
those
connections
but
I'd,
really
like
that
Main
Street
piece
to
have
the
sidewalks
and
the
trees.
So
if
there's
anything,
you
can
do
to
make
that
happen.

main
street
is
being
realigned
to
accommodate
current
roadway
standards
that
we

meet
us

to
the
project.

and
mainstream.

will

the
east
side
on
the
west
side
to
the
extent
that
that's
possible

continue

look
at
the
tree
issue
for
both
sides
per
the
request

the
neighborhood.

On
april,
eleventh,
the
city
council
referred
this
project
back
to
committee.
We
were
here
before
you
on
april,
first
with
the
public
hearing
and
previous
to
that
on
februari
21st,
the
council
designated
the
location
streets
and
improvements
proposed
to
be
made
since
that
time.
Since
the
public
hearing,
we
have
discovered
that
we
had
an
error
in
our
records
as
far
as
the
ownership
and
jurisdiction
of
those
streets.
They
are
indeed
MnDOT
owned
roads
and
they
are
the
responsibility
of
mndot
for
their
upkeep
and
preservation
and
reconstruction.
We
do
have.

We
do
take
care
of,
and
we
patch
the
streets
under
the
road
maintenance
agreement
that
we
have
with
the
state
where
they
pay
us
to
do
that,
but
anything
over
and
above
that
is
their
responsibility.
So
it
would
not
be
appropriate
for
us
to
perform
this
level
of
work
on
them
without
their
paying
for
it
or
them
doing
that
themselves.

we
will
do
is
we
are
very
aware
that
it
needs
some
work
and
we
typically
will
submit
requests
to
them
for
overlays
on
their
roads
in
their
jurisdiction
in
the
city,
and
we
will
do
that.
We've
been
successful
in
getting
work
done
that
way.
Typically,
we
do
not
assess
for
work
that
either
the
county
or
the
state
does
to
the
abutting
property
owners.
We
have
not
been
doing
that
in
the
past,
so
we
would
not
be
do
that
doing
that
if
they
do
come
forward
and
do
the
work.

There

an
error
in
the
records
showed
that
they
were
locally
owned
streets

signed
the
taps
letter.
How
I
was
aware,

back

my

take
care
of
those
streets
under
a
road
means
agreement.
Even
it
wasn't
until
I
saw
the
objection
letter,
one
of
the
objection,
letters
talking
about
a
property
owner
who
was
told
that
they
would
never
have
access
to
the
MnDOT
to
35w.

thinking
about
it
and
even
I
was
here
before
you
at
the
public
hearing
and
the
check
engine
light.
My
head
was
on,
but
I
wasn't
paying
attention
to
it
as
I
walked.

of
here
we
were
talking,
it
started.

I
went
wait
a
minute.
Why
are
we
doing
this?
We
should
not
even
be
we
shouldn't
be
overlaying
these
any
more
than
we
would
go
out
and
overlay
Hiawatha
or
Olson
highway.

is
