the
regularly
scheduled
meeting
of
the
Minneapolis
City
Council,
and
we
take
time
sometimes
before
a
meeting
to
recognize
extraordinary
individuals,
extraordinary
businesses,
people
that
have
done
great
work
in
our
city,
and
so
this
morning
we
had
in
and
also
organizations.
Excuse
me
so
this
morning,
councilmember
glidden
wants
to
recognize
people
that
are
working
on
ovarian
cancer.

Thank

so
much
council
president
good

My
name
is
Elizabeth
glidden
I'm,
the
vice
president
of
the
Minneapolis
City
Council,
and
we're
here
today
with
Kathleen
Gavin,
who
is
the
executive
director
of
the
Minnesota
ovarian
cancer
alliance
and
with
the
help
of
the
Alliance.
We
are
recognizing
September
of
2015
as
ovarian
cancer
month
and
in
honor
of
that
we'll
be
lighting.
The
35w
bridge
in
teal
and
so
I
have
a
resolution
that
I'd
like
to
read,
and
then
I
will
ask
kathleen
if
she'd
like
to
say
a
few
words.

When
detected
early
more
than
ninety,
two
percent
of
women
survive
longer
than
five
years.
If
the
disease
is
detected
and
treated
properly
before
to
spread
beyond
the
ovaries
and
whereas
more
ovarian
cancer,
research
is
critically
needed
to
develop
prevention
strategies,
early
detection
tools,
better
therapies
and
a
cure,
and
whereas
women's
lives
will
be
saved
by
raising
public
awareness
about
ovarian
cancer
and
educating
doctors
and
women
about
the
symptoms
of
the
disease.

resolved
by
the
City
Council
of
the
city
of
Minneapolis
that
we
do
hereby
proclaim
the
month
of
September
2015
to
be
ovarian
cancer
awareness
month
in
the
city
of
Minneapolis
and
be
it
further
resolved
at
the
35w
bridge,
be
lit
teal
on
monday
august,
31st
2015
in
honor
of
the
minnesota
ovarian
cancer
alliances
work
to
raise
awareness,
provide
support
and
fund
ovarian
cancer
research.

but
we
have
an
office
in
Councilwoman,
glidden's

and
she's
been
very
supportive

organization

last
several
years
have
appreciated
the
support
of
the
City
Council
in
recognizing
this
very
important
disease
and
month
for
us,
and
this
year,
in
addition
to
the
35w
bridge,
will
also
be
lighting.

Thursday

you
may
notice,
the
IDS
tower
will
be
lit.

the

tower
will
be
lit
teal
for

month
of
the
first
week
of
the

So
we
really
appreciate
the
support
of
the
city
in
helping
us
extend
our
mission
and
if
anyone
here

affected
by
ovarian
cancer,
please
reach

We
have
a
whole
range
of
services
and
we
do
support
the
University
of
Minnesota
and
mayo
with
our
research
money,
which
has
totaled
over
5
million
dollars
to
date.
So

the
recent
past,
I
was
at
one

sea
ped
this
week
for
Kristen
guild
who's,
leaving
us
and
going
to
the
city
of
st.
Paul
to
work
in
their
economic
development
department,
but
I
said
we're
like
the
farm
team
for
other
cities,
which
tells
you
how
important
the
work
that
our
employees
do
is
and
is
recognized
across
this
region.

know
where
the
premier
City
in
our
region,
and
so
the
tasks
that
people
take
on
in
this
city
are
very
complicated,
complex
and
provide
experience
that
you
don't
get
in
any
other
city,
so
Jay
is
leaving
us
going
to
be
the
city
manager
in
the
city
of
brooklyn
park
and
a
brooklyn
park
is
a
really
interesting
suburb.
Actually,
I
represent
the
far
northwest
corner
of
minneapolis.
Oh
I
have
some
interaction
with
Brooklyn
Park
over
the
years
and
they're
a
very,
very
progressive
city.
They
take
their
problems
head-on,
reach
out
to
their
communities.

This
last
year,
I've
been
following
in
the
North
Metro
section
of
the
paper.
One
of
the
things
they've
done
is
identify
their
neighborhoods,
which
is
a
name
their
neighborhoods
to
try
and
create
more
of
a
sense
of
community
among
the
neighbors
and
so
I
watch.
What
they
do
so
Jay
I'll
be
watching
you,
but
I
want
to
read
this
resolution
because
Jay
has
been
such
a
great
team
player
for
us
in
Minneapolis,
taking
on
roles
that
he
always
when
he
was
asked
to,
and
that
is
really
an
important
thing
in
this
city
so
I.

Trailblazer
award
for
excellence
in
public
performance
reporting
and
whereas
Jay
improved
community
outcomes
and
organizational
effectiveness
and
institutionalized
a
culture
of
results
and
continuous
improvement
through
the
development
and
administration
of
Minneapolis.

internationally
recognized
results
management
system.
This
system
included
development
of
three
sets
of
City
goals,
guidance
and
support
of
departments
in
the
crafting
of
dozens
of
dis,
business
plans,
merging
performance
measurements
into
the
city's
budget
process,
introduction
of
business
policies
and
continuous
improvement
programs
and
curator
of
countless
results.

jewelry

I

quite

them

the
gentleman's

guys

Jean
gitelson

born

raised
in
North
Minneapolis
attended,
Willard
elementary
Lincoln
junior
high
and
graduated
from
North
High
School.

gitelson
received
a
sales
education
from
his
father,
starting
at
age.

father
during
summer
vacations
traveling
across
Minnesota,
Iowa
Wisconsin
and
the
Dakotas
selling
various
products
and
learning

art
of
sales
and

aggressive,

get
these
homes
back
into
you,
assembly,
they're,
doing
a
great
job.

bicycle
infrastructure.
Improvement
needs
the
pending
Avenue
quarter,
including
the
thomas
Avenue
North.
Bikeway
staff
should
take
care
of
maximize
connections
to
future
transit,
stop
stations
and
fill
the
north-south
gap
in
the
regional
bikeway
network,
and
if
I
may
speak
to
it,
I
wouldn't.

wrote
on
penn
avenue
north

wrote

queen
avenue
north
who
wrote
on
thomas
avenue
north
on
the
way
to
about
10
miles

writing
on
the
north
side

sore

a

biking

throughout
the
process.

supported

thanking
Minneapolis,
Public
Works
staff
for
working
very
hard
on
this
and,
as
I
said
earlier,
Public
Works
staff
was
actually
sharing
the
same
position
that
I
had,
which
is
you
know,
bike
lanes
on
penn
avenue
north
one
of
the
things
staff
for
all
their
hard
work
in
terms
of
getting
us
to
here,
specifically
at
on
flange
in
haggar
and
others
have
been
wonderful.
I
also
want
to
give
a
shout
out
to
county
staff
kelsey
Dalton
Walton,
who
was
in
the
audience
and
Kelly
Hoffman
werth.

Who
is
an
audience
and
you
know
I
think
I
mean
the
key
word
in
this
situation
is
just
compromise.
Sometimes
you
know
we're
just
not
going
to
get
everything
that
we
want,
and
you
know
that's
that's
unfortunate,
but
you
know
we
just
have
to
move
on
and
find
salut,
because
there
are
more
important
interests
ahead
of
us,
and
so
in
this
situation
there
was
a
process
to
this
project.
The
process
was
open.
It
involved
a
lot
of
public
outreach
and
engagement
in
some
ways.

A
lot
of
the
public
comments
were
opposed
to
buy
clams
on
penn
avenue
north
and
just
this
week
has
spent
some
time
with
neighborhood
folks
who
wanted
to
reiterate
how
they
opposed
by
plans
on
penn
avenue
north.
Of
course,
there
were
other
folks
who
were
very
much
in
favor
of
bike
lanes
on
penn
avenue
north
as
well.
There
was
a
vote
of
the
project
advisory
committee,
which
was
overwhelming
in
its
outcome.
12
people
voted
against
bikes
on
Penn
Avenue,
and
there
were
five
votes
for
bikes
in
some
form
on
Penn
Avenue,
including
the
hybrid
option.

Penn
Avenue
is
on
the
bike
plans
for
both
Hampton
County
in
the
city
of
Minneapolis,
but
they're
just
plans
in
some
ways.
No
plan
survives
its
first
initial
contact
with
reality
unscathed.
After
the
votes
of
the
pack,
independent
city
staff
were
directed
to
look
further
at
bike
lanes
on
queen
avenue
running
parallel
to
pin
at
noon.
Queen
avenue,
in
my
view,
is
not
a
good
road
for
bike
theft.
There
are
numerous
obstacles
from
the
schools
to
parks
to
broken
three
grids.

Queen
avenue
has
been
rejected
by
many
local
bicycling
advocates
as
a
potential
back
way
because
of
these
obstacles,
and
there
are
superior
alternatives.
I
myself
do
not
support
a
queen
avenue
bikeway
a
few
blocks
past
queen
avenue
is
thomas
another
Road
on
the
Minneapolis
bike
plan.
Instead
of
a
limited
bike
facility
on
Queen,
we
have
the
potential
for
a
full-service
uninterruptedly
on
Thomas.

This
motion
requests
County
support
for
a
bike,
or
let
me
say
that
again,
this
motion
requests
County
support
in
terms
of
money
for
a
Thomas,
F
new
bike
way,
I
urge
our
friends
and
our
partners
at
the
county
to
work
with
us
ensure
that
we
build
something
great
on
Thomas.
Similarly,
I
look
to
the
leaders
on
the
Bicycle
Advisory
Committee
to
help
the
city
in
the
county.
Do
everything
to
get
this
project
moving
as
quickly
as
possible.
There
has
also
been
a
Northside
Greenway
proposed
and
I
want
to
save
myself,
my
son
port.

For
that
and
what
I
mean
by
that
is.
You
know
we
should
get
a
green
way
north
side
green
wave,
but
it
it
can
be
a
number
of
options,
including
a
complete
one
or
some
partial
one,
or
something
in
between
and
I
urge
Public
Works
in
the
BAC
at
Northside
by
coalition,
to
engage
all
of
our
partners
to
make
sure
we
get
a
world-class
amenity
on
the
north
side.
Finally,
in
all
of
this
talk
about
by
claims,
I
think
it
can
get
lost
that
this
is
first
and
foremost
a
transit
project.

We
want
brt
on
Penn
Avenue
I
want
us
to
move
forward,
expedition,
expeditiously
and
assertively
that
we
support
the
Penn
Avenue
bus,
rapid
transit
project.
Penn
avenue
is
being
reconstructed
to
accommodate
brt
to
Hennepin
County
in
the
Med
Council.
Let
me
be
clear:
we
want
brt
on
in
Avenue
and
we
want
it
as
soon
as
possible.
The
language
I'm
proposing
today
is
direct
and
unambiguous.

Council,
president
johnson
and
city
staff
believe
that
this
is
the
best
way
to
ensure
this
project
is
as
successful
as
possible
and
I'll.
Let
council
president
speak
for
itself,
but
I'm
just
including
her
in
these
comments
and
no
so
colleagues,
I
urge
your
support
for
this
motion
again.
This
is
a
compromise,
and
sometimes
we
just
have
to
compromise
is
because
it's
in
our
best
interest
in
the
long
run
were
getting
nothing
and
so
I
ask
for
your
support.

You
know
I
appreciate
so
much
all
the
work
that
has
gone
into
this
project,
particularly
from
the
council
members,
represent
this
area
councilor,
Yang
and
council.
President
I
know
the
history
a
bit
of
this
project,
not
as
well
as
those
who
were
there
negotiating
on
behalf
of
the
city
to
get
the
community
works
project
in
place
in
the
brt
line.
I
There
are
no,
there
is
no
funded
alternative
route
and
there
are
always
trade-offs
with
every
transportation
project,
but
in
this
case
there
were
many
other
ways
too
remise
or
two
at
this
stage
of
the
project
continue
to
advance
on
behalf
of
our
constituents
the
opportunity
to
have
a
bicycle
facility.
Here
there
was
a
hybrid
option
that
would
have
put
bicycle
lanes,
at
least
on
a
portion
of
Penn,
and
that
has
not
come
forward.
I'm
concerned
that
our
staff
is
estimating
that
the
cost
of
a
parallel
bicycle
Boulevard
will
be
more
than
a
million
dollars.
I
That's
roughly
twice
the
amount
of
money
that
we
have
in
our
entire
protected
bike
way
budget
annually
for
the
entire
city.
So
if
we
are
shifting
money
around
to
fund
as
the
city,
1.2
or
1.5
million
dollar
bicycle
Boulevard,
that
means
that
other
projects
will
likely
be
delayed
or
cancelled,
and
that
concerns
me
again
because
this
was
an
opportunity
here
as
part
of
an
existing
infrastructure
project
to
fulfill
both
the
county
and
the
city's
adopted
bike
master
plan.
So
again,
Penn
Avenue
is
on
the
county's
bike
master
plan.
I
It
is
on
the
city's
bike
master
plan.
Those
are
adopted
policy
documents.
Certainly,
there
are
times
when
we
have
to
look
at
an
alternative
route,
but
we
do
not
have
an
alt
unded
alternative
route
here,
so
it
would
have
been
my
preference
to
make
our
support
for
leaving
bicycle
lanes
off
of
Penn
Avenue
contingent
on
financial
support
from
the
county
to
implement
an
alternative
route,
but
again,
I
appreciate
all
the
work
that
has
gone
into
this.
I
You
know,
I
have
to
say
that
I
think
every
time
we
make
these
decisions,
sometimes
they
seem
like
smaller
decisions
on
each
route,
but
over
time
it
really
degrades
our
bicycle
network
and,
as
part
of
what
has
left
parts
of
our
community
out
of
the
opportunity
to
to
have
a
connected
transportation
options
network.
So
not
everyone
can
afford
to
drive.
Not
everyone
is
able
to
drive.

light
rail
in
North
Minneapolis
and
he
actually
looked
at
West
Broadway
and
then
going
up,
Emerson
and
Fremont
and
what
we
heard
at
that
meeting-
and
this
has
not
changed
at
both
meetings.

should
say
that's
how
long
this
process
has
been
going
on.
What
we
learn
at
those
meetings-
and
this
has
not
changed-
is
that
the
bus
routes
in
North
Minneapolis,
the
five
the
1919
is
on
pen
585
used
to
be
unpinned
as
well,
but
they
they
changed.
The
19
wrote,
but
the
five
in
the
nineteen
are
the
most
heavily
used
bus
routes
in
Metro
transit
system,
so
that
hasn't
changed
in
25
years.

So
when
council
member
yang
talks
about
this
bus,
rapid
transit,
being
it
really
important,
it
absolutely
is
and
I
don't
even
know
that
bus
rapid
transit
was
an
option
when
the
bicycle
master
plans
were
were
created.
We
have
to
accommodate
in
a
city,
I
tell
people
this
all
the
time
when
you
live
in
a
city.
Sometimes
you
don't
get
everything
you
want.

You
have
to
share,
you
have
neighbors,
the
physical
spaces
are
constrained
and
I
think
sometimes
you
really
have
to
and
you
when
you
say
this
is
a
route
that
we
approve
city-county,
it
needs
to
be
safe,
it
needs
to
be
safe
and
one
of
the
things
that
in
this
community
works
project
we
had
great
community
involvement
and
people
wanted
to
see
more
green
along
pen
and
the
plan
that
is
in
front
of
us.
The
staff
recommended
option
gives
us
actually
green
boulevards
throughout
the
entire
length
of
Penn
Avenue.
We
don't
have
that
now.
A
We
don't
have
wide
sidewalks,
we
don't
have
boulevards.
We
have
a
lovely
space
in
my
word,
which
is
next
to
Crystal
Lake
cemetery.
You
know
that
that's
beautiful
people
see
if
they
drive
it.
They
love
it.
It's
got
beautiful,
crabapple
trees,
which
are
going
to
be
a
problem
for
us,
as
we
put
a
sidewalk
on
that
side
of
the
street,
but
we'll
get
through
that.
But
people
really
want
to
see
green
and
beautiful,
and
that
was
clear
in
all
the
community
input
that
we
had,
and
so
things
have
to
be
shared
things
have
to
be.
A
People
have
to
have
to
learn
to
compromise,
and
this
Thomas
Avenue
route.
I
think,
is
something
that
we
should
look
at
seriously.
I'm
surprised
to
hear
that
staff
thought
it
would
be
a
million
dollars
to
do
a
bike
Boulevard.
We
just
did
a
bike
Boulevard
for
about
half
of
the
length
of
the
route
on
emerson
avenue
north
wit,
because
fremont
was
too
crowded
for
around
one
hundred
and
thirty-five
thousand
dollars.
So
I
don't
think
the
million
dollar
figure
is
quite
unless
we
completely
reconstruct
the
street
or
something
which
is
not
necessary
in
a
bike.

Boulevard
proposal,
so
I
appreciate
all
the
work
that's
been
done
on
this
I
know
everybody's
not
going
to
be
happy
about
it,
but
we'll
continue
to
find
a
route
to
get
us
this
north-south.
