fifth,

by
council
members,
cano
fry
and
reich,
which
is
a
form
of
committee.
We
have
a
number
of
public
hearings
today,
as
well
as
their
number
of
consent
agenda
items,
so
I'll
move
the
consent
agenda.
This
is
item
13,
which
is
the
recommended
licenses
for
approval
items,
14
and
15,
which
are
changes
to
our
home
improvement
programs
and
our
rehab
support
programs.

will
allow
us
to
serve
more
people
and
by
down
some
interest
item

Our
deletion,
in
addition
to
parcels
from
the
Minneapolis
housing
replacement
tax,
increment
financing
districts,
item

is

small
increase
in
funds
for
the
sewer
correction,
encroachment
on
a
land
sale.
We
had
before
us
recently.

hawthorne,
equal
village
apartments,
affordable
housing
project
proposed
by
project

pride

living
will
be
located
at
the
southeast
corner
of
the
lyndale
Lowry
intersection
in
the
Hawthorne
neighborhood
of
North
Minneapolis.
This
project
is
part
of
the
larger
Hawthorne
eco
village,
which
is
a
multi-phased
project
consisting
primarily
of
single-family
new
construction
and
rehabilitation
designed
to
create
affordable,
green
residences.
The
ecovillage
is
designed
as
a
sustainable,
innovative
neighborhood
focused
on
green
living,
natural
systems,
resident
health
and
cultivating
a
strong
sense
of
community
eco
village.

Apartments
is
a
new
construction
project
consisting
of
75
units
of
affordable
rental
housing.
The
units
will
be
located
in
a
single
four-story
71
unit
building,
and
there
will
be
an
additional
4
for
townhouse
units
on
the
site.
There
will
be
a
mix
of
zero
one,
two
and
three-bedroom
units
all
affordable
at
or
below.

percent

Apartments
will
also
include
underground
parking
public
art
on
site,
property
management,
community
room
exercise,
room,
a
public
outdoor
play
area,
indoor
and
outdoor
bicycle
parking
native
landscaping
and
an
innovative
stormwater
management
system.

recommending
that
the
appropriate
staff
be
authorized
to
sign
the
necessary
documents
to
effect
a
replat
of
the
land
prior
to
closing,
so
that
the
contractor
can
obtain
the
building
permits.
These
lots
are
contiguous
and
together
they
total
approximately
56,000
square
feet
of
land.
The
proposed
sale
is
in
compliance
with
the
city's
disposition
policy.
The
sales
price
reflects
the
fair
reuse
value
and
the
site
is
buildable.
The
parcels
at
31,
10
and

lyndale
and

Lowry
were
acquired
from
Hennepin
County
in
twenty
ten
for
a
total
of
eighteen
thousand
two
hundred
dollars.
All
three
of
these
parcels
were
vacant
land.
At
the
time
of
acquisition,
the
two
properties
that
3113
and
31

6
street
north
were
acquired
from
private
parties
in
2007
and
2008
for
forty
thousand
dollars
and
395
thousand
dollars
respectively.
Both
properties
contain
severely
blighted
structures
that
were
subsequently
demolished.

Hawthorne,
ecovillage
LLC
has
submitted
a
complete
offer
to
purchase
for
all
five
parcels
and
is
offering
the
fair
we
use
value.
Additionally,
they
have
demonstrated
that
the
project
has
secured
all
necessary
financing.
The
project
is
prepared
to
close
within
the
next
60
days
and
construction
would
begin
immediately.
Thereafter,
again,
we
are
recommending
the
sale
of
all
five
city
parcels.

do

respect
to
the
bonds.
The
developer
project
for
pride
and
living
has
requested
and
see.
Fed
staff
are
recommending
approval
of
tax-exempt,
multi-family
housing
entitlement
revenue
bonds
in
an
amount
not
to
exceed
6.8
million
dollars.
The
total
development
costs
for
the
project
are
approximately
17
point.
Six
million
and
the
bonds
are
being
requested
to
assess
the
project
in
meeting
the
fifty
percent
test.

fifty
percent
test
simply
states
that
fifty
percent
of
the
total
project
costs
must
be
financed
with
bonds.
Our
bonds,
together
with
the
housing
infrastructure
bonds
issued
by
the
state
of
Minnesota,
enable
the
project
to
meet
this
required
test.
The
housing
revenue
bonds
also
carry
an
automatic
allocation
of
four
percent,
low-income
housing
tax
credits,
which,
for
this
project,
will
generate
about
6.6
million
in
syndication
proceeds.
These
proceeds
are
equity
to
the
project.

equity
to
the
project
includes
a
deferred
developer
fee
in
an
amount
of
approximately
230

dollars
and
found
out

a
shin
grants
equal
to
approximately
three
hundred

ten
thousand.
The
city's
bond
allocation
will
be
a
short-term
issuance
with
a
24
month
term
that
will
act
as
a
construction
bridge
loan
whereby
costs
will
be
paid
from
the
bond
proceeds
and
the
bonds
in
turn
would
be
secured
and
paid
off
upon
construction
completion
with
the
sex
second
tax,
credit,
equity,
installment
and
the
city's
trust
fund
loan.

financing
package
also
includes
a
HUD
multifamily
accelerated
process
mortgage
provided
by
Minnesota
Housing.
If
this
funding
accra
quest
is
approved
today,
the
project
will
leverage
more
than
8.9
million
in
private
funding
sources,
which
represented
fifty
one
percent
of
the
total
project
costs
and
the
other
forty-nine
percent
would
be
made
up
of
public
funding
sources
from
the
city
and
have
been
counting
Minnesota,
Housing,
Metropolitan,
Council
and
others.

will
consist
of
five
parcels

city-owned
land

avenue,

avenue,

and

and

and
sixth
street
north
per
statute.
We
have
provided
notice
of
the
opportunity
to
review
and
comment
comment
on
the
plan
to
the
City
Planning
Commission
Hennepin,
County,
Board,
Minneapolis,
Board
of
Education,
the
Hawthorne
Neighborhood
Council
and
other
interested
parties.
The
City
Planning
Commission
has
a
kind
that
the
TIF
plan
is
consistent
with
the
Minneapolis
plan
and
we
have
received
no
other
comments.

estimated
total
development
cost
for
the
project
is
just
over
17
point.
Six
million
developer
equity
into
the
project
again
is
in
the
form
of
a
developer
fee
of
just
over
two
hundred
and
thirty
one
thousand
and
foundation
grants
of
approximately
three
hundred
and
ten
thousand
the
analysis
of
the
requests
determined
that
the
site
does
qualify
as
a
housing
tip
and
that
the
project
will
either
eliminate
light,
provide
affordable
housing
and
enhance
the
pedestrian
experience
at
this
important
node.

further
determined
that
the
project
as
proposed
would
not
be
feasible
without
public
financial
assistance
because
of
the
significant
gap
between
available
resources
and
the
total
development
costs.
We
are
recommending
tax,
increment
financing
and
amount
not
to
exceed
seven
hundred
and
twenty
two
thousand
three
hundred
dollars.
This

would
be
provided
to
the
project
through
pay-as-you-go
note,
with
an
interest
rate
of
about
an
interest
rate
annual
interest
rate
of
four

brewing
operation

seating
for
up
to

people

this

owners.

them

resident

Craig
Peterson,
is
the
owner
of
record

obtained
a
license

operate

property
as
a
rental
business
in
March
2012
on
july,
9th
2015,
the
Hennepin
County
Sheriff's
Office
executed
a
search
warrant
at
the
property
during
the
execution
of
a
search
warrant.
Sheriff's
deputies
discovered
several
weapons
in
mr.
Peterson's
possession.
Mr.

Peterson
was
prohibited
from
possessing
weapons
and
was
arrested
on
probable
cause
charges
on
August
6
2015,
a
personal
asst
of
conduct
on
the
licensed
premise
was
sent
to
mr.
Peterson.
The
notice
informed
mr.
Peterson
that
the
July
9th
2015
incident
was
violation
of
Minneapolis
Code
of
Ordinances
244
point
20,

Section
a
number
six
which
prohibits
the
unlawful
possession,
transportation,
sale
or
use
of
weapons
on
a
licensed
property.
The
Norris
instructed
mr.

Peterson
to
submit
a
written
management
plan
within
10
days
and
return

2014
on
july
16
2014,
an
inspection
was
conducted
which
revealed
several
interior
and
exterior
violations
resulted
in
the
issuance
of
an
order
giving
the
respondent.
In
till
august,
seventeenth
2014
to
compile
from
august
2014
to
December
2015,
a
number
of
reinspection
occurred,
resulting
in
warning
letters,
extension
letters,
new
owner
new
orders.

analyst

directors,

was
sent
to
the

owing
of
four
thousand
six
hundred
and
seventy
five
dollars
for
the
2015
lever
year.
On
january,
twenty
six,

notice

rental
dwelling,

the
