morning,
I
will
call
to
order
this
regularly
scheduled
meeting
of
the
executive
committee
for
September
14th
2016
I'm
mayor
Betsy,
Hodges,
chair
of
the
committee
joined
this
morning
by
committee
members,
councilmember
cam,
Gordon,
council,
vice-president
Elizabeth
glidden,
Council,
President,
Johnson
and
councilmember
Kevin
Reich.
We
are
a
full
complement
of
the
committee
and
can
conduct
the
city's
business.
We
have
two
items
on
our
agenda
today.
A
One
of
them
is
a
discussion
item
regarding
an
appointed
position
in
the
city
coordinators
office
for
chief
resiliency
officer
and
then
a
potential
closed
session
for
consideration
of
the
police
officers.
Federation
of
Minneapolis
are
regarding
those
labor
negotiations.
So
the
first
item
up
today
is
the
appointed
position
regarding
the
chief
resiliency
officer
and
that
presentation
will
be
made
by
mr.
Kyle's
good
morning.
Mr.
Kyle's

Morning,
madam
mayor
members
of
the
executive
committee,
the
item
before
you
is
to
create
a
new
appointed
position
called
a
chief
resilience
officer.
The
city
of
Minneapolis
was
selected
to
participate
in
the
100
resilient
cities
program
sponsored
by
the
Rockefeller
Foundation.
As
a
part
of
that
participation,
they
have
agreed
to
support
the
hire
of
a
chief
resiliency
officer
for
the
city
of
Minneapolis.

Among
other
things,
the
position
will
be
responsible
for
developing
an
enterprise-wide
process
for
developing
a
resiliency
strategic
plan
along
with
goals
and
a
toolkit
for
facilitating
the
implementation
of
the
resiliency
goals
and
policy.
Identifying
community
needs
opportunities
and
developing
strategies
and
initiatives
around
them.

Creating
a
comprehensive
marketing
communication
and
social
media
strategy
will
be
a
main
contact
for
participation
with
the
other
100
cities
participating
in
the
program.
Coordinating
meetings
with
the
mayor,
the
City
Council
city
coordinator,
department,
directors
and
officials
from
other
specialized
units
and
communicating
progress
to
all
of
those
relevant
stakeholders.

The
position
right
now
I
believe,
is
going
to
be
reporting
through
the
city
coordinators
office.
Human
resources
department
has
evaluated
the
total
scope
of
work
and
has
determined
that
the
position
as
chief
resilience,
the
officers,
should
be
an
appointed
position
at
grade
13
with
six
hundred
and
twenty
points
in
the
salary
schedule
proposed
is
attached.
We're
asking
that
you
find
that
this
position
meets
the
proposed,
meets
the
criteria
necessary
for
being
a
proposed,
an
appointed
position
that
you
approve
the
appointed
position
and
the
salary
schedule.

Mayor
council,
president
johnson,
mr.
Krank,
we
would
certainly
incorporate
aspects
of
public
safety.
The
Rockefeller
Foundation
has
a
broad
definition
of
resiliency
and
in
the
course
of
the
next
few
months,
we
will
be
helping
to
refine
what
that
scope
of
work
is,
and
that
will
be
including
input
from
members
of
the
council
and
members
from
the
community
as
well.
So
that
will
certainly
be
part
of
the
conversation.

And
I
will
move
approval
of
this
of
this
position
and
just
express
first,
my
appreciation
again
for
us
having
been
for
us
being
recipients
of
this
grant
in
this
partnership
with
Rockefeller
and
being
part
of
this
global
network
of
cities
that
are
grappling
with
issues
of
resilience
which
are
a
lot
based
on
climate
resilience.
We
know
that
our
climate
is
changing.
A
We
are
having
more
weather
events
internationally
and
nationally
and
it's
having
an
impact,
but
there
is
a
broad
definition
of
what
we
need
to
be
resilient
of
and
some
of
those
are
social,
stressors
and
social
factors
as
well,
and
that
is
the
conversation
that
we
get
to
have
moving
forward
to
drill
down
more
deeply
into
that.
But
we
get
not
only
do
we
have
this
chief
resilience
officer.
We
have
access
to
a
national
and
global
network
of
people
who
can
provide
assistance
to
us
as
we
decide
how
we
move
forward.

There
are
people
who
stand
at
the
ready
to
give
millions
of
dollars
worth
of
technical
assistance
and
support
to
these
100
cities,
and
this
is
one
step
that
we
get
to
take
their
services,
that
people
are
giving
or
worth
over
180
million
dollars
just
in
u.s.
dollar,
so
excited
to
have
this
next
step.
Just
this
definition
and
be
able
to
put
it
out
there
as
we
as
we
move
forward
on
this
and
appreciate
folks
support.

experiencing
some
of
that
resource,
moving
forward
as
one
of
our
technical
support
partners
as
helping
us
move
forward
with
the
conversation
about
what's
important,
our
resilience
work
to
be
in
to
look
like
already.

that.
