like
many

worked
for
many
years
with
mr.
Schuckman
here
at
City,
Hall
and
a
variety
of
roles,
and
through
those
years,
I
have
learned
some
very
important
things
about
him
as
a
leader.
One
of
them
is
that
he
can
do
the
work
of
code
enforcement
and
regulatory
services
like
nobody's
business.

After
its
reorganization,
he
will
bring
continuity
to
the
role
into
a
department
that
has
seen
six
different
leaders
in
the
last
few
years
that
continuity
brings
value,
but
the
skill
he
brings
along
with
that
continuity
is
the
most
important
thing.

him

hesitation
and
I
asked
the
committee
for
support
for
Noah
Shachtman
for
regulatory
services
director.

his
nomination

time
that
I've
known
him,
he
has
shown
great
committed
commitment
to
the
city
that
he
serves
and
to
the
people
that

department
truly

vast
amount
of
people
here
from
reg
services
attest
to
his
leadership
and
the
support
within
the
department
as
well.
Many
of
you
know,
Noah
from
his
days
in
City
Council,
an
experience
that
gave
him
keen
insight
into
the
critical
relationships
between
the
city's
policy
makers
and
its
operating
departments.

Noah's
tenure
with
the
department
has
also
given
him
an
opportunity
to
become
intimately
familiar
with
the
department's,
multiple
and
varied
business
lines,
and
his
previous
role
is
deputy
director
charged
him
with
the
responsibility
of
making
sure
our
department
was
on
track
for
the
city's
enterprise
efforts,
such
as
business
planning
and
our
strategic
management
efforts
across
the
board.
Noah's
familiarity
with
how
the
enterprise
truly
function
has
led
him
to
develop
a
strong
positive
relationship
across
the
city
departments,
a
skill,
that's
so
essential
in
the
structure
as
diverse
as
ours.

move
to
the
coordinators
office
was
a
hard
one
for
me,
as
I
thought
of
the
men
and
women
who
served
the
department
and
who
had
experienced
such
a
great
deal
of
change
in
their
past.
My
singular
concern
was
making
sure
that
I
could
do
what
I
could
to
make
to
have
that
continuity,
as
the
mayor
so
rightfully
pointed
out
in
a
department
and
for
really,
quite
frankly,
a
staff
for
staff,
somebody
that
had
their
back,
which
I
thought
was
really
important.

Moving
forward,
it's
no
secret
that
Noah
has
lived
through
the
history
of
the
apartment.
That
has
had
it's
difficult
moments
and
from
that
experience,
I
believe
he
has
truly
learned
the
value
of
leadership
and
how
important
it
is
to
earn
the
trust
and
respect
of
the
men
and
women
that
work
in
that
department.
He
was
instrumental
in
working
through
the
recent
reorganization
efforts.
The
department
went
through
last
summer
and
his
work
hard
of
foster
strong
relationships
with
our
union
partners.

firsthand
Noah's
dedication
and
commitment
to
the
men
and
women
that
served
the
department
and
is
probably
that
fact

than

has
earned
my
highest

convinces

he
is
the

armitage.
Neighborhood
I
have
known
Noah
for
over
five
years,
I've
served
on
the
armitage
neighborhood
association
board,
with
him
serving
as
his
vice
president
for
six
months
before
he
left
the
neighborhood
and
moved
to
Kenny.

When
we
had
challenging
neighbors
and
issues
confront
the
board,
he
was
always
calm
collected
and
did
a
great
job
leading
our
neighborhood
association.
I
succeeded
him
as
president
and
I
felt.
I
had
big
shoes
to
fill,
because
for
someone
who
knew
so
much
about
the
city
and
could
connect
so
many
different
parties
and
help
join
people
together
for
our
neighborhood.
It
was.

a
tough
job,
but
he
was
up
even
still
when
I
would
ride
the
bus
with
him
into
into
work
some
days,
and
he
would
still
be
giving
me
advice
along
the
way
something
he
had
no
obligation
to
do,
but
how
much
he
cared
about

community
and
our
city.

when
he
asked
everybody
told
us
that
he
was
nominated
for
this
position,
I
thought
it
was
a
sure
thing
and
he
was
would
be
amazing
in
this
role.

to

and

on
his

license

area
and
our
p-money
zoning
issues
with
houses
and
restaurants,
starting
up
and
Noah,
did
a
great
job.
He
was
president
for
several
of
those
years.

always
listened

people

brought
good
opinions
is
good
at
getting
the
board
just
step
back
and
look
at
it.

McDonough.
I
live
at
222
hennepin
happening,
but
I'm
here
today
as
the
Municipal
Affairs
Director
for
the
Minnesota
multi
housing
association,
we're
the
statewide
trade
association
for
apartment
owners,
property
managers
and
product
service
companies
and
we're
headquartered
in
bloomington
minnesota.
We
have
twenty
one
hundred
members
and
we
own
and
manage
over
300,000
housing
units
throughout
the
state
and
provide
housing
too
many
of
the
200,000
renters
in
minneapolis.
We
watch
with
great
interest
as
a
new
leader
of
regulatory
services
is
chosen
by
the
mayor
and
city
council.

Our
industry
has
a
long
history
of
working
with
this
department,
of
course,
because
they
regulate
our
business.
We
participate
in
quarterly
meetings
with
department,
leadership
and
staff
as
part
of
the
rental
property
Advisory
Committee,
as
well
as
many
other
formal
and
informal
interactions
throughout
the
year.
As
the
mayor
mentioned,
our
association
has
been
concerned,
as
well
with
the
lack
of
stable
leadership
with
integrated
services
in
recent
years.

We
have
a
prominent
role
in
the
growing
of
this
city
and
want
to
be
recognized
as
a
partner
in
these
efforts
we
bring
the
capital,
resources,
jobs,
innovation
and
experience
to
build
the
homes
for
the
city
in
the
21st
century,
and
we
have
some
work
to
do
with
our
relationship
to
truly
be
treated
as
a
partner
and
are
anxious
to
work
with
this
new
administration.
To
do
just
that,
we
believe
and
continuously
argue
that
the
city
has
all
the
regulatory
tools
that
they
need
when
used
with
precision
to
regulate
our
industry.

Sometimes
it
feels
as
if
the
city
takes
out
the
sledgehammer
on
all
owners
when
problems
result
from
the
bad
behavior
of
a
few
good
owners
grow
tired
of
feeling
like
they're
under
suspicion,
and
that
their
track
record
is
disrespected,
even
though
some
say
that's
not
what
is
intended.
That
is
how
it
is
perceived.
We
support
strong
regulations
and
policies
that
focus
on
the
bad
actors.
Good
operators
feel
like
new
rules,
keep
being
made
for
the
bad
guys,
but
were
the
ones
who
keep
complying
with
this
ever-increasing
burden
of
regulation.

city
staff.

dedicated
staff
regulatory
services,

see

impact

ensuring

housing
stock

enhanced
neighborhood
livability
impact
on
managing
traffic
flow
and
parking
enforcement
and
impact
on
the
lives,
role
and
safety
of
animals.

is
an
exciting
time
to
work
in
regulatory
services.
We
are
seeing
the
positive
effect
of
the
past
few
years
of
stability
and
I
look
forward
to
continuing
the
work
we've
done
to
move
the
department

the
right

a

is
to

I'm
a
senior
project
coordinator
in
residential
finance.
I
am
before
you
today
recommending
preliminary
bond
approval
for
the
plymouth
stevens
house
project,
which
is
scattered
site
renovation
located
in
near
north
Willard,
hey
neighborhoods,
along
Plymouth
Avenue
and
in
the
Whittier
neighborhood
at
the
corner
of
Stephens,
Avenue
and
27
street
soap.
Both
properties
will
be
owned
by
the
same
single
asset
entity
named
plymouth,
stevens
house,
limited
partnership.
I
The
general
partners
within
the
limited
partnership
will
include
affordable
homes
for
all
a
Minnesota
nonprofit
organization
and
MDR
real
estate
holdings.
Llc.
Both
properties
were
built
in
the
early
1970s
and
the
last
renovation
was
almost
20
years
ago.
The
project
is
made
up
of
a
total
of
two
hundred
and
seven
units
spread
across
a
total
of
twelve
buildings.
The
renovation
includes
interior
and
exterior
building
improvements
along
with
common
area,
and
you
never
events.
21
units
have
been
set
aside
for
those
suffering
from
homelessness,
10
for
individuals
and
11
for
households
with
children.
I
The
project
unit
mix
will
have
11
units
affordable
at
thirty
percent
of
the
median
family
income
and
81
units
will
be
affordable
to
those
at
fifty
percent
of
the
median
family
income
and
115
units
will
be
affordable
to
those
at
sixty
percent
of
a
median
family
income
of
the
noon.
The
new
ownership
has
applied
to
preserve
and
extend
the
section
8
housing
assistance,
payment
contract
and
expires
in
2033
case
management
and
supportive
services
will
be
provided
by
lutheran
Social
Services
of
Minnesota
for
the
thirty
percent
median
income
units.

This
is
an
occupy
rehab
and
premier
management
is
the
property
management
agent
and
has
the
primary
responsibility
to
implement
the
relocation
policy
that
meets
the
universal
of
relocation
Act.
The
owners
have
worked
closely
with
the
city's
relocation
consultant
and
staff
and
upon
revision
staff
has
approved
the
temporary
relocation
plans
submitted
in
december
of
last
year.
I
do
want
to
note
that
no
tenant
will
be
involuntarily
displaced.
I
The
total
development
cost
for
the
project
is
thirty,
two
point:
four
million
dollars.
The
project
has
secured
11
million
dollars
of
funding
made
up
of
public
and
private
dollars.
The
developer
has
secured
2.3
million
in
the
Ford
wildin
trust
fund
and
is
contributing
an
eight
point.
Seven
million
dollar
sellers
note
as
a
source
to
the
project.

The
private
equity
that
the
tax
credit
will
generate
is
approximately
nine
point:
seven
million
dollars
if
preliminary
bonds
are
approved,
staff
will
return
with
a
request
for
final
bond
approval
and
move
towards
a
financial
closing
this
spring
and
I'm
open
to
any

might
be
at
this

unheard
of

projects.
Almost
six
months
of
600,000

accrued

ultimately
stabilizes

project
that
could
use
some
stabilization
expands
on
the
section,

certificates

buildings

don't
have
problems

good

until
11pm
they

seeking
hours.
Seven
days
a
week,

We
had
discussions
with
security
officers
and
the
command
from
the
2nd
precinct,
and
we
negotiated
a
slight
differential
through
these
hours.
We
have
licensed
conditions
that
will
allow
them
to
go
to
1am
for
the
next
three
months,
and

there
are
no
issues
security
issues,
safety
issues,
we
would
allow
them
to
then
go
to
the
full
three
a.m.
maybe
about
mid
June
of
2016.

other
conditions
we
placed
on
the
license
are
common
to
late
night
licenses.

license

development

stupid,
stuff,
negotiate

execute
contracts
for
the
business
technical
assistance
program.
The
business
technical
assistance
program
is
beat
up
an
outcome-based
program
that
provides
funding
to
business
consultant
services
to
support
new
business
development
retention
and
business
growth
through
this
program
is
this
program
allows
the
city
to
expand
the
capacity
to
work
with
local
nonprofits
to
have
community
expertise.
They
have
businesses
skills
and
they
also
have
cultural
competency
for
the
2016.

We
have
the
series
of
reports
that
we
have
in
place
in
its
a
performance-based
and
we
take
all
those
reports
and
put
them
into
this
nice
charts
and
I
will
go
to
them.
This
is
due
2015
year-end
report.
In
2015,
we
worked
with
16
nonprofits
and
we
provided
a
total
of
two
thousand
two
hundred
ninety
five
hours.
You
can
see
as
our
service
recipients
come
with
a
different
cultural
backgrounds.
In
fact,
seventy-seven
percent
of
them
are
minority
owned
businesses.

We
work
with
144
businesses,
41
of
them
are
new
businesses.
Startups,
which
created
149
jobs
and
retained
571
beat
up,
is
very
important
to
bring
racial
equity
to
the
city,
but
also
gender-based
and
income
base
and
economic
equity.
In
fact,
73
fifty-three
percent
of
the
service
recipients
are
female
and
eighty-six
percent
of
the
service
recipients
are
extreme
low
income
to
low-income
recipients
every
year
we
do
an
evaluation
of
the
program
and
we
set
a
scorecard
which
dates
how
dejected
for
the
program,
how
much
we're
going
to
spend
in
each
of
the
categories.

Finally,
we
had
this
year
we
launched
an
RFP
in
December
and
we
have
proposals
for
1
million
and
80,000
and
we
have
available
575,000.
We
received
12
proposals
and
we're
recommending
11.

them
are
currency
that
providers,

are
not
recommending
one
proposal
with
that.

our

from

the
general
manager

the
Target
Center

Madson
in

the

partner
from

is

design

is

has
been
extremely
helpful
to
me
and
making
sure
that
this
project
goes
along
and
goes
along
well
for
the

also
want
to
point
out
Nikki
Newman

City
Attorney's
Office
nikki
has
taken
all
of
these
agreements
and
all
of
these
documents
and
made
what
is
a
confusing
at
times
relationship
and
how
this
all
works,
actually
work
well
and
a
very,
very
appreciative
of
all
the
work
that
she
has
done
and
then
in
the
finance
department.

McKenna
has
been
extremely
healthy,
too
helpful
to
us
in
making
sure
that
we're
going
forward
that
we
know
what
we
can
afford

we
make
sure

we're
doing
this
the
right
way

exciting
day.
It
is
taken
a
while
for
us
to
get
here,
but
we
are
excited
to
be
here
and
excited
to
move
forward
on
this
next
phase
of
the
Target
Center
renovation.

I'd
like
to
really
move
on
to
that
construction
face
and
really
talk
about
that.
We
set
out
to
do
something
different
here.
It
probably
would
have
been
easier
to
tear
the
building
down
and
build
the
600
million
dollar
arena.
We
decided
that
that
was
not
the
best
way
for
the
city.
That
was
not
the
most
sustainable
way
to
go
forward,
and
that
was
not
the
best
use
of
our
resources.
The
Target
Center
has
good
bones.
M
We
can
use
those
and
we
could
make
sure
that
that
type
the
Target
Center
can
be
a
great
place
for
our
community
for
many
more
years
up
until
at
least
20
35.
So
for
a
construction
cost
of
one
hundred
and
2.8
million
dollars
will
provide
a
significant
update
to
the
arena
of
its
infrastructure
and
for
all
of
its
amenities
on
the
interior.

We're
going
to
update
the
mechanical
infrastructure
and
the
technology
systems,
we're
providing
additional
elevator
access,
we're
reconfiguring
the
Skyway
entrance
and
we're
adding
a
grand
lobby
space
at
the
corner
of
sixth
and
first,
that
will
also
house
a
new
ticket
box
office.
The
suite
level
receive
a
redesign
with
more
flexible
seating
and
more
options
and
new
finishes
new
premium
food
and
beverage
bases
will
be
added
to
give
guests
the
amenities
that
they
have
grown
to
desire
and
are
currently
available
at
competing
facilities.
More
sustainable
lighting,
water
usage
and
heating
cooling
will
also
be
added.

So
the
first
slide
is
really
the
marquee
view
of
the
target
center.
We
have
moved
that
marquee
view
to
the
corner
of
sixth
and
first,
this
is
our
grand
lobby.

it

brings
to
the
new
target
center
is
a
space
that
you
can
not
only
look
out
and
see
Minneapolis
in
and
know
where
you
are
and
experience
the
vitality
of
Minneapolis,
but
from
the
outside.

can
see
the
vitality
that's
going
on
inside
of
target
center
right
now,
if
you
walk
by
target
center,
you
can't
tell
if
there's
an
event
going
on
or
not.
This
will
allow
that
excitement
that's
inside
to
come
outside
to
the
city,
and
so
we're
very,
very
excited
about
what
this
does
and
what
a
marquis
vision.
This
is
that
corner
of
Sixth
and
first
is
really
transformed
over
the
last
decade,
with
the
target
field
coming
into
play
and
all
of
the
activity
with
the
light
rail
and
north
loop.

next

is
looking
down
first
avenue,
and
this
was
something
that
we
really
worked
hard
on,
because
that
pedestrian
street
scape
and
that
experience
that
the
pedestrian
has
with
the
target
center
right
now
is
very
cold
and
dark.
It's

much
concrete
oriented
what
we
have
done
is
we
have
raised
that
promenade
to
a
two-story
area.
We've
made
it
more
modern
and
contemporary
there's
a
large
glass
bank
that
is
the
entrance
place
for
our
new
premium
club.

color

we

to
a

patina.
It
will
be
this
color,

it

variations

color

this

clouded

entire

feel
that
this

really

well

integrate
well
with
the
warehouse
district
and
will
really
take
the
building
and
have
it
that
more
modern,
contemporary
design,
the
corrugated
or
bends
that
that
are
in
this
that
may
change
just
a
little
bit.

smaller
that
part
we're
working
on,
but
in
general
this
is
what
it
will
look

We're
really
excited
about
this
process
and
making
sure
that
the
exterior
of
the
building
is
transformed

looking

street

Target
Center,
you
can

again

two-story
pedestrian
experience
very
open,
very
much
more,
inviting
better
lighting
better
finishes.

entrance

then
something
that
we
worked

hard

We
believe
that
less
is
more
and
if
you

the
current
target
center,
you

we
decided
to
consolidate
the
signage
in
many
ways
and
I
believe
it
has
a
much
much
better
look.

the
project

we

the

we're

hoping
to

better
entrance

space

benefit
the
Target
Center.

also
going
to
bed
benefit
lifetime
fitness,
who
is
also
in
the
Target
Center.

you
can

there's
a
change
from
what
looks
like
clear
glass
to
a
gray
glass
where
that
gray,
glasses.
That's,
where
we're
proposing
that
lifetime
will
have
their
signage

we

meeting
with
them
and
we
were
talking
about
signage
and
what
their
desires
were
and
and
but
that
would
be
the
location
for.

the
forgotten
side,
really
when
the
Target
Center
was
built
on
second,

no
one
ever
really
walked
back
fast
there.
There
was
a
big
parking
lot,
and
now
it
is
the
side
that
is
viewed
almost

probably
gets
on
TV
the
most
because
of
Target
Field.
The
next

will
show
the
the
view
from
Target
Field
in
what
the
new
target
center
will
look
like.
So
just
imagine,
the
twins,
hitters
hitting
home,
runs
out
into
right
field

loading
dock
juts

we
have
envisioned
a
green
wall
along
seventh
Street
there
again.
We
think
that
with
so
many
people
now
walking
to
a
target
field
from
that
target
center
area
from
the
bars
and
restaurants

around
there,
they're
going
to
have
a
much
much
better
experience.
Currently
that
Sidewalk
is
about
nine
feet
wide.
When
we
are
finished,
the
sidewalk
will
be
between
14
and
16
feet
wide,
and
so
it
will
just
be
a
much
better
experience.

to
quickly
show
you
the
schedule
that,
as
it
comes
forth,
construction
will
start
this
may
focusing
on
the
suite
level.
It
is
a
very
aggressive
timeframe
in
August
the
building
will
shut
down
for
about
a
month
as
we
install
a
new
scoreboard
and
then
we
will
reopen,
and
but
during
midsummer
will
start
to
do
some
of
the
work
on
the
exterior
and
so
a
lot
of
the
cranes
and
scaffolding
will
go
up.

The
building
will
remain
open
for
the
2016-17
timberwolves
season
and
for
all
of
the
concerts
and
family
events
and
high
school
tournaments.
As
we
go
forward,
we
wanted
to
make
sure
that
we
continue
to
have
a
vibrant
downtown
and
make
sure
that
the
Target
Center
could
do
that.
While
we
were
doing
the
construction
in
2017,
we
will
shut
the
building
down
for
about
four
and
a
half
months.

to
complete
a
lot
more
of
the
intense
portions
of
of
this
project
and
then
we're
scheduled
to
be
completed
at
the
start
of
the
timberwolves
2017-18
season,
which
is
late
fall
of
2017.
So
a
lot
of
work
very
intense.

we're
ready
to
go
and
hope
for
you
to
recommend
us
going
forward.

revised
terms

the
renovation
agreement
and
couldn't
be
prouder

it
took

right

because
we
were
working
together

up
with
a
truly
transformative

budget,
sensible
solution
to
re-energizing
this
entertainment
and
basketball
arena,
and
that's
why
I'm

still

lot

work

lot
