Welcome
to
the
regularly
scheduled
meeting
of
the
Community
Development
Committee
for
today,
which
is
September
13th
we've
been
joined
by
council
members,
cano
Quincy,
fry
and
ripe,
which
is
a
quorum
of
the
committee.
We
have
a
very
short
agenda
today
of
only
ten
items:
I'm
going
to
move
the
consent
items
with
the
exception
of
item
51,
which
we
are
going
to
move
to
postpone
one
cycle.
So
we'll
start
with
that
item,
51

I'm
going
to
move
to
postpone
until
mr.
Wilson
says
it's
ready
to
go.

there

regard
to
that

to

I'll

rest

the
consent
agenda

We

a

public
hearing
agenda,
starting
with
item
number
one.

Could
have
three,

chair
of
council
members,
mark
twinkle
life
Director
of
Development
Finance
back
on
August
fifth,
the
city
council
authorized
a
2.8
million
dollar
loan
to
the
hennepin
theater
trust
for
the
purchase
of
the
celerra
building.
That's
located
at
ninth
Street
in
hennepin
avenue
that
purchase
has
been
completed
and
major
renovation
will
begin
on
the
building
shortly,
as
indicated
in
the
previous
council
action
that
loan
was
temporarily
funded
from
the
city's
development
account.

2.8
million
dollars
in
common
project
tax
increment
from
the
ideas
data
center
fund
would
be
transferred
back
into
the
development
account
to
replenish
that
fund,
because
that
was
a
temporary
funding.

these
proposed
plan
modifications
were
sent
to
the
County
Board
School
Board,
City,
Planning,
Commission,
downtown
Minneapolis,
Neighborhood,
Association
and
other
interested
parties
in
late
July,
and
we
receive
no
comments.

committee,

I
apologize
for
being
a
little
late.
We
did
just
complete
an
installation
on
the
front
of
the
celerra
building
with
the
support
of
Bank
of
America,
and
it
is
a
three-tiered
green
wall.
If
you
will,
with
lights
the
change
and
we
have
a
mural
that
we've
installed,
there's
a
glass
room.
Actually
all
of
my
staff
did
so
they
we
just
had
a
room
and
they
kept
going
in
there
cuttin
up,
laughs
and
assembling
it.
So
it's
exciting
for
us,
the
you
know.

The
crime
situation
on
Hennepin
Avenue
is
a
complicated
one
and
we
have
been
working
with
the
first
Precinct
than
the
d
ID
I
think
it's
clear
to
us
that
people
on
Hennepin
Avenue
are
not
all
there
for
the
same
reason.
Nor
do
they
all
represent
the
same
issues.
Some
people
are
there
for
crime.
There's
no
doubt
about
it.
There
is
drug
dealing
that
goes
on.
Other
individuals
are
there
because
they
simply
have
nothing
better
to
do
it's
a
socialization
point.

They
may
have
no
money
so
coming
to
Hennepin,
Avenue
and
seeing
what's
going
on
is
part
of
I
think
what
they
do
to
entertain
themselves
and
that's
not
illegal,
and
we
understand
that,
so
our
challenge
is
really
to
figure
out
how
we
can
engage
different
populations
in
different
activities.
So
one
of
the
things
that
we
are
working
on
is
our
five
to
ten
on
Hennepin,
so
every
thursday,
between
fifth
and
tenth
and
between
the
hours
of
five
and
ten,
we
are
providing
a
range
of
activities.

So
there's
we
have
built,
we
have
built
a
portable
stage,
the
sound
stage,
so
we
have
music.
We
can
have
spoken
word.
We
have
a
variety
of
activities
for
people
to
engage
in
and,
interestingly,
one
of
the
things
we're
finding
works
really
well
is
I
was
setting
up
chess
boards
because
people
like
to
play
chess
I,
don't
know
how
to
play
chess.
If
they
look
out
there,
I
can
see
all
of
these
individuals
playing
chess,
but
but
it's
not
enough
we're
really
not
about
just
showing
up
with
pretty
toys.

What
we're
trying
to
do
is
figure
out.
What
are
the
transport
eight?
The
transformation
pieces
that
can
happen
out
of
this
I've
been
talking
with
the
county.
Are
there
you
know,
as
we
sort
of
draw
out
different
elements
of
the
groups
that
are
there?
Are
there
human
services
is
that
an
opportunity
to
put
people
in
touch
with
them,
and
so
the
county
may
have
to
be
working
five
to
ten
like
us.
In
order
to
make
sure
that
we're
connecting
people
with
the
services
they
may
need
such
a
it's
a
super,
complicated
problem.

You
know,
I'm,
you
know
working
with
the
first
Precinct.
We
know
that
law
enforcement
is
only
a
little
piece
of
what
needs
to
happen
there
and
that
police
officers
are
only
equipped
to
do
a
small
amount
of
the
work
that
needs
to
be
done,
and
we
need
to
ask
them
to
do
only
that
amount
and
then
figure
out
what
the
other
elements
are.
So
it's
complicated,
but
we
hope
that
by
the
time
we're
done
with
this,
we
will
be
doing
this
every
Thursday
until
december.

Twenty
second,
that
we
will
have
for
you
some
information
about
what
the
redesign
of
Hennepin
Avenue
should
really
look
like.
What
kinds
of
programming
spaces
do
we
really
need
to
accommodate
the
people
who
are
really
using
Hennepin
Avenue,
because
this
is
not
about
displacement?
It's
about
engagement
so
trying
to
figure
out
what
works
best
to
engage
a
whole
range
of
people
so
have
to
answer
any
questions.
If
you
have
them
that.

happily
move
approval
of
the
item,
but
also
want
to
really
thank
mr.
Houk
for
all
the
work
that
he's
doing
with
his
organization
have
been
theatre,
trust
over
on
Hennepin
Avenue
and
in
the
warehouse
district.
I
can't
tell
you
how
many
people
are
talking
about
the
very
evident
and
obvious
issue
and
the
crime
and
the
violence
that
is
undoubtedly
occurring,
but
they're
very
few
that
are
actually
doing
something,
and
you
know
if
people
are
just
hanging
out
there.

Obviously
we
need
to
get
them
something
to
do
and
whether
it's
it's
chess
or
it's
the
portable
stage
that
you've
put
up
man
this
this
does
work
and
I
mean
seriously
from
the
bottom
of
my
heart.
Thank

this
is
becoming
increasingly
a
problem
and
I
feel
like
it's
every
single
weekend.
Now
that
I
get
a
call
or
text
on
my
cell
phone
saying
that
somebody
else
been
shot
so
appreciate
it.

obviously
going
to
support
these
simple
plan
modifications,
but
it
is
worth
noting
of
what
mr.
Houk
was
just
talking
about,
because
it's
not
just
about
crime
issues.
Frankly,
this
is
really
holistic
approach
that
mr.
Hogan
and
the
folks
at
the
downtown
council,
downtown
Improvement,
District
and
property
owners
have
all
been
working
on
together,
because
I
was
very
involved,
as
was
councilmember
fry
in
the
downtown
nicollet
mall
livability
issues,
and
we
talked
about
how
we
need
to
outreach
with
our
outreach
workers,
whether
they're
st.

Stephen's,
to
address
this
homeless
population,
and
then
we've
certainly
done
a
lot
with
our
youth
population
and
how
we're
approaching
that,
with
our
youth,
outreach
workers
and
one
council,
member
of
a
right
chaired
the
meeting
this
morning
on
the
downtown
Improvement
Districts
plan
and
budget
being
approved.
Today
from
his
his
committee
I
mean
we
saw
how
lieutenant
Sullivan
was
actively
engaged.
So
it's
really
important
to
program
this
space.

That's
so
critical
to
our
city
and
the
more
program
more
activities,
more
meaningful
things
we
have
going
on,
creates
a
safer
environment
for
people,
so
I
just
want
to
compliment
that
the
theater
trust
for
work,
they're
doing
as
part
of
the
whole
city's
effort
to
increase
the
awareness
and
the
safety
of
a
vibrant
downtown.
So
thank

very

we
do
have
a
brand
new
hotel
in
downtown
Minneapolis
and
they're,
seeking
an
onsale
liquor
license
with
Sunday
sales
Class
B
at
sea.
The
applicant
is
sage,
client,
265
LLC,
and
they
will
do
business
as
AC
hotel,
minneapolis
downtown.
This
is
the
new
nine-story
hotel
at
401.
Hennepin
Avenue
will
have
245
rooms
with
beverage
alcohol
service
allowed
in
all
public
areas
and
rooms
of
that
hotel.

Today's
public
hearing
by
mailing
notice
to
residents
and
property
owners
within
400
feet
of
the
property.
We
also
notified
the
downtown
Minneapolis
neighborhood
association
in
the
warehouse
district
business
association.
As
of
today,
we
received
no
responses
from
that.
No
mailing
for
or
against
staff
recommends
that
this
application
be
approved
are.

happily,
move
approval
of
this
item
and
want
to
point
out
that
this
area
of
downtown
was
previously
filled
with
a
bunch
of
vacant
parking
lots.
It
was
the
experience
was
disjointed
to
say
the
least
and
now,
in
addition
to
AC
hotel,
we've
got
Ritz
block,
which
has
just
recently
broke
ground.
Hopefully
the
nicollet
hotel
block
will
be
shortly
on
its
way.

want
to

and
Marriott,
as
well
as
Ken
Sherman,
who
owns
the
lumber
exchange
next,
your
next
door
for
their
their
participation,
involvement,
investment,
respectively
and
yeah.

we

hearing
today

Frank
from
Philly
is
located
at
12
35,
fourth
street
south
east
in
Minneapolis,
and
they
are
seeking
an
extended
hours
license.
Currently
they
have
allowable
hours
of
operation
during
the
week
from
six
a.m.
to
10pm
and
friday
and
saturday
tow
11pm.
They
are
seeking
seeking
to
be
open
monday
through
thursday,
until
two-thirty
a.m.
and
friday
and
saturday
until
3am,
a
public
hearing
is
required
for
this
extended
hours
license.

note
that
Frank
from
Philly
has
operated
with
the
restaurant
license
at
this
location.
Since
februari
of
2016
public
hearing
is
required,
we
did
notify
all
persons
within
300
feet
of
that
property,
I'll

owners
and
residents
were
notified,
plus

dinkytown
business
alliance
and
the
Marcy
homes
Neighborhood
Association.

smart
stop
inc.
They
are
a
gasoline
convenience
facility
located
at
2651
johnson
street
northeast
are
currently
licensed
for
grocery
tobacco
and
gasoline
sales.
They
are
seeking
an
extended
hours
of
operation
license
to
operate
a
twenty-four-hour-a-day
unattended
gas
pump
system
where
their
business
will
close
during
the
normal
hours
that
they
have,
which
are
sunday
through
thursday,
from
six
a.m.
to
10pm
and
from
6am
to
11pm
on
the
weekends
during
those
operations
hours.
When
the
store
is
closed,
they
want
to
offer
pay
at
the
pump
with
credit
card
gasoline
sales.

70
notices
were
mailed
to
all
residents
and
property
owners
within
300
feet
of
the
business.
We
also
notified
the
Northeast
Minneapolis
Chamber
of
Commerce
and
the
Audubon
Neighborhood
Association.
We
received
two
responses
from
that
notification
process.
One
was
in
support
and
one
was
opposed.
The
response
that
came
back
that
was
opposed
to
the
application
was
concerned
about
noise
that
could
go
on
late
into
the
evening,
with
autos
and
car
alarms
and
just
general
additional
noise
that
would
not
normally
be
there.

I
would
point
out
that
this
is
a
license
that
is
annually
required
to
be
renewed,
and
if
there
are
instances
of
problems
at
any
of
these
extended
hours
license,
they
can
be
reviewed
at
any
time,
and
this
permission
does
not
have
to
be
granted
for
the
next
year
on
staff
review.
We
believe
this
application
meets
all
of
our
requirements
and
we
recommend
that
you
approve.

only
thing
is

a

hours,

we
close

pumps

open

thirty
in

morning
next

law
came
up,

we
have
to

license
with
it,
so
we
make
sure
everything
requirements
belong.

the
only
thing
we're
asking
is
we
probably
get
at
the
most
10
to
12
customers
overnight,
and
these
are
a
regular,
convenient
customers.
It's
very
convenient
for
them
because
they
work
late
or
they
work
really
early
and
they
like
us
that
are
very
loyal.
So
we
hate
to
see
it
being
closed.
Plus
it's
hard
with
the
system
that
we
have
it's.

The
latest
one
is
to
shut
off
the
pumps
at
night,
since
we
did
that
we
probably
spend
about
four
thousand
dollars
and
fixing
the
pump
because
computers
hates
to
be
shut
off
every
night,
then
reboot
in
the
morning.
So
it's
not
it's
almost
better
have
to
have
for
us.
Somebody
over
there,
so
we
don't
have
to
shut
them
out,
but
it's
still
going
to
cost
us
labor,
because
we
don't
want
to
open
the
store
after
10pm,
even
though
we
could
stay
until
11,
but
we're
all
that
families
want
to
go
home.

So
hopefully
the
noise
and
all
that
will
not
gonna
work
really
been
really
blessed
and
have
no
issues.
If
customers
come
in
loud,
music,
I,
myself
or
my
partner
will
run
outside
asking.
Please
turn
it
down
and
if
they
don't
glass
him
again
and
just
call
the
cop
most
of
the
time
they
leave.
We
never
had
no
issues
so
I,
don't
know
what
noise
it
is
or
that's
going
to
happen
after
a
good
night.
