My
name
is
Jacob
Frye
and
I.
Am
the
chair
of
this
committee
and
I
am
joined
by
a
quorum
of
the
council,
including
colleagues,
Goodman
Quincy,
yang
Johnson,
Reich,
Cano
and
Gordon
colleagues,
we
have
just
one
item
on
the
agenda
for
today,
which
is
a
recap
of
the
ordinance
which
was
passed
last
ember
dealing
with
voter
registration
and
his
to
be
enacted
a
week
from
I
believe
today,
on
march
first
and
here
to
present
is
our
sea
clerk.

mr.
chair
members
of
the
committee
has
indicated:
I
am
here
on
behalf
of
our
elections
and
voter
services
division,
to
give
you
a
status
report
about
the
launch
of
our
new
tenant
notification
of
voter
registration
program.
I'm
excited
to
share
some
of
the
accomplishments
that
we've
been
able
to
achieve.
Since
our
last
presentation
on
this
program
and
at
the
start,
I
would
like
to
offer
our
sincere
thanks
to
the
Secretary
of
State
and
his
office
as
well
as
Hennepin
County
elections,
who
have
been
great
partners
to
us
and
incredibly
supportive
of
this
program.

So
to
begin.
This
slide
provides
the
codified
text
that
outlines
the
requirements
which
breathe
life
into
the
Minneapolis
tenant
notification
of
voter
registration
program,
which
I'll
refer
to
now,
as
T
and
V
are
broadly
stated.
The
ordinance
requires
that
all
voter
eligible
tenants
be
provided
with
information
about
voter
registration
upon
their
first
occupied
occupation
of
a
rental
dwelling,
beginning
March.
First
of
this
year,
it's
important
to
recall
the
context
for
why
the
T
and
VR
program
was
adopted
in
the
first
place.
As
this
slide
illustrates,
registration
is
and
can
be,
a
significant
barrier
to
participation.

Studies
have
shown
that
there
are
disproportionate
negative
consequences
for
certain
communities,
including
young
and
first-time
voters,
which
also
inter
includes
new
citizens,
mobile
populations,
which
would
include
military
service
families,
as
well
as
families
and
individuals
who
are
in
transition
or
are
living
in
shelters
and
finally,
communities
of
color
research
from
the
Pew
Center
on
the
state
shows
that
one
in
four
Americans
are
not
registered
to
vote
and
to
put
that
into
perspective
in
2012
presidential
election.
That
equaled
approximately
50
1
million
eligible
Americans
who
are
not
registered
and
therefore
were
unable
to
participate.

Add
to
that
fact
that
one
in
eight
Americans
have
had
or
will
have
problems
with
their
registration
which
could
ultimately
prevent
them
from
casting
a
ballot
so
for
the
2012
presidential
election
that
equated
to
approximately
24
million
inaccurate
registrations.
So,
as
you
can
see,
registration
remains
one
of
the
biggest
obstacles
to
full
and
franchise
Minh,
and
it
continues
to
create
barriers
for
voters
today.

One
of
the
reasons
that
registration
creates
disproportionate
burden
on
the
demographic
communities
that
I've
already
identified
is
because
these
individuals
and
their
families
tend
to
be
more
mobile
than
the
average
voter
and
they
move
frequently.
In
fact,
national
statistics
show
that
one
in
six
Americans
moves
every
year,
because
registrations
in
the
united
states
aren't
portable
voters
who
move
are
at
a
higher
risk
of
being
dropped
from
registration
rolls,
which
would
then
prevent
them
from
casting
a
ballot
or
having
their
ballots
rejected
due
to
potential
technical
errors.

A
harvard
study
noted
that
fully
one-third
of
unregistered
voters
were
those
who
had
moved
and
simply
failed
to
re
register
at
their
new
residential
address.
Greater
disparities
for
highly
mobile
populations
is
particularly
relevant
to
minneapolis,
because
more
than
half
of
our
residents
are
renters
and
higher
rates
of
mobility
are
particularly
impactful
in
parts
of
the
city,
where
voter
participation
rates
fall
below
the
citywide
average.
As
a
consequence,
the
city
believes
that
providing
tenants
with
information
about
registration
is
a
critical
first
step
toward
ensuring
the
broadest
access
possible
to
the
ballot
box.

At
the
same
time
that
the
ordinance
was
adopted,
a
staff
directive
was
also
approved,
which
ordered
staff
to
engage
with
stakeholders
in
the
process
of
formulating
implementation
and
compliance
policies,
and
this
slide
identifies
the
major
issues
that
were
identified
for
us
by
property
owners
and
managers,
as
well
as
some
of
our
staff
concerns.
First
and
foremost,
we
heard
from
stake
elders
a
question
about
the
justification
for
this
program.
There
were
some
who
felt
that
Minneapolis
should
not
transfer
what,
with
deemed
a
governmental
function
to
landlords
as
a
mandate.

Finally,
there
were
issues
raised
as
to
the
administrative
burden
that
this
program
might
put
on
landlords
and,
in
particular,
the
expressed
preference
of
offering
choices,
for
example,
whether
we
had
to
use
paper
printed
forms
or
whether
there
could
be
an
electronic
option
for
some
landlords,
landlords
expressed
the
desire
for
maximum
convenience
to
offset
any
perceived
additional
burdens
to
comply
with
the
program.
So
to
the
issue
of
program.
Justification
I'd,
simply
reiterate
with
the
city
find
public
interest
in
assuring
that
all
eligible
voters
have
access
to
the
ballot
box
in
order
to
participate.

If
they
choose
to
do
so
again,
Minneapolis
is
a
community
where
more
than
half
of
our
residents
or
renters
and
the
obvious
nexus
for
us
is
that
connection
and
the
transaction
between
a
tenant
and
the
landlord.
By
leveraging
that
connection,
we
help
to
ensure
that
tenants
who
may
be
eligible
voters
are
provided
notice
of
their
right
to
register,
as
well
as
information
about
how
to
complete
that
first
step
in
the
two-step
process
of
voting
to
be
very
clear,
the
T
and
V.
Our
program
does
not
put
any
responsibility
on
the
landlord
to
register.

Anyone
including
his
or
her
tenants
to
prepare
registration
lists
or
to
collect
or
submit
registration
forms
to
verify
tenants
that
completed
a
registration
form
or
to
take
any
actions
with
respect
to
whether
it
and
it
chooses
to
participate
in
an
election
or
not.
In
fact,
the
city
specifically
does
not
launch
our
landlords
involved
in
those
types
of
interactions.
The
TN
VR
program
merely
requires
landlords
to
pass
along
information.

That's
provided
by
the
city
at
no
charge
to
the
property
owner,
giving
details
about
the
registration
process
to
their
first
time,
tenants
who
are
potentially
eligible
to
vote
in
the
simplest
of
terms.
The
program
requires
that
land
or
give
out
information
to
their
tenants
on
first
occupancy,
and
that's
it
to
offset
that
Burton
staff
work
to
accommodate
the
request
that
the
city
provide
notice
information
in
both
printed
and
electronic
formats,
so
landlords
could
use
whichever
format
best
suited
their
existing
business
practices.

outlines
the
project
timeline.
It
shows
that
the
ordinance
was
enacted
in
September
2015,
if
you
mention
mr.
chair
since
then,
staff
developed
the
notice
materials
and
the
distribution
and
tracking
procedures
with
our
state
and
county
partners.
A
first
communication
about
the
approaching
effective
date
was
distributed
to
more
than
13,000
property
owners
on
January
25th.
A
second
communication
to
property
owners
was
sent
out,
beginning
February
11th,
which
included
the
specific
program
details.

So
what
exactly
is
required
in
terms
of
the
notice
that
has
to
be
given
to
tenants,
as
this
slide
indicates,
every
tenant
should
receive
two
documents
as
part
of
the
required
notice.
First,
a
voter
registration
information
sheet
from
the
city's
elections
and
voter
services
division.
This
information
sheet
explains
the
program,
the
tenants
rights
to
be
informed
of
registration
processes,
how
to
access
information
and
key
election
dates
for
that
specific
year
in
the
overall
for
your
election
cycle.

Second,
a
voter
registration
application,
which
is
provided
by
the
Secretary
of
State's
office
by
providing
the
actual
registration
application
to
each
tenant.
The
city
hopes
to
facilitate
the
registration
process.
If
a
tenant
needs
to
register,
they
simply
complete
and
submit
the
form
landlords
can
provide
printed
copies
of
both
documents
or
can
give
tenants
the
same
information
as
a
single
packet
in
electronic
format.
Tenants
can
then
use
the
paper
application
or
the
links
in
the
electronic
packet
to
comply.

registration
and
you
should
have

your
seats
on
the

given
each
of
you
a
copy
of
the
documentation.
So
this
is
what
it
looks
like.
This
is
what
we
hand
them.
They
get
two
pieces
of
paper.
The
first
one
as
I
mentioned,
is
the
voter
information.
Information
sheet
has
our
masthead
on
it,
and
it
explains
to
the
voter
very
clearly
what
their
rights
are.

your
new
home,
you
have
the
right
to
be
informed
that
you
can
register
please
register
as
a
new
resident
and
a
new
address,
and
it
also
tells
them
the
dates
with
that
year's
election.
So
the
primary
4
2016
is
noted
and
the
general
election
and
then
again
more
information
about
how
to
get
information
from
our
website
and
other
resources
and
then
there's
the
actual
registration
application
from
the
Secretary
of
State's
office.
So.

the
statistics
regarding
the
total
number
of
mailers
released
in
specific
languages
and
I,
wonder
if
you
could
just
kind
of
walk
me
through
the
process,
so
that
I
can
better
understand
how
someone
requests
in
a
packet
in
a
different
language.
Is
that
something
that
they
request
of
the
landlord
and
then
the
landlord
requests
that
took
to
us
and
also
what
information
is
given
to
them
in
that
language?
Are
we
saying
that
that
this
mailer
comes
in
different
languages?

that
the
certificate
that
was
also
provided
at
your
desk
and
I'm,
going
to
put
this
on
the

it's

online
what
we
got
was
some
information
from
our
first
mailer

the
material,
so
the
first
mailer
that
went
out
simply
provided
notice.

this
is
the
program
that's
been
adopted
and
it
becomes
effective
februari
our
march
first
and.

our
mailers
have
been
given
to
the
property
owners
or
managers
which
are
the
landlords.
None
of
our
mailers
have
gone
to
tenants
directly
because
it's
the
landlord's
responsibility
to
pass
that
on
tenant,
so
we've
been
working
with
Greg
services
to
find
out
how
many
licensed
landlords
we
have.
The
first
bullet
says
we
as
of
january
thirty.
First
we
have
24,000
36
licensed
property
owners
or
managers
we've
sent
out
to
mailers
to
this.
This
group
of
people
that's
been
identified.
Many
of
them
have
more
than
one
rental
facility,
so
there
are
more
facilities
than
necessary.

There
are
people
that
we've
sent
two
of
that
total
information
packet.
We
sent
out
the
second
time
which
included
this
mailer,
so
they
could
see
what
they
were
required
to
pass
out.
We
had
a
response
rate.
That
said,
we
need
4320
or
ninety
two
percent
that
we
sent
out
in
english.
We
had
some
landlords
who
said
we
need
some
in
spanish,
a
total
of
190,
which
was
four
percent
of
the
total
that
were
sent
out
and
175
who
responded
that
they
needed
the
language
translated
into
somali,
which
was
four
percent
475
to
your
question.

the

and
then

the

For
that
year,
cycle
I
mentioned
that
the
city
launched
a
website
with
resources.

So
this
gets
to
the
question
of
what's
available
both
to
our
landlords
and
our
tenants.
This

gives
you
the
web

It
also
shows
a
picture
of
the
landing
page
from
our
elections
and
voter
services
website.
All
of
these
pages
and
the
resources
that
are
related
to
the
tea
and
VR
program
can
be
accessed
from
this
website,
which
is

gov.

On
this
slide,
you
can
see
their
resources
specifically
geared
towards
our
tenants,
so
this
is
for
those
who
are
renting
a
place.
They
do
have
an
opportunity
to
get
this
information
as
well.
It
also
talks
about
their
rights
under
the
program
to
be
informed
of
registration
and
also
provides
details
about
the
registration
process
and
how
to
complete
that
registration
application
or
to
check
the
status
of
an
application.
That's
already
pending.
The
site
includes
PDF
versions
of
the
state's
voter
registration
application
form
in
English,
Russian,
Somali,
Spanish
and
Vietnamese.

In
addition,
we've
embedded
a
direct
link
to
the
online
registration
portal,
that's
hosted
by
the
Secretary
of
State
in
order
to
facilitate
quick
online
registration
processes
for
tenants
in
order
to
help
property
owners
and
managers
maintain
a
sufficient
supply
of
this
information
packet.
We've
added
a
page
to
the
website
that
allows
them
to
easily
reorder
stock
from
our
elections
division.
So
it's
a
simple
online
process
allows
the
landlord
to
come
in
here.

Choose
how
many
packets
they
need
and
other
similar
types
of
information
it
comes
to
us,
and
then
we
get
the
information
out
to
them.
So
it's
an
online
registration
or
order
form.
This
slide
shows
that
information
about
the
t
and
VR
program
has
also
been
added

the
roster
of
information.
That's
published
and
maintained
by
the
regulatory
services
department,
so
that
the
city
is
covering
as
many
bases
as
possible
to
inform
property
owners
and
managers
of
their
responsibilities
and
as
well
tenet
voters
of
their
rights
under
the
new
ordinance.

big
undertaking
and
it
required
him
to
work
not
only
with
us
in
secretary
state,
county
and
regulatory
services
and
the
landlords,
and
those
who
are
licensed
eric
is
a
long
time
election
judge
who
has
worked
with
us
many
years,
and
he
has
agreed
to
tackle
that
program
for
us
and
has
done
a
great
job
in
shepherding
it
through
to
this
point,
where
we're
ready
to
launch
next
week.
I
also
want
to
give
recognition
to
Anissa
hauling
shed,
who
couldn't
be
with
us,
a
management
analyst
in
the
clerk's
office.

wears
very
many
hats,
but
one
of
the
things
she
did
was
sort
of
come
up
with

idea
that
this
might
be
something
for
us
to
do
to
help
close
the
gap
of
those
who
are
eligible
to
vote,
but
for
purposes
of
registration
might
have
difficulty
getting
that
done,
and
so,
when
we
brought
that
forward
that
came
through
Anissa
and,
of
course,
the
mr.
chair.

we've
attempted
to
budget
for
this
within
the
election
budget
for
this
year's
budget,
because
this
is
a
new
endeavor
will
have
more
specific
numbers
to
come
back
with
for

budget
process
for
next
year
to
share
with
you
what
the
actual
expenditures
were
for
the
elections
office.

that's
interesting.
That's
kind
of
my
second
question
was:
what
are
our
plans
to
get
an
update
in
a
report
back
both
on
the
cost,
but
I
also
think
it
would
be
interesting.
We
have
some
baseline
information
about
registered
voters
and,
if
I
don't
know
if
we
have
renters
who
are
registered
now
or
whatever,
but
some
kind
of
information
that
we
can
look
at
now
and
then
look
at
later,
and
maybe
guess
that
this
effort
had
some
impact.

I
think
the
council
is
aware
that
after
each
election
we
do
a
little
report
that
sort
of
talks
about
some
things.
We've
done,
it's
very
extensive,
as
you
know,
I'm
being
sarcastic.
We
go
into
great
detail
about
what
we've
done.
Lessons
learned:
expenditures
costs
number
of
election
judges,
number
of
registrations,
participation
who
turns
out
both
for
the
primary
for
the
general,
and
you
can
expect
that
this
will
be
a
key
focus
of
that
report.
For
the
2016
presidential
election
and.
D
C
D
Be
interesting
and
my
last
isn't
specifically
related
to
this
program,
but
I
also
noticed
that
I
think
it's
the
state
of
Oregon
and
some
others
have
tried
some
other
ideas
about
automatic
voter
registration.
I
think
we've
talked
about
it
in
the
state
here,
but
can
we
do
that
when
people
are
getting
there
at
least
given
the
option
automatically
when
they're
getting
their
drivers
license
or
their
state
IDs,
and
is
there
any
progress
on
those
fronts
that
you're
aware
of
in
Minnesota.

Mr.
chair,
this
race
is
a
very
interesting
question
and
I
debated
whether
to
even
raise
it
or
not.
As
you
know,
Oregon
and
California
are
the
only
two
states
so
far
who
have
fully
registered
all
their
voters.
So
the
idea
here
is
that
the
United
States
is
one
of
the
few
first
world
democracies
that
require
its
voters
to
take
the
step
of
registering
and
then
voting.

It's
a
two-step
process
and
many
others
have
done
in
years
before
what
Oregon
and
California
have
done,
which
is
to
recognize
that
the
government
already
collects
all
the
information
and
data
it
needs
on
you
to
determine
whether
you
are
eligible
voter
or
not,
and
so
it's
an
opt-out
instead
of
an
opt-in
system.
The
moment
you
turn
18
the
moment
you
meet
the
eligibility
requirements
in
those
states.

You
are
automatically
enrolled
on
the
voter
rosters
and
you
don't
have
to
take
any
further
action
in
order
to
show
up
and
vote
it's
something
that
in
a
state
like
Minnesota
which
likes
to
brag
about
its
reputation
as
being
the
leader
amongst
turnout
and
Minneapolis,
certainly
is
the
largest
city.
It's
something
we
could
look
at.

It's
something
that
might
be
added
to
our
legislative
agenda-
that's
not
necessarily
a
topic
for
today,
but
certainly
something
that
the
intergovernmental
relations
committee
might
want
to
consider
as
we
get
ready
to
start
the
legislative
session,
since
it
is
brand
new
and
effective
this
year.
For
the
first
time
in
those,
two
states
will
be
interesting
to
watch
their
success
in
a
presidential
election
and
to
see
if
automatic
registration
has
an
effect
of
increasing
voter
participation.
There
are
already
some
reports.

do
think
they
don't.
If
we
did
want
to
add
something
like
that
to
our
legislative
agenda.
We
certainly
want
to
pay
attention
to
the
recommendations
from
our
sea
clerk's
office
and
the
elections
department
and
I.
Don't
know
that
I
want
to
necessarily
make
a
staff
direction,
but
I
would
encourage
us
to
look
at
that,
and
maybe
with
the
chair,
to
consider
that
as
at
a
future
meeting,
whether
we
want
to
look
at
some
other
legislative
initiatives
that
we
could
support
as
a
city,
that
would
it
mean
mr.

Chair
I
know
that
the
mr.
Ranieri
and
his
team
are
working
with
departments
to
gather
ideas
at
this
time
right
now,
so
that's
certainly
something
we
could
put
into
that
process.
That
would
ultimately
come
back
before
the
other
government
relations
committee
as
an
opportunity
for
the
city
to
express
its
support
for
a
policy
at
the
state
that
would
provide
for
automatic
registration
of
all
eligible
voters.

says
that
the
tea
and
the
our
program
requires
that
property
owners
managers
provide
all
voting
eligible
tenants
with
a
packet
of
information
on
first
occupancy
in
beginning
march,
first
2016,
and
went
to
focus
on
the
piece
that
upon
first
occupancy,
beginning
march,
first
2016,
so
for
any
tenants
that
occupied
prior
to
march
first,
the
landlord
doesn't
have
an
obligation
to
give
them
any
of
this
exactly
right.

The
regulatory
services
department,
if
the
as
the
enforcement
agency
at
the
city
for
this
as
they
are
with
other
landlord
obligations,
which
is
why
is
codified
in
that
part
of
the
code?
They
are
working
on
a
complaint
basis.
So
a
tenet
could
complain
in
San,
moved
in
and
I
didn't
get
that
information
and
they'd
report
that
to
regulatory
services
and
just
like
they
do
with
other
processes
that
landlords
are
required
to
do.
They
would
follow
up
and
take
the
necessary
actions
to
ensure
the
tenant
was
given
that
information.

also
was
upset
that
his
taxpayer
money
was
being
used
for
a
program
like
this
I
think
it
would
be
fair
to
acknowledge
that,
because
we've
had
partnership
here
from
the
county
from
the
state,
the
secretary
of
state's
office,
that
the
reaching
out
to
people
this
way
is
really
may
be
supplanted
some
of
our
other
efforts
to
register
voters.
That
would
have
been
equally
as
costly
or
even
more
costly,
and
have
you
heard
pushback
from
landlords
yourself
or
have
you
found
this
to
be?
What
kind
of
feedback
have
you
received?

I
know,
you
also
had
some
of
these
contacts
of
the
chair
of
this
committee.
I
would
characterize
the
context
in
two
ways
prior
to
actually
getting
the
mailer
that
showed
what
the
obligation
was.
There
was
a
lot
of
concern
about,
as
I
mentioned
in
my
comments.
What
am
I
required
to
do?
What
am
I
required
to
give
them?
Am
I
required
to
follow
up
in
my
mouth
and
how
liable
for
making
sure
that
they
fill
out
that
paperwork
and
after
the
second,
and
so
there?

The
initial
round
of
contacts,
I
think
were
mostly
in
that
same
nature,
confusion
potential,
upset
people
not
being
clear
about
what
was
required
of
them
concerned
that
we
were
pushing
more
obligation
on
to
a
landlord
that
they
felt
was
beyond
their
responsibilities
as
someone
who's
providing
a
living
unit
of
dwelling
unit
for
a
tenant
after
the
information
came
out.
That
said,
this
is
all
we're
asking
you
to
do
is
take
two
pieces
of
paper
and
pass
it
to
your
tenant
and
walk
away
or
here's
the
link
and
walk
away.

The
difficulty
with
that
is,
we
don't
necessarily
have
any
sort
of
listing
of
the
tenants.
We
do
have
a
listing
of
those
who
have
licensees
to
rent
spaces.
So
that's
where
the
city's
Nexus
comes
in.
We
know
who
has
property
that
they're
rinsing
out
and
they
know
when
they
have
a
tenant
coming
in.
So
that's
how
we
leverage
that
connection
again
by
attempting
to
minimize
the
burden
to
them
when
we
first
met
with
them.

We
thought
that
might
be
a
killer
of
the
program
for
us,
but
again
thanks
to
our
partners
at
the
Secretary
of
State.
Who
said
no,
no,
we're
very
interested
in
this
as
well,
and
we
actually
would
maybe
look
at
this
as
a
pilot
for
other
communities.
We
want
to
help
you
and
partner
with
you
to
track
those
applications
that
come
from
tenants
and
so
they've
provided
through
their
online
portal,
a
different
process
of
tracking
those
that
come
from
tenants.

they
can
report
that
detail
to
us
and
then
again
that
came
down
through
the

report
out
