afternoon,
I
am
calling
to
order
a
regularly
scheduled
meeting
of
the
intergovernmental
relations
committee.
My
name
is
Elizabeth
Glidden
I'm,
the
chair
of
this
committee
and
I'm
joined
today
by
council
members,
Frey
Council,
President
Johnson
and
councilmember
Andrew
Johnson
as
we
get
started.
I
have
two
additions
to
make
to
the
agenda,
so
I
will
read
what
these
are
and
then
move
to
amend
the
agenda.
A
A
I'm
going
to
put
item
number
3
would
be
a
resolution
opposing
gun,
conceal
and
carry
reciprocity
laws
and
then
item
number
four
is
an
amendment
to
our
state
legislative
agenda
and
councilmember
Cano
may
or
may
not
be
here
for
that,
but
I
think
our
staff
and
myself
and
possibly
counts
my
Fri.
We
can
discuss
what
that
is
as
well
and
it's
a
proposal
to
add
to
our
support
agenda
around
bonding
support
for
the
family
partnerships
project.

Chair
members,
gene
Ranieri
from
the
director
intergovernmental
relations
for
the
city,
this
is
a
request
allowing
the
city
to
submit
comments
to
the
Public
Utilities
Commission
regarding
a
matter
that
they
had
posted
on
the
website
and
in
a
docket
that
asking
for
comments
regarding
a
grant
that
was
given
through
the
RDF,
the
Renewable
Development
Fund
back
in
2002
and
has
not
yet
been
extended.
There
was
legislation
passed
in
2017
in
this
Minnesota
Legislature
that
basically
allowed
the
PUC
to
recover
grants
from
the
RDF
fund
and
not
not
been
used
in
up
to
five
prior
years.

So
older
grants-
or
there
was
no
money,
there
would
be
withdrawal
they're
asking
for
comments
on
that.
Many
of
our
colleagues
along
the
river
have
submitted
comments.
Many
of
the
associations,
foundations,
elected
officials
have
submitted
comments,
saying
that
the
PUC
should
take
back
that
money
and
we
are
requesting
the
authority
to
do
something
similar
mr.
Karekin,
over
from
the
City
Attorney's
Office,
is
here
to
do
more
detail.

You
very
much
just
to
allow
us
to
get
started.
I
will
go
ahead
and
I'm
not
seeing
any
immediate
requests
for
further
briefing.
So
I'll
go
ahead
and
move
this
item.
It
is
authorizing
proper
city
officials
to
submit
reply
comments
to
the
Public
Utilities
Commission
on
behalf
of
the
city
of
Minneapolis,
recommending
support
of
the
position
of
the
Metropolitan,
Council
and
other
entities
that
the
RDF
grant
awarded
to
crown
hydro
in
2001
be
considered,
expired
and
the
grant
be
terminated.

chair
and
members
of
the
committee,
we
we
have
some.
The
tax
reform
package
is
going
through.
It's
passed
the
House
of
Representatives,
it's
currently
up
for
debate
in
the
Senate.
We
we
have
some
more
detail
on
it,
and
so
we
have,
in
addition
to
our
federal
agenda,
with
a
little
more
specification
of
what
our
interests
are.

In
that
any
tax
reform
package,
we
would
amend
the
the
agenda
under
discussion
of
the
US
tax
code
by
stating
quote
the
city
of
Minneapolis,
supports
federal
tax
reform
that
reduces
individual
tax
burdens
and
provides
taxpayers
with
incentives
such
as
credits
and
deductions
to
save
for
retirement,
pay
for
higher
education,
purchase,
a
home
and
support
state
and
local
government
services.
The
city
also
supports
a
tax
reform
bill
there.

It
means
tax
exempt
private
activity,
bonds
in
low-income
housing,
tax
credits,
which
are
a
major
funding
sources
for
the
construction
and
preservation
of
affordable
housing,
historic
tax
credits,
which
not
only
preserve
the
nation's
cultural
and
historical
landmarks,
but
can
also
preserve
and
develop
housing.
New
market
tax
credits
to
assist
in
financing
projects
that
increase
employment
in
the
economy
and
tax
exempt.
On
municipal
bonds
that
maintain
and
improve
state
and
local
government
infrastructure.

As
we
s
know
from
listening
to
the
news,
this
is
a
constantly
moving
target,
but
a
lot
of
concerns
about
what
may
happen
with
tax
reform
and
our
inability
on
such
short
notice
to
fully
understand
the
implications
to
everyday
people,
and
so
this
is
one
way
for
us
to
get
at
least
some
of
our
principles
on
on
the
record
right
now
in
this
important
time.
So
I
will
move

We
turn
to
new
item
number
four,
which
is
an
amend
an
amendment
to
our
state
legislative
agenda
and
policy
positions
and
I
will
go
ahead
and
read.
What
this
is
folks
may
have
questions
again.

So
I
might
invite
up

just
note
for
the
committee.
The
family
partnership
has
had
an
outstanding
request
for
a
couple
of
years
now.
The
family
partnership
is
a
long-standing
nonprofit
with
that
provides
service,
including
to
victims
of
sex
trafficking
and
does
great
work
all
across
the
city
and
really
across
the
the
region.

Think
miss
leche
is
preparing,
probably
for
very
early
in
the
next
term,
some
recommendations,
more
structural
recommendations
for
the
new
council
and
mayor
to
consider
on
how
we
might
start
to
reincorporate
nonprofits
into
our
bonding
lists
if
they
may
meet
certain
criteria
but
Ms
leche.
Maybe
you
can
talk
a
little
bit
about
this
project
and
just
what
do
we
know
about
where
it's
at
and
so
forth?
Certainly.

Madam
chair,
thank
you
and
councilmembers.
Madam
chair
is
correct
that
we'll
be
coming
back
to
council
in
the
new,
with
some
suggested
structural
processes
that
you
can
use
going
forward
to
evaluate
in
the
future
when
we
have
nonprofit
organizations
that
approach
the
city
requesting
fiscal
sponsorship.

As
we've
noted
before
nonprofits
are
not
able
to
access
general
obligation
bonds
to
the
state
on
their
own,
they
do
have
to
have
a
local
unit
of
government
either
their
sponsor
and
that's
the
rule
we
will
be
serving
in
with
the
family
partnership
as
part
of
the
criteria
that
we
would
be
suggesting
when
we
were
evaluating
future
projects
is
really
a
whole
host
of
aspects,
but
several
that
would
apply
to
the
family
partnership
that
there
there
is
already
some
money.

the

was
encouraged
by
the
fact
that
we
know
I
do
believe,
have
a
policy
in
place
to
about
requesting
if
we
do
act
as
a
bonding
fiscal
agent
for
these
projects
we're
going
to
try
and
recoup
our
administrative
costs,
which
is
a
part,
a
big
part
of
the
deal
too,
that
we
were
doing
all
this.
You
know
work
for
for
free,
and
at
least
we
have
a
plan
in
place
now
for
for
getting
staff
time
covered
again,
you
know
it's.

I
just
want
to
make
it
aware
of
two
issues
that
are
coming
up
next
week.
The
MMB,
the
Department
of
Revenue
and
management
and
budget
will
have
the
revenue
forecast
for
December
that'll
be
really
important.
This
sounds
we
plan
for
the
session
and
think
about
the
bonding
bill
and
that'll
be
on
the
6th
of
December
on
the
5th
of
December.
There
is
a
tentative
scheduled
meeting
of
the
myth
of
the
sports
facilities.

Commission,
meaning
not
gives
me
the
legislative
Commission
on
Minnesota
sports
facilities
and
their
topic
is
safety
and
security
for
the
Super
Bowl
and
the
some
of
our
folks
have
been
invited
some
folks
and
other
agencies
into
the
meeting.
It's
not
sure
it's
going
to
happen,
but
it's
been,
it's
been
scheduled
and
there's
a
no
I
Genda
yet
published
yet,
but
we
have
some
people
who've
been
asked
to
be.
There
that'll
be
a
three
o'clock
on
Tuesday,
the
fifth
I
think
over
in
the
Senate
office,
building
in
st.
Paul.
