this
morning,
I'd

to
deal
with
those
first
I'm
going
to
move
approval
of
all
of
the
items
on
the
consent
agenda,
except
for
items
16
and
20,
which
I
have
amendments
for.

state

fee

our

regard
to
bond
funded
development
project,
the
city
is
the
pastor
on.
However,
I
do
understand
that
when
a
project
does
receive
state
bond
funds,
it's
not
until
they
get
the
money
that
they
actually
could
pay
a
fee.

they
would
raise
money
to
pay
the
fee,
and
so
I'm
going
to
move

ensure
that
the
city
administrative
fee

the

I
lived
at
our
property
for
35
plus
years
we
lived
by
the
corner
on
victory,
Memorial
Parkway
and
as
a
good
neighbor,
we
have
planted
20-plus
trees
in
our
neighborhood.
We
picked
up
trash,
pulled
out
scrub
Elms
on
the
boulevard
and
just
been
what
we
thought
were
good
neighbors,
but
with
all
this
good
intentions.

Meanwhile,
we
missed
our
own
assessment
and
it's
really
really
petty,
but
it's
been
kind
of
our
concern
over
10
to
20
years
we
call
3-1-1
and
there's
shrubbery
backed
up
in
alleyways,
and
then
we
get
an
assessment
for
six
inches
of
a
raspberry
bush
or
something
that
was
removed
in
one
week
and
because
we're
trying
to
defend
our
democracy.
This
summer
we
missed
the
assessment
letters
which
were
white.
So
my
request
is
why
weren't
they
orange
tag
like
the
trash
men
do
right.

I

the

straightforward
request

nonprofit
organization
following
federal
tax
code
requirements.
The
ecumene
is
selling
a
facility
in
Chicago
City,
and
the
tax
code
requires
that,
since
the
money
is
going
to
be
spent,
some
of
the
money
is
going
to
be
spent
here
in
Minneapolis
that
a
public
hearing
and
an
option
of
a
resolution
approving
that
be
considered.

a
senior
project
coordinator
and
residential
finance
I'm
before
you
today
to
ask
the
committee
to
approve
and
authorize
tax
increment
financing
in
the
amount
of
three
million
nine
hundred
sixty
five
thousand
dollars
in
the
form
of
a
pay-as-you-go
TIFF.
Note
for
the
green
of
fourth
apartments
to
be
located
at
2901.
Fourth,
Street
southeast.
The
green
on
4th
apartments
is
a
mixed
income
development
located
within
the
tower
side,
innovation
district
with
a
total
of
243
units.

Sixty-Six
of
those
units
are
at
or
below
60%
of
the
area.
Median
income
and
the
remaining
units
are
market
rate.
The
project
does
help
achieve
city
goals
by
providing
income
restrictive
housing
in
a
non
concentrated
census,
tract
the
higher
incomes
and
otherwise
that
would
primarily
be
serving
that
serve
students.
It
will
also
bring
a
diverse
population
and
help
with
the
general
housing
market.

tip
plan
in
the
housing
development
plan
for
Greater
4th
apartments
and
we
did
receive
one
public
comment
on
November
7th
from
the
Prospect
Park
Association,
their
land
use
committee
voted
to
support
the
TIF
plan
for
the
granilith
Apartments
and
during
that
meeting
there
are
positive
comments
that
were
made
about
the
plan
and
how
excited
the
community
is
for
more
affordable
housing
in
the
area.
Up
to
this
point,
there
have
been
no
other
public
comments
and
I'm
open
to
any

estimated

200
million
dollars

new
construction
that
we
privately
LED

other
public
subsidies.
So
I

partnership
in
this

this
project,

it's
the
last
piece
and
I
believe
we
can
be
in
the
ground
either
by
the
end
of
this
year
or
in
January
on
this
project
and
I.

want
to
thank

southeast
Minneapolis
I'm
here
to
support
this
effort.
I
am
a
member
of
the
Prospect
Park
Association
board
and
co-chair
of
our
land
use
and
planning
committee.
There
are
several
things
I
want
to
point
out
in
terms
of
supporting
this.
One
is
that
we
in
the
neighborhood
are
really
supporting
an
increase
in
housing
and
a
variety
of
housing
types
surrounding
this
project.

We
will
have
on
the
ground
within
the
next
year
or
so
about
1,100
new
housing
units,
and
we
hope
that
this
project
will
be
part
of
that
we're
strongly
in
support
of
affordable
housing
being
built
as
a
part
of
our
projects.
We
recently
did
a
survey
of
neighbors
and
found
that
within
our
neighborhood
69%
favored,
adding
additional
senior
housing
but
68%
also
supported
affordable
workforce
and
family
housing.
In
addition,
43%
said
they
really
favored
public
housing.
This
is
a
strong
endorsement
fire
neighborhood
for
inclusion.

The
other
point
I
want
to
make
is
that
we
have
worked
very
hard
to
get
better
transportation
access.
We
have
the
light
rail
line.
We're
strongly
in
favor
of
additional
sidewalks
and
bicycle
paths
and,
in
fact,
in
our
neighborhood,
more
people
use
their
feet
to
get
around
than
the
car,
and
also
68%
e
percent
of
the
people
in
the
neighborhood
use
the
light
rail
and
we
expect
our
new
neighbors
will
do
likewise,
so
I
strongly
support
this
effort.

are

musicians

the
establishment.

We
just
recently
took
over
operations
earlier
this
summer

we

just
trying
to
make
some
improvements

the
restaurant
being.
As
that
you
know,
business
is
business
and
so
we've
been
operating.
The
restaurant
never
had
any
issues
with
law
enforcement.
We
have
security
on
staff
all
the
time
already,
and
so
this
will
obviously
continue
with
the
license
moving
forward.

live
in
2020,
Garfield
Avenue
for
the
last
23
years
and
so
I'm
an
immediate
neighbor
of
Mortimer,
and
when
we
got
the
invitation
for
this
meeting
on
our
door,
I
realized
that
it
said
no
off
street
parking
necessary
and
I
was
almost
shocked.
Yes,
since
Mortimer
got
rid
of
their
parking
lot
to
build
an
apartment
building
there
and
in
our
block
in
2020
Garfield,
which
is
mostly
apartment,
buildings,
three
or
four
floors
high.

We
do
not
have
back
street
parking
so
all
these
years.
It
was
a
problem
that
Mortimer
customers
Park
at
our
section
and
then
when
the
events
are
over
at
2
o'clock,
they
are
very
very
loud
in
getting
into
their
cars
and
laughing
and
so
forth.
But
I
got
used
to
this,
but
now
knowing
that
they
do
not
have
a
parking
lot
any
longer.
I
have
no
idea
how
you
get
a
good
crowd
and
we
not
having
any
parking
at
that
first
section
of
2020
Garfield.

parking

spots
in
the
back

Mortimer's,

reduction

we

is
complete

in

with

developers

theater
garage
owner

Park
neighborhood

the
office
of
Zoning
Administrator
has
determined
that
this
site

not

the
building
retains

will
have
interior
seating
for
five
thousand
and
outdoor
seating
for
200
on
a
rooftop
hours
of
operation
depend
on
the
event
occurring
there,
but
it
will
generally
be
from
8
a.m.
to
2
a.m.
daily.

our
Murray
hospitality.

Minnesota
company
owned
by
Ned
Abdul
is
one
hundred
percent
or
the
armory
was
constructed
in
1935.
It
has
been
home
to
a
military
training,

sporting
events,

videos

recently,
a
parking
facility.
It
is
listed
on
the
National
Register
of
Historic
Places.
The
army
will
be
a
column,
free
expansive
space
for
private
events,
corporate
functions,
galas
trade
shows,
live
performances,
concerts
and
special
events.

were

favor,
one
was

support,
but
had
a
couple
concerns
about
parking
in
the
area
and
noise.

did
receive
a
letter
of
support
from
the
Elliott
Park
Neighborhood
Association

the
downtown
Minneapolis
Neighborhood
Association,
supporting
the
application
staff
finds
that
they
meet
all
of
our
requirements
and
are
recommending
that
the
application
be
approved
are.

activate
it
again

this

venue

not
something
that's
open
every
day
to
the
public.

something
that's
prevent.

events

at
night.

events.

these
are
gonna,
be

at
a

o'clock,
and
there
will
be
some
that
event

you

office
into
the
wee
hours
of
the

also
agree
that
the
renovation
of
the
armory
has
been
beautiful
and
beautifully
done
and
I
think
it's
great
to
bring
it
back
to
life.

concerns
for
people
who
live
immediately,
adjacent
to
it
with
regard
to
the
impact
a
facility
that
size
would
have
that
close
to
so
many
residents
who,
where
downtown,
is
a
neighborhood
and
there
are
a
lot
of
residents
and
so
I'm,
just
hoping
that
the
owner
and
operator
can
be
mindful
of
that.

had

quite
an
outcry
from
people
who
are
living
in
the
North,
Loop
and
warehouse
district
about
the
rowdy
behavior
and
the
inability
of
some
of
the
establishments
to
control
it
and

Just
don't
want
to
see

police
running
back
and
forth
between
the
warehouse
district
and
the
armory
and
worrying
about
potential
problems.
That's
up
to
the
operator.
This
is
a
Class
A,
a
license.

The
director
of
administration
and
community
engagement
for
regulatory
services
I'm
here
today
to
present
on
a
proposed
change
to
chapter
244,
which
regulates
our
housing
code.
Currently,
rental
license
fees
are
not
collected
when
a
property
owner
is
appealing
a
rental
license,
revocation
action
and
until
the
hearing
process
or
court
case
is
resolved.
We
do
this
in
from
with
guidance
from
our
city
attorneys.
This
results
in
the
owners
continuing
to
operate
their
rental
business
and
collect
rents.
During
this
time
the
city
is
right.
Q
Enforcing
regulations
and
expenses
are
occurring.
The
proposed
ordinance
change
would
add
an
administrative
registration
fee
which
will
be
collected
during
the
time
of
the
appeal
period.
The
administration
administrator
registration
fee
will
mirror
the
rental
license
fee
structure
which
has
been
developed
to
recover
administrative
and
enforcement
expenses.
