the
meeting
today
and
I'm
joined
by
councilmembers,
Reich,
Goodman
and
Warsaw
me.
We
have
a
quorum
of
the
committee
today
with
two
public
hearings
and
additional
consent
items
here,
so
I'm
going
to
go
ahead
and
move
the
consent
items,
but
continue
item
number
seven
I
know:
we've
got
a
little
bit
more.
We've
been
chatting
about
doing
with
that
item.
So
any
discussion
on
those
items
for
my
colleagues
all
right.

Why?
Our
first
is
interim
use
permit
for
Catholic
Charities.

this
is
an
interim
use
permit
by
Catholic
Charities
for
the
higher
ground
Minneapolis
location
at
165,
Glenwood
Avenue.
The
site
is
currently
occupied
by
a
mixed-use
development
that
includes
a
supportive
housing
development
and
the
now
so
an
overnight
shelter
that
overnight
shelter
or
that
development,
I
should
say,
was
approved
back
in
2010
and
has
been
operating
ever
since
it's
a
construction
completion
overnight
shelters
are
conditional
use
in
downtown
shelter,
overlay
district
and
they
can
have
up
to
350
beds
in
that
overlay
district
under
the
CIP.

There
are
standards
for
overnight
shelters
in
the
overnight
shelter
overlay
district
and
the
the
use
is
in
compliance
with
those,
and
so
staff
is
recommending
approval
of
the
15
shelter
beds
as
interim
use
permit
and
talk
to
her
30th
of
2022,
like
a
visual
of
what
the
existing
building
looks
like
I'm
sure.
Many
of
you
know
what
this
is
located
on
at
165,
one
with
just
east
of
Glendale,
Avenue
and
I
will
stand
for
any
questions.

As
always,
Catholic
Charities
has
really
stepped
up
and
assisted
in
many
positive
ways.
I
want
to
call
call
them
out
for
the
work
that
they're
doing
and
thank
you
you
know
it
would
take
a
lot
for
me
to
say
that
we
should
expand
the
shelter
situation.
Downtown
I
think
this
is
a
very
thoughtful
way
to
do
it.

Here
is
a
view
of
the
site.
You
can
see
the
existing
telecommunications
tower,
which
is
commonly
referred
to
as
a
cell
on
wheels
in
this
situation,
because
the
equipment
is
confined
to
a
custom-designed
vehicle.
These
are
typically
used
to
handle
temporary
surges
in
cellular
traffic
when
existing
infrastructure
is
insufficient.
No
changes
are
proposed
at
the
time.
Presently
the
equipment
is
integrated
into
an
international
Duras.
Our
4,300
truck
the
equipment
primarily
consists
of
a
60-foot
telescoping
mask
masked,
with
antennas
attached,
an
equipment
cabinet
and
a
generator.

another
view
and
there's
another
view
of
the
location.
An
interim
use
permit
is
being
requested.
In
this
case,
a
conditional
use
part
would
typically
be
required,
otherwise
a
temporary
permit
for
up
to
15
days,
but
because
the
interim
use
is
temporary,
the
council
may
waive
conditions
that
would
otherwise
apply
through
the
CEP
a
little
background.
So
the
original
request
was
approved
by
the
City
Council
in
July
of
2015.
The
purpose
of
the
original
request
was
to
address
increase
cellular
usage
generated
by
the
Vikings
games
taking
place
at
TCF
stadium.

So
Verizon
has
submitted
the
current
interim
use
permit
extension
for
an
additional
12
months,
stating
that
that
would
allow
them
for
sufficient
time
to
find
another
site
and
also
construct
the
equipment,
since
the
most
most
recent
interim
use,
permit
extension
was
granted.
The
applicant
has
also
applied
for
the
permanent
location,
so
they
have
found
a
location
at
6:15,
Washington,
Avenue
southeast,
but
the-
and
this
was
approved-
administrative
Leon,
September
20th.

This
is
just
a
summary
of
the
findings
that
are
also
found
on
the
staff
report.
Staff
finds
that
the
12-month
extension
could
potentially
impact
redevelopment
opportunities
for
the
site,
which
contains
the
large
parking
lot
as
we
mentioned,
but
that
a
four
month
extension
would
allow
for
Verizon
to
find
a
permanent
solution
and
a
permanent
site
for
their
new
tower
staff
is
recommending
that
the
City
Council
grant
the
interim
use
permit
for
a
four
month
extension
requiring
that
the
equipment
be
removed
completely
by
February
20th
of
2018.

one
question
for
you:
I
received
a
letter
from
the
applicants
and
they
had
claimed
in
there
that
folks,
with
in
part
of
the
area,
would
be
unable
to
call
911
if
this
tower
is
removed.
Is
there
merit
to
that
finding?
It
seems
to
me
that
wouldn't
other
carriers,
such
as
Sprint
and
AT&T,
be
able
to
provide
that
overlapping
coverage
when
it
comes
to
emergency
services,
I.

that
ready
right

there
there
is
existing
coverage
in
the
area.
I
would
not
be
able
to
say
whether
a
911
could
not
possibly
be
placed
in
that
area,
but
I.
Imagine
that
there
is
other
coverage.
The
temporary
telecommunications
tower
is
to
kind
of
bridge
that
gap.
That's
my
understanding,
gotcha.

You
mr.
chair
I'm
wondering
if
we
would
ask
our
own
9-1-1
operators
the
answer
to
that,
because
this
is
like
a
source
story
of
woe
from
whatever
isin
now
followed
by
a
threat
as
to
why
they
can't
seem
to
get
on
track
with
getting
rid
of
this
over
a
long
period
of
time
and
I.
Think
it's
truly
unconscionable
to
suggest
that
there'd
be
no
9-1-1
service.

That's
kind
of
the
last
straw
for
me
so
I,
despite
what
they
get
up
and
tell
us
today,
I'm
gonna
move
to
postpone
this
and
get
information
from
9-1-1,
specifically
regarding
this
threat
that
that
all
of
a
sudden
people
in
this
area
will
have
no
access
to
9-1-1.
So
I,
don't
particularly
appreciate
being
threatened
by
Verizon.

When
we
were
pretty
clear
about
the
ongoing
extensions
to
this
last
time,
and
apparently
they
didn't
hear
that
and
we're
responsible
as
well,
then
you
won't
have
9-1-1
I'd,
be
very
interested
in
what
Heather
hunt
asked
to
say
about
that
I!
Don't
think
we
can
ask
her
to
run
up
here
right
now,
so
we
might
need
another
cycle
to
determine
what
happens
next.

notify
them
that
you
don't
have
the
ability
to
provide
coverage?
Because
for
three
years
you
haven't
been
able
to
work
out
a
plan
to
be
able
to
get
an
asset
to
be
able
to
hang
it
on.

we

notify
everybody
that
you're
unable
to
provide
service
and
that
they
should
switch
service
to
correct.

we've
been
working
with
the
University
for
a
plan
over
the
last
two
years
to
do
a
comprehensive
outdoor
plan.
Nine
months
ago
we
were
the
decision
was
made
within
the
university
to
go
a
different
route
and
have
an
indoor
and
outdoor
comprehensive
plan.
So
we
have
currently
been
in
conversations
over
the
last
two
years
with
the
university
to
try
and
figure
out
how
to
get
on
the
property
to
serve
the
customers
in
the
area.

like
to
tell
you
a
little
bit
more
about
how
much
traffic
is
used
on
this
temp
asset,
so
the
following
graphs
show
you
from
an
LTE
perspective,
so
we
offer
two
technologies.
3G
and
4G.
4G
is
our
advanced
data
services
where
we
also
carry
voice
traffic.
This
is
more
about
how
customers
use
social
media
and
texting
and
uploads
and
downloads
from
their
mobile
devices
or
laptops
on
an
average.

We
have
over
800,000
connections
from
devices
every
day.
From
this
asset,
total
volume
volume
is
how
much
how
many
megabits
downlink
and
uplink,
or
how
much
volume
you
know
like
a
picture,
how
many
thousands
of
pictures
are
downloaded
to
a
mobile
device.
So
on
an
average,
we
have
over
250,000
megabytes
of
total
usage
each
day
from
a
voice
caller
perspective.

So
there's
two
charts
here:
one
is
a
total
voice.
Call
on
LTE,
which
is
our
4G
network,
and
the
bottom-right
chart
is
the
total
voice
calls
on
our
3G
network.
Both
of
these
services
are
the
connection
that
the
customer
would
make
to
make
9-1-1
calls
and,
as
you
can
see,
there's
over
5,000
calls
made
a
day
on
the
LTE
network
and
over
an
average
of
you
know.

43,000
calls
per
day
made
on
the
3G
network
and
within
this
time,
sample
109

calls
were
made,
so
our
recommendation,
or
our
request
is
that
if
we
were
to
keep
this
asset
there,
we
could
continue
to
support
this
total
data
total
data
volume
until
excuse
me
total
call
volume
which
equates
almost
one
emergency
call
per
day,
which
would
no
longer
be
able
to
happen
should
the
coverage
be
removed.
So
so.

My
question
on
that
for
is
I,
have
a
technology
background
and
it
seems
to
me
and
I
just
recall
from
time
after
time,
that's
and
I'm
sure
most
consumers
would
think
of
this
roaming
right.
Is
there
not
roaming
can
so
I'm
a
Verizon
customer
today.
Try
telling
me
if
I
go
anywhere,
where
there
is
not
explicitly
Verizon
tower
coverage.

So
roaming
is
geographically
based
and
roaming
is
something
we
put
in
place
where
we
do
not
have
coverage
generally.
Think
of
southern
Minnesota
Eastern
Iowa
things
like
that,
because
we
have
such
a
dense
presence
of
Verizon
service
in
Minneapolis.
We
don't
have
roaming
partners
within
the
Minneapolis
city
boundaries
so
in
this
pocket,
isn't
a
good
exception
to
that
rule.
Where
we
don't
have
coverage,
we've
been
pursuing
permanent
solutions
and
haven't
been
able
to
break
through
that.
So
it's
a
it's
an
absolute
coverage.

Raise
an
interesting
point
about
the
University
being
your
partner.
Why
don't
you
tell
the
University
that
you
need
a
temporary
location
on
one
of
their
buildings?
That
certainly
would
be
in
a
way
that
they,
as
your
partner,
could
help
you
and
get
this
hideous
thing
out
of
the
parking
lot.
So
why
haven't
you
done
that?
If
we're
gonna,
probably
we'll
see
what
happens
here,
but
that
would
be
your
next
only
choice,
yep
so.

deny
the
interim
use
permit

speak
on
that
as

So
you
know
this
is
clearly
an
issue
where
it
feels
like
Groundhog's
Day
that
this
keeps
coming
back
and
back
to
us
and
I.
Think
councilmember
Goodman
makes
a
number
of
good
points
on
the
ability
to
work
with
the
university
to
put
this
on
a
building
or
to
come
up
with
a
more
permanent
solution.

think
it
is
concerning
this
idea
of
losing
9-1-1
service,
but
this
would
be
a
recommendation
to
the
full
council
that
we
deny
the
interim
use
permit,
which
would
then
give
us
between
now
and
next
Friday,
in
order
to
do
the
research
and
consult
with
our
nine
eleven
one
services
and
make
a
determination
and
get
the
information
we
need,
so
that
the
full
council
has
the
ability,
if
there's
truly
a
loss
and
if
there's
no
other
way
in
order
to
approve
the
interim
use.

I
feel
comfortable
today.

we
have

hope

proving

would
say
in
terms
of
my
intent,
I
feel
confident
today
that
there
are
alternative
approaches
for
it.
So
I
would
feel
comfortable
moving
to
deny
this,
but
then
double-checking
with
9-1-1,
there's
always
going
to
be
I,
feel
exceptions
to
the
rules
are
always
the
ability
to
get
additional
information,
and
so
I
feel
comfortable
moving
denial
today.
But
if
my
colleagues
would
prefer
to
move
without
recommendation,
that's
fine
as
well,
but
let's.

I
would
require
a
corresponding
staff
direction,
to
drive
findings
and
again
that
and
from
that.
Those
findings
which
would
be
prepared
for
the
full
council
have
to
be
based

information.

think
council,
member
Reich's
suggestion
is
potentially
a
valid
one
to
consider,
because
those
findings
have
to
be
based
on
factual
information.
We
would
like
to
get
that
information
first,
so
that
it
could
be
incorporated
in
the
findings.
