Morning,
madam
chair,
as
this
body
knows,
the
regular
musical
election
for
the
city
of
Minneapolis
was
conducted
this
past
day,
November
7th,
with
final
tabulation
and
unofficial
results
in
all
races
concluded
and
publicly
announced
the
following
day.
November
8th
this
year's
election
marked
the
third
experience.
Minneapolis
has
had
with
the
alternative,
ranked
choice,
voting
methodology,
which
was
adopted
by
the
ODA
referendum
in
2006
in
total,
105,000
928
ballots
were
cast
in
this
year's
election.
That
represents
an
approximate
42%
turnout
of
registered
voters.

An
increase
of
about
10
points
from
the
turnout
was
achieved
four
years
ago
in
the
2013
municipal
election,
absentee
balloting
began
this
year
on
September
22
and
continued
through
November
6.
This
included
in
person
early
voting
conducted
at
our
early
voting
center
at
2
1
7
South
third
Street
Minneapolis
offered
extended
weekday
and
weekend
service
hours
during
the
final
two
weeks
leading
up
to
Election
Day,
thereby
expanding
access
to
the
ballot
box.
Direct
balloting
was
available
to
in-person
voters
for
the
final
seven
days
of
the
early
vote
period,
beginning
October
31.

As
a
result
of
the
expansion
of
in-person
service
hours,
the
city
of
Minneapolis
offered
a
total
of
three
hundred
fourteen
hours
over
a
forty
six
day
period,
during
which
time
voters
had
access
to
the
ballot
box
more
than
any
other
jurisdiction
in
the
state
of
Minnesota.
In
total,
the
early
vote
represented
approximately
11
percent
of
turnout
this
year,
following
trends
over
the
past
five
years,
showing
steady
increase
in
early
participation
on
Election
Day,
all
132
precincts
were
opened
at
7
a.m.
and
remained
open
until
8
p.m.

and
until
all
voters
in
line
at
that
time
were
served.
A
total
of
93
thousand
953
voters
cast
ballots
on
election
day
and
of
that
total.
Eight
thousand
two
hundred
seventy-six
voters
registered
at
the
polls,
which
was
about
9%
of
the
total
Election
Day
voter.
Despite
the
significant
increase
in
early
voting,
nearly
89
percent
of
all
ballots
were
cast
at
the
polls
on
Election
Day.
On
election
night,
unofficial
winners
were
declared
in
five
races
where
a
candidate
had
passed
the
maximum
possible
threshold.

That
means
that
we
declared
unofficial
winners
in
approximately
23%
of
all
races
on
the
ballot
on
election
night.
The
potential
impact
of
over
votes
under
votes
and
write-in
candidates,
however,
made
declaring
results
in
the
remaining
races
on
the
ballot
to
close
to
determine
on
election
night.
As
a
result,
those
races
that
were
not
declared
on
election
night
required
tabulation
using
the
reallocation
method.
That's
part
of
ranked
choice
voting
that
tabulation
process
began
at
approximately
942
a.m.
on
Wednesday
November
8,
starting
with
the
mayoral
race.

Just
over
two
hours
later,
having
completed
a
total
of
five
rounds
of
tabulation,
the
unofficial
winner
in
the
mayoral
race
was
declared
at
around
11:52
a.m.
tabulation
was
completed
and
the
final
race
was
declared
at
approximately
553
p.m.
in
total.
The
tabulation
teams
worked
just
over
8
hours
on
Wednesday
to
finish
the
election
and
declare
unofficial
winners
in
all
races
on
the
ballot
in
2009
the
first
year
that
our
CV
or
ranked
choice
voting
was
used
a
complete
hand.
Count
was
required
and
required
15
days
to
complete
the
in
total
tabulation
process.

Before
unofficial
winners
were
announced
in
2013,
the
tabulation
process
required
approximately
30
hours,
spread
over
three
days
to
complete
before
announcing
unofficial
winners.
This
year,
the
entire
process
was
completed
in
about
eight
hours
in
one
day,
so
the
policies
and
procedures
that
you,
our
governing
body,
have
put
in
place
and
implemented
under
continuous
improvement,
have
shown
improvement
to
the
voters.
In
terms
of
the
positive
results
we've
had
on
improving
our
internal
processes
for
announcing
quick
results
with
rank
choice
coding,
as
in
2009
and
2013.

The
elections
and
voter
services
division
has
engaged
a
local
firm
to
conduct
a
post-election
survey
that
aims
to
gauge
public
awareness
of
rank,
choice,
voting
including
preference
for
this
alternative
method,
familiarity
and
level
of
education
about
the
process
and
preparedness
to
participate
and
related
factors.
As
before,
the
survey
will
include
a
statistically
valid
number
of
voters,
non-voters
candidates
and
election
judges.

The
results
of
that
survey
will
be
presented
as
part
of
the
full
debrief
that
will
be
presented
to
City
Council
through
the
appropriate
Standing
Committee
next
year,
consistent
with
past
practice,
a
full
report
of
this
year's
election
results,
including
our
statistical
analysis
of
each
race,
has
been
compiled
and
provided
to
the
canvassing
board.

should
have
a
packet
at
your
desks.

A
copy
of
that
packet
will
be
posted
to
our
website
after
this
meeting
is
adjourned,
and
there
are
a
few
additional
copies
available
with
the
clerk
for
the
public
Minnesota
Statutes
designate
that
the
City
Council
is
the
canvassing
board
for
the
return
of
municipal
election
results
and
as
required
by
law.
The
canvassing
board
must
convene
between
the
3rd
and
10th
day
following
the
election,
to
canvass
the
returns
and
to
declare
official
results.
Today
is
the
eighth
day
following
the
general
election,
so
we
are
within
the
statutory
time
frame
to
complete
the
canvassing
of
returns.

Staff
has
prepared
a
draft
order
to
be
considered
by
the
canvassing
board.
This
order,
if
approved,
would
certify
the
official
results
of
the
2017
municipal
election
declare
official
winners
in
each
race
on
the
ballot,
indicating
the
names
of
each
person
receiving
votes
and
the
number
of
votes
received
by
each
office
voted
upon
and
would
direct
the
city
clerk
to
submit
a
certified
copy
of
the
official
results
of
the
2017
municipal
election
to
the
Hennepin
County
Auditor,
and
to
file
and
preserve
all
election
returns
and
records
in
accordance
with
Minnesota
election
law.

The
declaration
of
final
results
today
triggers
a
7-day
contest
period.
During
that
period,
any
eligible
voter
may
contest
the
nomination
or
election
of
any
person
for
whom
that
voter
had
the
right
to
vote.
If
that
person
is
declared
nominated
or
elected,
the
contest
may
be
brought
over
an
irregularity
in
the
conduct
of
the
election
or
the
canvass
of
votes
over
the
question
of
who
received
the
largest
number
of
votes
legally
cast
or
on
the
grounds
of
deliberate,
serious
and
material
violations
of
Minnesota
election
law.

After
the
seven-day
contest
period
has
passed,
the
city
clerk
will
then
issue
a
certificate
of
election
to
those
candidates
successfully
declared
to
be
the
winners
of
the
results
of
this
canvass.

2017
year's
election

the
logistical
operations

the

established
a
post-election
review
as
a
voluntary
process
to
determine
and
demonstrate
the
accuracy
of
the
ballot
data
used
to
determine
the
winners
of
the
municipal
rank-choice
voting
election
results
from
all
ballot
counters
are
submitted
to
the
Hennepin
County
elections.
To
compile
election
night
results
in
the
cast
vote
record
file.
The
cast
vote
record
file
is
an
excel
file
which
links
the
three
rankings
of
each
race
on
each
ballot.

ballot
data
is
used
for
the
ranked
choice
validate
tabulation.
The
scope
of
the
2017
Minneapolis
post
election
review,
therefore,
is
to
document
the
accuracy
of
the
cast
vote
record
file,
namely
the
votes
read
by
the
all
valack
owners
for
the
rcv
tabulation
pursuant
to
minneapolis
ordinance.
Chapter
167
for
precincts
were
drawn
by
lot
for
single-seat
races
to
precincts
for
the
office
of
City
Council
and
to
precincts
for
the
multi
sees
race
for
either
the
office
of
park
board
or
the
park
board
board
of
estimate
and
Taxation
also
determined
by
lot.

that
drawing
are
as
follows:
for
council
seats
for
13
precinct,
five
or
two
precinct:
nine
for
the
drawing
of
the
multiplet,
