Description
Minneapolis City Council Meeting
A
Okay,
there
we
go
good
morning
and
welcome
to
this
regularly
scheduled
meeting
in
the
Minneapolis
City
Council.
My
name
is
Barbara
Johnson
and
you
can't
the
president
and
I
have
the
pleasure
this
morning
before
we
begin
our
council
meeting
to
welcome
some
of
our
officials
here
up
from
building
coats.
So
why
don't
you
people,
please?
A
regulatory
staff
come
forward
and
mr.
pourer
Development
Director?
A
B
A
D
A
A
These
are
the
people
that
enforce
the
regulations
that
keep
our
city
safe.
We
see
so
many
examples
across
the
country
of
challenges
that
we
have
with
buildings
and
the
inspections
thereof
and
and
the
safety
that
a
good
code
enforcement
provides
to
our
citizens
is
extremely
important
and
so
I'm
going
to
introduce
my
colleague,
Jacob
Frye.
We
have
a
resolution
today,
honoring
the
people,
our
employees,
that
work
in
code
enforcement
and.
E
We
are
so
appreciative
so,
whereas
the
city
of
Minneapolis
has
committed
to
responsible
development
and,
in
that
regard,
recognizes
its
duty
to
provide
for
and
protect
the
health,
safety
and
common
welfare
of
all
its
residents
through
the
enforcement
of
building
zoning,
environmental
controls
and
similar
codes
and
regulations.
And
whereas
Minneapolis
has
benefited
from
a
system
of
code
enforcement
and
compliance
initiatives
that
have
resulted
in
a
robust
and
growing
local
economy.
As
reflected
in
all
the
work
performed
by
plan.
Reviewers
inspectors
and
program
administrators
who
work
as
a
team
under
the
leadership
of
the
city's
building.
E
Official
Patrick
Higgins,
with
a
singular
focus
to
ensure
that
the
vitality
and
livability
of
the
built
environment
in
the
city
of
Minneapolis
is
of
the
highest
quality
and
whereas
confidence
in
the
structural,
integrity
of
buildings,
public
infrastructure
and
other
assets.
Assets
which
constitutes
the
Civic
Platform
on
which
the
city
operates,
is
achieved
through
the
commitment
and
professional
expertise
of
a
cadre
of
building
and
codes
enforcement.
Officials
who
collaborate
with
developers,
architects,
builders,
designers
and
tradespeople
in
the
construction
industry
to
ensure
safe
and
responsible
design,
construction
and
operation
of
buildings
in
Minneapolis.
E
Officials,
Appreciation
Day
in
grateful
recognition
of
the
city's
professional
building
code
and
codes
enforcement
officials
who
play
a
critical
role
in
ensuring
the
safety,
efficient
and
liveable
quality
of
life.
That
is
essential
to
a
strong
and
prosperous
and
growing
city
of
Minneapolis.
Thank
you.
So
much.
B
Thank
You
councilmember
fry
CalPERS
and
Johnson
for
that
recognition.
I
also
want
to
call
out
our
partners
in
regulatory
services,
fire
inspection
services,
do
the
fire
plan
reviews
and,
of
course,
all
the
backend
work
that
our
housing
inspections
folks
do
to
make
sure
that
that
livability
is
maintained
through
the
years
and
their
diligent
work
year
in
and
year
out,
and
we're
really
grateful
to
partner
with
them.
B
I'd
also
like
to
personally
thank
Pat
Higgins,
just
a
simple
reminder:
we've
been
blessed
with
the
challenges
of
Prosperity
Minneapolis,
so
we're
going
on
a
five
years
of
record
constructional
rebellion
dollars.
We
think
this
coming
year
will
be
another
great
year
and
I
just
want
to
say
that
that
does
well
that
prosperity
is
great.
It
does
present
challenges
meeting
the
needs
of
our
customers
getting
projects
built
safely
on
time
on
budget,
so
I
just
want
to
thank
that
staff.
B
D
Thanks
Steve
since
I'm
following
Steve
I'll
introduce
myself.
I
am
Pat
Higgins
for
those
who
don't
know
me:
I'm,
building,
official
Thank,
You
council,
president
Jake
fry
and
all
of
the
council
and
the
mayor
for
this
recognition.
This
is
the
highest
level
that
we
can
receive
at
this
point
and
I
really
appreciate
it
and
I'd
like
to
accept
the
resolution
really
on
behalf
of
all
the
men
and
women
who
make
this
happen.
D
The
city
of
Minneapolis
has
one
of
the
safest
and
most
effective
built
environments
in
the
world,
and
I
really
mean
that
in
the
world
you
know
think
about
it.
For
a
minute,
a
Minneapolis
resident
can
get
up
in
the
morning.
Go
to
work
shop,
maybe
decide
to
go
to
a
game
at
one
of
our
new
stadiums
and
never
once
have
to
think
about
the
level
then
say
of
safety
that
they
enjoy
in
the
city,
and
this
is
because
all
of
these
people
spend
their
entire
day.
D
F
A
C
G
A
Have
all
members
present
this
morning?
First
item
on
the
agenda
is
adoption
of
the
agenda
and
we
have
a
number
of
motions
to
amend
the
agenda.
The
first
is
motion
by
myself
to
amend
the
agenda
to
include
under
German
the
litigation
matters
of
Diane
Katherine
Gavin
versus
Anoka
County
at
all,
crustle
burg
versus
Anoka
County
at
all
and
Carol
Jean
Baker
versus
Betsy
Hodges,
mayor
of
Minneapolis,
for
a
closed
session.
Any
discussion
on
is
there
a
second.
C
A
That
carries
next.
We
have
motion
by
councilmember
Frye
to
amend
the
agenda
to
include
the
following.
Under
the
order
of
resolutions,
a
resolution
recognizing
building
codes
and
officials
appreciation
day
that
we
just
dealt
with
also
under
the
notice
and
order
of
notice
of
ordinance
introductions,
a
notice
relating
to
city,
employee
residency
and
under
the
order
of
new
business,
the
staff
directive
to
incentivize
incentivize
the
residency
of
public
safety
personnel.
Is
there
a
second
on
those
motions,
moved
and
seconded
any
discussion,
seeing
none
all
in
approval,
say
aye
aye.
I
A
That
carries
next.
We
have
a
motion
by
councilmember
Quincey
to
amend
the
agenda
to
include,
under
the
order
of
ordinance
introductions,
a
notice,
notices
relating
to
the
gas
and
electric
franchise
fees.
Is
there
a
second
on
that
motion,
so
moved
and
seconded
any
discussion,
seeing
none
all
in
approval,
say
aye
aye
opposed
there
carries
next.
Is
the
acceptance
of
the
minutes
of
the
regular
meeting
of
August
18
2017
their
second
on
that
second
moved
in
second
and
approvals?
Excuse
me
any
discussion
seeing
none
all
in
approval,
say
aye
aye
opposed
that
carries
next.
A
We
have
referral
petitions,
communications
and
reports
to
proper
committees.
Well,
is
there
a
second
check,
moved
and
seconded
any
discussion,
seeing
none
on
an
approval,
say
aye
aye
opposed
that
carries
the
reports.
The
standing
committees
are
next
in
the
first,
just
the
Community
Development
Committee.
That
committee
is
chaired
by
councilmember
Goodman.
Thank.

K
You,
madam
president,
ways
and
means
have
12
items
for
your
consideration
this

The
item

one
is
the

is

just
modifies
the
city's
elected
officials
as
not
being
members
of
the
corporation
and
I
have
an
additional
amendment.
K
That's
out
in
front
of
everybody
related
to
this
item,
and
I
can
read
that
Clause
now
and
if
that's
okay
with
the
chair,
if
FURTHER
RESOLVED,

We
also
have
a
city

regarding
the
city's

K
Edwyn
or

of
Justice

support.
Seven
is
the
contract
amendment
with
SMG
for
law
enforcement
services
in
the
neighborhoods
adjacent
to
the
US
Bank
Stadium.
Item
number:
eight
is
the
acceptance
of
a
grant
from
McKnight
Foundation
for
the
hearing
and
tenant
voices
project
I
also
have
the
collective
bargaining
agreement
with
ask
me:
counsel:
number:
five:
local
union
nine,
the
attorney
unit
item
10
is
a
contract
with
the
standard
for
employees,
life
and
disabilities

K
Item
number:
eleven
are
the
contracts
with
MSR

and
ma
Mortensen

Building
project
final
item
is
the
agreement
with
Xcel
Energy
for
purchase
of
renewable
electricity
on
an
annual
basis
as
part
of
the
expansion
of
the
Renewable
connect
program
like
to
move
all
12
items
for
approval,
councilmember.
A
F
Right
I
am
I,
have
some
concerns
about
making
this
change,
and
it's
actually
not
necessarily
making
the
change,
but
it's
the
timing
of
it
I
think
there
was
a
board
meeting
that
maybe
some
people
have
heard
about
that.
He
just
happened
this
week
in
my
senses.
It
feels
like
that
MTM
right
now
is
struggling
and
they're
a
bit
in
a
disarray
and
I
feel
like
that.
As
a
current
member
I'm
not
doing
my
due
diligence
to
make
sure
that
they
land
and
they're
on
good
footing
when
they
start
off
to
the
next
phase.
F
I
would
support
delaying
this
just
so
we
can
maybe
understand
the
problem.
I
understand
the
board
meeting
was
actually
shut
down
and
they
never
completed
their
work.
They
don't
have
new
bylaws
in
place.
There's
some
big
controversy
that
I'm
barely
aware
of
that,
where
there
were
some
sitting
board
members
who
were
elected
to
the
Executive
Committee,
and
then
there
was
a
decision
that
to
invalidate
that
election.
So
the
executive
committee's
also
there's
some
controversy
about
who's
actually
in
charge
over
our
the
leadership
on
the
board.
F
Now
it
just
seems
like
this
is
the
bet,
the
wrong
time
to
make
this
decision
without
doing
a
little
more
due
diligence
I'm
not
going
to
necessarily
move
in
to
lay
the
table,
but
I
wanted
to
put
that
out
there
in
case
anybody
else
is
interested
or
has
heard
any
of
the
concerns
that
I
have.
So
maybe
we
could
just
hold
this
over
for
a
little
bit
any.
G
A
L
Thank
you,
madam
chair.
We
have
four
items
from
zoning
and
planning
item
number.
One
is
granting
an
appeal
by
Clear
Channel
for
a
sign
at
28,
31,
Stevens,
Avenue,
South
related
to
the
35w
transit
access
project.
Item
number
2
is
an
alley
vacation
at
1001,
North
3rd
Street.
Item
number
3
is
an
alley
vacation
from
the
Minneapolis
Public
Housing
Authority
and
item
number
4
is
approving
a
rezoning
for
a
triplex
at
3450
Grand
Avenue
South
I'll
move
items
1
through
4
councilmember.
A
A
G
A
Eyes
that
report
is
adaptive
and
next
we
have
the
notice
of
in
ordinance
introductions.
The
first
is
a
notice
of
intent
by
councilmember
fry
to
introduce,
at
the
next
regular
meeting
of
the
City
Council,
an
ordinance
amending
the
zoning
code,
regulations
related
to
pet
boarding
and
animal
shelters.
That
notice
is
given
Nick
consequence.
Ii
excuse.
K
Me,
madam
I
just
did
a
quick
clarification
before
we
moved
on
I
just
wanted
to
make
sure
members
had
an
opportunity
to
change
their
vote
on
the
ways
and
means
that
full
report,
as
I
understood
it.
People
who
voted
no
may
not
have
intended
to
vote
no
or
abstain
on
all
of
the
items,
just
on
particular
one
or
two
items
and
I
just
wanted
to
make
sure
people
had
that
opportunity.
Before
we
move
down
to
other
business
I.
A
Think
unless
someone
wants
to
change
their
vote?
Okay,
thank
you
all
right.
Next,
we
move
on
to
councilmember.
Connell
gives
notice
of
intent
to
introduce
at
the
next
regular
meeting
in
the
City
Council
the
subject
matter
of
an
ordinance
mending
the
code
relating
to
liquor
and
beer,
mending
regulations
related
to
consumption
and
display
permits
and
bottle
bottle
clubs
and
brewer
Tap
Room's.
That
notice
is
given.
We
have
the
new
additions
to
this
item.
A
The
city
employee,
residency,
ordinance,
councilmember
FRA,
gives
notice
of
intent
to
introduce
at
the
next
regular
meeting
of
the
City
Council
the
subject
matter
of
an
ordinance
amending
a
code
relating
to
administration
personnel,
repealing
I
achill
article
ten
entitled
city
employee
residency.
That
notice
is
given
council,
member
quincy
and
councilmember
Wright,
give
notice
of
intent
to
introduce
at
the
next
regular
meeting
of
the
City
Council
the
subject
matter
of
an
ordinance
amending
the
code
relating
to
the
center
point:
energy
gas
gas
franchise
fee
and
modifying
the
franchise
fee
rate.
A
That
notice
is
given
council
member
quincy
and
councilmember
Wright,
give
notice
of
intent
to
introduce
at
the
next
regular
meeting
of
the
City
Council
the
subject
matter
of
an
ordinance
amending
the
code
relating
to
northern
states
power,
doing
business
as
Xcel
Energy,
the
electric
franchise
fee
modifying
the
franchise
fee
rate.
That
notice
is
given
under
resolutions.
We
have
the
resolution
honoring
the
building
and
codes
officials
and
establishing
the
codes
and
officials
appreciation
day
resolution.
Any
discussion
on
that
resolution,
seeing
none
all
an
approval,
say
aye
aye
opposed
that
carries
under
new
business.
A
We
have
staff
direction
under
public
safety
personnel
residency
in
incentive,
a
staff
direction,
directing
staff
to
explore
policy
options
related
to
incentivizing
incentivizing,
the
residency
of
public
safety
personnel
in
the
city
and
report
back
with
recommendations
to
the
public
safety
community.
The
civil-rights
emergency
management
committee
no
later
than
October
31st
2017
any
discussion
on
that
staff
direction,
seeing
none
all
in
approval,
say:
aye
aye
opposed
there
carries
announcements
are
next.
We
have
any
announcements:
council,
member
Gordon,
I.
F
Just
wanted
to
clarify
for
the
record
for
the
clerk
I:
don't
have
the
ability
to
make
a
motion
to
reconsider,
but
when
the
Ways
and
Means
vote
was
taken,
I
thought
the
vote
was
on
number
two.
Only
when
I
voted,
no
so
I
would
actually
like
to
be
recorded
as
building
I
on
all
the
other
items
and
I
realized
that
that
this
isn't
actually
enough
to
get
us
there.
So
if
anybody
who
voted
for
it
wants
to
make
a
motion
to
reconsider,
I
would
appreciate
it.
E
A
I
A

C
A
Those
items
are
adopted

We
have
the
initial
motion
passage
of
a
resolution,
affirming
that
the
minneapolis
television
network
can
be
a
nonprofit
organization
without
the
city's
Alecto
officials
as
members
of
the
corporation.
That
is
a
clarifying
amendment
and
the
original
amendment.
Excuse
me:
the
original
motion
is
in
your
book.
Madam.
G
A
And
that
is
in
front
of
you.
Yes,
the
clarifying
language,
the
clarifying
language
by
councilmember
Quincy.
Is
that
yet
for
the
resolve
that
MTN
and/or,
proper
city
officials
are
authorized
to
execute
any
documents
necessary
as
a
result
of
the
change
in
nonprofit
corporation
status,
without
ratification
by
the
City
Council?
That
is
the
clarification
so
on
that
motion,
is
there
any
discussion,
councilmember
bender
thank.
L
You,
madam
chair,
just
since
we
have
the
time
to
reconsider
here,
I'll
just
briefly
mention
that,
in
my
briefing
from
staff
who've
been
involved
in
this
I
understand
that
transition
is
related
to
making
sure
that
this
organization
is
in
compliance
with
all
laws,
and
then
I
felt
confident
that
our
staff
will
be
there
to
support
the
organization
in
this
transition.
Even
though
the
legal
status
of
our
participation
as
board
members
will
change.
Thank.
F
C
C
E
Thank
you.
Madam
president,
this
Saturday,
most
of
the
entire
day
at
Brits,
is
going
to
be
a
pole.
Vaulting
competition
on
the
roof
which
we've
done
in
the
past
is
it's
a
really
fun
event
and
there
are
world-class
Olympic
pole,
vaulters
it'll
be
there.
So
it's
a
great
opportunity
to
go,
have
a
beer
and
see
some
of
literally
the
best
athletes
and
the
entire
world
compete
on
the
roof
of
a
bar,
definitely
swing
by
if
you're
free
any.
