Description
Minneapolis City Council Meeting
A
Yeah
morning
anyway,
and
I'm
joined
will
introduce
after
I
read.
This
resolution
will
introduce
people,
but
we
have
an
employee
resource
group
that
is
just
beginning
and
it
is
for
service
members
and
veterans.
So
we
have
a
lot
of
people
who
are
currently
serving
in
military
service
as
well
as
working
for
the
city
county
of
Minneapolis
and
then
also
our
military
veterans
that
have
retired
from
a
lactam
military
service
in
our
serving
the
city.
A
So
this
morning,
I'm
going
to
read
a
resolution
of
the
mayor
in
the
city
council
and
again
invite
you
to
the
Rotunda
at
11:30.
And
this
is
the
resolution
that
says
where,
as
service
members
and
veterans,
make
tremendous
sacrifices
and
take
risks
to
serve
our
country
and
where,
as
service
members
and
veterans
make
up
approximately
13%
of
the
city's
workforce
and
whereas
America,
which
is
the
acronym
for
the
group,
stands
for
military
employee
recognition,
influence
culture
and
attitude.

Present
we
have
a
quorum
present
council
member
yang
is
on
family
business.
My
next
item
on
the
agenda
is
adoption
of
the
agenda
and
we
have
a
couple
motions
versus
motion
by
councilmember
Glidden
to
amend
the
agenda,
to
remove
the
u-visa
ordinance
from
the
order
of
ordinance
introductions
and
add
an
ordinance
introduction
to
the
order
of
introduction
and
referral
calendar.
Is
there
a
second
on
that
motion?
Second
moved
and
seconded
any
discussion,
seeing
none
all
an
approval
say
aye
aye
opposed
that
carries
next.

That
move,
moved
and
seconded
any
discussion,
seeing
none
all
in
approval,
say
aye
aye
opposed
that
carries
next,
is
referral
petitions,
communications
and
reports
of
the
city,
officers
to
proper
committees
and
Department,
so
moved,
moved
and
seconded
any
discussion,
seeing
none
all
an
approval,
say
aye
all
right,
aye
opposed
that
carries.
Next.

there
was
a
reduction
in
the
amount
that
will
be
out

doing
some
Mauryan
housework
to
complete
that
work,
Madame
president
I
move
all
items
are
submitted.
Khansamar.
A
A
H
H
Permit
5
is
rezoning,
6th
Street,
vacation
7
is
regulation
of
parking
garage,
ordinances
and
8
is
a
land
use
these
and
related
standards,
ordinance
I,
know,
item
number
one
and
two
are
gonna,
have
motions
on
them
by
a
colleague
so
I
will,
instead
of
including
those
go
ahead
and
move
items,
3,
4,
5,
6,
7,
8
and
as
well.
The
motion
to
refer
to
staff,
the
exterior
building
materials
ordinance
heard
at
the
November
9th
CMP
meeting
is
I,
don't
number
eight
and
originally
approved
for
postponement
to
the
next
thing.
A
A
H
A
D
C
E
C
E
E
A
I
It
is
our
understanding
and
I
hope
that
is
accurate,
that
the
owner
did
offer
to
place
additional
landscaping,
trees,
bushes,
greening
that
kind
of
thing
on
the
exterior
of
the
garage
to
improve
the
aesthetic
so
and
on
safety.
The
owner
did
a
sure,
the
association
that
the
increase
would
be
for
tenants
only,
which
I
actually
do
have
a
a
little
bit
of
a
concern
about
it.
I
Given
that
you
know,
if
there
is
the
parking
shortage
in
the
area,
I
don't
want
parking
spaces
to
go
unused
for
the
long
term
if
the
public
could
have
otherwise
used
them,
but
I
do
understand
the
concern
about
safety.
So
what
I'd
like
to
do
is
just
make
sure
that
we're
revisiting
that
down
the
road
so
right
now
private
down
the
road,
possibly
public.
I
The
owner
will
also
provide
fliers
to
the
people
when
they
get
their
fob,
reminding
them
of
the
shared
access
from
Washington,
and
they
need
to
be
mindful
when
going
in
out
of
the
parking
ramp.
So
bottom
line
is
this
while
I
do
understand
the
concerns
of
the
appellant
and
the
neighbors
with
regard
to
the
aesthetics
and
safety
because
they
and
they
are
legitimate
and
those
have
been
those
those
concerns.
Heaven
will
be
addressed
from
a
legal
perspective.
They
are
not
criteria
that
we
can
use
to
approve
or
deny
a
certificate
of
appropriateness.
I
D
E
I
I
Third
Avenue
southeast,
which
this
is
basically
one
block
here
with
the
following
conditions:
a
setback
from
the
front
wall,
five
feet
back
from
University
Ave,
southeast
property
line
and
and
I
spoke
with
mr.
Doran
directly,
and
he
said
that
there
will
be
at
least
that
five
feet
setback
which
I
do
think,
will
substantially
improve
the
pedestrian
framework.
I
The
second
is
to
work
with
C
ped
staff,
to
create
fewer
to
staff,
to
create
fewer
but
more
pronounced,
horizontal
and
vertical
articulations
on
the
second
Street
southeast
and
third
Avenue
southeast
facades
of
the
sixth
apartment
block,
and
so
this
is.
This
is
just
to
create
a
little
bit
more
undulation
and
articulation
and
a
more
of
an
interesting
presence
in
the
building.
So
it's
just
not
one
massive
block.
I
I
Approvals
are
valid
for
a
period
of
two
years
from
the
date
of
the
decision
and
less
required
permits
are
obtained
in
action,
approved
as
substantially
begun
and
proceeds
in
a
continuous
basis
towards
completion
and,
finally,
is
by
ordinance
all
approvals
granted
in
this
certificate
of
appropriateness
shall
remain
in
effect,
as
long
as
the
conditions
and
guarantee
of
such
rules,
they,
you
basically
I,
got
to
keep.
They
got
up
come
by
up.
They
got
to
comply
with
the
conditions
that
are
set
forward,
so
at
this
particular
location
by
Wright,
Doran
and
any
owner
developer.
I
Has
the
ability
to
do
six
storeys
one
massive
block,
six
story:
building
curb
to
curb
and
there's
no
variance
is
no
conditional.
I
mean
they
don't
eat
anything.
In
order
to
make
that
happen,
they
can
do
it
by
right,
and
that
is
something
that
neither
I
nor
the
neighborhood
wants
to
see
happen.
And
so,
while
I
do
understand
that
the
neighborhood
is
substandard,
would
far
prefer
a
sixteen
or
an
18-story
building,
as
opposed
to
the
additional
five
or
six
seven
stories.
I
That's
not
possible
right
now,
and
and
so
we're
trying
to
figure
out
how
to
make
this
work,
how
to
have
a
fully
articulated
building,
how
to
add
density
as
well
as
just
in
the
last
week,
we
requested
that
mr.
Doran
add
additional
ten
additional
affordable
units
at
a
sixty
percent
of
area
median
income.
This
is
not
a
requirement,
is
not
something
that
we
can
condition
upon
these
approvals,
but
it
is
something
that
has
been
requested.
I
A
H
C
E
A
That
item
is
adopted
next
we
have
the
introduction
in
referral
calendar
and
the
first
is
a
motion
on
u-visa
motion
by
consumer
Glidden
to
introduce
the
subject
matter
of
an
ordinance
amending
the
code
relating
to
administration,
employee
authority
and
immigration
matters
for
first
reading
and
referral
to
committee
the
whole
adding
a
new
section
on
certification
procedures
for
crime
victims
in
connection
with
federal
immigration
laws.
That
introduction
requires
unanimous
consent.
Today,
any
discussion
on
that
introduction,
seeing
none
all
an
approval,
say
aye
aye
opposed
unanimous
consent
is
given.
A
Next
we
have
resolutions
and
the
first
study
only
is
the
resolution
2017
military
service
of
America
honorary
resolution.
Any
discussion
on
that
resolution,
seeing
none
all
in
approval,
say
aye
aye
opposed
that
carries
under
unfinished
business.
We
have
the
renewable
electricity
resolution
council
member
fry
has
motion
under
unfinished
business.
One
cuts
member
fry.
I
Thank
you,
madam
chair.
We're
going
to
postpone
the
renewable
electricity
resolutions.
The
Ways
and
Means
Committee
held
in
the
second
cycle
of
March
2018
and
direct
staff
from
the
coordinator
sustainability
office
to
prepare
and
present
a
formal
agenda
item
at
the
next
meetings
for
both
energy,
both
evac,
as
well
as
the
Clean
Energy
Partnership
for
review
and
recommendation
to
the
Ways
and
Means
Committee.
A
second
cycle.
March
2018,
so
I
make
that
motion.
Councilman.
A
I
am
moving
to
authorize
the
city
attorney
to
provide
an
amicus
curiae
brief
on
behalf
of
the
city
in
the
case
pending
before
the
United
States
Supreme
Court
of
Janis
versus
asked
me
counsel,
31,
in
support
of
the
constitutionality
of
unions,
security
provisions
that
require
public
employees
who
decline
union
membership
to
pay
a
fair
share
fee
to
cover
their
pro
rata
costs
of
union
representation.
Excluding
the
unions,
political
expenditures
and
I
apologize.
I
have
not
had
a
chance
to
talk
to
all
of
my
colleagues
about
this,
but,
but
it
is.
A
This
case
is
extremely
similar
to
the
Friedreich's
case,
which
was
in
front
of
the
Supreme
Court
where
they
were
deadlocked,
and
so
this
is
just
a
new
iteration
of
the
same
issue
and
we
did
in
amicus
brief
on
the
Friedreich's
case,
so
I'm
moving
to
do
the
same
thing
for
this
Janis
case.
I
hope
I.
Have
my
colleagues
approval
any
discussion,
seeing
none
all
an
approval
say
aye
aye
opposed
there
carries
next.
We
have
announcements.
Are
there
any
announcements?
Consequence
II
thank.
F
You,
madam
president,
I
just
wanted
to
thank
my
colleagues
as
well
as
all
of
our
departments.
As
the
budget
hearings
concluded
yesterday,
as
we
were
able
to
complete
the
29
different
department
hearings
that
we
had
and
just
wanted
to
alert
people
to
the
rest
of
the
budget,
approval
process
and
calendar.
The
next
meeting
will
be
on
Wednesday
November
29th.
That
will
be
at
6:05
here
in
these
chambers,
and
that
will
be
the
truth
in
taxation
hearing
followed
by
Friday
on
December
1st.
F
The
2018
beginning
at
6:05,
on
Wednesday
December
6th
also
in
these
chambers,
just
wanted
to
alert
everybody
to
the
calendar
and
to
thank
everybody
for
their
participation
in
the
budget
process.
In
particular,
our
amazing
finance
staff
city
clerk's
office,
who
shepherded
us
through
this
process,
and
we
look
forward
to
the
next
step.
Thank
you.
So
much.
C
Madam
President,
with
apologies.
There
are
a
total
of
six
items
of
the
agenda
that
require
two-thirds
vote
for
passage.
We
only
had
eight
councillor
bender
is
here
now,
so
I
would
suggest
that
we
do
a
motion
to
reconsider
and
then
act
on
what
I'm,
referring
to
as
a
two-thirds
vote
calendar
that
would
include
items
19
and
20
from
the
committee
of
the
whole
item,
one
with
several
sub
parts
under
Community
Development
regulatory
services,
agenda
and
items,
one
two
and
15
from
the
transportation
Public
Works
agenda.
C
A
A
C
C
And
procedurally,
not
in
president
I
would
suggest
that
anyone
at
the
8
who
were
here
and
voted
because
everyone
voted
affirmative
ly
for
passage-
could
make
a
motion
to
reconsider.
So
the
motion
to
reconsider
be
the
first
action
all
of
those
items
I
would
suggest.
Unless
there
are
questions.
All
of
those
six
items
can
be
bundled
at
one
time
and
voted
on
in
one
motion
to
approve
all
six
items.

There
are
nine
votes
that
those
items
are
approved
so
the
next
item
on
our
agenda.
There
are
no
further
announcements.
Is
a
motion
to
adjourn
its
motion
to
adjourn
for
I'm,
sorry,
its
motion
to
adjourn
to
a
closed
session
or
potential
closed
session
to
discuss
litigation
and
then
also
an
adjournment
to
November
29th
at
6:05
p.m.
as
councilman
Quincy
noted
in
the
council
chambers
for
the
purpose
of
conducting
a
public
hearing
on
the
2018
levy
and
budget,
so
moved
second
moved
and
seconded
all
in
approval,
say
aye
aye
opposed
that
carries
we
are
adjourned.
