Description
Minneapolis Committee of the Whole Meeting
A
Good
morning,
I
am
calling
to
order
our
regularly
scheduled
meeting
of
the
committee
of
the
whole.
My
name
is
Elizabeth
Glidden
and
I'm
that
chair
of
this
committee
I'm
joined
today
by
council
members,
Reich
bender,
Andrew
Johnson
gang,
and
if
we
can
stop
talking
Quincy,
Goodman
and
Palmisano
and
we
are
a
quorum
of
the
committee,
we
have
two
consent
agenda
items,
I'll
just
read
off
what
they
are
and
if
anyone
would
like
to
take
them
off
for
any
discussion,
you
are
welcome
to
do
so.
A
Then
we
have
a
postponed
item.
So
on
our
consent
agenda
for
the
committee
of
the
whole,
we
have
a
resolution.
It
is
slightly
changed
from
what
was
online
and
the
printed
version
is
in
front
of
you
on
the
dais.
It
is
a
resolution
reaffirming
the
city
of
Minneapolis
existing
policy
support
for
Daka
item
number.
Two
also
on
the
consent
agenda
is
authorizing
the
city
to
file
a
local
government.
Amicus
brief
in
masterpiece,
cake
shop
versus
Colorado,
Civil,
Rights,
Commission
and.
A
A
A
Anyone
wish
to
take
you
to
those
items
off
or
any
further
comment
or
questions,
not
seeing
anyone.
So
on
approval,
please
say:
aye
aye
opposed
item
number
3
is
a
postponed
item.
We
a
few
different,
planned
and
requested
reports
relating
to
the
municipal
minimum
wage,
and
this
is
one
relating
to
non
hospital
residential
healthcare
enterprises.
The
item,
the
note
is
that
this
item
would
be
postponed
to
the
qaol
meeting
of
October
4th
2017,
so
I'll
move
that
postponement,
please
say:
aye
aye
opposed.
Thank
you.
B
Thank
you,
madam
chair,
there's,
just
one
just
now
report,
given
an
audit
committee
today
and
it's
the
body
worn
camera
program.
Audit
we
did
just
about
10
minutes
ago,
refer
this
to
Council
and
ask
that
it
be
referred
to
public
safety
for
for
follow-up
and
for
more
discussion,
so
that
the
council
can
direct
what
we
can
from
police
to
act
on
some
of
these
findings.
C
Thank
you,
madam
vice
president
I'll
note
we're
meeting
tomorrow
because
of
the
Jewish
New
Year,
which
is
Rosh
Hashanah,
so
I
want
to
wish
everybody
a
Happy,
New
Year,
and
thank
you
for
accommodating
that
in
the
schedule
for
this
week
tomorrow,
the
community
development
and
regulatory
Services
Committee
will
be
bringing
forward
15
items
for
approval
items,
1
2,
3,
&
4,
our
land
size
items,
5,
6,
7,
8
9,
are
all
new
businesses
throughout
the
city
item
10
are
conditions
for
lawful
game
gaming
ordinance
change.
This
is
something
some
people
have
been
following.
C
It
would
require
that
those
doing
lawful
gaming,
like
pull
tabs
in
the
city,
actually
have
to
have
a
connection
to
a
non-profit
or
organization.
In
the
city.
Item
number
11,
unfortunately,
is
to
raise
and
remove
the
building
that
was
on
fire
and
has
subsequently
been
a
wreck
at
53,
36,
Lyndale,
Avenue,
South
item
12,
our
liquor
business
and
gambling
licenses
item
13
is
a
contract
with
MCTC.
C
With
regard
to
sharing
data
for
student
internship
programs,
item
14
is
a
gap
financing
loan
to
project
it
for
private,
for
the
Franklin
Theatre
at
10:21,
Franklin
and
item
15
is
a
request
for
a
stay
in
our
action
to
revoke
the
license
from
orchid,
massage
spa
and
the
City
Council
members
on
the
committee
voted
to
deny
the
request
for
the
stay.
With
that
I'll
answer:
questions
on
items
1
through
50
all.
A
D
You,
madam
vice
president,
the
health
environment
and
Community
Engagement
committees,
bringing
forward
three
items
for
consideration
at
the
next
council
meeting.
The
first
is
authorizing
an
amendment
to
a
contract
with
the
Riverview
window,
increasing
it,
and
this
is
for
LED
remediation
services
for
eligible
homes.
The
second
item
is
from
the
neighborhood
and
community
engagement
commission
and
the
revitalization
program,
its
staff
directions,
responding
to
a
look.
D
We
did
at
possibly
merging
the
groups
that
the
direction
is
not
to
to
merge
the
two
entities
but
to
continue
exploring
better
ways
to
coordinate
it
and
maybe
take
another
look
at
this
in
December
or
actually
next
year.
And
the
third
item
is
a
resolution
establishing
the
northern
metals
consent
to
create
a
visor,
II
committee
and
I'm
happy
to
stand
for
questions
all.
E
You,
madam
vice
president,
we
have
seven
items
for
tomorrow.
First
item
is
a
amendments
in
agreement
with
the
Regents
of
the
University
of
California
for
research,
analysis
for
police
data
and
policy.
Second,
third:
fourth
items
are
grant.
Acceptances
fifth
item
is
a
training
reimbursement,
regional
redistribution?
E
The
sixth
item
is
at
2017
construction,
workforce
goals,
approval
and
the
seventh
item
is
a
contract
compliance
division.
A
report
that
we
received
in
the
file
and
I
just
want
to
point
out
of
note
is
that
you
know
with
the
200
2017
construction
workforce
go
a
piece
that
we
are
adopting:
the
Minnesota
Department
of
Human
Rights,
new
construction,
workforce
goals,
and
these
are
fairly
lofty
goals,
especially
with
women,
hiring
32%
minority
and
20%
female
and
I
say
that,
just
because
in
the
past
the
the
number
was
6%
and
now
we're
moving
it.
20%.
F
A
G
You
madam
chair
ways
and
means
to
bring
forward
14
items
for
approval
tomorrow.
Legal
settlements
are
the
first
three
items.
We
also
have
three
items
related
to
projects
going
on
at
the
convention
center.
The
item
number
seven
is
going
to
be
a
contract
with
Gartner
for
research
and
advisory
services.
We
also
have
a
contract
amendment
with
hlp
for
chameleon
pet
licensing
application.
G
We
also
have
a
contract
men
with
Perkins
and
will-
and
this
is
for
pre
design
and
program
development
services
for
the
new
office
building
downtown
item
number
10
will
be
a
bond
issuance
for
a
park
board
diseased
tree
program.
We
also
have
a
contract
amendment
with
the
drivers
alert
Inc
for
administrating
our
drivers
alert
program
item
12
is
a
contract
with
questions
and
solutions,
engineering
for
commissioning
services
for
the
consolidated
office
building
project,
there's
a
grant
application
for
the
Metropolitan
Council
environmental
services
for
municipal
infiltration
it
and
flow
of
reduction.
G
Item
number
14
will
be
the
employment
settlement
agreement
with
janae
Hart.
Oh
and
I
also
wanted
to
point
out,
although
it's
not
Adam
for
approval
tomorrow,
we
did
have
the
first
of
the
budget
conversations
and
the
extensive
budget
overview
was
presented,
wanted
to
turn
people's
attention
to
budget
that
Minneapolis
MN
gov.
So
the
budget
process
is
outlined
there
and
did
a
terrific
job
of
providing
the
full
budget,
as
well
as
the
department
hearings
which
begin
on
October
3rd
for
the
budget
hearings
for
the
2018
proposed
budget
happy
to
answer
any
questions.
