home
loan

reduces
the
loan
interest
rates
from

2017
consolidated
plan
action
plan.
This
is
our
annual
application
to
the
Department
of
Housing
and
Urban
Development
for
our
federal
Community,
Development
Block,
Grant,
home
investment
partnerships,
emergency
solutions,
grant
and
housing
opportunities
for
persons
with
AIDS
funding.

are
also
asking
for
authority
to
submit
the
plan
to
HUD
by
August
16th
of
this.
This
year
after
we
are
notified,
our
official
award
amounts
from
HUD,
as
well
as
a
directing
finance
staff,
to
make
adjustments
to
the
schedule
for
in
the
2017
general
resolution
budget
to
reflect
that
actual
budget
and
also
to
direct
staff
to
incur
pre-award
costs
as
of
our
program
year
start
of
June
first.
This
would
allow
us
to
get
contracts
underway
effect
of
that
date
for
2017
programming.

finance

the
report
before
you,
staff
is
recommending
passage
of
the
attached
resolution
approving
modification
number
three
to
the
consolidated
tax
increment
financing
plan.
This
is
a
simple
modification
that
updates
the
tax
increment
budget
in
the
tip
plan.

This
maximum
amount
will
be
sufficient
to
pay
off
of
2009
Target
Center
bonds,
pay
operational
costs
of
NCR
Department
through
2020,
and
and
also
restore
approximately
nine
point
one
four
million
dollars
in
funding
to
neighborhood
action
plans,
phase
two
NRP.
As
you
may
recall,
in
earlier
this
year,
in
early
february,
the
council
authorized
use
of
tax
increment
revenue
to
restore
the
NRP
funding
contingent
upon
approval
of
this
modification,
because
the
tax
increment
budget
is
being
increased.
That
requires
a
public
hearing.

We
started
a
mr.
chair
council
members.
We
started
out
back
in
2010
with
projections
at
about
163
million
total.
This
is
gross
increment,
then
the
TIF
district
was
shrunk
for
two
years
by
50%.
The
budget
was
adjusted
at
that
time,
downward
to
about
147
million,
and
that
was
back
in
2011.
So
it's
been
quite
a
few
years
since
we've
updated
the
budget
and
since
that
time,
tax
increment
from
the
district
is
increased
significantly.
So
we
went
from
basically
147
million
up
to
the
180
million
okay.

In
total,
and
from
that
total
amount,
there
are
certain
categories
that
can
be
paid
for
a
large
chunk
of
is
sent
back
to
the
county
as
reimbursement,
and
then
we
pay
some
administrative
costs
and
from
from
the
remainder
you
have
to
so
of
two
eligible
uses.
Debt
service
on
target
center
bonds
and
neighborhood
revitalization
purposes,
I,
which
is
a
broad
category.
So.
A
I'll
comment
briefly:
this
is
a
really
good
thing.
It
does
not
get
the
attention
that
it
deserves.
Target
Center
is
getting
paid
off.
We
then
have
thirty
three
million
extra
dollars
that
can
go
to
a
combination
of
the
county
and
NRP
and
specifically
to
our
neighborhoods,
and
you
know,
I
want
to
make
very
clear
that
to
say
that
you
are,
you
know,
Pro
neighborhoods,
getting
funding,
but
then
anti
some
of
the
development
that's
taking
place
along
the
riverfront.
This
is
the
TIF
district
right
here.

You

you're,
exactly
right,
thank
you
for
pointing
that
out.
I.
Think
that
really
is
that
evidence,
because
when
we
made
the
the
shrink
of
the
size
of
the
district,
we
did
that
intentionally
and
the
purpose
was
to
return
money
to
the
general
fund
for
property
tax
relief.
That
was
a
different
time.
We
were
facing
a
much
different
property
tax
in
Aereo
that
was
just
coming
in
to
changes
at
LGA
at
the
state
level.

It
was
remarkable,
so
this
really
represents
a
promise
to
restoring
those
funding
which
we
were
able
to
do
in
February
contingent
on
this
refinancing
or
this
modification.
But
it's
a
the
winner
on
this.
Is
the
taxpayers,
because
now
we're
able
to
restore
that
amount
and
that's
what
represents
growth
in
the
city?
So
it's
because
of
the
Y's
fiscal
relationship
that
we've
had
with
the
tax
district
and
the
relationship
we
have
with
our
taxpayers.
This
is
a
significant
thing
and
it's
certainly
worth
much
more
comment
on
it.
So
thank

pointing
that
out.

very
significant

we
should
just
reiterate
this:
we
cut
the
district
in
half
and
now
because
it's
performing
so
well
that
half
is
now
over
performing

once
double

so
with
half
the
district.
We're
outperforming
the
old
economic
situation
prior
to
that.
So
that's
a
highly
performing
area
and
there's
a
generalized
sort
of
connection
between
you
know
a
robust
central
core
and
the
overall
health
of
a
city.

here
we
you
know
years
ago
and
continuing
with
this
notion.
We
make
it
explicit.
We
explicitly
said
as
a
city
that
to
invest
and
have
a
thriving
downtown
that
we
explicitly
will
send
dollars
out
to
the
community.
So
you
don't
have
this,
that
shining
downtown
and
deteriorating
outer
ring
of
the
city
and
that's
decades
in
the
making
I
think
that's
good
policy
also
should
be
noted.
Not
only
do
we
make
it
explicit
by
sending
it
back
out,
it's
not
a
need-based
formula.

things

front.

Avenue
public
hearing
is
required
for
the
sidewalk
cafe
portion
of
this
license.

and

owners

and
the
downtown
Minneapolis
Neighborhood
Association
and
the
North
Loop
neighborhood

of
today's

hearing.

received
no
responses
for

the
application

recommend
approval

Sonora
grill
at
3300,
East
Lake
Street,
is
seeking
a
permanent
expansion
of
premises
today
for
a
an
expansion
of
their
outdoor
patio
area.
They
operate
currently
with
an
on-field
wine
and
strong
beer
licensed
Class
B,
and
they
have
operated
that
way
for
a
few
years
in
a
very
responsible
manner,
by
the
way
they're
adding
48
seats
to
their
existing
patio,
which
is
on
the
west
side
of
the
building,
and
that
will
give
them
a
total
patio
seating
area
of
68
seats.
This
is
in
the
Longfellow
neighborhood
in
Ward
2.

We
notified
all
residence
and
property
owners
within
300
feet
also
notified
the
Longfellow
community
Council
and
the
Longfellow
Business
Association.
We
received
two
responses
to
our
mailing
this.
Today's
public
hearing,
both
of
those
responses,
were
opposed.
First,
one
indicated
they
anticipate
this
expansion
on
the
patio,
which
will
create
more
noise
and
parking
issues
on
their
block
and
the
second
one
dealt
with
the
fence
and
patio
are
encroaching
on
the
interior
boulevard
of
the
public
right
away.

They
are
seeking
further
encroachment
to
expand
the
patio
20-foot
to
the
north
down
that
line
of
33rd
Avenue,
and
we
will
expect
a
traffic
engineer
and
Public
Works
Department
to
approve
that
encroachment.
Extension

that.
That

property

With
this
property
I've
been
in
my
home
for
33
years,
I'm
opposed
parking
is
already
I
mean
there
is
no
parking
at
any
give
it.
Even
this
weekend
it
was
pouring
rain,
they
weren't
even
using
their
patio.

isn't
big
enough
for
what
they
have
no
across
the
street
from
me,
which
is
within
a
hundred
feet
of
senora's
there's
a
three-story
apartment
building
every
night
after
business
hours,
we
have
pretty
much

vehicles
parking
on
our
street
from
that
apartment,
building,

sonoran

noticed
when
they
were
reading
about
this.
They
kept
referring
to
the
west
side
of
the
building.

want

make
clear

the
west
side

building
is
already
all
outside
seating.

was

people

likely

businesses
operating
out

that

originally
built

there's
a
repair
layer
in
there

summer

last
couple

running

van
or

catering

up
a
couple

parking

dozens

out

lots
of
parking
spaces

They
lose
a
couple

spaces
because
they
don't
use
their
dumpster
area.

dumpsters

outside

dumpster

hurting
our
street,
and
but
right
now

street
is

access
to

parking

grow

challenges

residents
have
faced
with
parking
have
been
mitigated
through
some
partnership
with
Lake
Street
Council
to
support
and
incentivize
clients
coming
to
some
of
these
businesses
using
public
transit
and
biking.

know
if
you
guys
have
bike
racks
in
front
of
Cynara
growth,
but
I
think
that's
a
great
thing.
If
you
do
and
doing
doing
some
creative,
promotional
partnering
with
Lake,
Street,
Council
and
other
business
nodes,
a
business
association
in
your
area
might
be
a
way
to
help
incentivize
people
to
use
public
transit,
walking
and
biking
to
come
to
your
business.

help
address
some
of
the
residents
concerns
around
around
parking.

help
navigate
some
of
these
conversations
about
what

it
mean

have

recently
constructed
Walgreens
that
just
began
operation
in
March

2017

again
Walgreens
is.
It
is
requesting
to
operate
24
hours
daily,
currently
their
lawful
hours
allowed
in
that
zoning
district
up
from
6:00
a.m.
to
10:00
p.m.
Sunday
to
Thursday
and
from
6:00
a.m.
to
11:00
p.m.
on
Friday
and
Saturday
Walgreens
management
met
with
the
inspector
of
the
fifth
precinct
to
do
a
full
security
review
for
this
application.

So
at
this
time
we
are
recommending
that
we
hold
the
public
hearing.
We
did
notify
all
residents
and
property
owners
within
300
feet
of
this
premises.
We
also
notified
the
East
Isles
residents
association
in
the
south
end
up
and
Business
Association
of
today's
public
hearing.
We
received
six
responses
to
were
in
support
of
the
extended
hours
application
for
were
opposed
generally,
the
opposition
related
to
the
lighting,
the
noise
security,
late
night,
noise
from
the
drive-through
etc.

So
at
this
point
due
to
the
zoning
issues,
there's
likely
going
to
be
some
more
zoning
land
use
application
work
required
so
at
this
time,
staffs
going
to
recommend
that
you
postpone
approval
or
action
on
this
item
until

other

resolved

one

up

about
the
hours
of
operation
of
the
drive-through
itself
and

part

use
permits

plan
review
and
a
minor
subdivision,
and
there
were
some
conditions
of
approval
attached
that
I'll
try
to
keep
this
brief.
But
the
history
is
such
that
when
this
came
through
the
drive-through
was
a
permitted
use.
The
property
was
owned
c2
without
the
presence
of
a
pedestrian
oriented
overlay
district.

The
project
was
somewhat
controversial.
There
was
a
rezoning
study
that
followed
its
approval
that
resulted
in
the
pedestrian
oriented
overlay
district
being
extended
up
Hennepin,
so
that
now
is
present
on
this
site.
So
while
the
property
was
under
construction,
actually
the
drive
sir
became
non-conforming,
so
the
store
itself
is
conforming.

Zoning
staff
didn't
have
an
issue
with
the
24-hour
operations
for
the
store,
but
if
the
drive-through
wants
24-hour
operations,
it's
a
position
of
Zoning
staff
that
an
expansion
of
non-conforming
use
would
be
required
for
the
drive-through,
and
that
would
require
a
separate
public
hearing
before
the
Planning
Commission
and
then
on.

enforcement
issues.
The
no
right-hand
turn
sign
is
up
and
the
property
owner
is
actively
working
with
the
zoning
enforcement
staff
on
getting

lighting
issues
resolved,
but
that
doesn't
remain
outstanding

this

concerns
regarding

lighting

seen
the
pictures

lighting
in
this
individual
palace
and
I
agree.

is
a
problem,
it
is
something
we
are
actively
working
to
correct
and
that
something
store
manager
can
speak
to
the
steps
that
we've
taken
as
early
as
a
few
days
ago,
working
with
contractors
consultants
to
get
the
issue
fixed
as
soon
as
possible.

issue
is
it
rates
to
the
24-hour
drive-through.
We
understand
there
is
a
zoning
change
that
needs
to
be
made,
but
if
we
could
move
forward
with
the
24-hour
license
for
the
store
operations
that
something
the
store
manager
can
also
speak
to
them,
it's
important.

impacts
their
hours
and
their
availability

long

impacts

ability

be
the
only

pharmacy

as
well,
not
having
that
24-hour
store
availability.

location
to

and
Abbott,

hospitals

spoke
to,
we
are
infertility
pharmacy
within
minnesota
or
one,
and
only
retail,
clinic
in
the
entire
state
for
access
of
these
highly
needed
medications.

are
also
a
center
of
excellence
for
HIV
medications
and
center
of
excellence
for
compounding
which
those
overnight
hours
is
when
we
are
able
to
do
those
compounding
medications
and
have
the
time
to
do
so.

are
also
a
24-hour
support
center
for
the
community
clinic,
which
is
located
off
of
lyndale,
which
does
a
lot
of
oncology.

would

compliant

willing

operate

drive-through
from

location
moved
three
black
salt

March,
we've
been
running
in
this
look
in
this
neighborhood
for
over
25
years,

we've

24-hour
status

last
10

those
years.

neighborhood

customers
come

expect

24-hour
convenience,
when
the
site
plan
was
approved,
there
was
24-hour
talk,
and
this
was
just
a
glitch
in
the
business.

have
the
proper
hours

to
rectify
that,

others
have
said,
the

signage
for
the
right
turn
onto
27th
has
been
corrected.
As
far
as
the
lighting
issues
I

have
shut
off
the
mean
pole
light

parking
lot
today.

tonight
we

evaluate
what
the
lighting
situation
becomes
at
that
point.

block

the

issues
going
on
now,
or
maybe
three
first
one
is
the
lighting.

is

pretty
over-the-top,
so

think
we're
moving

that
direction.

and

concern

that
is
to
reiterate.

cooperative

concern

by

amendment

align

state
law

says
that
you
can
allow
off
sales
on
Sundays
from
11:00
a.m.
to
6:00
p.m.

this
change
does
require
a
public
hearing,
so
we
notified
all
off

currently
licensed
off
sale,
liquor
stores
in
Minneapolis,
all
neighborhood
organizations
and
all
business
associations,
and
we
put
this
proposed
amendment

website

today's

hearing.

received
two

opposed
and

like
the
concept
of
stores
being
opened
near
university
areas
on
Sundays

one
was
