meeting

Ways
and
Means
Committee

be
joining
us
in
a
moment.
We
have
20
items
on
the
printed
agenda,
19
on
the
calling
the
consent
agenda
here,
just
run
through
those.

If
I
could
the
first
5
or
legal
settlements
from
the
City
Attorney's
Office
city
clerk
is
bringing
forward
item
number
six
in
its
agreement
with
Hennepin
County
for
use
of
electronic
poll
books
and
seven
is
the
July
2017
gift
and
donation
acceptance
resolution.
We
also
have
additional
funding
source
of
30,000
for
the
collaborative
safety
strategies
program
as
number
8
item.
9
is
a
membership
agreement
with
Northside
Economic
Opportunity
Network
10
is
a
contract
amendment
with
mid-city,
plaza
partnership
for
elections,
warehouse
lease.
We
also
have
a
lease
with
the
Cathedral
Church
st.
A
mark
for
training
space
and
a
contract
amendment
with
ebert
to
the
Hamilton
school
renovation
project.
Police
Department
brings
forward
a
cooperative
agreement
with
Hennepin
County
4th
District
Court
for
drug
court
research
and
monitoring
services.
Regulatory
Services
Department
brings
forward
a
grant
from
the
McKnight
Foundation
for
hearing
tenant
voices
project.

those
are
the
29,

21
items
now
on
the
consent
agenda,
any
questions
or
any
comments

Council
members
on
that
not
seeing
any
all
in
favor
of
the
consent
agenda,
please
signify
by
saying

items

go
forward,
and
now
we
just
have
the
one
discussion
item
that
we've
had
for
today's
meeting
and
miss
uber
will
be
presenting
it
say
from
the
Community
Planning
and
Economic
Development
Department.
This
is
an
agreement
with
an
artists
or
several
artists,
I
think
on
a
pretty
exciting
project.

old
school
I'm
really
honored
to
be
here
today
to
present
them.
The
bidet
Mecosta
public
art
project
city
has
a
collection
of
about
70
artworks
and
we
only
have
one
artwork
by
a
Native
American
in
our
entire
collection.
So
this
project
and
others
like
it,
our
long
overdue
I'm,
not
sure
how
familiar
you
all
are
with
the
history
of
bidet
macaca.

Iowa
chasta
and
this
project
was
selected
by
the
public
art
advisory
panel
in
2016
for
public
art
funding.
This
is
a
collaboration
with
the
Minneapolis
Park
and
Recreation
Board,
and
it
builds
on
their
work
for
the
Harriet
Council
master
plans,
I'm
not
going
to
read
all
of
the
goals
of
the
project,
but
I
just
kind
of
want
to
stress
a
few
things.
One
is
that
the
purpose
of
this
project
is
really
to
reveal
the
history
of
the
Dakota
people
at
the
site
and
the
importance
history
of
the
Dakota
people
at
the
site:
equal.

The
goals
also
include
educating
people
about
the
history
of
the
Dakota
and
other
Native
people
who
have
resided
in
this
area
over
time,
and
a
stress
is
really
on
talking
about
the
history,
but
also
recognizing
the
Dakota.
People
are
part
of
the
city's
presence
in
the
city's
future.
We
want
to
provide
a
gathering
space
and
opportunities
for
multiple
encounters
around
the
lake.
A
lot
of
folks
have
expressed
an
interest
in
using
this
space
as
an
educational
place
and
a
place
to
hold
ceremonies.

We
held
a
visioning
session
last
fall
with
Dakota,
artists
and
writers
about
this
space
and
what
they
would
like
to
see.
We
had
community
meetings
in
the
winter
of
2017.
We've
had
a
couple
of
times
with
the
metropolitan
urban
Indian
directors
or
mud,
and
share
the
design
with
them,
and
we've
had
meetings
with
the
Phillips
Indian
educators.

A
number
of
Indian
educators
use
this
space,
there's
a
bidet
Mecosta
event
with
canoeing
and
lacrosse
and
other
activities
on
the
lake
in
the
fall,
and
our
design
team
includes
descendents
of
Mo
Kio,
which
gosta
particularly
Sid
bean,
who
is
an
elder
and
descendant
of
cloud
man,
and
also
southeast
Minh,
and
his
daughter,
Kate,
Dean
and
I
want
to
thank
them
in
particular,
because
they
have
really
this
project
a
lot
of
attention
and
help
to
make
it
a
very
meaningful
efforts.
And
then
we
also
caping
is
doing
oral
history
interviews
with
descendants
of
mrs.

P
O,
which
hasta,
including
with
centers,
who
live
on
the
Sisseton,
flandro
and
lower
Sioux
Reservation.
So
we're
going
to
hear
stories
from
people
about
Lakia,
which
hasta
and
his
role
in
their
life
and
the
role
of
the
village
in
their
life.
We
did
a
call
for
artists
and
writers
that
we
distributed
regionally
because
the
Dakota
people
lived
throughout
the
Midwest.
We
had
14
applicants
from
artists
or
artists
team
and
the
selection
panel
I'm.

The
artists
who
were
selected-
and
this
is
a
really
exciting
team-
includes
Agilent
two
stars
who
is
a
dependent
descendant
of
Ma
Pa,
which
hosta
and
she
was
in
Lansing,
Michigan
and
she's
a
printmaker
and
that's
particularly
exciting,
because
she's
designing
some
sidewalks
things
which
are
like
a
large-scale,
concrete
print.

Who
has
been
recognized
in
the
community
for
years
as
an
important
media
artist,
she's
Dakota?
And
if
you
haven't
seen
her
work
in
doing
the
Bedok
Day
memory
map,
which
is
all
about
the
Dakota,
the
importance
of
the
convergence
of
the
Mississippi
and
the
Minnesota
and
the
Dakotas
community
I
encourage
you
to
go
check
that
out
on
MHS
s
website
and
sandy
speeler,
who
you
probably
all
know
who
is
the
founder
and
director
of
heart
of
the
beast
and
has
been
a
long-term
advocate
for
water
rights
in
the
city?
So
this
is
for
their
contract.

I
just
wanted
to
briefly
talk
to
you,
so
we
you
know
we're
not
at
we
don't
have
designs.
We
didn't
do
a
call
for
designs.
We
do
to
call
for
artists,
and
so
they
were
selected
based
on
their
past
work,
but
they've
identified
a
series
of
projects
that
will
take
place
over
the
next
two
years.
We
have
some
extremely
short
term
projects
and
then
some
longer
term
projects
we're
trying
to
with
the
trail
project.

That's
going
on
currently
out
there
that
the
park
board
is
doing
the
Park
Board
has
designed
this
gathering
space
on
the
south
east
corner
of
the
lake,
and
it's
a
gathering
space
itself,
the
area
in
the
center.
There
has
a
lawn
that
will
hold
about
25
people
or
classroom
of
kids,
and
the
walking
path
is
being
diverted
away
from
the
lake
to
accommodate
the
gathering
space.
So
the
short
term
projects
are
stamped
sidewalk
images
which
will
get
created
this
construction
season
and
also
fencing
designs.

There's
the
green
lines
here
and
here
are
locations
for
fencing
that
will
go
in
and
the
artists
are
designing,
fencing
that
incorporates
images
of
plants
that
were
grown,
okay,
yeah
to
a
tune
way
and
then
also
four-story
columns
leading
into
the
gathering
space.
Those
are
the
green
dots
and,
and
then
some
sort
of
interface
with
media
that
will
include
actually
sharing
some
of
the
elders
telling
their
stories
about
hayata
too
late.

We
don't
know
whether
that
will
be
a
nap
or
not
a
QR
code,
that's
too
old-school,
but
something
that
will
bring
you
to
the
actual
stories.
So
those
are
the
opportunities,
there's
also
a
desire
to
do
something
at
the
four
cardinal
directions
on
the
link.
I,
don't
think
we
have
enough
money
to
do
all
of
that,
but
I
wouldn't
be
surprised
if
additional
funds
show
up
during
the
court
for
this
project,
because
it's
such
an
important
project
to
the
city
and
to
the
Dakota
community.

much
miss
Ullman,
I'm,
just
terribly
impressed
by
the
process
and
the
inclusion
and
the
outreach
that
went
into
this.
It's
something
long
overdue,
that
we
can
recognize
a
native
artists
on
public
spaces
and
it's
just
a
terrific
project,
so
I'm
very
happy
that
we
were
able
to
have
a
overview
of
that
today
and
I
know.

many
more

questions.

this
has
really
been
a
great
process

I
just
want
to
echo
and
thank
Maria,
Altmann
and,
and
everybody
that
worked
on
the
engagement
process
for
this
I
truly
do
feel
like
those
that
really
wanted
to
become
part
of
this
and
have
a
voice
in
and
how
this
would
take
shape
had
an
opportunity
to
do
so.

of
it
has
been
going
on
for
quite
some
time
in
there
initially
or
some
different
locations
proposed.
