I'm
calling
to
order
this
meeting
of
the
health
environment
and
community
engagement
committee,
councilmember,
cam,
Gordon,
chair
of
the
committee
and
I'm
joined
today
by
council
members
amber
Johnson,
Vice,
Chair,
Elizabeth,
Gooden
and
Jacob
cry
were
quorum
of
the
committee,
so
we
can
connect
today's
business.
We
have
four
items
on
our
agenda.
The
first
three
items
are
all
consent
items
I'll
read
through
those
and
then,
if
any
committee
member
wants
to
pull
something
off,
we
can
discuss
it.
The
first
item
is
accepting
grants
from
the
US
Food
and
Drug
Administration.

This
is
for
voluntary
national
retail
food
regulatory
program.
Second
item
is:
confirming
they're
all
appointments
to
the
public
health
advisory
committee.
These
are
two
appointments.
I
believe
sorry,
just
one.
The
third
item
is
confirming
Merrill
appointments
for
two-year
terms
on
the
Minneapolis
Advisory
Committee
on
people
with
disabilities.
These
are
more
appointment.
I
see
one
two
three
merrell
appointments
for
two-year
terms,
be
getting
January
one
and
ending
December
31st
and
then
another
set
of
reappointment
of
for
additional
people.

of
our
2017
one
Minneapolis
fund
request
for
proposals.

web
ania
plus
fund
a
program
is
designed
to
support
diverse
leadership,
development
and
community
engagement
in
the
city
of
Minneapolis.
We
are
currently
in
the
fifth
year
of
funding
for
the
program
and
there
has
been
100
$82,000
designated
and
Reija
will
speak
on
behalf
of
the
neighborhood
and
community
engagement
Commission
and
their
work
with
the
program
chair.

have
in
2017.
This
will
be
like
chance
at
the
fifth
year
of
this
program,
which
started
in
2013
by
luvely
developed
by
the
neighborhood
and
community
agents
mission,
and
this
is
a
lot
of
volunteer
hours
for
all
these
commission
members
who
walk,
who
are
on
this
committee
when
the
RFC
goes
out
hopefully
soon,
and
the
commission
members
who
are
on
this
committee
spend
a
lot
of
time
developing
criteria
for
reviewing
these
proposals
as
they
start
coming
in
and
then
actually
reviewing
the
proposals
and
I.

how
many
hours
it
takes.

The
neighborhood
and
community
relations
department
presented
or
was
issued
a
staff
directive
on
November
28
2016
regarding
the
one
Minneapolis
one
of
by
this
committee
and
the
goal
of
that
staff
directive
was
to
ensure
that
there
was
money
from
the
one
Minneapolis
fun
program
designated
to
increase
renters
and
people
of
color
that
serve
on
neighborhood
boards
and
commissions.
And
this
was
an
outcome
of
presentation
of
the
2016
neighborhood
board.
Diversity
survey
that
was
presented
by
NCR
staff
and
the
guidelines
were
updated
to
reflect
the
staff
directive.

So
some
of
the
updates
that
have
been
made
to
the
RFP
we
made
up
these
two
groups-
a
and
groups,
be
in
this
guideline
group.
A
was
changed
to
focus
directly
on
programs
that
prepare
leaders
to
serve
on
neighborhood
boards
and
commissions
and
city
boards
and
commissions,
and
has
changed
us
was
me
to
address
the
council
directive
and
groupies.
The
preferred
target
audiences
listed
were
based
on
the
results
of
the
2016
diversity
reports
that
the
department
prepared,
and
we
wanted
to
better
to
ensure
better
alignment
with
the
work
of
the
department
in
this
program.

work
with
cultural
and
community
organizations
to
do
outreach
on
City
programs,
and
we
feel
that
this
would
be
a
great
way
to
tie
the
work
of
the
department
back
to
this
fund
and
a
great
way
to
track
that
work,
that
we
do
and
a
few
additional
eligibility
requirements
were
added
for
the
2017
RFP
and
one
of
them
is.
You
cannot
be
a
past
recipient
of
about
one
Minneapolis
funds
with
missing
program
requirements
and
you
also
applicants
must
be
legal
entities
and,
lastly,
we
made
some
updates
to
the
application
itself
in
the
RFP
we
align.

one
question:
I
was
curious
about
the
city
initiated
projects
and
how
that
works
or
what's
the
concept
is
that
an
ishit
project?
We
don't
even
know
about
yet
but
might
be
coming
in
the
future.
So
then
they'll
have
some
groups.
We
can
turn
to
and
say
now
we
want
you
to
help
us
get
more
information
about
what
would
happen
if
we
did
X,
Y
or
Z.
Is
that
the
idea?

That
would
be
like
I,
said
often
times
throughout
the
year.
We
do
get
approached
by
related
to
different
city
projects,
to
help
do
outreach
to
cultural
groups,
and
we
just
wanted
to
have
a
way
to
budget
that
money,
and
we
really
feel
as
though
this
is
a
good
way
to
track
that
work.
That
happens
because
it
really
fits
with
the
goals.
So
what
Minneapolis
one
I
think.

Would
be
something
that
sorry
scare
garden
committee
members
or
something
that
were
yet
to
be
decided,
and
that
would
be
the
role
of
the
NCC
but
to
really
help
formulate
what
makes
sense
in
terms
of
funding
a
month.
Maybe
it's
two
thousand
dollars
is
a
cap
for
each
of
these
projects.
I
need
to
give
you
a
rough
estimate.
Okay,
appreciate.

There's
there
was
a
portion
about
renters
something
about
partnering,
with
the
set
of
Minneapolis
to
increase
the
number
of
renters
and
people
of
color
on
the
boards.
Think
with
back
one
more
one,
more,
oh,
wait!
No
great
thing!
So
here
we
go
monmouth
through
the
pen,
support
neighborhood
patience
to
increase
the
number
of
potential
neighborhood
organization
board
members
who
are
rendered
in
people
of
color.
So
I
just
wanted
to
speak
to
this
a
little
bit
because
I
know
it's
been
I.
D
I
guess
an
area
we've
tried
to
tackle
as
a
city
is
better
representation
of
the
diversity
in
our
neighborhoods
and
integrating
that
voice
and
reflecting
that
voice
inside
of
our
associations.
I
wanted
to
just
share
one
example,
which
I
think
can
help
provide
more
flexibility
and
how
we
think
about
reaching
that
intended
outcome.
So
you
know
when
I
was
doing
immigrant
rights,
organizing
in
the
community
and
I
was
a
renter
and
you
know
I
was
getting
ready
to
have
a
family.

How
do
we
ensure
that
the
organizations
are
bringing
that
perspective
to
the
table,
and
maybe
it
doesn't
have
to
be
this
explicit
person
that
sits
on
the
board,
but
the
court
for
Neighborhood
Association
has
been
able
to
establish
a
renters
rights
working
group
that
advises
the
board
until
they
meet
at
a
different
time.
They
bring
up.
You
know
their
work
plan
to
the
board
and
the
board
approves
it,
and
actually
some
folks
from
that
advisory.

know
every
month
and
then
the
executive
committee
meeting
every
two
weeks
in
the
month
which
lead
up
to
maybe
three
or
four
meetings
a
month
for
a
person,
so
so
there's
different
ways
to
achieve
goal
of
inclusivity
and
I
just
want
to
share
that
as
a
model
that
you
can
explore
and
look
at
and
then
as
we
as
we
look
at
these
results
over
time.
You
know
I'll
be
I'll,
be
watching
that
conversation
closely
to
because
I
know
it's
important
for
us
to
meet
it,
but
I
also
want
to
make
sure
that
we
are.

putting
as
many
strategies
on
the
table
to
reach
that
goal.
So
that
we
can
ensure
that
this
voice
of
people
of
color
and
renters
are
is
being
integrated
and
included
into
the
the
work
of
the
neighborhood
organization.
But
it's
less
for
me
about
filling
a
position
or
checking
off
a
box
for
more
about.
Is
that
the
whole
ecosystem
of
this
organization
able
to
lift
up
this
is
voice
in
a
meaningful
way.
Where
you
know
a
group
of
folks
from
that,
neighborhood
can
say.

Yes,
we
feel
comfortable
with
how
we're
being
represented-
and
this
is
this
is
how
we
support
that
work.
And
if
you
went
to
the
Corcoran
neighborhood
organization,
I
know
you
would
easily
be
able
to
meet
with
many
other
redditors
in
the
area.
Who
would
feel
very
included
by
the
work
that
they've
been
doing
over
the
last
couple
of
years.
I
just
wanted
to
share
that
as
something
that
I'm
thinking
about,
and
maybe
we
could
build
into
the
work
as
yours
doing
the
one
Minneapolis
funds.
