Description
Minneapolis Economic Development & Regulatory Services Committee Meeting
A
Good
afternoon
welcome
to
the
regularly
scheduled
meeting
of
the
economic
development
of
regulatory
services
committee
for
today,
May
15th
I've
been
joined
by
my
colleagues,
councilmember
Cano
Fletcher
Ellison
Cunningham
I
sing,
there's
someone
missing,
and
that
is
a
quorum
of
the
committee.
We
have
a
very
short
consent
agenda.
They
consist
of
the
regular
liquor
business
and
gambling
licenses
license
settlement
conference
recommendations,
a
rental
license
reinstatement,
so
that
would
be
items
12,
13
and
14.
Are
there
any
questions?
Are
there
any
items?
Anyone
would
like
to
pull
of
12
13
and
14.
A
B
You,
madam
chair,
yes,
item
number
one
is
poeple
view
LLC
doing
business
as
Popple
view.
Central
at
papa
view
is
located
at
14-14,
Quincy,
Street,
northeast
and
they're,
making
an
application
for
an
on
sale,
liquor,
Sunday,
sale,
Class,
E,
entertainment
license.
This
address
has
not
housed
a
licensed
business
and
has
previously
been
a
warehouse
space.
The
interior
proposed
seating
will
be
169
and
exterior
seating
on
a
private
patio
of
42
seats.
The
hours
of
operation
will
be
11:00
a.m.
to
12:00
a.m.
Sunday
through
Wednesday
and
11:00
a.m.
to
1:00
a.m.
B
Thursday
through
Saturday,
their
exterior
hours
won't
exceed
10:00
p.m.
daily.
The
restaurant
is
will
be
operating
a
5,000
square
foot
space
on
the
first
floor
and
it
will
split
into
two
separate
restaurant
locations
with
separate
themes.
The
one
side
will
be
more
formal,
dining
and
the
other
side
will
be
a
more
casual,
dining
called
the
central
pub
view.
B
B
Pedestrian
traffic
vehicle
traffic
parking
issues
as
their
concerns
and
the
20
in
support,
mentioned
their
enthusiasm
for
a
locally
owned
business
that
was
respected
by
their
community,
with
an
excellent
reputation
that
there
are
other
locations
that
liquor
licenses
necessary
for
the
vitality
of
the
community
and
the
economic
development
that
they
really
appreciated.
A
full-service
restaurant
in
the
area
that
supports
the
arts
and
the
community
and
job
creation
and
a
diverse
workforce.
B
A
There
any
questions
from
his
Roberts
on
item
number
one,
seeing
none
we'll
open
the
public
hearing
on
item
number,
one,
which
is
a
new
business
license
for
poeple
view
at
14-14,
Quincy
Street
northeast.
Is
there
anyone
here
to
speak
to
this
issue?
Please
come
up
state
your
name
and
address
for
the
record.
This
is
your
opportunity
to
tell
us
about
what
you're
doing
yeah
into.
A
C
So
that's
our
the
restaurant
in
Richfield,
Lindell,
Sakhalin
65
on
lyndale
and
65th
down
there,
but
just
a
little
bit
about
Popol,
Vuh
and
center.
Oh
yeah,
it's
it's
been
about
two
years
now,
since
we
started
doing
this
and
Hosea
our
cone
was
really
the
reason
that
we
even
started
he's
an
incredible
person
that
we
met.
He
immigrated
from
Morales
Mexico
ten
years
ago
and
he's
married
two
kids
now
and
he's
a
huge
part
of
the
business
public.
C
D
C
Self-Service
so
we're
trying
to
take
on
yet
counter
services
trying
to
take
on
some
of
the
the
pitfalls
that
are
kind
of
coming
around
in
the
labor
force,
with
our
industry.
Right
now,
and
so
you
know,
there's
a
there's:
a
declining
labor
force
and
kitchens
and
there's
a
lot
of
things,
there's
wage
discrepancy
and
so
we're
trying
to
with
this
business
model,
trying
to
find
a
way
to
kind
of
find
a
more
equal
approach
to
the
restaurant
industry.
And
so
that's
something
that
we
find
very
important.
C
And
we
also
you
know
the
honor
of
serving
liquor
and
things
like
that.
We
take
that
very
seriously.
I
worked
at
sarcoma
in
Minneapolis
for
a
very
long
time
and
Jamie
has
worked
at
butchering
the
boar
in
a
lot
of
places
around
town
and
it's
something
that
you
know
we
plan
to
be
busy
for
the
majority
of
dinner
and
then
we
slow
down
and
we
don't
plan
on
doing
anything
late-night
or
anything
like
that
either.
So.
D
A
A
B
You,
madam
chair
item,
number
2,
is
first
draft
Minnesota
LLC
doing
business
as
first
draft
tap
room
and
kitchen.
It's
located
at
324,
sixth
Avenue
North
in
Minneapolis.
The
requested
license
is
for
an
on
sale
wine,
strong
beer
license
with
Class,
B,
entertainment
and
sidewalk
cafe.
This
is
a
new
building
and
there
has
not
been
an
alcohol
establishment
at
that
location
before
its
plan
to
have
an
interior
seating
about
198
seats
with
70
seats
at
a
sidewalk
cafe,
the
hours
of
operation
inside
will
be
11:00
a.m.
to
2:00
a.m.
B
and
the
exterior
will
be
11:00
a.m.
until
2
a.m.
it's
important
to
note
that
the
applicant
is
going
to
be
amending
their
business
plan
so
that
their
exterior
will
only
offer
entertainment,
11:00
a.m.
to
11:00
p.m.
daily
and
will
restrict
entertainment
in
the
later
evening
hours
so
that
it
will
reduce
some
of
the
impact
of
noise
and
they
will
be
obligated
to
that
condition
of
their
license
in
their
business
plan,
as
it
would
be
law
there.
B
This
is
an
interesting
business
concept
that
it
will
feature
and
I
pour
it
self-serve
technology
which
is
most
suited
for
patrons
that
are
interested
in
sampling,
different
varieties
of
craft
beers
and
wines,
so
guests
actually
serve
themselves.
So
it's
kind
of
an
interesting
concept
for
Minneapolis.
B
This
is
the
first
license
a
liquor
license
at
this
site,
and
so
public
hearing
notices
were
sent
to
residents
and
property
owners
within
450
feet
of
the
premises.
We've
received
two
responses,
one
in
support
and
one
in
opposed
police
licensing
and
license
inspectors
have
reviewed
the
applications
to
see
that
it's
made
minimum
standards
and
Christina's
Easter
is
making
recommendation
to
approve
this
license
at
this
time.
Thank.
A
F
I'm
Andrew
Valen
at
three
to
four
sixth
Avenue
North,
we're
opening
first
draft,
a
premonition
I'm
here
with
our
consultant
Laura
Boyd
and
partners
Joe
and
Jeff's
masseter.
We
are
indeed
at
a
permit
kitchen
aim
to
serve
craft
beer
both
locally
and
nationally,
and
we
are
using
a
technology.
That's
new
to
the
city.
There
are
some
in
the
state
and
surrounding
areas,
but
we're
very
excited
to
be
a
part
of
the
North
Loop
community
and
bring
a
very
exciting
concept
to
the
Twin
Cities.
Thank.
F
E
Thank
you,
chair,
Goodman
and
I.
Just
want
to
thank
the
applicant
for
being
responsive.
There
was
one
comment
opposed
and
in
fact
the
amendment
they're
making
to
their
business
plan
addresses
that
opposition
and
so
I
would
actually
argue
that
there
are
now
two
kundan's
in
favor
because
they
were
supportive
of
the
business
except
for
being
concerned
about
late-night
amplification
on
the
patio.
So
thank
you
for
being
responsive
to
that
and
with
that
unhappy
to
move
approval
item.
A
B
You,
madam
chair
item
number
3,
is
for
Fairgrounds
for
LLC
doing
business
as
fairgrounds

tea.
It's
located
at

Third

This
application
is
for
a
sidewalk
cafe
for
an
existing
restaurant,
the
sidewalk
cafe
will
consist
of
16
seats
and
the
hours
of
operation
will
be
6:00
a.m.
to
10:00
p.m.
daily.
B
The
there's
a
public
hearing
requirement
for
a
new
sidewalk
cafe
and
those
public
hearing
notices
were
sent
to
residents
and
property
owners
within
300
feet
of
the
premises.
We've
received
no
responses,
public
works
and
business
licensing
staff,
Sheila,
Larsen
reviewed
the
application
for
minimum
standards
and
is
making
recommendation
to
approve
at
this
time
are.
A
G
You,
council
members,
ladies
and
gentlemen,
Michael
Schultz,
chairman
and
CEO
of
coffee
and
tea
bar
Holdings,
the
sole
owner
of
fairgrounds
coffee
and
tea,
thrilled
and
honored
to
be
coming
to
Minneapolis,
my
wife
and
her
families
from
here.
So
my
in-laws
are
watching
it's
a
very
personal
project,
looking
forward
to
being
great
neighbors
and
contributing
to
local
charities
and
and
excited
to
continue
our
expansion
throughout
Minneapolis.
Thank
you.
Thank.
A
A
B
You,
madam
chair,
the

required
for
this
application
and
notices
were
sent
to

450
feet
of
the

We've
received
two
responses,
one
in
support
and
one
had
a
general
question
about.
If
a
dessert
concept
for
a
restaurant
would
meet
minimum
standards,
business
license
inspector
Kristina
seats
sure
did
do
her
due
diligence
than
it
does
meet
minimum
standards
and
we
are
making
recommendation
to
approve
at
this
time
are.
A
There
any
questions
for
Miss
Roberts
on
item
number,
four,
seeing
none
we'll
open
the
public
hearing
on
item
number
four,
which
is

a

Is
there
anyone

to
this
issue?
Please
step
forward
state
your

for
the

Christina.
H
Calvert
I'll
be
the
general
manager
and
pastry
chef
at
this
location.
We
are
in
support
of
the
Swann
food
company
for
our
Edwards
desert
brand.
This
location
will
be
very
experiential
for
the
brand,
so
noting
that
we
currently
make
in
our
factories
it'll
all
be
made
in
scratch,
and
house
and
it'll
be
a
coffee
program,
a
small
cocktail
program,
so
our
liquor
license
and
then
full
dessert
program
so
made
for
you
items
things
you
can
get
in
the
case
and
ice
creams
as
well.
Thank.
A
A
B
Thank
you.
Madam
chair

What
has
not
been
a

at
this
location
in
the
past,
it's
formerly
was
a

The
proposed

an

The

Ladonna
will
be

Company
of

for

Notices
were
sent

B
A
There
any
questions
from
his
Roberts
on
item
number
five,
seeing
none
we'll
open
the
public
hearing
on
item
number
five,
which
is
an
application
for
ladonia
I,
hope
I,
pronounced
that
correctly,
a
new
to
new
business
licenses.
Please
step
forward
state
your
name
and
address
for
the
record.
If
you
could
correctly
pronounce
the
name
of
the
business.
That
would
be
great
absolutely.
I
My
name
is
Sergio
Mancera
I'm,
one
of
the
owners
of
ladonia
silver
Surya,
which
is
exactly
so.
It's
a
thank
you
for
that.
I
live
at
26,
11,
Washington,
Street,
northeast
we're
super
excited
to
finally
ever
tap
them
open.
I've
been
wholesaling
beer
that
I
was
contract,
bringing
Wisconsin
for
the
last
two
years,
delivering
it
in
between
my
college
classes.
So
I'm
excited
to
be
full-time,
doing
this
and
have
everybody
out
to
the
tap
room
when
we
open
I
know
the
late
summer.
Thank
you
so
much
for
your
consideration.
I
appreciate
it.
Thank.
J
A
J
A
Will
then
move
on
to
item
number
six
before
we
do
that
this
Roberts
I
was
thinking.
You
made
a
little
change
in
your
presentation
that
I
love,
which
is
introducing
the
license
inspectors
name
who
does
all
of
the
work
these
and
I'm
wondering
if
you
wouldn't
mind,
just
introducing
all
of
your
staff
that
are
here
today.
So
we
can
put
a
good
name
with
the
face.
B
Madame
chair,
that's
an
awesome
opportunity
for
our
division
and
I'd
love
to
so.
If
my
staff
won't
mind
standing
up
for
a
moment
to
get
a
little
of
the
limelight,
they
do
excellent
work.
So
we
have
Jennifer
Baird.
She
is
an
inspector
and
also
works
on
some
enterprise
coordinating
work.
For
us.
We
have
district
supervisor,
Amy
lingo
and
Christy
stirrer,
who
is
a
licensed
inspector
and
Phil
Cotterell?
Who
is
also
a
licensed
inspector?
Well.
A
I
just
want
to
thank
you
for
having
them
all
here
today.
It's
each
new
person
comes
to
the
position
with
the
interesting
angle
and
introducing
the
people
who
do
the
work
and
having
them
here.
I.
Think
is
a
really
good
thing
for
us.
So
thank
you
all
for
being
here
today
and
for
the
work
that
you
do
every
day
on
behalf
of
the
people
who
have
made
these
applications
and
wanna
start
small
businesses
in
our
city.
So
we
very
much
appreciate
it
so
go
ahead
on
item
number
6
thank.
B
You
item
number
6,
isn't
maybe
my
favorite
item
today.
New
rules,
North
LLC,
the
trade
name,
will
be
the
regime
it's
located
at
20:15,
Lowry
Avenue
north
in
Minneapolis.
The
requested
license
is
an
on
sale.
Wine,
strong
beer
license
with
Class
C
to
Entertainment
the
location.
At
that
space
for
licensing
has
been
historic.
There
was
J's
bar
and
grill
a
beer
license
that
was
there
from
1998
to
1999
and
then
most
recently,
if
recent
is
2003,
was
a
lowry
pub.
So
this
will
be
a
new,
exciting
establishment
for
the
area.
B
It
will
have
30
indoor
seats
with
no
exterior
seats.
The
hours
of
operation
will
be
7
a.m.
to
2
a.m.
daily.
The
regime
will
be
an
art
cafe
and
restaurant,
and
it
will
also
be
a
work
space
for
creative
types
and
professional
types
that
will
provide
tools
and
resources
for
their
creative
endeavors.
The
restaurant
will
serve
a
variety
of
small
plate
dishes,
including
breakfast
sandwiches,
paninis,
fresh
juices
and
desserts,
and
the
menu
will
rotate
and
will
feature
guest
chefs.
B
A
public
hearing
is
required
for
this
application
and
notices
were
sent
to
property
owners
and
residents
within
600
feet
of
the
business.
We've
received
two
responses,
one
in
support
and
one
opposed.
The

Phil,

I'll
review
the
applications
for
minimum
standards,
and
we
are
making
a
recommendation
to
approve
this
license
at
this
time
are.
A
K
Hello,
my
name
is
Chris
Webb
Lee
I
am
the
founder
and
CEO
of
new
rules,
headquartered
in
North
Minneapolis.
Thank
you
guys
again
for
the
consideration
I'm
here,
just
to
again
shed
more
light
on
what
we
do
as
an
organization
we're
a
real
estate
development
company
that
started
back
in
2015
to
truly
reflect
the
needs
of
the
neighborhood.
K
So
we
did
a
design
thinking
workshop
to
gather
all
the
ideas
and
prototype
solutions
and
prioritize
food,
economic
opportunities,
access
to
space,
business,
networking
and
professional
training,
I'm
sort
of
sort
of
how
we've
built
this
ecosystem
of
what
we
hope
to
be
tools
and
resources
to
nurture
the
creatives
and
entrepreneurs
in
North
Minneapolis.
So
we're
honored
to
be
here
before
you
today.
We
hope
that
this
is
one
of
the
many
times
that
we
meet.
A
L
We're
excited
just
real
quick
I
wanted
to
just
express
my
excitement
for
this.
This
new
business
coming
to
North
Minneapolis,
it's
across
the
street,
from
my
ward,
which
I'm
really
excited
about
and
I
know
that
I
will
be
able
to
have
a
nice
place
to
go,
have
rest
to
be
able
to
go
eat
to
be
able
to
get
juices
and
also
vegan
pastries.
If
I'm
not
mistaken,
hey
it's
hard
to
find
vegan
options
in
North,
Minneapolis,
so
I'm
very
excited
and
happy
to
support
you
and
your
your
work
in
this.
L
J
Proud
to
announce
that
this
is
on
the
fifth
Ward
side
of
Lowry,
so
that's
all
you
know
well
sort
of
put
that
as
a
point
in
our
bucket
also
just
want
to
thank
new
rules
for
some
a
lot
of
the
work
that
they've
done
in
engaging
North,
Side
artists
and
really
boosting
the
creative
economy.
That's
not
just
that
doesn't
just
exist
over
North,
but
is
all
over
the
city,
and
new
rules
has
done
a
lot
of
work.
So
it's
a
highlight.
The
assets
over
north
and
so
I
am
excited
to
move
approval
on.
A
B
You,
madam
chair
item,
number
7
as
Henry

Sons

The
trade

is
Henry
and
Sons
is
located
at
12:20,
Glenwood
Avenue,
it's
requesting
an
off
sale,
liquor
license.
This
is
a
license
that
has
an
or
space
that's
a
commercial
facility
that
hasn't
had
an
awful
and
it's
past.
The
proposed
hours
will
be
Monday
through
Saturday
8
a.m.
to
10
p.m.
and
most
recently
the
opportunity
for
off

to
be
open
on
Sunday,
and
they
will
be
open
on
Sunday
from
11
a.m.
to
6
p.m.
on
those
days.
B
It
is
a
business
that
is
just
under
2,000
square
feet
and
will
be
offering
a
specific
type
of
artisan
beer
and
spirits
for
off
sale.
A
public
hearing
is
required,
600
or
notices
were
sent
to
residents
and
property
owners
within
600
feet
of
the
premises.
We've
had
two
responses
in
support:
Police
Licensing
and
licensed
inspector
Phil
Cotter
roll
made.
The
application
review
for
minoan
Center
is
making
recommendation
to
approve
at
this
time
are.
A
There
any
questions
for
Miss
Roberts
on
item
number.
Seven
I
will
note
that
they
already
have
a
successful
business
in
the
immediate
area,
and
this
is
a
simple
move.
A
good
move,
I
think
will
open
the
public
hearing
on
item
number.
Seven.
Is
there
anyone
here
to
speak
to
this
issue?
Please
step
forward
state
your
name
and
address
for
the
record.
My.
A
M
A
J
This
is
a
busy
day
for
Ward
5
at
the
rivaling
Ward
3
I.
Think.
Maybe
today,
right
I
yeah
I'm
really
excited
to
see
the
continued
activation
of
Glenwood
and
I
will
move.
This
item
moved
to
approve
this
item.
I'm.
A
B
You,
madam
chair
item,
number
8,
is
for
the
applicant
gray
fox
LLC
doing
business
as
grey
fox.
It's
located
at
801,
a
Marquette
Avenue
in
the
atrium
in
Minneapolis.
They
are
requesting
an
on
sale.
Wine
and
strong
bear
license
with
classy
entertainment.
Again
there
has
not
been
an
alcohol
establishment
at
that.
Look
like
location.
The
intended
seating
is
460
seats,
interior
and
no
seating
outside
the
hours
of
operation
will
be
7
a.m.
to
7
p.m.
Monday
through
Friday.
The
proposed
premises
is
just
under
300
square
feet.
B
On
the
first
floor
of
the
recently
renovated
TCF
tower
in
the
atrium,
a
public
hearing
is
required
and
notices
were
sent
to
residents
and
property
owners
within
450
feet
of
the
premises
we
received.
One
response
in
favor,
police
licensing
and
business
license
inspector
Michelle,
har
vet
reviewed
the
application
for
minimum
standards
and
is
making
a
recommendation
to
approve
at
this
time
are.
A
N
And
address
for
the
record,
my
name
is
Danielle.
Berlin
I
live
at
two
five
one:
five
nicoletta
Avenue
in
Minneapolis,
my
husband,
Kris
Pilon
and
I
own,
the
copper
Hankey
Korean
kitchen
on
25th
and
Nicollet.
We
live
in
the
building
with
the
restaurants,
so
we're
excited
to
open
another
restaurant
downtown
minneapolis
to
serve
people
of
downtown
the
downtown
Skyway
delicious
breakfast
lunch
and
happy
hour.
It'll
be
called
gray
fox,
coffee
and
wine
bar
that.
A
Is
great,
that's
just
great.
Thank
you
for
being
here
today.
Is
there
anyone
else
here
to
speak
to
this
issue?
Anyone
anyone
seeing
none,
we'll
close
the
public
hearing
I
will
move
approval
more
breakfast
options.
Downtown
are
definitely
needed.
So
thank
you
for
doing
that
for
their
comments
or
questions,
seeing
none
all
in
favor
signify
by
saying
aye
any
opposed.
That
item
is
approved.
Thank
you
for
being
here
today.
I
will
move
on
to
item
number
9.
Ms
roberts.
Thank.
B
You,
madam
chair
I,
know
number
nine
is
botany
coffee
company
and
the
trade
name
is
botany
coffee.
It's
located,
1830,
East,
38th,
Street
and
they're,
requesting
a
sidewalk
cafe
license
at
that
location.
That
currently
has
a
restaurant
license.
The
intended
seats
on
the
sidewalk
cafe
are
eight
seats
and
they
are
intending
to
operate
Monday
through
Friday
7
a.m.
to
5
p.m.
Saturdays,
8
a.m.
to
4
p.m.
and
Sundays
from
10
a.m.
to
3
p.m.
B
there's,
a
public
hearing
required
for
a
new
sidewalk
cafe
and
so
notices
were
sent
to
300
I'm,
sorry
to
residents
and
property
owners
within
300
feet
of
the
premises,
and
we
received
three
responses
in
support.
Public,
Works
and
business
license
inspector
Jennifer
Baird,
as
making
recommendation
to
approve
this
license
at
this
time
are.
A
E
A
Number
nine
has
been
moved
for
approval,
further
comments
or
questions,
seeing
none
all
in
favor
signify
by
saying
aye
any
opposed.
That
item
is
approved,
we'll
move
on
then
to
our
remaining
public
hearing,
which
is
item
number
ten.
This
is
a
public
hearing
approving
the
44th
and
Penn
Avenue
North
redevelopment
plan.
Miss
Carson
welcome.
O
Madam
chair
and
councilmembers
staff
has
prepared
the
44th
and
Penn
Avenue
North
redevelopment
plan
to
facilitate
the
redevelopment
of
two
vacant:
commercial
properties
at
the
corner
of
44th
Avenue,
north
and
Penn
in
the
victory
neighborhood
in
general.
A
redevelopment
plan
is
a
legally
required
document
that
describes
the
objectives
of
the
city
in
undertaking
specified
public
redevelopment
activities
within
a
geographic
area.
The
City
Council's
approval
of
the
plan
is
necessary
for
the
city
to
carry
out
various
redevelopment
activities,
including
the
acquisition
and
disposition
of
property.
The
44th
and
Penn.
O
O
O
Staff
has
begun
early
discussions
with
the
to
property
owners
about
the
possibility
of
acquiring
their
properties.
Approval
of
this
plan
would
allow
the
city
to
make
formal
written
offers
to
the
owners.
These
purchases
would
be
voluntary
for
fair
market
value
based
on
appraisals
and
would
use
the
city's
capital
acquisition
revolving
fund,
or
it's
called
karf
fun,
since
the
properties
are
located
in
a
designated
great
streets
node.
A
There
any
questions
for
Miss
grossen
on
item
number,
10,
okay,
seeing
none!
Thank
you
for
your
report,
we'll
open
the
public
hearing
on
item
number
44,
which
is
passage
of
a
resolution
authorizing
the
44th
and
Penn
redevelopment
plan.
Is
there
anyone
here
to
speak
to
this
issue,
anyone
anyone
seeing
none
I'll
close
up?
P
Record
hi
I
am
Katie
Fitzpatrick
and
I
work
for
the
victory
Neighborhood
Association,
which
is
located
at
2244
Avenue
North.
These
two
properties
are
located
kitty-corner
from
our
office
building
and
just
to
reaffirm
what
this
grossen
stated.
We
are
in
full
support
of
this
plan
and
we're
really
excited
about
the
redevelopment
opportunities
that
bring
with
it,
especially
considering
two
of
the
busiest
metro
transit
bus
lines
will
have
stops
within
a
block
of
that
location.
So
we
fully
support
the
plan
and
we
hope
the
council
votes
to
move
forward
with
its
adoption.
A
L
Thank
you,
madam
chair
I.
First
just
want
to
say
thank
you
very
much
to
Myles
and
Beth
for
all
your
hard
work
with
pulling
this
together
and
working
with
the
property
owners
to
explore
the
option
of
acquisition,
and
thank
you
to
the
victory
day.
Bruh
hood,
miss
Fitzpatrick
for
all
your
hard
work
is
well
with
this.
This
is
a
huge
opportunity
and
so
I
am
I.
Have
my
fingers
crossed
at
the
OP
that
we
are
able
to
do
this
and
move
this
forward?
L
Currently,
it's
a
blighted
space
and
right,
it's
really
just
central
and
can
serve
as
an
awesome
catalyst
for
that
surrounding
area.
We
just
had
North
Market
opens
further
down
forty
fourth,
so
this
is
a
huge
opportunity
for
the
4th
Ward.
So
thank
you
all
so
much
for
your
hard
work
and
I
would
like
to
motion
the
move.
The
approval
of
this
item
are.
A
There
any
comments,
any
additional
comments
or
questions
on
councilmember
Cunningham's
motion,
seeing
none
on
the
motion
to
approve
all
in
favor
signify
by
saying
aye
any
opposed.
That
item
is
approved,
we'll
move
on
to
our
very
last
item,
none
which
is
a
quasi-judicial
public
hearing
with
regard
to
a
mobile
food
vendor
license,
revocation,
who
is
doing
this
report.
Mr.
fussy
welcome,
madam.
Q
Chair,
thank
you.
Joel
fussy
from
the
City
Attorney's
Office.
This
final
item
on
the
agenda
is
a
state
mandated
revocation
of
the
business
license
the
mobile
food
vehicle,
her
license
held
by
finer
meats
and
eats,
and
Douglas
Meier
and
I
GWT
LLC,
due
to
outstanding
in
Tahlequah
taxes
owed
to
the
Minnesota
Department
of
Revenue
and,
as
you
may
be
familiar,
this
is
again
a
state
mandate.
That's
provided
in
a
couple
statutes
where,
once
the
Department
of
Revenue
provides
us
with
notice,
we
have
30
days
to
revoke
the
business
license
in
question.
Q
That
notice
was
provided
on
April
24th
by
means
of
a
letter
to
the
business
licensing
division
and
the
only
options
that
the
the
city
has
at
this
point
is
to
determine
whether
the
license
holder
has
received
a
tax
clearance
certificate
and
that
would
indicate
it
or
certify
that
the
outstanding
obligation
has
been
paid
in
full
or
that
a
proper
payment
plan
has
been
entered
into.
So
that's
really
the
only
issue.
That's
that
question
here
today.
I,
don't
believe.
Q
My
understanding
from
Miss
Roberts
is
that
her
staff
has
not
received
such
a
clearance
certificate
as
of
yet
by
prior
to
this
meeting.
I
also,
don't
believe
that
the
licensee
is
here
today,
although
I
could
be
mistaken,
and
now
it's
also
my
understanding
that
they've
already
ceased
operations,
but
nonetheless,
since
this
is
a
state
mandate
mandated
revocation
action,
it
would
be
proper
to
call
on
the
licensee
at
this
point
for
any
comments.
Thank.
A
You
are
there
any
questions
for
mr.
fussy
on
his
comments
on
item
number
11,
seeing
none.
This
is
a
public
hearing
on
item
number
11,
which
is
a
revocation
of
a
mobile
food
vehicle
vendor
license
or
finer
meats
and
eats
at
3751
Nicollet
Avenue
held
by
Douglas
Meier.
Is
there
anyone
here
to
speak
to
this
issue?
A
Is
there
anyone
here
to
speak
to
this
issue?
Anyone
seeing
none,
we'll
close
the
public
hearing
I'm
going
to
move
to
revoke
the
license
in
accordance
with
the
direction
from
our
attorneys?
Are
there
further
comments
or
questions
on
the
chairs
motion,
seeing
none
all
in
favor
signify
by
saying
aye
any
opposed.
That
item
is
approved,
seeing
no
further
business
before
us.
We
are
adjourned.
