Description
Minneapolis City Council Meeting
B
C
Thank
you,
ladies
for
being
here
this
morning.
So
many
of
you
know
that,
due
to
the
very
low
percentage
of
women
in
the
workforce
in
the
city
of
Minneapolis,
approximately
29%,
which
we
all
find
almost
impossible
to
believe,
an
affinity
group
has
been
started
for
the
purposes
of
bringing
women
together
to
facilitate
leadership
development,
as
well
as
social
networking
and
open
up
the
doors
for
opportunities
for
hiring
and
promotion
and
working
on
issues
that
affect
women
who,
quite
frankly,
represent
more
than
50%
of
the
total
population.
C
C
The
29%
Club
was
formed
in
2017
as
an
employee
resource
group
for
those
interested
in
the
invent
and
empowerment
of
female
employees
and
has
celebrated
Women's
History
Month
with
events
throughout
this
past
month
and
whereas
the
29%
Club
offers
female
employees
lean
in
circles
for
peer
support,
networking
opportunities
and
a
policy
resource
group,
and
whereas
the
29%
Club
will
offer
the
city
of
Minneapolis
recommendations
on
action.
Steps
to
support
retain
advance
and
recruit.
Women
in
our
workforce.
C
Now,
therefore,
be
it
resolved
by
the
mayor
and
the
City
Council
that
we
commemorate
the
achievements
of
women
and
their
role
in
the
development
and
history
of
our
region
and
our
nation,
and
we
join
in
recognizing
the
annual
celebration
of
Women's,
History
Month
and
the
creation
of
the
29%
Club.
Thank
you.
D
Thanks
so
much
my
name
is
Maria
Rivera
van
der
Meyde
and
I
am
proud
to
be
executive.
Sponsor
of
this
group
of
these
extraordinary
women-
and
this
is
the
leadership
team,
Hill
free
to
say
a
few
words
as
well,
but
they
really
do
all
the
work.
I
get
to
be
a
helpful
supporter,
but
I
want
to
say
that
this
is
a
great
year
for
women.
Cnn
has
marked
2018
as
the
year
of
the
woman.
D
Governor
Dayton
has
also
proclaimed
March
Women's,
History
Month
and,
in
so
doing
noted
that
many
out
or
Minnesota
really
I
should
say
made
another
top
one
list
and
a
top
one
for
women
across
the
nation,
so
really
exciting.
To
be
part
of
this
movement,
as
we
see
internationally
and
nationally
the
me2
and
the
times
up
movement,
women,
using
their
voices
and
being
empowered
men
and
our
allies
standing
up
with
women
saying
enough
is
enough,
and
we
are
here
for
gender
parity
and
moving
forward
on
issues
that
really
impact
women
in
the
workplace.
D
E
Name
is
Rebecca
mom,
Quist
I
work
in
the
assessor's
office
and
I
will
say
that
the
city
of
Minneapolis
is
a
fantastic
place
to
work.
Wonderful,
but
it
is
very
large,
is
a
very
big
city
and
the
29-percent
Club
is
a
way
to
come
together
to
be
together
in
a
very
intentional
way,
and
that
is
the
part
that
I
am
most
proud
of.
Is
that
we
get
to
see
each
other
bring
together
people
from
different
departments
from
different
areas
of
the
city
that
work
different
shifts,
so
that
we
can
see
each
other
and
come
together.
F
Thanks
Rebecca
I'm,
Jen,
white
and
I
work
now
in
the
mayor's
office,
formerly
with
Council
and
I,
think
the
best
part
about
the
29
percent
Club
is
us
being
able
to
come
together
as
women
to
support
one
another,
both
in
our
professional
and
personal
development,
and
we
have
many
women
leaders
here
at
the
city,
who
are
very
supportive
of
us
as
well
and
I.
Guess
one
of
our
biggest
goals
is
to
support
one
anothers
professional
development
and
know
that
we
have
opportunities
for
growth
and
advancement
here
at
the
city.
F
G
Murphy
I
work
here
at
City,
Council
for
councilmember,
Andrew,
Johnson
and
I
think
a
lot
of
what
our
aim
has
been
in
just
the
short
time
that
the
29%
has
been
around
is
to
help
women
at
the
city,
not
just
survive,
but
thrive
and
I
think
just
raising
the
profile
of
women
and
the
connectivity
has
been
really
great,
but
also
a
lot
of
the
support
from
allies
and
the
other
71
percent
of
the
city
has
been
helpful
too.
So
it's
just
been
really
great.
G
Also
to
get
to
know
all
the
amazing
women
at
the
city
and
like
Rebecca,
said
in
so
many
different
parts
of
the
city.
Women
are
doing
so
many
different
things
often
is
the
only
woman
in
their
department
and
just
to
be
seen
and
see
each
other
and
and
raise
the
profile
of
our
work.
I
think
it's
been
really
amazing.
B
Good
morning
my
name
is
Andrew
Johnson
I'm,
the
majority
leader
of
the
City
Council,
and
will
be
presiding
at
this
regular
meeting
today.
I'll
note
that
both
president
bender
and
vice-president
Jenkins
are
absent,
which
explains
why
I'm
chairing
I
understand
the
president.
Bender
is
in
route
from
the
airport
and
anticipates
joining
us
shortly
with
that
I'll
go
ahead
and
call
the
meeting
to
order.
This
is
a
regular
meeting
of
the
full
City
Council
for
Friday
March
23rd.
The
clerk
will
call
the
roll
council.
I
J
B
B
The
record
reflect
that
we
have
quorum.
Colleagues,
the
agenda
for
today's
meeting
is
before
us.
Are
there
any
amendments
from
council
members
not
seeing
any
a
motion
to
adopt
the
agenda
with
a
demand
or
a
motion
to
adopt
the
agenda
is
in
order
so
moved
that
carries
earth
all
those
in
favor,
please
say
aye
aye.
Those
opposed
that
carries
the
agenda
is
adopted.
Next,
we
have
the
minutes
from
a
regular
meeting
on
March
9th
for
acceptance
may
have
a
motion.
Please
move.
B
B
Any
discussion
not
seeing
any
all
those
in
favor,
please
say
aye
those
opposed
the
motion
carries
and
those
referrals
are
made.
The
next
order
of
business
is
reports
from
our
standing
committees,
beginning
with
the
committee
of
the
whole,
in
the
absence
of
the
committee's
chair,
which
is
vice,
president
Jenkins
will
have
the
report
from
its
vice
chair,
councilmember
Cunningham,.
L
B
H
B
C
You
mr.
chair,
the
economic
development
and
regulatory
Services
Committee
is
bringing
13
items
forward
for
approval
this
morning,
items
number
one
two,
three
four
and
five
our
new
license
recommendations
item
six
are
the
monthly
annual
liquor
business
and
gambling
license
applications
items;
seven,
eight
and
nine
our
business
license
operating
conditions
or
reinstatement
of
licenses
item
10
is
a
grant
application
to
deed
for
Public
Safety
career
pathways.
Work
item
11
is
probably
the
largest
item
on
the
agenda.
This
is
the
modified
redevelopment
terms
with
United
properties
for
the
nickel
at
Hotel
block
development
item.
C
B
H
B
J
You
mr.
chair
fitting
for
Women's
History
Month,
we
have
two
items
to
submit
for
your
approval
today.
The
first
is
the
appointment
of
a
new
city
coordinator
and
that's
Maria
Rivera
van
der
Meyde,
and
the
second
is
the
reappointment
of
City
Attorney
Susan
Siegel
I'm
happy
to
answer
any
questions
and.
B
A
You
mr.
chairman
I
just
wanted
to
speak
on
these
two
appointments,
because
I've
had
the
opportunity
to
work
with
both
Maria
and
Susan
Segal
over
the
past
several
years,
so
I'm
very
proud
to
be
casting
my
vote
in
favor
of
both
of
these
appointments
today
and
I
just
wanted
to
commend
Maria
for
all
of
the
energy
and
focus
and
and
hard
work
she
brings
to
the
city.
A
I
saw
the
work
that
she
did
in
leading
the
minimum
wage
efforts
and
paid
sick
efforts
forward
and
I
think
we
are
honestly
very,
very
lucky
to
have
such
a
strong
candidate,
considering
this
position
and
being
appointed
by
our
mayor
and
wanting
to
take
on
the
challenge
of
leading
the
city
with
us.
Naturally,
you
know
Maria
being
of
the
Latino
community.
A
J
K
Thank
you,
I
thought.
Maybe
I
could
speak
briefly.
I'm
number
two.
My
plan
is
to
vote
no
and
I
thought
a
little
explanation
might
be
worthwhile.
I
suspect
I
may
be
the
only
council
member
who
is
voting
on
this
and
I.
Think
that's
an
indication
of
I
think
that
this
is
a
a
difficult
decision
for
me.
I
know
that
during
the
process
of
the
public
hearing
that
we
heard
lots
of
comments,
lots
of
information
came
in
I
think
there
was
lots
of
concerns
that
were
raised
and
many
of
those
resonated
with
me,
but
rather
than.
I
K
Back
I
also
want
to
acknowledge
that
I've
certainly
seen
the
city
attorney
and
worked
with
her
and
in
many
projects
together
and
appreciated
her
hard
work
and
her
intelligence.
I
think
one
of
the
things
I
hope
we
can
do
here
is
pivot
a
little
bit
in
the
City
Attorney's
Department
and
the
work
that
we
do
I.
Think
too
often
as
a
country
and
blame
elected
officials
here
also
for
that
who's
been
offering
the
guidance
of
who's
been
leading
the
work
of
the
City
Attorney's
Office.
Well,
policymakers
are
involved
in
that
and
I.
K
Think
too
often,
we
err
on
the
side
of
supporting
enriched
the
wealthy.
The
well-to-do
and
keeping
the
systems
going
in
the
wheels
grinding
and
I
hope
that
we
can
do
more
when
we're
looking
ahead,
that
we
can
help
the
least
powerful
and
maybe
the
most
disadvantaged,
who
and
and
not
necessarily
those
that
are
already
doing
well,
including
the
wealthy
and
the
powerful
I,
think
that
we
can
do
more
to
stand
up
to
some
of
the
biggest
most
powerful
actors,
some
of
our
biggest
banks.
K
K
I
I've
disagreed
on
some
pretty
big
decision
decisions
and
I'm.
Sure
folks,
here
are
paying.
Any
attention
will
remember.
The
stadium
decision
with
the
City
Attorney's
office
and
I
think
it's
important
that
as
we're
getting
advice
and
we're
talking
about
things,
we
understand
that
there
might
be
differing
legal
approaches
to
issues
not
only
that
one,
but
also
on
whether
or
not
to
put
a
charter.
Man
on
the
ballot
and
I
think
it's
important
for
me
to
make
my
decisions
and
others
that
we
hear
kind
of
the
rationale.
K
What's
the
legal
defense
of
even
opposing
decisions,
and
when
what
what
what
can
let
us
make
this
I
guess
let
the
policymakers
determine
the
best
approach
after
getting
all
that.
Good
information.
I
also
think
that
one
of
the
big
things
that
we
need
to
do
and
I
know
that
we
are
making
strides
to
do.
This
is
to
work
harder
as
a
council
in
concert
with
our
Attorney's
Office
to
dismantle
the
institutional
racism
and
I've
seen
movement
in
that
in.
K
Dramatic
movement
since
I've
been
here,
I've,
been
here
for
a
while
now,
and
this
wasn't
even
something
we
were
talking
about
our
thinking
about
twelve
years
ago
and
I
know
that
we
are
now
and
I
know
that
the
City
Attorney's
Office
is
as
well,
but
we
can
play
a
critical
role
in
looking
at
how
we're
who
were
prosecuting
what
kind
of
alternative
sentencing
is
there
who's
getting
charges?
It's
getting
arrested,
we're
making
some
great
inroads
there
and
also
what
to
do
to
alternatives
in
terms
of
sentencing
and
mass
incarceration
I.
K
Just
you
know,
I'll
probably
be
sharing
this,
but
I
just
noticed
something
that
came
from
the
district
attorney
on
Philadelphia
with
a
whole
I.
Think
people
should
should
look
at
this.
I
think
that
somebody
who
was
elected
there
and
he
ran
on
a
whole
platform
of
what
can
we
do
to
dismantle
institutional
racism
and
mass
incarceration
and
there's
a
whole
list
of
ideas
and
proposals
there.
J
You
mr.
chair
I,
very
respectfully,
but
vehemently
disagree
with
my
colleague
councilmember
Gordon
throughout
the
continued
public
hearings
for
Miss
Eagle
I
just
want
to
point
out
some
of
the
things
that
we
heard
there
were
things
like
creative
ways
to
help
people
that
needed
to
come
in
front
of
a
judge
to
rita,
send
reminders
like
text
messages
to
help
people
show
up
for
their
legal
appointments
that
helped
and
had
great
success.
J
The
driver's
license
diversion
program
so
that
people
who
owe
and
cannot
pay
outstanding
tickets
that
they
have
still
have
the
ability
to
get
to
work
work
with
the
underserved
populations
in
any
number
of
areas.
Work
with
social
services
in
a
in
a
large
variety
of
areas,
work
to
help
the
betterment
of
women.
I
have
seen
no
other
person
at
city
hall,
help
to
the
betterment
of
those
poor
in
to
are
victims
of
domestic
violence.
B
H
J
B
K

you
very
much.

a

here
on
Monday
at
the
peace
committee.
We
will
be
setting
the

You
mr.
chair,
the
public

is

for

The
fifth
and
final
is
the
local

for
the
st.
James
African
method
and
Methodist
Episcopal
Church
I
move
all
these
for
approval,
councilmember.
B
B
K
Thank
you
very
much.
Mr.
president,
there's
two
items
from
the
executive
committee
that
are
coming
to
us
today.
The
first
is
receiving
and
filing
the
appointment
of
Velma
Korbel,
the
nomination
and
referring
that
to
the
public
health,
environment,
civil
rights
and
engagement
committee
for
setting
a
public
hearing,
and
then
that
nomination
is
Donnell
Courville
for
the
director
of
civil
rights
and
the
second
is
approving
an
appointed
position
in
the
human
resources
department
or
a
new
director
of
learning
and
development
solutions,
and
this
is
funded
and
we're.
K
B
L
You
mr.
chair
I
just
wanted
to
first
speak
to
number
one
saying
that
I
am
excited
and
grateful
that
this
reappointment
is
moving
forward
to
my
committee.
I
actually
wanted
to
circle
back
to
the
previous
motion
that
had
been
in
the
previous
report
wanting
to
say
that
speak
in
favor
of
the
reappointment
of
Susan
Siegel,
in
addition
to
the
innovative
work
and
sex
trafficking
and
diversion
programs,
she
has
excellent
results
on
for
the
city
on
important
legal,
civil,
legal
matters
and
one
of
the
ones
I
want
to
speak.
L
To
that
I
felt
like
was
was
overlooked,
was
ranked
choice.
Voting
she'd
have
successfully
defended
the
city's,
bring
choice,
voting
system
against
a
lawsuit,
challenging
its
constitutionality,
and
she
also
defended
successfully
sick
and
safe
time,
a
minimum
wage
ordinances
going
up
against
law
firms
they
had
220
attorneys
and
because
of
the
fact
that
she
went
oh,
that
she
advised
the
city
to
go
about
it
through
an
ordinance
rather
than
a
charter,
is
what
helped
make
that
a
successful
legal
case.
L
B
Motion
carries
in
the
referral
of
those
items
from
the
executive
committee
has
been
approved
and
is
indicated
on
the
agenda.
The
next
order
of
business
is
the
introduction
referral
calendar
first,
pursuant
to
notice
of
motion
by
president
fender
and
councilmember
ellison
to
introduce
the
subject
matter
of
an
ordinance
amending
the
housing
code
and
referring
to
the
housing
policy
and
Development
Committee
proposed
amendments
for
enter
protections.
Is
there
any
discussion
on
this
introduction,
not
seeing
any
all
those
in
favor
say:
aye
hi,
those
opposed
say.
B
No,
that
motion
carries
in
the
matter
is
referred
to
the
housing
policy
and
development
committee.
Next,
pursuant
to
notice
a
motion
by
councilmember
Wright
to
introduce
the
subject
matter
of
an
ordinance
amending
the
traffic
code
and
referring
to
the
transportation
and
Public
Works
Committee
proposed
amendments
for
bicycle
sharing
operations.
Is
there
any
discussion
on
this
introduction,
not
seeing
any
all
those
in
favor
say:
aye
hi.
K
B
Opposed
say
no,
the
motion
carries
in
the
matter
is
referred
to
the
transportation
and
Public
Works
Committee.
Finally,
we
have
a
motion
by
myself
and
councilmember
Ellison
to
introduce
the
subject
matter
of
an
ordinance
amending
the
licensing
and
Business
Regulation
code
and
referring
to
the
public
health
environment.
Civil
rights
and
engagement
committee
proposed
amendments
to
increase
the
minimum
age
for
sale
or
provision
of
tobacco
products
from
18
to
21.
B
This
is
being
introduced
without
prior
notice,
which
requires
unanimous
consent
to
make
this
introduction
at
this
point,
is
there
any
discussion
on
this
introduction,
not
seeing
any
all
those
in
favor
say:
aye
aye,
those
opposed
say.
No,
that
motion
carries
and
the
matters
referred
to
the
public
health,
environment,
civil
rights
and
engagement
committee.
The
next
order
of
business
is
resolutions,
and
we
have
two
resolutions
today
versus
a
resolution
requesting
the
state
legislature
and
federal
government
allocate
funding
to
support
the
mini
apple
or
the
Minnesota
Veterans
Home
in
Minneapolis.
Is
there
any
discussion
on
this
resolution?
B
They've
increased
the
quality
of
service
at
a
time
when
we
have
an
increasing
need
for
our
veterans
for
this
level
of
care,
and
so
this
is
asking
the
state
to
invest
in
the
Minnesota
veteran's
home
and
in
our
veterans
who
served
our
nation
so
that
they
can
get
the
care
that
they
deserve
any
additional
discussion
on
this
item.
All
those
in
favor
say
aye,
all
those
opposed
say
no
that
carries
in
the
resolution
is
adopted.
Second,
we
have
the
honorary
resolution
declaring
March
2018
as
Women's
History
Month.
B
Is
there
any
discussion
on
this
resolution
not
seeing
any
all
those
in
favor,
please
say
aye,
those
opposed
say.
No.
That
motion
carries
and
the
resolution
is
adopted
that
completes
the
business
items
on
today's
agenda.
Are
there
any
comments
from
Council
members,
any
announcements,
House
member
Connolly,
Thank.
A
You
mr.
chair
I
do
have
an
announcement
reminder
that
next
week
we
will
be
having
our
public
safety
community
forums.
It
will
be
the
first
public
safety
community
forum
that
our
committee
is
leading
on.
It
will
be
at
the
Minneapolis
Public
Schools
headquarters
in
at
the
Davis
Center
on
West
Broadway.
The
information
is
available
on
Facebook
and
on
the
city's
Twitter
page,
so
we're
lucky
and
I'm
very
thankful
to
my
colleagues
and
the
Public
Safety
Committee,
for
taking
this
on
with
me.
A
I
think
it's
a
really
good
indication
of
our
interest
and
having
more
transparency
and
access
to
local
government.
We're
going
to
be
tackling
a
few
questions
in
terms
of
what
the
city
is
doing,
what
the
community
members
think
and
want
to
add
or
change
to
what
the
city
is
already
doing.
On
the
topic
of
public
safety
and
emergency
management,
we
will
also
just
be
asking
folks
to
dream
with
us.
A
What
would
it
look
to
have
a
city
that
has
met
everyone's
safety
needs
so
once
again,
that
meeting
is
happening
next
week
Wednesday,
it
starts
at
5:00
p.m.
it'll,
be
at
the
Davis
center
in
on
West
Broadway,
north
Minneapolis
and
the
our
mayor,
Jacob
Frye,
will
be
joining
us
as
well
as
their
council
president
for
the
first
portion
of
the
meeting.
A
We
will
have
interpretation
available
for
multilingual
participants,
as
well
as
a
space
for
children
to
play,
in
in
case
families
bring
their
their
kids
and
there's
a
little
bit
of
a
break
that
needs
to
be
had
there,
and
we
will
also
provide
light
refreshments,
so
I'm,
hoping
that
we
have
lots
of
community
folks
joining
us.
Thank
you.
Thank.
I
Schrader
Thank
You
mr.
chary
I
did
want
to
take
this
opportunity
to
mention
that
the
Minneapolis
Comprehensive
Plan
was
released
last
night,
so
I
encourage
all
residents
as
well
as
my
colleagues
to
take
a
look
at
that
really
an
exciting
chance
to
take
a
look
at
what
our
city
could
be,
but
I
encourage
you
all
to
take
advantage
of
the
opportunity.
Thank
you.
Thank.
B
You
councilmember
any
other
announcements,
not
seeing
any
with
that.
We
have
concluded
all
business
to
come
before
the
City
Council.
A
motion
to
adjourn
would
be
an
order,
moved
and
seconded
all
those
in
favor,
please
say
aye.
Those
opposed
that
carries
and
we
are
adjourned
have
a
great
weekend.
Everyone.
